3. Temporary Staging Area: . |A temporary staging area, approx. 2 hectares in size and located in a private lot,for the Transmission Line Contractor may be leased from the landowner. Thesaid area shall be used for the stocking of the tower parts and constructionmaterials, and shall also serve as the temporary office of the Contractor duringproject construction. The area should be flat, along the road and preferablyclose to a body of water. Negotiations with the landowner for the lease of theland shall be done by PNOC-EDC prior to the start of the Transmission LineProject.

A RESOLUTION ENDORSING THE 138 kV HVAC TRANSMISSION LINITES COMPONENT OF TlE NOR-THERN NEGROS GECf'HERMAL PROJECT OF PNOC-ENERGY DEVELOPMENT CORPORATION.

IAIEREAS, the PNOC-Energy Developnent Corporation had already obtained theEnvironmental Complianice Certificate from the Department of Environnent and Natu-ral Resources for the exploration and development of tne 40-NW Northern NegrosGeothermal Project in Barangay Mailum, Bago City.

(4HEREAS, the PNOC-Energy Developmnent Corporation is currently processingfor the Environmental Compliance Certificate from the Department of Environmen-tal and Natural Resources for the transmission lines and switchyards componentof the Northern Negros Geothermal Project.

tWHEREAS, we believe that geothermal energy is a clean and environmentally-freindly .source of power.

WHERI'EAS, the said geothermal project requires the construction and opera-tion of a 138 kV [IVAC transmission line frcm Sitio Pataan, Brgy. Mailum, BagoCity to Brgy. Alijis, Bacolod City passing thru Barangays Lopez Jaena, Caliban,Salvacion, and Blumentritt of the Municipality of Murcia.

WHTJEREAS, Lhe construttion and operation of the Northern Negros GeothennalProject and its transmission line, switchyards and other ancillary components ofthe project will support the economic developnent of this barangay and the wholeprovince of Negros Occidental.

I4HEREVORE' on motion of Hon. Kgd. Rodolfo Olvido, duly seconded by Kgd.Eduardo Reosura, we unanimously resolve as it is hereby resolved by this Bodyin session duly assembled to endorse the construction and eventual operation ofthe 138 kV Northern Negros Geothernal Project Transmission Lines and Switchyardsto be undertaken by PNOC-Energy Development Corporation.

General Geology of the Transmission Line Route*

The alluvial landscape is mainly a low positioned, level to gently level plain composed ofrecent deposits of fluviatile alluvium consisting of unsorted and unconsolidated clay, silt,sand and gravel. This landscape is very prominent on the western part (Bago City andBacolod City) with small patches occurring on the southwest and northeastem portion(Murcia).

Volcanic terraces made up of pyroclastics and basalts are located on the middle portion ofthe province, including Murcia.

Upper and lower footslopes/piedmontlplains surrounds two volcanic cones namely: Mt.Canlaon and Mt. Mandalagan. These footslopes consist mainly of volcanic pyroclasticscomposed of volcanic ashes, cinders, tuff, and other debris deposited at the foot of thecones.

.

Karst plain or limestone plain appear every minute on the northeastern part of the province.

Sedimentary plateau made up of limestone and shale/sandstone. is located on the southernportion. Limestone is generally soft and porous, sometimes crystalline to conglomeratic tosandy in texture. Shale/sandstone is a thick sequence of well bedded and well compactedshale and sandstone.

Rolling to steep hills made up of sedimentary, volcanic, metavolcanic andmetasedimentary hills abound mostly on the southem part and on the northeastern part.

Volcanic hills are made up of basalts, andesites and metamorphosed rocks and dioriteintrusions. Diorite is made up of quartz-diorite, hornblende diorite porphyry and quartz-monzonite.

Sedimentary hills are made up of limestone and shale/sandstone.

Limestone mountain is made up of dense, fossileferous crystalline in texture andsometimes interbedded with mainly limestone that exhibits karst topography. It is found onthe east of Mt. Canlaon and west of San Carlos City. Volcanic mountains, which are steepand highly dissected, are largely visible on the center of the province. It is made up ofandesitic and basaltic flows.

Volcanic cones which mav be active are located on the northern part of the province, andMt. Canlaon was recently more active than the other one.

Miscellaneous landform is composed of gorges and canyons, and are conspicuous{ylocated on the volcanic cones.

Landslide Risks and Flooding

The Northern Negros Transmission Line route runs from the northeastern to western partof the province covering the Cities of Bago and Bacolod and the Municipality of Murcia.These areas are found on the alluvial landscape, with level to nearly level terrain.

Apparent landslide and erosion do not occur on the alluvial landscape that is solidlylocated at the western area, except may be in the Pataan area of the T/L, where slope isrolling to moderately steep.

Flooding occurs along the T/L route since it is along the broad alluvial plains.
