9:00 Am – 4:30 pmWs03 Workshop: enabling mission effectiveness—What every eA practitioner should know About implementing the common Approach to federal enterprise ArchitectureToday’s Federal Agencies are fast moving and in a constant cycle of change and adaptation. To meet these challenges, EA Practitioners are required to move beyond just concepts and theories to providing actionable EA products & services.

This workshop is developed by EA Practitioners for EA Practitioners and showcases the use of the Common Approach to Federal Enterprise Architecture. The Common Approach promotes increased levels of mission effectiveness by standardizing the development and use of architectures within and between Federal Agencies. Through real-world scenario driven exercises, workshop participants will have an interactive experience developing and analyzing EA datasets and outputs. As a learning enabler, workshop participants will visualize the Common Approach through In2itive’s Cloud-EA for FEAF Web Applications.

Learning Objectives:Participants will leave the workshop with a clear understanding of how to successfully impact a Federal EA Program with a specific focus on:•Use of the Collaborative Planning Methodology (CPM) to:

Track 2: strengthen enterprise managementThis track looks at enterprise architecture management from an organization’s internal management perspective—how to use the enterprise architecture thinking and approach to improve the effectiveness and efficiency of an organization’s internal management. The internal management areas of any organization include strategic management, performance and quality management, business operations, resource management, IT management, information and knowledge management, risk management, and more. EA has mixed results at federal agencies in terms of direct support to the mission. Failure of EA programs to

engage with the mission puts the value proposition for EA at risk. DOT EA has achieved success in engaging with the OCFO, OSPE, grants management functional sponsor, and grants management operational staff on two high visibility projects. These projects have established DOT as a leader within the federal government in reconciliation of award reporting with DOT’s financial system of record and DATA Act data mapping to business and systems.

The Federal Health Architecture (FHA) is currently working with its federal partners to understand the “big picture” of the federal health enterprise to advance towards effective, secure healthcare. FHA is tackling this challenge by capturing the current state of the federal health environment in terms of health IT initiatives, business functions and standards. Concurrently, the FHA Target State Architecture is being developed to start to describe the health IT framework captured in various ONC, DoD, VA, Industry and other agency vision, strategy, blueprint and roadmap documents. The FHA Target State Architecture will be an analytical engine designed to support data-driven decision-making to address gaps from the current environment to move to an interoperable learning health system.

Two major issues are driving organizations today; First, the rapid proliferation and consumerization of advanced technology in a highly connected world; and

second, Strategic execution is often challenged by inconsistent and inefficient practices and approaches, and the Enterprise Architecture discipline is not always aligned to meet the needs of the organization or its critical customers and stakeholders. We have challenges to face and choices to make.

The IT landscape and our customer’s goals are changing. Traditional approaches to delivering technology systems and related services cannot meet the needs of our customers. We need to look for better, smarter, and faster ways to deliver safe, secure, and useful tools. We know that quality, efficiency, reliability, and service will win the day with our stakeholders. We also know we can no longer afford to deliver a one size fits all solution 18 months after it was needed.

EA provides tools and structure needed to improve communication, but as a community of practice we must adopt methodologies that improve the relevance and speed of delivery. Agile and Lean approaches provide the foundation for speed, agility, relevance, and discipline. Agile/Lean EA principles and goals are relevant and align directly with the core EA schools of thought. Applying those practices to EA will improve the speed of delivery, value, and relevance of the services delivered and simultaneously changes some of the underlying views about the inefficiencies.

Agile Cloud projects are a revolution since they can result in significant benefits and cost savings. This session goes over Cloud projects that used Agile methodologies such as Scrum, RUP, actionable Agile,

and business driven Enterprise Architecture (EA) for the Government that transitioned entire processes to realize the benefits of rapid provisioning, dynamic scaling and deployment processes were customer management, reporting, authentication, back end processes, etc. Due to the utility aspects of the Cloud, these processes were adjusted based on on-going monitoring and supported rapid deployments to test new ideas and promote innovation. The key was to identify and prioritize the specific processes as migration candidates, prioritize release items, develop key performance metrics with continuous monitoring, automated testing, and workload analysis.

This session goes over Agile approaches, methodologies, tools, and best practices using the Cloud for Government programs. Starting with requirements and working through development, releases were developed and demonstrated to the customer incrementally, iteratively to overcome challenges related to waterfall. Agile

methodologies were utilized during the development of hybrid Cloud solutions, aggregation of Cloud services and for the overall integration with services, data sources and applications. Actionable EA and related artifacts for Cloud projects played a key role and agile updates were effectively controlled.

A Case Study: The Bill and Melinda Gates Foundation set out to create a common understanding of enterprise architecture within the education community; to consider how enterprise architecture methods might be applied to current pressing issues in education; to build a community of advocates for enterprise architecture in education by developing an understanding of the concepts, value, and relevance to key stakeholders; to identify core messages and communication strategy to engage education leaders and create a national dialogue about education enterprise architecture; and to establish reference architecture around business segments of import to regional service provides who are supporting reform efforts.

Through on-going discussions and collaboration, CELT (Center for Educational Leadership and Technology) has defined Education Enterprise Architecture (EEA) as a strategic framework that can provide the structure, plan, and processes to achieve an education agency's vision and goals through aligning its business and program side with information. CELT further consulted with a wide range of enterprise architecture sources, selected and adapted approach, which leverages business capability modeling and resource reviews and alignments. In 2014, with the funding provided by the Gates foundation, CELT established two reference architectures for meaningful business segments. Two large metropolitan school

As Federal agencies define and implement their digital strategy, solution architecture makes a key contribution in enabling the transition from strategy to execution. Architecture helps provide secure, scalable, and holistic models for business capabilities, and then streamline this logic to technology capabilities enabling optimization, standardization, federation, and agility. New business capabilities must be aligned and rationalized with existing capabilities, and with a technical architecture defined to implement them. In many cases, the back-end systems and services can be re-used or refactored to accelerate the move to digital services. The architecture must look at future capabilities to make sure that what is being built will be viable for the long-term, and will allow for new capabilities to be added without significant re-work.

In this panel topic, we will examine industry insights and look at 1-2 case studies describing how federal agencies are leveraging architecture to make their digital strategy a reality.
