winter.The Crones live near
Hardisty, and the cowshad to cross Highway 13to get from their fall pas-ture area to where theywill spend the winter.
Road traffic patientlywaited, and enjoyed theview while the cattle
drive crossed thehighway.

A New Home! A New Beginning!The Daysland Assisted Living
Facility (Providence Place) is designed for adults of all ages who are independent but require some level of care. The purpose of the facility is to provide an increasing level of assistance to residents whose needs may increase as they get older, or as an existing physical disability worsens.
All apartments are self-contained and fully equipped for independent living. Couples are welcome to stay together, even if only one requires ongoing assistance.
Construction is underway to add 27 life lease apartments in the fall of 2011.

Regional approach to emergency services has positive results in Beaver CountySubmitted
Beaver Emergency Ser-vices Commission tookover responsibility forfire and emergency man-agement services in theTowns of Tofield andViking, the Villages ofRyley and Holden, andBeaver County as of Jan.1, 2010.
This regional approachto emergency serviceshas resulted in many pos-itive results.
Our fire departmentshave undertaken anambitious training pro-gram and are now able toprovide our citizens withthe highest level of serv-ice that we have everhad.
Regionalization hasalso allowed for optimiz-ing the use of existing firepumpers and as a resulthas eliminated the needfor the municipalities toimmediately purchasethree new pumpers at acost of over one milliondollars.
An additional benefitof regionalization is thatit has eliminated thethreat to residents ofHolden and Ryley andBeaver County residentswithin 8 kilometers ofthese villages who werebeing faced with increas-es in their insurance pre-miums of between 30 and40 per cent.
The primary goal ofour fire services is to savelives and protect proper-ty and the environment.
A secondary goal is toensure our residents aregetting their insurance atthe best possible rates.
Many insurance com-panies do inspections ofhomes, farms and busi-nesses before providingcoverage for fire andother liabilities.
These inspectionsinclude such things asupgrades to older heat-ing systems, upgrades toelectrical services, thelocation of farm fuel stor-age tanks, and any haz-ardous conditions whichcould lead to liability.
In the process of estab-lishing their insurancerates, insurance compa-nies also evaluate thelevel of service that thelocal fire department isable to provide, as well asthe distance that theproperty is from the firehall and water sourcessuch as working, pres-surized hydrants.
They have three cate-gories in their rating sys-tem: Protected, whichcan only be achieved by
having a certified firedepartment within a cer-tain number of kilome-tres (usually within 8km), and proximity totested, approved andworking hydrants.
Semi-protected, whichis the highest level thatcan be acheived whenthere is an a certified firedepartment access within8 km, but where there isno hydrant protectionavailable.
Unprotected, wherethe property is more than8 kilometers from the firehall, or the fire serviceavailable does not meettheir standards, and isnot certified, whether ornot there are firehydrants.
The difference in insur-ance premiums betweenProtected, Semi-protect-ed and Unprotected canbe quite substantial, asmuch as 40 per cent.
The standard for deter-mining the level of serv-ice that a fire departmentcan provide is based onthree criteria:
•Equipment – the firstline pumper can not bemore than 20 years old
•The level of trainingof the volunteers
•The number andavailability of trainedvolunteers on a 24/7basis.
Prior to the formationof the Commission, eachmunicipality had to meetthese criteria.
In the case of Holden,their pumper was obso-lete.
Ryley lacked an ade-quate number of trainedpersonnel.
With the formation ofthe regional fire service,three fire districts wereformally established,Tofield in the west, Ryleyand Holden combinedand responding to allcalls simultaneously inthe central area andViking in the east withViking also providingsupport to Bruce andKinsella.
With one regional fireservice under the com-mand of a Regional FireChief, all apparatus canbe used anywhere in theregion as may berequired.
As a result, this elimi-nated the need for threenew pumpers a savingsof over a million dollars.
The Protected, andSemi-protected designa-tions have been main-tained throughout theregion where they areapplicable.

