LOCAL GOVERNMENT IN EARLEYEarley Town Council is your local communitybased council. The Council Offices are situatedin Radstock Lane. Most meetings of the TownCouncil and its committees are held onWednesday evenings, (Planning meetings areheld on Tuesdays), full details including allagendas and minutes being displayed on theregularly updated Council Website.
Wokingham Borough Council is the UnitaryAuthority for this area, providing the greatmajority of services including schools, socialservices, council housing, refuse collection andmanagement of sports centres. The Town haseight schools, one of which, Maiden ErleghSchool, is a secondary school. Contactnumbers are provided in the generalinformation section.
The Town Council provides a wide varietyof local services. Parks are provided at Sol Joelsituated in Church Road (which has footballand cricket pitches, sports courts, a skate parkand children’s play equipment), Meadow Park (amore traditional park with open space, playareas, formal flower beds and a wild flowermeadow), Marefield Pond and Bulmershe Parkwhich is jointly managed with Woodley TownCouncil. Additionally, the Town Council hasrecently taken over the management of thesports pavilion in Laurel Park, which has beenextensively refurbished. The Council also ownsand maintains a Local Nature Reserve atInstow Road. The Reserve is some 12 hectaresin extent and within its boundaries is a very
attractive lake, ancient woodlands, wildflowerand butterfly areas and the InterpretationCentre.
Other facilities include the secluded LawnCemetery at Mays Lane which is some 12acres in extent and is a very peaceful haven inthe middle of local residential development,and enhanced with the provision of the Gardenof Remembrance. There is a large and wellmaintained allotment site at Culver Lane thatbacks on to Milton Road, which benefits from aresident Horticultural Society. Any residentsinterested in a plot should contact the CouncilOffices. Also, there are two large CommunityCentres both available for private hire. One isat Radstock Lane and the other at MaidenPlace. Both have resident Social Clubs withtheir own comfortable bar/lounge areas. And,lastly, the Town Council now runs twoCommunity & Youth Centres at Centrepointand Silverdale, having taken these over fromWokingham Borough Council in 2013.
Town Council responsibilities also includestreet furniture, the construction of linkingfootpaths, the provision and maintenance ofsome of Earley’s street lighting and consultationon highways and all local planning applications.
Although the Town Council is an entirelyseparate entity there are direct links to mostof the services provided by WokinghamBorough Council. There are currently 25 TownCouncillors representing eight Wards.

Earley is situated in the historic RoyalCounty of Berkshire, on the outskirtsof Reading, and has tended tobecome integrated into its urbansprawl, a common happening withcommunities on the boundaries ofmost towns. In fact, Earley is withinthe Wokingham Borough area, andnot Reading. It has an elongatedshape which stretches from the RiverThames in the north to the M4 inthe south. The population of theTown is currently estimated to be inexcess of 33,000.
Geographically Earley is almostdivided into three parts. It is alsoquite interesting to note thevariations of the name of Earley present in thearea, Erleigh, Erlegh and Earley. In the north,from the River Thames to the railway line wehave North Earley and part of Central Earleyand Maiden Erlegh (so called because it is builton the site of a large estate of that name).Stretching southwards to the M4 motorway isSouth Earley where the green fields area hasnow almost entirely given way to the newroads and houses constructed as part of theLower Earley development.
The main shopping area, which includes anAsda Superstore, can be found at the DistrictCentre by Chalfont Way. There are alsosmaller shopping parades at Silverdale Road,Maiden Place and in Wokingham Road near tothe Three Tuns crossroads.
Earley’s long history dates back to Romantimes. In the 11th Century, the area wasknown as Herlei when the population wasthought to be in the region of some 100residents. There was a gradual increase overthe centuries, but the first large increaseoccurred during the housing boom of the1930s and 1940s by which time the populationhad grown to in excess of 5,000.
The origin of the name of the Town is opento interpretation. There are many place nameswhich have either ley or leigh within them.This is an Anglo Saxon word for a wood orclearing. This could apply to any of the severalspellings of the name Earley which includeErlegh, Erleigh and Earley. Er or Ear could referto either eagles or gravel pits. Both are
possible, but birds of prey werea common sight.
