Title Services for Non‐Public Schools
LEAs with Non‐Public Schools must offer equitable services and benefits to non public school students and staff.

Services, materials, and equipment must be secular, neutral, non‐ideological, and supplemental in nature.
LEA is the fiscal agent. These are public funds.

ESOL and At‐Risk pages
While the final determination as to how education will be funded is still in question, ESOL and At‐Risk students still need to be served.
At this time, the LCP pages for ESOL and At‐Risk will remain as they have been, the only difference being the calculation line is not functional. Please use last year’s figures, LCP or Audited, to determine an estimated budget.

Requirements to Draw Down Funds
The District will not be able to draw down Federal funds through Form 240 until all budget pages of the LCP Application (Title I, Title II A, Title III, Migrant) and the Assurances page have been completed. The LCP Application is scheduled to be available August 15, 2015. The remainder of the LCP Application will be due September 30, 2015.

Actions When Timelines Are Not Met
Prior to the deadline…WHEN WHAT
2 weeks before the deadline The designated KSDE district contact will send an email to districts reminding them of what is due and when it is due.
1 week before the deadline The designated KSDE district contact person will call l the district, if the district has not taken any action towards completing or submitting information.
After a missed deadline…WHEN WHAT
1 day after the missed deadline The designated KSDE district contact person will send an email notification to the district contact/director and CC the superintendent indicating that funds will be held as of ____, until the application is submitted.
1 day after the previous contact The KSDE district contact will communicate with ECSETS assistant directors, the director, and fiscal that ____ payment shall be held until the appropriate documentation is received.

Title IIA and the ESEA Flexibility Waiver
Kansas asked for waiver of the following ESEA requirements:
• The requirement in ESEA section 1114(a)(1) that a school have a poverty percentage of 40 percent or more in order to operate a Schoolwide program.
• The requirements in ESEA section 2141(a), (b), and (c) for an LEA and SEA to comply with certain requirements for improvement plans regarding highly qualified teachers.
• The SEA requests this waiver so that it and its LEAs may transfer up to 100 percent of Title IIA funds it receives into Title I, Part A.

System for Educator Enterprise in Kansas
Approximately three years ago KSDE began the development of SEEK, a system for education enterprise in Kansas. This online tool, accessed through an authenticated application, is a place where districts can access data they have previously supplied to KSDE in multiple formats and applications. SEEK pulls this variety of information into one place where that data can be manipulated to run reports and graphs that provide information to assist districts in making informed decisions.

Title I Schoolwide During the 2014‐15 school year, KSDE sought to convert current Title I Schoolwide schools to an online format. Why? It was determined that a large majority of plans were 5‐10 years old or older and no revisions had been made. KansaStar was selected to be a platform that schools could use to update their plans and KSDE staff could provide feedback.

Why KansaStar?
KansaStar is an online tool that Priority and Focus schools are already using to track their school improvement process. Title III plans are being incorporated into the system. It makes sense that schools should have “ONE” plan that all programs feed into.

Process‐What happens?(The Basics)
Beginning with the 2015‐16 school year, the Early Childhood, Special Education, and Title Services (ECSETS) team at the Kansas State Department of Education will implement an integrated monitoring protocol for all of the federal programs (e.g., ESEA and IDEA) that ECSETS oversees. This is in response to changing oversight expectations at the U.S. Department of Education. All Federal programs will move from separate five‐year cycles to a single, integrated three‐year monitoring cycle. The new monitoring cycle schedule is posted at http://www.ksde.org/Default.aspx?tabid=572.

Process Continued…All tiered monitoring will follow the same basic process:1. Annual Data Review – Conducted by KSDE based on existing data. (LCP
Application and Annual Report)2. Self‐assessment – (Programmatic and Fiscal Compliance) – Required for
all LEAs in a designated cohort – Conducted by LEA. (Cohort 1 will fill out form for program and SPPKansas.org for fiscal. Cohorts 2 and 3 will be able to enter data in an Authenticated Application.)
3. Desk Monitoring – Review/Verification of Self‐assessment – Conducted by the KSDE. (20% of districts will submit documentation for verification, in addition to self‐reported non‐compliance.)
4. Reporting and/or Corrective Action Plan (CAP) – The KSDE will work with the LEA to assist with correction of noncompliance.
5. Onsite/Phone Review – Select LEAs will receive prioritized technical assistance based on an analysis of federal programs.
