Chairman’s report

Happy New Year to you all from the Parish Council.My report is relatively short as many of the

parish issues which have arisen since the last edition of the Echo are contained within the news section.

I am pleased to introduce our new Parish Councillor who replaced Mr Robert Sherriff following his resignation due to work commitments. Mr Terry Rogers has joined the council. Councillor Rogers was previously the District Council representative for the Earith ward and he has also served as the Earith Parish Council Clerk. We hope that Councillor Rogers will bring with him his experience and knowledge from these previous posts.

Finally the Parish Council has just been informed that our Local Highways Improvement Application regarding speed reduction measures in Meadow Lane has been successful. We are awaiting the expert confirmation of what can be achieved within this initiative from the

County Council Highways team. Please refer to the council minutes for any updates.

Ollie’s outingsOllie and I have been away on holiday. On an a harbour trip at Brightlingsea we met a couple and their two children, crabbing on the walkway, who were very taken with Ollie. After a little while I noticed a dog logo of the father’s t-shirt. It transpired that he was a Police dog trainer from near Redbridge, and, although he didn’t personally train former guide dog trainee Wilf, knew all about him, proving there is life after guide dogs. It’s a small world!

We also visited the Grafton Centre in Cambridge, where we met a cat on the green that was obviously used to dogs, hence the image below. This was taken by a stranger in what was by now a large crowd, all taking photographs. I handed her my phone and asked if she would take some for me. Later on, whilst fund raising, a young lady came up to pat the dogs and explained that she used to be a guide dog trainer at Peterborough. Ollie’s brother Ozzie was also there. He had come all the way from Hertfordshire. They seemed to remember each other.

September and October is show time in the guide dog calendar. We attended many ‒ Gransden Agricultural, Plough Day at Ramsey which included a trip round the museum and Holme 40’s weekend where Ollie met children and many others, all in vintage attire. The sun shone. It was such a good day with something for everyone. It’s not to be missed. There are hundreds of dogs of all shapes and sizes and it’s wonderful for dog distraction with guns fi ring, tanks, Red Arrows simulator and hundreds of vintage cars. There’s so many diff erent noises and of course crowds, making it great experience for trainee dogs.

Somewhere along the way Ollie picked up kennel cough, so we had to do some lateral thinking. We went to the swimming pool and sweltered in the heat for half an hour and to the manicurist, where he happily gnawed his bone. We paid a long overdue trip to the chiropodist as well as the shopping mall and went to the supermarket nearly every day. We danced, played hide and seek and hula-hooped. He at last understands ‘go fetch it’ and, more importantly, ‘fi nd the car’, as I am always losing it!

The Christmas pantomime has become an established tradition in Earith and Puss in Boots was the ninth written and directed by Linda Sturrock. Amazingly, each production seems to be the best ever, and this year’s was no exception.

The story took place in the land of Earith, ruled over by a wicked and terrifying Ogre, played by Roger Burr. Even the King of Earith, played by David Palmer, had to pay taxes to the Ogre. But Peter Pudding and his amazing cat were there to save the realm.

This year saw the debut of a beautiful, sparkling, transatlantic Fairy Godmother, played by Narissa Merry. Every pantomime has a Dame, but this one had three – Mark Wardell as Miss Delilah Silk, the dressmaker, and Owen McLaughlin and John Wakefield who played Princesses Barbara Ann and Gloria, respectively. The hero, Peter, with songs and thigh slapping, was played by Julie Gill, while the part of Puss was taken by the very talented, young Holly Burford. The beautiful Princess Honey, with whom Peter fell in love, was played by Isabel Parris. Miss Delilah Silk had, as her assistants, Elise Francis, Millie Shook and Charley Wolstenholmes, whose dancing was delightful. Simon Stevens played Guardsman to the King, and spent most of one scene with a potato bag over his head while Princesses Barbara Ann and Gloria did a striptease in order to be measured for their ballgowns. No wonder the guardsman went over to the dark side and appeared later as part of the Ogre’s retinue! The Ogre’s henchman was Sarah Palmer, playing Frau Helava Pain, in black leather and with a wonderful accent. Jago Pearson Hurrell played the Ogre’s sprite.

In the circus scene, David Palmer doubled up as the Strong Man, and Neil Adams and Spike Wolstenholmes played the clowns. Spike Wolstenholmes also played the cockerel which frightened Puss. Of course, we

always have a song and dance from Neil Adams, who sang ‘I’m So Excited’ and had enough hip-action to delight the Strictly Come Dancing judges. A late-comer, knocking on the door, turned out to be none other than Father Christmas himself, with a sack full of presents for all the children in the audience.

