The Environment Agency for England and Wales was set up in April 1996 and it is one o f the most powerful environmental regulators in the world. It operates from eight regions and 26 areas with head offices in London and Bristol. Southern Region covers the counties o f Kent, Hampshire,Sussex and the Isle o f Wight, serving a population o f 4.5 million people.

The Agency provides a comprehensive approach to protecting and managing the environment by combining the regulation o f air, land and water. It merges the expertise o f the former Her Majesty’s Inspectorate o f Pollution, the County Council Waste Regulation Authorities, and National Rivers Authority.

The Agency’s job is to provide high quality environmental protection and improvement. This is achieved by the emphasis on prevention, education and vigorous enforcement where necessary.

The Harbour o f Rye is owned and managed by the Environment Agency which is also the Harbour Authority. The Harbour employs a Harbour Master and Deputy who will do their best to help you with any enquiries during your stay.

Welcome to Rye

Rye is a living, working town and seaport. It always seems that the people o f Rye are faintly surprised by the popularity o f their town as a tourist attraction. They go about their day to day work much as they have from generation to generation and yet they are frequently outnumbered by the tourists.Perhaps it is the fact that it is a proper working town and not just a museum piece that is its attraction.

Certainly Rye has enough history for any museum piece. Many o f its buildings date from 1377, when the French sacked and burnt the town and stole its church bells. The Bishop o f Lewes, the following year, organised a successful expedition for the recovery o f the bells. This

was neither the beginning nor the end o f it. Rye, for much o f its history, seems to have been either at war or at peace with its French neighbours,

whichever was the more profitable, regardless o f what their respective countries were doing.

Much o f Rye’s prosperity has depended on its port. The Romans used Rye for the export o f iron. Rye became a Cinque Port in the Fourteenth Century o f its own right. It actually became die seventh o f the Cinque Ports. Records show that in 1573 up to 200 ships frequently moored near the Strand Gate and every type o f cargo was handled.This must be about the same place as visiting yachts now moor.

The incessant longshore drift silted up most o f the Cinque Ports and Rye found itself further and further from the sea. Rye declined as a port so that by the 18th Century Rye’s prosperity depended more on smuggling than any legitimate trade. The local gangs swaggered about the countryside. They kept their contraband in cellars and moved it about the town through tunnels and secret passages. Many of the old houses still have their secret rooms and hiding places but you may have difficulty persuading their owners to show them to you!

(Perhaps it's the ghosts?) John Wesley is reputed to have said of the population of Rye, in 1773, that they refuse to "part with the accursed thing, smuggling”.

Rye is still a sea port, albeit a small one. It still has some commercial shipping, a goodly fishing fleet and is a thriving yachting centre. Perhaps the thing that appeals to the Rye mariners, as they sit on their

boats, overshadowed by the ancient warehouses, is the tangible link with the past. You can almost reach out and touch the seafaring heritage.

Approaches to the Port of Rye

Rye BayIn strong onshore winds Rye Bay can be uncomfortable; with seas breaking well offshore. However, if the wind has any North in it, Fairlee (Fairlight) lives up to its name and the situation is quite different. The Bay then becomes a welcome haven. In the majority o f conditions the Bay holds no fear for the prudent sailor.

Vessels entering Rye Bay (Admiralty Charts Nos 2451 536 1991), if approaching from the East, should follow the coast from Dungeness or from Fairlight, if approaching from the West, keeping at least two miles off shore, in a depth of not less than 6 metres, until Rye Fairway Buoy is sighted. (Spherical R.W.Fl ev. 10 sec), position: 50°54’00N 000°48’ 13E 149 degrees true x 1.8 nautical miles from the harbour entrance.

Care should be taken as there are numerous anchored gill nets in the Bay. These are usually marked at each end by dan buoys and normally have a minimum depth of water over them of two metres.

The Ministry of Defence operate a firing range to the East o f the harbour, extending three miles along the coast with prohibited areas to seaward varying in distance from 1.5 nautical miles to 2.5 nautical miles. When firing is taking place there are always range safety patrol boats on station to give mariners advice. (VHF ch. 73) Firing times can be obtained from the Harbour Master’s office.

