    C. Voter Verification & Information Programme:-

    Voter verification & Information Programme has been launched where facility to check the names in electoralrolls through SMS on toll free numbers "1950" has been provided. In addition to that as per direction of commissionspecials camps at all polling stations for enrolment of left out eligible voters are organized to this district on the datesspecified by CEO [ 23/02/2019 & 24/02/2019]

    It is also to mention that holding an EPICcannot entitle a person to cast his vote at the polling station until and

    unless his name is enrolled in the electoral roll for that polling station. All persons are therefore advise to check their

    names are in the electoral rolls and apply at the earliest and no deletion or modification shall be done after 10 days ofannouncement of Elections.

  • D. Identification of Electors:

    Commission has allowed 11 no of alternative photo identity documents for identification of an elector at the polling

    station before casting their votes:-

    1. Passport2. Driving Licence.3. Identity cards with photograph s issued to employees by Centralj State Govt/ PSUs/ Public Limited companies.

    4. Passbook with photograph issued by banks / post office

    5. PAN Card6. Smart card issued under the scheme of Ministry of labour

    7. MGNREGA Job Card8. Health insurance smart card issue d under the scheme of Ministry of labour

    9. Pension document with photograph

    10. Official Identity cards issued to MP/ MLAs/ MLCs and

    11. Aadhar Card

    As per the instruction of Commission Photo voter slip will not be used as a stand-alone identity document now onwards.

    Overseas electors who turn up for voting shall produce their original Passport for identification at polling stations.

    E. Electronic Voting Machines [EVM] and voter verifiable paper Audit Train [VVPATs].

    As per the direction of the commission VVPAT along with EVM will used at every polling transparency and credibility of

    the election process as VVPAT allows the voter to verify his/ her vote.

    This district has already made arrangements to ensure availability of adequate number of EVMs & VVPATs for smooth

    conduct of elections.

    First level randomisation of the EVMs and VVPATs in presence of the all political party at district warehouse will be done

    for Assembly constituency / segment wise allocation. Second randomisation of EVMs and VVPATs will be done at RO

    level before Candidate setting of EVMs and VVPATs for polling station wise allocation.

    As per the direction of Commission proper training of polling personnel regarding the use of EVM and VVPATs will be

    done properly and the demonstration cum awareness amongst the citizens, political parties, media persons, new voters

    are already running throughout the district. A permanent demonstration cum awareness centre is also functional at the

    District Headquarters

    GPs tracking system shall be fitted at the time of movement of EVM and VVPATs for careful monitoring.

    F. None of the above (NOTA) option in EVMs:-

    As usual, this time also there will be none of the above options for the elections. On the Bus, below the name of the last

    candidate, there will be a button for NOTA option so that electors who do not want to vote for any of the candidate can

    exercise their option by pressing the button against NOTA.

    G. Photograph of candidates on EVM Ballot paper:

    In order to facilitate the electors in identifying the candidates, as per the direction of the commission, an addition

    measures by way of adding provision for printing photographs of candidate also available on the ballot paper to be

    displayed on the EVM (Ballot Unit) and on postal ballot papers.

    I. Use of ICT and Mobile application:-

    For citizens, candidate and political party:

    1. C Vigil:- By using this app, citizens can record on his android mobile and promptly to election authorities

    report any violation of Model Code of Conduct, any incident of intimidation and inducement within

    minutes without having go to the office of the returning officer. The status of the complaint will be madeavailable to the complainant within 100 minutes.

    2. Voter helpline app:-

    This app will provides to all citizens of finding names in the electoral roll, submitting online for,ms ,

    checking the status of application, filling complaints etc.

    3. PWD app: Eligible citizens in the category of persons with disability can request for new registration /correction using this app.

    4. Suvidha Candidate App: Contesting candidate can long on and request for permission.5. Voter helpline Contact Centre:

    A citizen can call a toll free helpline number i.e. 1950 to connect to District Contact Centre. Any user can

    call 1950 and obtain information about his voter details in the e-roll and also lodge grievances.

    6. One way Electronically transmitted Postal Ballot for service voters. :

    All registered service voters will be delivered e postal ballot of their respective Constituency through

    electronically transmitted postal ballot (ETBS) which will be printed and after casting the vote will be'

    sent back to the Returning Officer by Post.

    J. Ceiling of Election Expenses for candidates:

    The maximum limit of election expenses for Lok Sabha Constituency is Rs 70 Lakh per candidate for this state as well as

    for this district.

    The commission has also directed that an election expenditure / either by/ to candidate(s) or political parties exceeding

    Rs 10,000/- (Ten thousand) in all the situation be incurred by crossed account payee cheque or draft or by RTGS/ NEFT

    or any other electronic mode linked with bank account of the candidate opened for election purpose.

    Model Code of Conduct

    As per direction of the Commission, the model code of Conduct (MCC) for the guidance of political parties and

    candidates comes into operation throughout the district consequent upon the announcement of the schedule for the

    General Election through the Press Note.