Wonderful, hilarious entertainment was supplied when the Ogre’s captors, dressed in half black half white body suits, performed a dance. You have to have seen it to appreciate the optical illusion it made. A brilliant idea!

All good pantomimes have a happy ending, and this was no exception. Peter married the lovely Princess Honey, the Ogre was transformed by the Fairy Godmother and became Gary, who fell in love with Delilah Silk and the cockerel and Puss became friends.

Every successful pantomime needs dedicated workers behind the scenes, and in charge of lighting and music was Steve Tall. John Sturrock produced the scenery, while Lindan Ward and Tracy Bates were the dressers. Prompt was Lynn Green and Jenny Stevens operated the curtains.

And so, it’s over for another year. Thank you Linda – we’re already looking forward to your next production!

Crime reportsA garage was broken into in Grange Road, Somersham on the night of 19th January. The up and over door was forced open and high value fishing tackle and gardening equipment was stolen. This is believed to have happened some time between 6pm and 9pm.

Police are appealing for witnesses to a burglary that took place at an address in the High Street, Warboys. The offenders entered an insecure outer building at the location, stealing alcohol, soft drinks and laundry. The incident took place in the early hours of January 10th and police are appealing for anybody who may have witnessed the burglary take place or may have information about it.

There has been a report of theft of wooden gates from Meadow Lane, Earith, on 8th January 2015.

There has also been a report of theft of diesel from a diesel tank Somersham Road, St Ives on 8th January 2015.

Between 9th and 13th November a residents shed in Station Road, Bluntisham was burgled. Several items were taken from within.

There is plenty of advice on the Internet and from various agencies with regards to driving in inclement weather.

Police have been alerted of a number of dwelling burglaries across Huntingdonshire, in particular in our rural villages. Many are being committed while people are away for a few days and with the darker nights now upon us this is a concern for the residents. One question the Police have been asked quite a lot recently is – ‘Is a house alarm worth investing in and will it help?’

An alarm does act as a good deterrent. Where there are, for example, four houses together, three have alarms and one does not, the house without the alarm is more likely to be broken into. Burglar alarms are not necessarily a huge expense any more, either to have a wired alarm professionally fitted or to fit a wireless

DIY alarm yourself. For accredited and regulated alarm companies please visit www.nsi.org (National Security Inspectorate – this is a national company inspecting firms providing security systems). A search on your post code will bring you three local companies. You should always obtain three quotes.

Your property should look secure and appear to be occupied. Other measures that can deter, delay or stop offenders are as follows: • Good fences with trellis fitted• Locked gates• Ensure doors and windows are

locked and in good repair• Security lighting• Do not leave keys in view

(house or car)

• Use lights on timers (also ‘fake TV’ - you can Google this)

• Where possible have a neighbour check your property if you are away.

• Keep your shed locked, cover windows so that people cannot see in, consider shed alarms. Secure larger garden equipment together with cable lock alarms. Paint your post-code on large items making them less desirable.

Although none of these measures

can guarantee that your home will not be targeted, they are likely to send would-be offenders away. To find more security advice visit www.cambs.police.uk where you will find lots of advice as well as a home security check that you can complete.

Dwelling burglary – security/prevention advice

ANTI SOCIAL BEHAVIOUR IN VEHICLES AND FIREWORK USEOn 31st October at approximately 11pm, four vehicles were seen driving at excessive speed, revving engines and playing loud music in the area of Colne Road, Bluntisham. At 11:45pm fireworks were set off in the recreation area, Bluntisham.

On the 1st November at 9pm, fireworks were again set off and thrown in the Bluntisham recreation area.

On 5th November, fireworks were seen to be fired across the road at Earith Bridge.

Those using their vehicles anti socially may well have it seized and will have to pay a substantial fee upon collection.

High Street, Earith was forced causing considerable damage to it. A monkey bike was then stolen by the offenders.

Between 21st and 22nd November, again on the High Street, Earith a padlock was forced from an out building. Power tools were taken from inside the building.

Between 25th and 26th November another outbuilding was forced open to gain entry and garden equipment and tools removed. This occurred on the Colne Road, Bluntisham.

During the early hours of 28th November, two lorries were targeted by thieves whilst parked at the Industrial Estate in Needingworth. Both were tampered with and one had a component removed from the engine compartment.

On 28th November a courier delivered a parcel to a property in Hermitage Road, Earith. However the parcel was not left in a secure area and the resident did not receive their parcel.

On the 29th November a grey Mercedes parked on Overcote Lane, Needingworth sustained a smashed offside window. This was caused by offenders gaining entry and taking a

black leather clutch bag which had been left out of view to passers by.

