Educational Environments

● The Office of Special Education Programs (OSEP) has changed data reporting for preschool environments.

● Previous categories of early childhood, part-time/part-time, and early childhood special education have changed.

● A new formula is in effect immediately.

Educational Environments

● Reporting to OSEP will reflect

• % categories in an early childhood program: 80% of time or more, 40% - 70%, less than 40%

• % in separate class, separate school, residential.

• % served in home or service provider location.

Educational Environments● When reporting EE for children ages 3 through

5, districts will now be required to report % of time spent in any “regular” early childhood programs

● Early childhood program includes at least 50% non-disabled children:

• Head Start • Kindergarten • Private preschools • Early Childhood Block Grant/Preschool for All Programs • “Blended” programs • Child care programs

Coding:Helpful Hints

• Half day equals 2.5 hours per day or 750 minutes per week• Whole day equals 6.5 hours per day or 1950 minutes per week (includes lunch, quiet time and recess)• For purposes of reporting, a child's week may

not exceed 1950 minutes.

CodingEducational Environments

● Coding Specifics:● If the child attends a regular early childhood

program, even if the district is not funding the placement,

● use Codes 20, 21, or 22.

Use Early Childhood Codes20, 21, or 22 when:

• Child receives special education in a “blended” classroom and at least 50% of the children are non-disabled.

• District sends itinerant staff to child care center, Head Start, community preschool program, ECBG or PFA classroom.

Use Early Childhood Codes 20, 21, or 22 when:

• Child is dual-enrolled in ECSE and head Start or pre-kindergarten

• Child comes to an elementary school for speech therapy (“drop-in”) and district knows that the child spends remainder of the day in child care, Head Start, or community preschool.

• Child spends ½ day in an ECSE class and then attends child care center for remainder of the day.

Calculating Time in Regular Early Childhood Programs

• Numerator (A) = amount of time per week the child spends in a regular early childhood program (if amount of time is unknown, use normal elementary school day bell-to-bell.)

• Denominator (B) = total amount of time the child spends in regular EC program PLUS time child receives special education and related services outside of regular EC program.– If child is pulled out of the regular EC program to receive special

education, this is considered time outside the regular early childhood program. Include this time in the denominator but not the numerator of the calculation.

• The result is multiplied by 100.

• Formula: A/(A+B)X100 = Percent time = Determines Code

Example

• Child receives early childhood special education in a blended classroom for 450 mpw. The child also receives speech therapy in the classroom for 40 mpw. 100% Code 20 (All services are provided in the regular education program.)

• Same scenario except the speech therapy is done outside of the classroom in the therapy room.

• A/(A+B)X100 710/750 = .95 X 100 = 95% Code 20

Example

• Child attends an early childhood special education instructional class in the morning and is transported to a childcare program for the remainder of the day.

A/(A+B)X100 1200/1950 =.62 X 100 = 62% Report the child under Code 21.

Example

● Early Childhood Program less than 40% of time:

• Child is placed in early childhood regular education or Kindergarten ½ day program (750 minutes per week) and receives special education and related services outside of the regular ed classroom for 500 minutes per week. Child does not attend any other early childhood program.

● Use Early Childhood Code 23 when • Child is in a self-contained ECSE class (with less than 50% non-disabled children) for the entire day. • Report child under this code even if the child also receives special education services at home or in a service provider location.


● Use Early Childhood Code 24 (in a Separate School) when

• the early childhood class is in a public or private special day school (placement made by the district) designed specifically for children with disabilities • Report child under this code even if the child also receives special education services at home or in a service provider location.


● Use Early Childhood Code 25 (in a Residential Facility) when • Child is served in a residential facility or a residential medical facility on an inpatient basis • Report child under this code even if the child also receives special education services at home or in a service provider location.


● Use Early Childhood Code 26 (home) when

• Child receives all special education

services in the home. Include

children who receive special

education both at home and in a

service provider location.


● Use Early Childhood Code 27 (service provider) when • Child receives “drop-in” services at an elementary school and is not in an early childhood program – this is only service child receives. • Child receives services funded by district from a service provider – this is the only service child receives.

• Scenario 1: Child attends a community preschool 3 days per week for 2 hours per day. Child has a speech only IEP and receives 30 minutes per week of speech therapy in the therapy room at the district elementary school.

• Calculate.

• Scenario 7: The district has two preschool classrooms in the building that are right next to each other. In the AM session, one classroom has 20 Pre-K children on the roster. The other classroom has 10 ECSE children on the roster. The ECSE children participate in center time (60 minutes) with the Pre-K children.

Calculate.• Hours and minutes spent in the regular education

• Scenario 8: Child receives home-based early childhood special education services for 90 mpw in his/her home. The child comes to the district elementary school for 30 mpw of speech and every other week for occupational therapy (60 monthly). Code 26 Home

• No calculations are needed because child receives special education in the home or at the babysitters. See Code 26 explanation on page 4 of your blue handout.

• Scenario 9: Child attends community preschool and has a speech only IEP for 40 mpw. The child is privately placed by parents at the community preschool. The child comes to the local district elementary school twice per week and receives speech therapy in the therapy room with a group of two other preschool speech children.

• Scenario 10: Child attends a district instructional early childhood program (half day) that is located in the district unit office building. The child is in the classroom for special education services with the teacher for 600 mpw and receives 30 mpw of PT, 60 mpw of OT, and 60 mpw of speech therapy. Speech is provided in the classroom but PT and OT are provided in therapy rooms.

• Scenario 11: Child attends a district instructional early childhood program (half day) that is located in the district unit office building. The child is in the classroom for special education services with the teacher for 600 mpw and receives all related services in the classroom setting.

• Scenario 12: Child receives early childhood special education services in a blended, full day classroom. All early childhood mpw are provided in the morning. The child is at school from 8:30 – 3:00 five days per week. This child’s IEP minutes are 400 mpw for teacher minutes and 45 mpw of speech therapy done in the classroom in the afternoon.

• 100% Code 20 (All services are provided in the regular education program.)

• Scenario 13: Child attends an ISBE Pre-K blended program and has a speech only IEP with 20 mpw of speech therapy done in the classroom.

• 100% code 20 (All services are provided in the regular education program.

• Scenario 14: Child attends an ISBE Pre-K blended program and has a speech only IEP with 20 mpw of speech therapy provided in the therapy room.

Scenario 15: Child attends a community childcare program full day, five days per week. Child has an IEP for early childhood special education for 200 mpw. An ECSE teacher comes to the childcare setting to provide the service. They work in the childcare classroom.

100% Code 20 (All services are provided in the regular education program.

Scenario 16: Child attends a community preschool full time, all day. After lunch, an ISBE certified teacher takes over the entire class. The child has an IEP for 150 mpw of early childhood special education services. These are provided in the classroom during the PM session.

Scenario 17: Child attends an ISBE Pre-K program and has had a speech IEP for one year. The IEP is changed to a monitor since the student has progressed so well. The therapist will monitor phonological development 20 minutes monthly. The speech only IEP is for 20 minutes, monthly, monitor. The child also has classroom accommodations on the IEP.