Earley Town Council was thesuccessor to the previousParish Council and came intobeing in 1974. The logo wasconceived and drawn originallyby Paul Devonald (one ofEarley’s Town Councillors in the1980s). It is a representativedepiction of the sun rising overthe Earley skyline. THAMES VALLEY PARK
This exciting business park hasbecome well-established on anattractive 47 hectare development site overlooking the Thames in north Earley. It has directaccess from the A329(M) via a flyover across the A4. An adjoining 33 hectare country park,including a nature reserve, complements the parkland setting of the ultra-modern offices.Existing facilities at the business park include a day nursery and a health and fitness club.Occupiers include BG Group, Oracle Corporation, Microsoft, Xansa and ING Direct.
SUTTONS BUSINESS PARK
Slough Estates has developed over71,500 square metres ofemployment space at this primelocation east of Reading at thejunction of the A4 and the A329(M)in north Earley. It comprises a mixof modern, mostly office, premisesin landscaped grounds fronting theA4 at its entrance and slightlyolder industrial and warehousingunits, typically of around 400square metres in size, at itswestern end. A key occupier isRockwell Collins, high-techsuppliers to the aerospace industry.

Maiden Erlegh Park
The Park is some twelve hectares in extent,and has been classified as a Local NatureReserve. It is managed on the Town Council’sbehalf by its Park Ranger Service with the helpof the Head Water Bailiff and up to tenseasonally appointed Water Bailiffs.
The Park is in several “parcels” which aredescribed on the Interpretation Boards aroundthe site. The Lake area, between Instow Roadand Lakeside is managed under the ReservoirsAct and is inspected by a Consultant Engineereach year. Records have to be kept on waterlevels, and the condition of the Weir, etc.,aspects which are inspected by the Engineer.
The Lake is bounded by ancient woodlandand again the Council has had a hard balancingact to reconcile the needs of the populationliving all around the Park, many of whom usethe main pathway as a thoroughfare, and theneed to conserve a valuable habitat.
There have been many improvementsundertaken in recent years including desilting,bankworks, pathworks and water/fish qualitycontrols. These initiatives are ongoing, andanyone interested in becoming involved in theconservation work would be welcome to joinone of the local volunteer groups. Fishingpermits can be obtained from the CouncilOffices.
The Interpretation Centre at Instow Roadprovides a base for managing the Reserve anda well appointed field study centre for localstudents and school children. It was erected asa Millennium project, and is available for hire.
Meadow Park
The Park is some four acres plus in extentand situated between Roman Way andMeadow Road, with pathways leading in fromboth roads. There are extensive cultivatedbeds, mainly with shrubs, a wildflower meadowsection, a central grassed area, an aromaticgarden and two areas of children’s playequipment. The Park has been extensivelyupgraded in an attempt to try to meet localneeds.
Paddick Drive Open Space
This area of land consists of a largerecreational area of grass and trees, and ispopular with walkers, particularly dogwalkers. There is a dirt based BMX Tracklocated in the corner part of the field, whichhas been planted out with a variety of treesand shrubs. Recently, a Community Orchardhas been established here in one corner ofthe field.
Bulmershe Park
The Park is situated off Woodlands Avenue onthe boundary between Woodley and Earleyand is jointly managed by the two TownCouncils. Entrance is usually gained from PittsLane. More of its area is within Woodley and,historically, Woodley Town Council hasundertaken routine grass cutting and othermaintenance, with our Council meeting aproportion of the costs each year. We nowhave a greater degree of responsibility sincethe development of our Park Ranger Service,but largely the old arrangement remains inplace and works well.

Radstock Lane Community Centre
The Centre is provided on a site adjacent toRadstock Primary School and immediatelyopposite the Town Council Offices. Itcomprises a main hall and a meeting room.The Earley Radstock Social Club manages thebar/lounge. On weekdays the popularWendyhouse Pre School Group operatesfrom the Centre.
The main hall is particularly well appointedand has a friendly atmosphere, which hasmade it an extremely popular venue forfunctions such as weddings, birthday andanniversary parties. It is also a favouritemeeting point for several local organisations.Information about bookings can be obtainedfrom the Town Council Offices.
Sol Joel Park
The 18 acre SolJoel Park isentirely withinthe Earley TownCouncil area,but forhistoricalreasons, it wasconveyed toReadingBoroughCouncil by SolJoel, and is nowleased to EarleyTown Council.The Park has three football pitches, minisoccer pitches, a cricket square and a pavilion.
Several skate ramps have been providedwhich are suitable for rollerblading,skateboarding and BMX bikes. The equipmenthas recently been upgraded and added to and,more recently a Street Running (Parkour)facility has been installed. The most recentphase of improvements providing more playequipment for children, to include items forinclusive play has just been installed, and amajor project to rebuild the pavilion tomodern standards was completed in 2013.