Burglaries have been occurring in the Hilton and Hemingford Grey areas. Residents should remain alert to suspicious persons or vehicles. In most cases entry has been made by the offenders forcing windows in properties that are hidden from view, or from corner plots.

Aggressive Doorstep sellingIn the last couple of weeks, we have received a number of calls from residents in St. Ives and the surrounding villages reporting aggressive doorstep selling of general building work. The caller will usually inform the resident that they apologise for noise coming from work being undertaken at neighbouring properties and then proceed to use high pressure selling tactics to secure further work. In most cases, it is simply not true that there is any work going on at neighbouring properties.

Residents should always ask to see the identification of a caller and verify who they work for from the outset. This means that if they behave in a way that falls below standard, a complaint can be made to the company concerned or to trading standards. It is also advisable not to make any cash payments up front for work and always insist on taking some time to carefully consider any quotes so that you are sure that you are not being over charged for work.

Remember that you always have the right to say NO and ask any person to leave your property.

Thefts from vehiclesThere has been a slight increase in vehicle crime recently across the area, mostly thefts from vehicles. About 30% of all these were entered via insecure doors. Please be sure to lock all car doors and remove property from view including bags, coats, coins and small electrical items, particularly satnavs (wipe the mark from the holders off the windscreen). When you lock the doors with a remote please check that the doors are locked, don’t just rely on the remote. Park in a garage if you have one, on a driveway or in a well lit area overlooked by other premises. Consider security lighting or purchasing a driveway alarm which will warn you if someone walks onto your driveway.

SOME GOOD NEWSTwo well known males were seen by police offi cers in the Huntingdon area on a motorcycle. They attempted to stop the vehicle and speak to the rider and their passenger as the motor cycle was believed to be stolen. The vehicle failed to stop when directed by the offi cers after which it was involved in a collision.

The males made off but were located nearby by offi cers with the help of a police dog unit, arrested and charged with several off ences.

Throughout the months of August and September St. Ives suff ered a spate of cycle thefts. The majority of the cycles were locked and had been stolen from various locations in the town. Following some diligent investigation and teamwork offi cers made an arrest on Saturday 25th October. The male admitted to ten cycle thefts and has been bailed pending the further investigation of several more thefts and a quantity of drugs that was found at his address. Some of the cycles have been returned to their owners.

Bogus solar panel installerPolice have been advised of a suspected scam attempt in Earith, whereby a resident was contacted by telephone. A male stated that checks were required on solar panels on the roof, however the male also stated that he would not need to look at the panels or go onto the roof. The resident declined the male attending the address. The male then threatened that a fi ne of £1000 would be imposed and the panels would be removed. The resident still refused and a call was made to the company stated by the male. The company advised that they do not deal with solar panels! The resident had refused to engage with the male even after threats of fi nes or the removal of the panels.

As per this resident, always gain information from callers and make checks to establish their authenticity. Most organisations tend to make appointments through the post.

Police officer scamThe ‘police offi cer’ telephone scam came to light again recently, with six calls to police from elderly residents in Huntingdonshire, where the caller claimed to be a Metropolitan police offi cer from the ‘Serious Fraud Offi ce’ stating that they had people in custody in relation to money transactions who were in possession of their personal details. Attempts were then made to coerce personal and bank details from the victims who were also asked to withdraw money from their bank. Unfortunately on one occasion the victim passed over £10,000 to a male who attended his address to collect the money. It is likely that more calls were made which have not been reported to police. If you received a call or know either a friend, neighbour or family member who did please let us know, call us on the non-emergency number 101.

Neither banks nor the police will call and ask you to pass personal or bank details over the phone -‒ please pass this onto friends and family and keep an eye on any vulnerable neighbours.

Goings on at Rector’s HallWalnut Tree Community CaféThree cheers for volunteers. Without its regular cake bakers and volunteers who help serve, there would be no community café. The café, which is open every Thursday afternoon from 2pm until 4.30pm, serves homemade cakes, coffee, tea and juices. It is non-profit-making, so prices are very reasonable (coffee £1, tea 70p, cake £1). It is very valuable to the community, especially since the Riverview Tearooms has sadly closed. Power Networks adviceUK Power Networks is once again monitoring the weather closely and is in regular contact with the Met Offi ce, as the forecast of unsettled weather develops. If a storm materialises and aff ects power supplies, the paramount focus will be on restoring electricity to customers as quickly and safely as possible. The electricity network is built to be resilient, but extreme weather can aff ect overhead power lines. Emergency plans have been put in place, with hundreds of extra engineers and other staff on duty to deal with situations as and when they arise. The public is urged to stay well clear from power lines and anyone spotting a damaged power line should report it to UK Power Networks.

