DESCRIPTION

E-Rickshaw has been the latest scapegoat in policy circles thanks to populist measures taken by the government. In the absence of the clear cut policy; the existence of Electrically powered rickshaws is under fire. CPPR through this presentation aims to give an overview of the current situation and mentions the need for a concrete policy which will enable the integration of this innovative and friendly system into urban/rural transport network

Population

•The number in Delhi as per government officials by April 2012 was over 100,000 in Delhi•Tom-Tom in Tripura•15,458 in Dhaka, Bangladesh, District Traffic police

Cost•The cost varies from Rs.85000 to 125000. •The cost is added due to battery(Lead Acid battery) which costs around Rs.17000-22000•Chinese version of FRP Rickshaw will cost 0.5 times more than an Indian maker

Kolkata: Locally called "totos", the battery operated rickshaws were running between Rishra in Hooghly and Bally in Howrah on the age-old Grand Trunk Road. Banned in two districts after HC ruling

• Bangladesh: Banned import of e-rickshaws• Delhi: Regulatory approval given by Ministry of Surface Transport• Tripura: Tripura Battery Operated Rickshaw Rules,2014

Experts feel that before making e-rickshaws popular, the government needs to think on a few points –

what should an ideal e-rickshaw design be? How can the government assist in charging, battery swapping and reducing the electricity pilferage? What can be done to mitigate the threat of lead poisoning by millions of high capacity batteries? Can e-rickshaws co-exist with cycle rickshaws?

• E-Rickshaw Policy with powers devolved on Municipal Corporation to regulate E-rikshaws

• Cost of regulation to be based on type of vehicle- from E-rickshaw to Luxury Sedans

• Integration of E-rickshaws into the transport system- Develop it as feeder system

• Urban Planning to include design of urban streets for IPT systems- Separate line for E-rickshaws

• Better technology and innovative models to be encouraged
