If requirements are limited to notification only:What systems (OASIS, ETS, other??) are necessary to identify and select the E-tags and subsequently notify E-tag authors of the need to make adjustments? Which entity (TC?, TSP?) should determine which E-tags should be notified that adjustment is required? 7Assignment Question 1 Cont:1) or whether they [TCH] wants the ability to adjust tags.Interest of TSP and TCH may be aligned in desiring the ability for the TCH to adjust E-tags authored by others.Believe this question is primarily an issue for the ETS functionality.

Software19E-Tag NotificationIssuesTSP Liability Same liability as validating a new e-Tag.Newly submitted e-Tags may go through a demand check validation to ensure the value tagged is not above the available capacity of any AREF in the e-Tag.

TSPs that confirm an e-Tag that exceeds the reservation rights are not held liable.The liability still resides with the customer to not schedule over their confirmed rights.

These same principles would apply to e-Tag notifications for loss of capacity due to competition.

20E-Tag NotificationIssuesTSP Liability Cont. The TSP will be at no higher amount of liability for at Competition notification than they are currently for e-Tag approval.

TSPs can have disclaimers that the customer is always liable for any potential penalties, even in the event of a notification failure.

21E-Tag NotificationIssues ContScope of Competition

E-Tag notification for lost capacity is within the scope of Competition discussions, because the problem only exists due to the implementation of Competition

Therefore lead role should fall under the NAESB OS. Resolution on this specific sort of notification should be lead and coordinated by NAESB OS Task Force.Work with another subcommittee (e.g. JESS) to determine specific information flow may be needed.
