To Bidder of Record: This addendum, applicable to work referenced above, is an amendment to the proposal, plans and specifications and as such will be a part of and included in the Contract Documents. Acknowledge receipt of this addendum by entering the Addendum number and issue date on the space provided in submitted copies of the bid proposal.
RESPONSES TO QUESTIONS
Question #1: Section 857.3.2.e – “Strain corrosion test annual reconfirmation tests reports (1000-hr test) shall be
from the production facility” All Flowtite products produced at any Flowtite licensed facility meet the ASTM standards prescribed in SAWS Specifications Sections 857. It is not a requirement of ASTM D3262 for every facility to have their own strain corrosion test reports as the product is the same. Will strain corrosion test reports from other facilities be acceptable as long as the product is the same pipe.The Thompson Pipe Group is a license manufacture of Flowtite, but we are only one of the 20 licensed Flowtite manufacturing facilities worldwide. With respect to the product and manufacturing, all Flowtite licensees process and material are governed by the Flowtite Technology Center in Norway. The Flowtite Technology Center provides the full technology package including product specifications, allowable raw materials, manufacturing equipment, detailed production processes, and all related support and training required for every manufacturing facility globally. In additional to this support from Flowtite Technology, most Flowtite manufacturing facilities including Thompson Pipe Group, are ISO 9001 certified. This is how product consistency and performance is maintained worldwide.
Response: Products and materials that are in compliance with SAWS standard specifications and the Contract Documents specifically issued for this project will be accepted for use.
Question #2: Section 857.3.2.k - “The test report and all data shall be from sample production pipe from the plant
which will be supplying pipe to this project” “Same response as #1.” Response: Products and materials that are in compliance with SAWS standard specifications and the Contract
Documents specifically issued for this project will be accepted for use.
Question #3: Section 857.4.2.a.2.ii - “Jacking/pushing loads (Acceptable Manufacturer only)” Is Flowtite jacking/two-pass tunnel/slipline pipe acceptable? Flowtite has been used in trenchless applications all around the US and Canada for more than a decade.
Response: Products and materials that are in compliance with SAWS standard specifications and the Contract Documents specifically issued for this project will be accepted for use.
Question #4: Section 857.4.2.a.3 - “Standard lay length of 20 feet” As we utilize pipe lengths to optimize freight to
be more economical, we request that lengths are 18 ft to 40 ft joints Response: Products and materials that are in compliance with SAWS standard specifications and the Contract
Documents specifically issued for this project will be accepted for use.

Question #5: Section 857.4.2.a.5 - “SN115” Can the FRP manufacturer proposed a stiffness class based on the AWWA M45 Fiberglass Pipe Manual deflection calculations or is SN115 psi stiffness class required regardless of whether it is needed or not?
Response: Products and materials that are in compliance with SAWS standard specifications and the Contract Documents specifically issued for this project will be accepted for use.
Question #6: Section 857.4.8.a - “Pipe shall not vary more than 1/8 inch from the nominal inside diameter.”
Flowtite pipe inside diameters are typically larger than 1/8” from the nominal diameter. Is this acceptable?
Response: Products and materials that are in compliance with SAWS standard specifications and the Contract Documents specifically issued for this project will be accepted for use.
Question #7: Section 857.4.8.b - “The difference between the major and minor outside diameters shall not exceed
0.1 percent of the nominal outside or 1⁄4 inch, whichever is less” As FRP is a flexible product and will deflect a small percentage under in own weight, this requirement seems irrelevant. This should be removed.
Response: No, only products and materials that are in compliance with SAWS standard specifications and the Contract Documents specifically issued for this project will be accepted for use.
Question #8: Section 857.4.9 - “Pipe manufacturing operations shall be performed under the control of the
manufacturer” For Flowtite in the United States and Canada regardless of where the Flowtite pipes are produced, Thompson Pipe Group is warrantying the pipes and supporting the product through the project. Is this acceptable?
Response: No, only products and materials that are in compliance with SAWS standard specifications and the Contract Documents specifically issued for this project will be accepted for use.
Question #9: Section 857.5.1.c - “only SAWS Product Standards Committee approved pipe manufacturer will be
allowed for tunneling.” Is Flowtite allowed to on tunnel sections? Response: Products and materials that are in compliance with SAWS standard specifications and the Contract
Documents specifically issued for this project will be accepted for use.
Question #28 (From Addendum #2): At the pre-bid meeting, it was noted that there are EPA liquidated damages in addition to the $2,200/day damages imposed by SAWS. What is the value of the EPA liquidated damages and what triggers their application?
Response: If the Contractor completes the project per the calendar days stated in the plans and specs, the project will be completed ahead of the EPA deadline. However, the Consent Decree does provide for the imposition of stipulated penalties for failure to complete a remedial measures project subject to the Consent Decree in the time required by the Decree on top of the Liquidated Damages indicated in the plans and specs. A penalty of $750 per day is imposed if the project is 1- 30 days late if the completion deadline, per the Consent Decree, is not met. If the project is 31-60 days late it increases to $1,500 per day, $2,500 per day if the project is 61 to 180 days late, and $4,000 per day if the project is more than 180 days late. Please also see SC 3.0, specifically, Paragraph C., which also indicates that the Contractor may also have to pay SAWS all costs, attorney fees, expert witness fees and any other fees and expenses incurred by SAWS in connection with the assessment or payment of any of these stipulated penalties, or in contesting the assessment of payment of any such stipulated penalties.