The Park has been awarded QueenElizabeth II Field status by Fields in Trust in theQueen’s Diamond Jubilee year.
Maiden Place Community Centre
Rebuilt and extended in the1980s, the Centreprovides a bar/lounge which is the home ofMaiden Place Social Club. The CommunityCentre is a very popular venue for parties andmeetings and again benefits from the presenceof a nursery group, Kilnsea Pre School whichprovides places for the under fives. Inaddition to the main hall and meeting room,the Centre also has a second medium sizehall, the Function Room which is extremelypopular with hirers. Again, bookings can bemade at the Council Offices. The Centre hasbeen much improved recently with theinstallation of an air conditioning system.
Silverdale Community & Youth Centre
Together with Centrepoint, this facility wastaken over by Earley Town Council fromWokingham Borough Council in October2013. As well as being “home” to a numberof local organisations, including MaidenErlegh Pre-School, and a Parent & ToddlerGroup.
The Centre is also home to the verysuccessful Bike Workshop which is run as ayouth activity on Thursday evenings anddaytime Saturdays and the Fusion MusicProject whichtakes place on aWednesdayevening,aimed atyoungpeople whowish to playmusic or,indeed, whoarebeginnersand wish tolearn toplay amusicalinstrument.
The Centre isalso available forprivate hire andinformation aboutbookings can beobtained from theTown CouncilOffices. Silverdale Centre
Sol Joel ParkCentrepoint Community & Youth Centre
The Centrepoint Community & Youth Centre islocated in the ASDA complex, adjacent to theLower Earley Library and opposite the TrinityChurch. This Centre provides accommodationfor a number of daytime community groups, forexample an After School Club, the ChalfontToddlers Group; and is also available for privatehire. The Earley Volunteer Drivers’ BureauOffice is located within the centre.
In February 2015, the Town Council, withthe collaboration of the Just Around theCorner Organisation, has reinstated a YouthClub which takes place on a Saturday eveningbetween 7 pm and 9 pm. As well as in-clubactivities, the Centre has access to the adjacentLoddon Valley Leisure Centre for use of one ofits sports halls.

CResCent Community Resource Centre
The Community Resource Centre is nowwell established. The building was designedto allow for flexible use to respond to therequirements of the community and tosupport its development. The success ofthe centre has grown through manypartnerships and now provides a focalpoint for the community.
If you have not yet visited the Centreplease do call in, its volunteers and staffwill give you a warm welcome.
Training is a key activity at the centrewith a diverse programme of coursesincluding foreign languages, IT, crafts andart. These are open to all local residents.Courses to support voluntary &community groups such as first aid, foodhygiene & disability & diversity areavailable.
Regular weekly groups are hosted by theCResCent, ranging from line dancing andyoga to blood-donation and quilting.CResCent also provides much neededaccommodation for a variety of voluntaryand community groups such as Earley Bus,Wokingham Resource & OpportunityCentre and the Church of Christ.
The CResCent Moon Café is open from9:00-5:00pm weekdays and on Wednesdayslunches are served between 12:30-1:30pm.

Waterside Centre
Many visitors to the Town do not realise thatpart of Earley fronts the Thames. Beyond theA3290, is Thames Valley Park, and an excellentwater facility has been provided byWokingham Borough Council overlooking theThames primarily for rowing and canoeing. Itis already well used both for local and nationalevents. Below is a cavernous area for thestorage of boats and upstairs are meetingrooms, conference facilities and a medical/firstaid room which was equipped by the TownCouncil. On the opposite bank of theThames, easily viewed from the balcony is alovely sanctuary for birds, which is verypopular with ornithologists.
Public Houses
Earley has a number of very popular publichouses. The Earley Retreat and the TobyCarvery are in the District Centre area.There are two Public Houses, well frequentedand very popular at lunchtimes, both on theeastern side of Town at The George in LoddonBridge Road and The Poachers at SindleshamMill. A more recent facility is the Seven RedRoses at the Maiden Place Shopping Centre.
Chalfont Park
The second of the two Wokingham Boroughowned parks within the Earley area isopposite the District Centre at Chalfont Way.The neat and well appointed park has amodern pavilion, floodlit sports courts,football pitches and a variety of playequipment.
Laurel Park
Adjacent to the Local Nature Reserve isLaurel Park, which is owned and managed byWokingham Borough Council. Access isgained from Rushey Way via Marefield. Theentrance road leads to a pavilion, recentlyacquired by the Town Council, with severalfootball pitches beyond. The Park also has awell designed and maintained children’s playarea and a large general recreational area.