Blue wheelie binsRecently it seems that some blue wheelie bins have not been emptied by the dustbin crews. The Parish Council has tried to investigate, but the only information it has been able to ascertain is that the bins may have been rejected if there are any dirty containers, such as unwashed pet food tins, within them. The advice is, to only put clean, recyclable items in your bin.

Improvements to A1123 at BluntishamFootway improvement works on the northern side of the A1123, Station Road, Bluntisham are scheduled to commence on Monday 19 January. The work, which will generally be between the railway bridge and High Street, will consist of widening the existing footway to 2.5m and the continuation of the route to the west. This is the first phase of a longer term programme of improvements aimed at providing a safe off-road route for pedestrians and cycles between Bluntisham and St Ives, via Needingworth. It is anticipated that the works will take five weeks to complete and, for safety reasons, will require the use of temporary traffic signals, the use of which will be restricted to between 9.30am - 3.30pm to minimise disruption and traffic congestion. Electrical waste kerbside collection on behalf of Earith Parish CouncilDo you have electrical items that you no longer use or want? Wiser Recycling can help you, and you can help your Parish Council.

Wiser Recycling are a local company based in St Ives and will be conducting another collection of household waste electrical and electronic equipment (WEEE) on Monday 2nd February 2015.

Electrical items (including non-working) will be collected in the morning. Anything from hairdryers, videos and microwaves, to televisions and fridge freezers can be left out ‒ basically, anything with a plug on. Wiser will collect from right outside your house and all items will be taken to its fully licensed treatment facility in St Ives for reuse, refurbishment or recycling.

The Parish Council will receive a revenue for the waste collected, to be spent on community projects.

Please place your items kerbside by 10am. If possible, please avoid placing them outside the evening before.

If you are unable to move your larger items outside yourself, please contact Wiser on 01480 464 111 and it’s operatives try and help.

A NEW COMMUNITY-LED PARISH

PLANParish Plans were originally introduced by the Countryside Agency as part of the Vital Villages initiative. In recent years they have been given fresh support by national and local government and are recognised as a valuable process for communities to set out a vision for their future. Parish Plans are intended to take an overall view of village life. Local communities have a unique appreciation and understanding of their local community and a Parish Plan is based on this knowledge. It is a document compiled and produced by a community to assess, prioritise and address the issues of concern to them. But the real value of a successful Parish Plan is in the extent to which it energises a community to think for itself, to lobby for what it wants and, in many cases, to achieve this through its own efforts. Parish Plans are NOT written by Parish Councils.

How can you get involved?• Are you willing to participate in focus groups, which would

investigate areas of importance to the community?• Do you have ideas?• Have you lived in the village a long time and have words of wisdom

to guide the plan?• Are you new to the village and want to help shape its future?• Are you a young person who would like to have your voice heard?

Villagers and the Parish CouncilIt is often quite difficult to know what the people of Earith actually want for their village. The Parish Council meets on the first Thursday of each month and members of the public are welcome to attend. The beginning of every meeting is classified as the ‘open meeting’ when anyone can speak on an agenda item or anything they want to bring to the attention of the council. There are not often many attendees, most are there in relation to a planning application. Other officials from the District and County Councils are usually in attendance and it is a good opportunity to ask questions or discuss concerns with them.

Parish Councillors are all volunteers who want to fairly represent the parish and try to make the village a better place to live for everyone, be they young, middle-aged, old, able-bodied, infirm, handsome, beautiful or not! Not everything that happens in the village is under the jurisdiction of the Parish Council. For instance, the roads and pavements are under the control of the Highways Department of the County Council and some of the grass cutting in the village is the responsibility of the District Council. The Parish Council will, however, always make representations to whomever is in charge to try to get improvements made for the village.

The minutes of every meeting are put on the various noticeboards around the village as is the agenda in advance of every meeting, so that everyone knows what is going to be discussed. Information can always be found on the parish council website – www.earithparishcouncil.co.uk.

One recent success story was when several younger villagers came to meetings and asked of the possibility of a skatepark. This led the council into extensive investigations, looking at similar facilities in the area, setting up a trial day with mobile skatepark facilities, distributing questionnaires and organising a very well attended open public meeting. Following village support for the project, grants where applied for granted, and enough money was raised to enable the project to go ahead. Weather permitting, the skatepark should be installed during the early part of this year.

Let the Parish Council know what you want and sometimes it can make it possible.

Earith Day CentreDuring the last 12 months the Earith Day Centre has unfortunately seen sad times, with the deaths of some of its long serving clients. But there have also been some very happy and enjoyable times with new clients and a new helper.

