IntroductionThe Early Years Action Plan 2013-2017 is one of a suite of four action plans aligned to the Wellbeing for All Ages and Abilities Strategy 2013-2017 (WAAA). This action plan documents the strategies and actions that Council, and its partners, will undertake over a four year period to achieve the goals and objectives of the WAAA which supports the strategic direction of the Council Plan 2013-2017.
Bayside City Council takes a lead role in early years strategic planning acting as a coordination point for community planning; service provision in delivering a range of early years programs; activities and initiatives; facility planning; a key advocacy role and strengthening community capacity. The Early Years Action Plan is a coordinated approach to improving outcomes for children and families across the universal, supported and tertiary health, care and education sectors.
Bayside communityAs outlined in the City of Bayside: Health and Wellbeing Profile 2013-2017, of the 96,700 residents, many Bayside households were family households (71 per cent). Looking at the age profile of Bayside residents, the largest age groups were the 40-49 year olds and the 50-59 year olds. This is consistent with family structures in Bayside where there is a predominance of primary aged children. Higher than average housing and rental prices in Bayside may be a contributing factor in the overall decrease in the number of young families, number of birth notifications and 0-5 year olds.
In 2011, 13,188 children aged 0-10 years resided in Bayside (ABS 2011). Council’s population forecast for the 2013-2017 period estimates a decrease in the number of children aged 5-10 years, whilst the number of children aged 0-5 years will remain steady.

Government policy and legislative contextOver recent years the Council of Australia Government (COAG) has been pursuing a national reform agenda including major policy reform in early childhood education. The early years sector is governed by commonwealth, state, local governments, the not for profit sector and private providers. Recent national reforms in early childhood education have been based on recognition of the importance of early childhood development in providing the foundations for a person’s social, educational, economic and personal wellbeing across the life span.
‘Giving children the best start in life is important for individuals, but also delivers substantial benefits to our society and our economy. Without the right health, development and learning foundations early in life, people find it much harder to be active, engaged members of society and to have fulfilling and productive working lives’.1
Helping young Australians realise their potential is ultimately an investment in Australia’s future and needs to start early. All levels of government in Australia recognise the critical importance of the early years and over recent years have been working together to create a world-class system of integrated, early childhood learning and care.
As illustrated in diagram 1, in 2009 the COAG adopted the Investing in the Early Years - National Early Childhood Strategy which identifies a collaborative effort between the commonwealth, state and territory governments to ensure that by 2020 all children have the best start in life to create a better future for themselves and the nation. Under this child-focussed strategy, major changes have been phased in at commonwealth, state and local levels to support children, parents, carers and communities and to enable responsive early childhood development services.

All early years services recognise that children develop and learn through their relationships with others. There is now a great focus on balancing risk and protective factors to improve developmental outcomes for children. Priority areas over recent years have addressed strengthening universal maternal, child and family health services; support for vulnerable children; engaging parents and community in the importance of early childhood; improving early childhood infrastructure; strengthening the early childhood and family support workforce and building better information and a solid evidence base. This shift in policy has had a major impact on the delivery, cost structure and access to services within Bayside.
The Victorian Government has developed significant initiatives that both support the national early childhood strategy and deliver state and local based programs in the early years. Key deliverables include:

• Victorian Early Years Learning and Development Framework (VEYLDF) 2009
• Universal Access to Early Childhood Education (UAECE)
• Early Start Kindergarten• Early Childhood Intervention Reform 2011• Maternal and Child Health Reform 2013
The Department of Education and Early Childhood Development (DEECD) commenced consultations for its Early Childhood Strategic Plan in 2013. Legislation, reports and strategies aimed particularly at children’s safety include:
• Working with Children Act 2005 • Child Wellbeing and Safety Act 2005• Children, Youth and Families Act 2005• State of Victoria’s Children Report 2011 • Victoria’s Vulnerable Children – Our Shared

The Early Years Action Plan 2013-2017 also covers primary school aged children. Much like the early childhood reform, over recent years, primary school education has undergone major national reform aimed at improving the productivity and quality of educational standards. These changes include:
• National ‘Better School Plan’• State based initiatives such as the creation of
school based learning communities ‘Towards Victoria as a Learning Community’ which focuses on improving quality in teaching , better student outcomes, local decision-making, flexibility, accountablity and mutual support.
Delivery of this action planThe Early Years Action Plan 2013-2017 includes strategies and actions that are delivered by Council or through partnerships with relevant organisations, community groups or layers of government.
Within Council, programs targeted at the early years consist of:
• Maternal and Child Health Services• Enhanced Maternal and Child Health• National Immunisation Program• Supported Playgroups• Children’s Services• Kindergarten Central Enrolment• Children and Youth Library Services; and• Service Planning and Development.

In addition, Bayside City Council owns infrastructure in which many early years services operate from, including, child care, kindergarten, occasional care, playgroups and playhouses.
The Early Years Action Plan 2013-2017 is a key partnership document to improve outcomes for children and families in Bayside. Partnerships may include internal (within Council departments) or external with relevant organisations, community groups or layers of government.
There are a range of universal, secondary and tertiary services that support and deliver services to children and their families across Bayside. Supporting families requires a coordinated and integrated family centred service system. These are best described as:
Universal – accessible for all children and families. E.g. Maternal and Child Health Services, Kindergarten, Child Care, Occasional Care, Playgroups, Immunisation, Libraries, Toy Library, Schools, Playgrounds, Playhouses, Recreational activities.
Supported – children and families that need a greater level of support in addition to universal services. E.g. Family Support, Child FIRST, Counselling, Supported Playgroups, Inclusion Support Services.
Tertiary – intensive specialist services and supports for most ‘at risk’ children and families. E.g. Child Protection, Early Childhood Intervention Service, Mental Health Services, Family Violence Services.
The Early Years Action Plan 2013-2017 was developed in consultation with children and the United Nations Convention on the Rights of the Child was considered through the development of the plan.
Measuring successProgress against the Early Years Action Plan 2013-2017 will be reported through Council’s Annual Report, with progress monitored at network meetings and working groups. The Family and Cultural Services department will oversee the development, monitoring and evaluation of the action plan and where identified, along with key partners, implement the actions. The Early Years Action Plan 2013-2017 will be reviewed annually, to respond to any emerging health and wellbeing needs for children and families. The goals and objectives of the WAAA will be monitored through a separate evaluation plan and will be reported to Council on an annual basis.