Loddon Valley Leisure Centre
Already a very well equipped sports centre,Wokingham Borough Council managedLoddon Valley Sports Centre has recentlybenefited from a major refit. Two wellappointed swimming pools have been addedto the list of available activities. Otherimprovements include a magnificent fitnesssuite. The entrance to the Centre frontsRushey Way, near to the entrance to AsdaSuperstore.

Based at Maiden Erlegh School, this is anadaptable space with facilities for learning andteaching Visual Arts, with sculpture andexhibition options. It also houses a dedicatedexhibition area including a virtual realityexhibition kiosk funded by Earley TownCouncil.
The aim of this Centre is to increaseparticipation in the Visual Arts within the localcommunity through access to courses andworkshops during twilight and evening hours,weekends and school holidays.
Courses are published, with applicationforms, on the school’s website and are alsoavailable at local libraries and other publicoutlets.
Artists who wouldlike to use the space torun classes orworkshops work withthe school or exhibitwork either in theexhibition area or onthe virtual realityexhibition kiosk maycontact the School.

About Solly Joel
Solomon Barnato Joel purchased the MaidenErlegh Estate in 1903. His generosity and lavishlifestyle has been written into the folklore ofEarley. Even the current spelling of MaidenErlegh is attributed to him. He is also believedby some to have had the Lake created,although, again, maps of the 1700’s show it tobe already in existence. However, the largeisland within the Lake can probably beattributed to him. He invested heavily in theEstate commissioning a wonderful marbleswimming pool complete with fresco. Thegrounds were well laid out, complete with amagnificent rose garden and terracing. TheEstate boasted an aviary, polo ground, cricketfield and tennis courts. He also established afamous race horse stud at New Farm, whichwas re-named Home Stud Farm, and wassituated near what is now Marefield, offRushey Way.
A map held by the Town Council clearlyshows that the Mansion stood betweenSilverdale Road and Crawford Close. To get tothe Mansion you would have travelled fromWokingham Road along Maiden Erlegh Drive,most of which still exists today, complete withsections of Victorian fencing and the Lodge.
When millionaire Solomon Joeldied on 22nd May 1931, the finalchapter in the large estate ofMaiden Erlegh was near tocompletion. His death and thesubsequent dividing up of the750-acre estate marked thestart of the building of the townwe know today. However, it wasnot until the Manor wasdemolished in 1960 that the real

A BRIEF HISTORY OF EARLEYPrehistoric Earley
It is very likely that humans from thePalaeolithic period – the Old Stone Age – upto 400,000 years BC were foraging in Earleyfor edible vegetation and grubs and huntingwild cattle, deer and elephant. Traces of flimsyshelters made from brushwood have beenfound in North Earley on the site of the oldPower Station at the Thames Valley BusinessPark. Tools from this era have been foundwithin the Town. These early residents wouldhave depended on the surrounding woodlandfor hunting and gathering of edible plants suchas nuts, berries and roots. It is thought thatthe clearing of woodland for agriculture andthe keeping of domesticated animals started inaround 4000 BC, the Neolithic or New StoneAge, with the arrival of people from theContinent. Small areas of wildwood wouldhave been cleared using stone tools. There isarchaeological evidence for continued humanpresence during the Bronze Age and Iron Ageon the site of the Thames Valley Business Parkin North Earley.
The Romans andBeyond
The Romans invadingEngland in AD 43, cameto a land with fullydeveloped agriculture andRoman artefacts have beenfound at a number of sites inEarley. A Saxon settlement hasbeen discovered in Reading at the confluenceof the Kennet and the Thames dating fromabout 600 AD.
During the Reign of Edward the Confessorthe Manors at Earley were held by the Crown.The Great Survey of AD 1086 reveals thatonly about 20 per cent of Berkshire waswooded, and by 1200 much of the modernlandscape was already recognisable. TheNorman Conquest had the positive effect ofincreasing woodland cover to provide huntingforests with Windsor Forest extending to theLoddon.
The Middle Ages
Domesday records two manors, Erlegh StBartholomew and Erlegh St Nicholas. The deErlegh family held the manors c.1160 – 1362.John de Erlegh, 1292, was known as the WhiteKnight – thus the manor of St Nicholas wasrenamed. The other Manor also had a namechange to Erlegh Court. The Manor of MaidenErlegh, Erley Maydens, is attested from 1502and that it was formed out of EarleyWhiteknights in the 14th Century.