CHANGES TO THE SPECIFICATIONS
1. Price Proposal
REMOVE and REPLACE the Price Proposal with the Price Proposal included in this Addendum. The revised documents should be used by Respondents submitting a proposal for this project.

2. SP 100A MOBILIZATION (Open Cut) - Special Provisions incorporated in the original Contract Documents shall remain unchanged. Section 100.1 – REPLACE Section 100.1 with the following:
• Number the existing paragraph “1.”, and add the following additional paragraph: “2. Intermediate Demobilization and Remobilization: This item includes all the Contractor’s expenses for an Owner-directed intermediate project demobilization of personnel and equipment that occurs after the contract Notice to Proceed has been give and Work has commenced, and the subsequent remobilization of personnel and equipment to complete the Project. Each Intermediate Demobilization and Remobilization shall only be authorized upon a written directive from the Owner. Related Work shall include furnishing all labor, materials, tools, equipment and incidentals required to demobilize for the E-20: Wurzbach Parkway Project, in accordance with the Contract Documents, complete in place. This item shall include bypass pumping, in accordance with Item 864-S1 and/or Item No. 864-S2, during an intermediate demobilization.”
Section 100.2 – REPLACE Section 100.2 with the following:
• “1. Measurement of the Item, Mobilization, as specified herein, shall be Lump Sum as the Work progresses. 2. Measurement of the Item, Intermediate Demobilization and Remobilization, as specified herein, except for Intermediate Demobilization Bypass Pumping Items, shall be by the Each as the Work progresses. 3. Measurement of the Item, Intermediate Demobilization Bypass Pumping Equipment Rental, as specified herein and in Item No. 864-S1 and/or 864-S2 shall be by the Day. For multi-bypass pumping setups at any given Project Site, payment shall be proportional to the overall amount established bid line item. 4. Measurement of the Item, Intermediate Demobilization Bypass Pumping Fuel, as specified herein and in Item No. 864-S1 and/or 864-S2 shall be by the Day. For multi-bypass pumping setups at any given Project Site, payment shall be proportional to the overall amount established bid line item. 5. Measurement of the Item, Intermediate Demobilization Bypass Pump Watching, as specified herein and in Item No. 864-S1 and/or 864-S2 shall be by the Day. Section 100.3 – ADD the following Section:
• “7. Intermediate Demobilization and Remobilization: this bid item will only be paid if prior authorized in writing by Owner. This bid item is limited to delays outside of the Contractor’s control that are not otherwise provided for in the General Conditions. Examples of these types of delays would be Owner easement acquisition, permitting issues (only those permits not controlled by the Contractor), or other Owner activities. Any other provision contained herein notwithstanding Contractor will not be entitled to compensation under this bid item for work suspended during the 10 cumulative days allowed for by the Contract in the General Conditions, Article IV, Paragraph 4.8 Suspension of Work by Owner. For purpose of clarification, if a demobilization is requested by Owner in accordance with this bid item, Contractor will be compensated for the bypass equipment rental, fuel, and manning the bypass pumps from the time of demobilization to the remobilizations under the other appropriate bid items. Intermediate Demobilization and remobilization will be paid for by the Each. Payment for Intermediate Demobilization Bypass Pumping Equipment Rental shall only be made if prior authorized in writing by the Owner, shall be made at the Contract Unit Price by the Day, and shall be full compensation for all bypass pumping equipment rental including pumps, suction and discharge hoses, headers, plugs, equipment delivery, setup and removal, hose installation, maintenance and removal, manhole cone removal, pavement removal and restoration, excavation and backfilling, and other ancillary items required for bypass pumping, except fuel and pump watch items, complete in place. Associated payment shall be made under item 864-S1.1 and / or 864-S2.1. Payment for Intermediate Demobilization Bypass Pumping Watch shall only be made if prior authorized in writing by the Owner, shall be made at the Contract Unit Price by the Day, and shall be full compensation for all bypass pumping watching including labor, supervision, and other ancillary items required to provide continuous operation of bypass pumping during intermediate demobilization. Associated payment shall be made under item 864-S1.3 and / or 864-S2.2
