Introduction

WiFi E911™ works seamlessly with the Aruba Mobility Controller and Aruba Wi-Fi networks to track the location of Wi-Fi phones in real-time and provide routing instructions to the enterprise call server when a 9-1-1 call is made. The WiFi E911™ software module runs on RedSky’s E911 Manager® platform which provides comprehensive location management, notification, reporting, and 9-1-1 call routing for enterprises, universities and government agencies.

This solution guide details the operation of the Aruba Mobility Controller working in conjunction with E911 Manager® with WiFi E911™ software module. The document also includes the details of the tests run to ensure compatibility between the two products. The guide is intended to be used in conjunction with Aruba’s Wi-Fi controller and RedSky’s E911 Manager® administration guides. Please contact the respective company’s sales engineering or support groups should additional information be required.

Solution components

Aruba Mobility Controller and Access Points

Aruba Mobility Controllers provide context-aware networking across wireless and wired LANs, VPN connections, and remote offices. Running the ArubaOS™ operating system, Mobility Controllers integrate a wide array of networking and security functions and deliver a seamless user experience regardless of the connection medium.

With flexible deployment options, enterprise-class Aruba APs can be centrally managed by Aruba Mobility Controllers or operate in controller-less Aruba Instant™ mode. When managed by Mobility Controllers, Aruba APs provide centralized network configuration, data encryption, policy enforcement and network services, as well as distributed and centralized traffic forwarding.

RedSky’s E911 Manager® with WiFi E911™

Wi-Fi enabled phone users on Aruba Wi-Fi networks can be anywhere on the network. If a user dials 9-1-1, the enterprise needs accurate location information for emergency responders. WiFi E911™ is a software module on RedSky’s award winning E911 Manager® platform that integrates with the Aruba Mobility Controller to track phone locations in real-time.

WiFi E911™ works seamlessly with the Aruba Mobility Controller and Aruba Wi-Fi networks to track the location of Wi-Fi phones in real time and provide routing instructions to the enterprise call server when a 9-1-1 call is made. The WiFi E911™ software module runs on RedSky’s award-winning E911 Manager® platform which provides comprehensive location management, notification, reporting, and 9-1-1 call routing for enterprises, universities and government agencies. E911 Manager® and WiFi E911™ are installed on a server in the network and communicate with the Aruba Mobility Controller and enterprise call server. E911 Manager® updates local PS-ALI location databases or national 9-1-1 call routing services such as RedSky’s E911 Anywhere®.

ArubaEdge solution qualification

This solution will address the location tracking for phones connected to Aruba’s WLAN infrastructure. Aruba Mobility Controller will track the location of phones and notify the same to RedSky’s E911 Manager® with WiFi E911™ software module.

The network diagram is an example of the E-911 setup for Wi-Fi. The diagram shows the WiFi E911™ application loaded on the E911 Manager® server, the WLAN solution consisting of the Aruba Mobility Controller and the Aruba wireless access points, and IP PBX/Call Server.

WiFi E911™ uses the interfaces on the Aruba Mobility Controller to gain access to and interact with the Aruba WiFi system. As part of the initial set-up, each wireless access point is associated with a “coverage area” or physical description of the range of the access point that is the functional equivalent of the Emergency Response Location (ERL) for wired IP telephony E911.

Each wireless access point and its associated coverage area are downloaded into a table in the WiFi E911™ application and an administrator establishes the ELIN, the building and the physical description (ERL) for the access point. E911 Manager® then creates a NENA2-formatted location record (ALI) and can populate the local LEC PS-ALI database or forward to a cloud-based alternative such as E911 Anywhere® for future 9-1-1 calls.

WiFi E911™ “listens” for SNMP trap notifications sent by the Aruba Mobility Controller. The Aruba Mobility Controller notifies E911 Manager® in the following scenarios:

• When the controller identifies a voice client• When a voice client roams from one wireless access point to another within the same controller• When a voice client roams from one wireless access point to another in a different controller

If a voice client roams out of WLAN coverage, the Aruba Mobility Controller will not send any notifications to E911 Manager®. Instead, the last associated wireless access point will remain as the tracked location of the user to protect against WLAN coverage loss during extreme conditions (e.g. fire hazards, accidents, etc.).

When a phone moves from one wireless access point to another, the ELIN for that phone is updated in E911 Manager®. Depending on the call server, this ELIN information may be pushed into the call server.

When a Wi-Fi phone dials 9-1-1, E911 Manager® sends the enterprise call server the ELIN which represents the last known access point location. The call server then sends the ELIN and the emergency call to the public safety answering point (PSAP), where the ELIN triggers a “data dip” that retrieves the location record for the wireless access point of the 9-1-1 caller.

Aruba Mobility Controller settings

When a phone (either a softphone on a laptop or a Wi-Fi phone) moves between access points, an SNMP trap is sent from the Aruba Controller to E911 Manager® indicative of the phone move. In order for E911 Manager® with WiFi E911™ to receive the appropriate SNMP traps you need to setup E911 Manager® to receive the traps.

Under the Aruba controller configuration settings, add RedSky’s E911 Manager® as the recipient of SNMP traps for voice by adding IP address, SNMP version, security name, and the UDP port information.

E911 Manager’s WiFi E911™ software module setting

We’ll only deal with the settings required to interoperate with Aruba’s Wi-Fi Mobility Controller and access points. E911 Manager’s configuration settings for interworking with call servers are well proven in the market and are out of scope for this solution documentation.

Test methodology

The Aruba Mobility Controller notifies E911 Manager® in the following scenarios. WiFi E911™ “listens” for SNMP trap notifications sent by the Aruba Mobility Controller and able to update the call servers with latest device location information.

• When the controller identifies a voice client• When a voice client roams from one wireless access point to another in the same controller• When a voice client roams from one wireless access point to another in a different controller

Summary test results

All tests are carried out successfully. WiFi E911™ received SNMP trap notifications sent by the Aruba Mobility Controller for the scenarios tested and was able to successfully update the call servers with latest device location information.

Conclusion

This application note summarizes the results of interoperability tests that were successfully run at RedSky Technologies, and validates the interoperability between RedSky’s E911 Manager® with WiFi E911™ module with Aruba’s Mobility Controller and Access Points.