The estate passed through several ownersover the Centuries eventually being acquiredby Viscount Sidmouth who died in 1844. TheManor remained in the Sidmouth family untilthe 1930’s after which the estate was sold forbuilding development.
Erlegh St Nicholas, Whiteknights, wasbought by Henry de Aldryngton in around1361. After his death it passed down the familyline to the Beke family until the death ofHenry Beke in 1580. By marriage to Beke’sdaughter Hugh Speke gained the estate. In
1606 the Spekes sold the manor ofErlegh Whiteknights for £7,500 toFrancis Englefield. His nephew, alsoknown by the same name becamethe owner in the beginning of the17th Century. The Englefields weredevout Roman Catholics and thus
faced persecution and heavy taxes.The estate remained in the family until
the late 1700’s, when they were forced tosell due to the ongoing prejudice of theirneighbours.
The Marquis of Blandford, who became theDuke of Marlborough, had the parklandextensively landscaped during his ownershipbetween 1798 and 1819. However, he ran upmassive debts and his possessions were seizedand sold including many of the landscapefeatures. The impressive Manor House wasdemolished in 1840-41. The WhiteknightsEstate of today is the home of the Universityof Reading which took over the site in 1947.
Much of the material contained in this briefhistory derives from, and is contained within
growth started; the area, including aroundSilverdale Road to Lakeside, being of this era.
After his death in 1931, the luxuriouscontents of the Mansion were sold at auction.The Mansion itself became Maiden ErleghSchool for Boys which flourished until 1942. In1945 the building was sold on to the ChurchArmy, which used it as a Training College until1952. ICI then bought the Manor and used itas a Conference Centre and offices until 1954,when Cooper Estates Limited purchased thesite. Hungarian refugees were housed there,following the Soviet invasion of their countryin 1956. They were its last residents – thebulldozers starting their destruction in March1960.
Maiden Erlegh Park
In response to the demands of local residents,Cooper Estates agreed to sell Maiden ErleghLake and the surrounding woodland to EarleyParish Council in return for being allowed tobuild on another greenfield site. As it wasrealised the purchase would lead to anincrease in the rates, the Council held a publicmeeting and a referendum. With the backingof the people of Earley, the Council purchasedthe site for £8,500 in 1965. More recently OldLane Wood, at the rear of Sellafield Way, wasacquired from the then Wokingham DistrictCouncil, giving the Park a total area of some24 acres. The woodlands within the Park are
of great historical and ecologicalimportance, with Oak wood
dating from at
Maiden Erlegh Park.

least the 16th Century and containing some18 indicator species associated with oldwoodlands. Charcoal and pollen deposits fromsediment indicate that the Lake area was oncewet woodland, almost certainly created bybuilding a dam, flooding the valley bottom. Thispractice was commonplace from the MiddleAges to the 18th Century to create fishponds, to provide ice and a landscape feature.
From Hamlet to Town
The population of Earley stands today at justover 33,000 in contrast to the Herlei of 1086where the Great Survey records a populationof 21 people, although it is thought likely atruer figure would be around 100. Thepopulation remained fairly constant during thisperiod up until the time of the Black Death in1348, which it is estimated would havereduced the population by more than half.The tax records for the 17th Century revealonly some 17 persons paying tax and thus thepopulation seems to have remained low. In1841 the population stood at 471 and this hadgrown by 1931 to 847 and to over 5,000 by1948. The increased size of population in the19th Century led to the Church of Englandmaking Earley a Parish in its own right, ratherthan being part of the old Parish of Sonning.Earley St Peter’s Church was consecrated in1844. The boundaries of Earley have changedconsiderably over the years as the populationhas increased. In the 1890’s the Corporationof Reading expanded its boundary to includethe area between Cemetery Junction andChurch Road, whilst in the 1920’s the
boundaries were adjusted between Shinfieldand Woodley.
The railway came to the Parish in 1863 whenthe London and South Western Railwayopened Earley Station. The Great WesternRailway had passed to the north of the villagenear Shepherds Hill, part of the infamousSonning Cutting which claimed many workers’lives.
Maiden Erlegh Estate and Manor
Maiden Erlegh was formed out of the Manorof Erlegh St Nicholas, as a gift of land by Johnde Erlegh to Robert de Erlegh in 1362. Later itwas transferred to a Charles Hide ofAbingdon. In 1673 the estate was sold toValentine Crome, and it then passed throughseveral hands and at the end of the 18thCentury it belonged to William Matthew Birtwho was Governor General of the LeewardIslands.