Rye Harbour Radio keeps a listening watch, during the high water period, on VHF channel 14.

Harbour Entrance

The Harbour is controlled by international port traffic signals. These are only switched on when there are commercial traffic movements. They are located about three quarters of a mile inland, near to the Harbour Master’s office.

It essential that | they be complied I with. It may be I advisable to contact

-----the port control,before entering the harbour, to obtain information on port commercialmovements.

The easiest approach to the entrance is from the Fairway Buoy, on a rhumb line course of 329° true, keeping the entrance wide open. The harbour entrance is 42 metres wide and is recognised by a conspicuous red painted tripod beacon (Fl red ev.5 secs) 30 metres seaward of the ' West Groyne. The East Pier (submerged at high water springs) is a further 240 metres inland and is conspicuous by a square steel structure with a green board at the top. (Q.FL 9 ev 15 secs). The green board is illuminated during the hours of darkness. The East Pier is further marked by four unlit starboard hand beacons.

There are strong eddies inside the West Groyne during the flood stream and mariners should be prepared to apply correcting helm (usually to starboard) when passing the West Groyne.

Outer Channel

Once inside the piers good shelter will be found in all conditions. The channel narrows to 30 metres and runs straight (329° true) for half a mile with an outlying village named Rye Harbour, on the West bank, and the Harbour Master’s office, on the East bank.

Attention must be paid to.the West training wall which submerges at high water but is well marked by unlit port hand beacons and withies every 100 metres.

The East training wall is sloping and is marked by starboard hand beacons and lights.

The river Rother has a maximum flood stream o f five knots on spring tides and reaches this maximum velocity between H.W. -2 hours and H.W. -1 hour.

The Port o f Rye is tidal with all vessels progressively taking the ground. Vessels including fin keels usually “float” comfortably in soft mud at low water. Vessels should not approach the port more than two hours before high water and more than three hours after high water, (i.e. entry should only be attempted between H.W -2 hours and H.W. + 3 hours.)

Inner Channel

Staging, o f timber construction, will be seen on the East bank, just past the Harbour Master's office. All new arrivals must stop here and report to the Harbour Office for berthing instructions and further navigation information.

The River Rother starts to meander gently above this point. The channel is well marked and fairly steep-to, except on the inside o f the tighter corners. However on each side o f the channel are mud flats which cover at high water and these are waiting to punish the inattentive helm. The entrance to Rock Channel is on the port hand side and although well marked can be missed. The

starboard hand channel leads to the Fishmarket and becomes impassable to masted vessels at the road bridge.

Moorings

Visiting craft, up to a length of 15 metres, can generally be accommodated in the Town of Rye at the Strand Quay. Larger vessels are advised to make prior arrangements with the Harbour Master before arrival. Moorings are generally soft mud but hard standing can be provided if requested. Moorings in Rye, some three miles from the sea, comprise steel piled wall with good timber fendering and access ladders fixed every fifteen metres. Moorings for vessels up to a maximum of 25 metres is against timber piles, one mile from the sea, near the Harbour Office.

Fresh water, electricity, shower and toilet facilities are available on both sites with access codes available from the Harbour Office staff.

The collision regulations operate throughout the port. Particular attention must be given to keeping a good lookout, especially astern.

A maximum speed limit of six (6) knots is enforced throughout the harbour but vessels are expected to keep well below this maximum speed when passing mooredvessels.

Vessels fitted with VHF radio are advised to monitor channel 14 whilst manoeuvring in the port or its approaches.

IMPORTANT RABIES WARNING

You are not allowed to land an animal in this country unless quarantine arrangements have been made. British laws require any animal on

a yacht or boat to be securely confined on board below decks all the time the boat is in

the port or harbour.The penalty for breaking the quarantine laws can be an unlimited fine and one

year's imprisonment.

The time o f high water is very similar to Dover,, varying between 5 minutes after to 10 minutes before High Water Dover.