The Federation ofAlberta Gas Co-ops Ltd.held their annual con-vention in Edmontonfrom Nov. 27 until Dec.1.
"Keep the Heat On"was this year's theme.
The conventionopened with a trade fairheld at the DeltaEdmonton South Hoteland the spousal programwas held at the ImperialBallroom at the RadissonHotel Edmonton onWednesday, Nov. 30.
After a long day ofmeetings, the banquetwas held at the RadissonHotel Edmonton Southat 7:00 p.m.
There was lifetimemember awards, a spe-cial presentation to LenGabert who officiallyretired this year, andentertainment providedby the Popovich HillbillyShow.
Thursday, Dec. 1brought the 'Bear Pit'panel discussions.
Ken Kowalski was themoderator for the BearPit.
"I was so excited I gotup at 4 a.m. to decidewhat I was going to say,"laughed Kowalski.
"We connected all theunits and five years laterfibre optics came intoplay. Such is the way oflife. You co-op membersare in the forefront of allof this.”

The questions asked ofthe Bear Pit panel weremany and very varied.
Topics ranged fromwhy is there one singleregulator for oil, gas andcoal; to there a shortageof full time RN"s inEdson; to where themoney is coming from torestore programs; topipeline abandonment;to health care premiums;to the Internet; to whenare Alberta is bringing ina sales tax; to ‘I can't fillup with diesel’; to whenand how fire services aregoing to be trained; towind farms being part ofour power grid; to wildhorses in the Sundrearea, as to why they werenot under the Fish andWildlife program; to cli-mate change; to why isAlberta capped on immi-gration?
All questions wereanswered briefly, someto the satisfaction of thegas board memberswhile others required alonger answer and mem-
bers were told theywould have to talk to theMinister in charge afterthe program to get an in-depth answer.
The meeting broke upat noon with DougHorner giving hisaddress to the conven-tion.
"We were only sittingin Parliament for a cou-ple of weeks then wewere out," openedHorner. "We were busywriting new legislationto keep our promises.
"We restored the edu-cation monies--promisekept.
“We brought in newimpaired driving laws--promises kept.
“We revised the landuse bylaw--promisekept.
“We have high speedin rural schools--promis-es kept."
Horner then went onto talk about the historyof the gas co-ops andsaid that his father hadbeen involved right inthe beginning.
He closed stating thatall was well with thenew government andsaid, "Change is good."
That brought to a closeanother year at theFederation of AlbertaGas Co-ops Ltd.
It has been a busy yearand promises to be evenbusier in the new year.

The Canada PensionPlan (CPP) is chang-ing in gradual phasesbetween 2011 and2016 and the first bigchange began in 2011.Does that mean youneed to rethink whento begin receivingyour CPP pension?Maybe – here’s why:
These days, ‘retire-ment’ means manythings – from ceasingemployment to work-ing part-time or evenstarting your ownbusiness -- and theCPP changes areintended to providemore financial flexi-bility depending onthe retirement ‘path’you choose.
They are also meantto encourageCanadians to worklonger before startingto draw a governmentpension.
Your monthly CPPpension amount willincrease (graduallyfrom 2011 to 2013) bya larger percentage ifyou take it after age 65but you’ll see a biggerdecrease if you opt totake it between age 60and 64. If you are age65 in 2011, the maxi-mum CPP benefit is$960 per month.
If you wait until2013 (and are age 70),your CPP cheque willbe 42 per cent morethan that.
Taking your CPPpension before age 65
makes sense when:• Your life expectancyis below the averageof age 80 - 85.• You have an illnessthat does not qualifyfor CPP disability.• You have little or noother income.• You are permanent-ly unemployed.
Delaying your CPPpension beyond age65 makes sense when:• Your health is good.• Your life expectancyis above average.• You have a reason-able income and/orintend to continueworking after 65.
The work cessationrule has been elimi-nated. Before thechanges you had to beat least 60 years of ageand not working forat least two months inorder to collect CPP.
Now, starting at age60, you can continueworking and stillreceive CPP benefits.
Under the old rules,once you began col-lecting CPP you neveragain had to con-tribute to the plan.
Now, however, ifyou are under 65 andworking while receiv-ing a CPP pension,you (and youremployer) will haveto continue makingCPP contributions(that will increaseyour CPP benefitsbeginning in 2013).
If you are 65 - 70 andwork while receivingCPP benefits, youhave the choice ofcontinuing to makeCPP contributions(that will increaseyour CPP benefitsbeginning in 2013) ornot.