In 1818 the property passed to the Rt. HonEdward Golding, MP for Downton, Wiltshire.The Manor was purchased by John Hargreavesin 1878, Master of the South Berks Hunt, whofounded a course where hunt and yeomanryraces, similar to the modern hunter chaseswere run. The course extended over an areanow covered by Hillside Road, Sutcliffe Avenueand Mill Lane. The grandstand stood on anarea which is to the back of the houses inHillside Road, opposite Loddon Junior School.Solly Joel continued to allow racing until theFirst World War, when the Maiden ErleghRacecourse was demolished, the grandstandbeing re-erected at Newbury racecourse.
Local Government in Earley
Although Earley has been a civil parishsince the middle of the last century, perhapsthe really significant date in local governmentterms has been quite recent, when in 1974,there was extensive reorganisation of localgovernment in Britain. Primarily, principalauthorities were affected and the previousWokingham Rural District Council becameWokingham District Council, renamedWokingham Borough Council in 2007. Also in1974, the Town Council as we know it todaywas formed.
One particularly interesting feature of thefirst Council meeting in 1976 was that thenewly elected Councillor, Adrian Paddick,attending his first meeting and in the absenceof anyone else willing to accept the post, wasthrust into the role of Chairman of Council.He was to continue in this role for someyears, and by the time of his death in 1997,had become the elder statesman of the TownCouncil, highly respected by his colleagues andby the local residents for his wisdom andcalming effect on proceedings.
At the time of its formation the TownCouncil looked after an area with some12,000 inhabitants. At this stage, thedevelopment of Lower Earley had yet tocommence. Early meetings of the newlyformed Earley Town Council were held in StPeter’s Church Hall on Church Road. In 1978,the Town Council struck a deal with MaidenErlegh School, and began to hold meetings inthe staff dining room and set up an office in aconverted storeroom. The Council took onits first full time Town Clerk in January 1979when Mr Leslie Norton became Clerk to theCouncil.
Despite its comparatively small size, theTown Council responded positively to thechallenges with which it was being faced with
the impending Lower Earley development.The Radstock Lane Community Centre wasopened in 1983 and included a small suite ofoffices which became the Council’sadministrative home until its final move toRadstock House, on the opposite side of theroad, in 1987. 1986 saw the building of theMaiden Place Community Centre. Initially itincluded a small room plus in 1987 it wasdecided to add a main hall, bar and upstairsroom. The improvements were completedaround 1989.
The two Community Centres proved to bemuch needed facilities. With over 6,000houses being built on the Lower Earleydevelopment and a population expansion fromc.11,000 in 1974 to some 28,500 in 1990 andan estimate in excess of 32,500 in 2002, thenew facilities were essential additions to theTown’s infrastructure. There was alsosignificant activity by the Town Council duringthis period to try to improve facilities atMaiden Erlegh Reserve.
At the same time, the structure of theCouncil was gradually changing to meet thenew demands. In the days of the ParishCouncil and immediately after 1974, the TownCouncil had members who were notpolitically labelled. Gradually their numbersThe Three Tuns.

had dwindled and by the mid-1980s, all electedrepresentatives were members of the mainpolitical parties.
The 1998 Local Government re-organisation significantly affected Earley in thatthe first tier authority, Berkshire CountyCouncil, became defunct as a new system ofUnitary Authorities, based on the areas of theold district councils, was put into place. Thechanges themselves had little impact on theTown Council’s work, but local government inthis area has only two tiers instead of three aspreviously.
As the responsibilities of the Town Councilincreased, so the respective roles ofcouncillors and their staff similarly changed.Mr Leslie Norton had steered the TownCouncil through the difficult period during thedevelopment of Lower Earley. By the time ofhis retirement in 1991, the Town Councilrecognised the need for improvedadministrative systems to consolidate itsearlier achievements.
Leslie Norton was succeeded as TownClerk by Mr Richard Raymond who movedhere from his previous post with a largeBorough Council in Essex. He retired in 2003,to be replaced by Mr Philip Truppin, who hadserved as Clerk to two Local Councils inHertfordshire previously.
The Town Council is re-elected every fouryears and has an efficient administrativestructure in place with the capability to deal
with all additional facilities now provided bythe Council and to meet the increasingdemands of central Government.
In 2006 the Council resolved that,henceforth, its Chairman would have the titleof Town Mayor, adding status to its civicpresence and representative profile in thecommunity.