Once a month the committee and members go out for lunch, usually to the Green Man at Colne. On other Wednesdays lovely meals are provided by The Lounge at Bluntisham. Everyone is kept active and amused creating cards, home decor, flower decorations and the like.

To celebrate its 25th Year, the centre held a celebration lunch at the Green Man where all members and helpers were given individual sponge cakes. All the helpers were also given rose bushes, paid for by a collection from the members, which were very gratefully received.

To complete the year, on December 10th, the centre held its annual Christmas coffee morning which was well supported by the village. The centre would like to thank everyone who attended and all those who donated prizes for the raffle and tombola. The total raised was £606.14 on top of a donation from St Ives Rotary Club for £150.00. It was a truly remarkable morning.

The Day Centre no longer receives any grants from the County Council so relies on fund raising events for its survival. The Parish Council has helped over the years with the addition of central heating, hot water in the kitchen and toilets, together with the floor levelling, which has all made life so much easier.

Earith Day Centre meet every Wednesday in the village hall at 9.30am so why not go along and see what they get up to. Transport and a meal can be organised by calling 01487 841451.

Duck thefts Posters were put up by parish councillor Hazel Lambert after ducks began disappearing from the village pond at a rate of one per night.

Ms Lambert said she did not believe a fox was the culprit, as there was no evidence such as feathers. She thought that if they had been taken for the pot the meat would be very tough, as they are plump but quite elderly.

The ducks, bought by the parish council, had been living on the pond for many years. Ms Lambert looks after them as well as the many wild ducks that visit as a ‘labour of love’.

The village pond is home to a number of wild ducks but all of the resident Aylesbury ducks have now disappeared.

‘I put the posters up to make the community aware this is something that's actually happening and to possibly shame the thief,’ she said. ‘No fox I know takes one duck per night, and the last one to go was an elderly female duck with a hobble. She would certainly have been picked off first by a predator.

‘It's very, very sad and our decision now is going to be, do we replace those ducks? Because you don't want to go on replacing ducks that I assume are going to be taken for the pot.’

The parish council will discuss the ducks at a future meeting.

Vintage CaféFor anyone who has not yet visited the wonderful café at Cranbrook Plants, Somersham, why not pop along? It is open every day from 9.30am to 3.30pm for breakfast, lunch, cream teas and sunday roasts.

The vintage tea room was opened in September 2014 by Sharon and Steve and features period decorations, antiques and objet d’art.

New play equipmentNew play equipment has been installed at the recreation ground for a wide age range of children, from toddlers to young teenagers. The whiz-around roundabout is proving to be very popular with all ages! Space has been left to install a slide when funds permit. The rocking horse, which was the only piece of old play equipment not to be condemned, remains, making a good mix of old and new. Hopefully lots of new happy memories will be created.

Chapel Road to be improvedThose who live in or use Chapel Road on a regular basis, will know how many vehicles come down the road the wrong way! Hopefully that will soon change as improvement work to the road is about to commence. This will include new, bolder signage at each end and along the road, a new kerb line at the junction with Colne Road, new white lining denoting the walkway and solar catseyes, plus new concrete bollards. This work will be carried out by the Highways Department and is being paid for by a special grant that the Parish Council applied for last year to make improvements in the village. The work should be completed by the end of March, but may cause minor disruption.

Earith, Bluntisham and Colne Royal British LegionLast year’s Royal British Legion poppy collection for Earith, Bluntisham and Colne raised a tremendous £5,420. The branch would like to express its thanks to Mrs Helen Wilson for coordinating, and to all the collectors for their hard work. The branch would also like to thank Andrew Perry and Steve Highland for their table collection at the Bluntisham Garage, which raised an incredible £1,000.

CareRide Community Car SchemeThe Community Car Scheme provides door-to-door transport for people who do not have the use of a car and are unable to use conventional public transport. Passengers pay for the journey, but the cost is subsidised by Cambridgeshire County Council.

All the journeys are arranged through the scheme’s coordinators and the lifts are provided by volunteer drivers using their own cars. The volunteer drivers have enhanced Disclosure and Barring Service (DBS) checks and are fully insured.

Any residents of Somersham, Colne, Bluntishum and Earith, who are unable to travel by any other means can use this service. The car scheme covers both medical and social journeys, but medical journeys have priority. Passengers pay the driver on the day of travel. There is a flat fee of £2.50 for the first eight miles or any part thereof, 30 pence per mile thereafter.

The Scheme co-ordinator can be contacted on 07964 346775. Notice is required, preferably 48 hours, so that suitable volunteer drivers can be found.
