1 Summary

TheCentralScotlandGreenNetworkisaNationalDevelopmentasidentifiedinNationalPlanning Framework2andassuchitsdeliverymustbeconsideredandplannedforatregionalandlocal authoritylevelswhenproducingplanningpolicyandindevelopmentmanagementdecisionmaking.

TheGCVGreenNetworkPartnershipdevelopedaGISbasedapproachtoidentifystrategic regionalopportunitiesfordeliveryoftheGreenNetworkintheGlasgowandClydeValley(GCV) StrategicDevelopmentPlan.TheanalysisusesarangeofGreenNetworkrelateddatasetsto identifystrategiclocationswheretheplanningprocessandthetargetingofresourcescandeliver multipleGreenNetworkbenefits.

TheapproachwasrecognisedbyEastDunbartonshireCouncilashavingthepotentialtoidentifyGreen NetworkOpportunitiesatthelocalauthorityandsettlementscalesprovidingdatawhichcouldinformthe productionofthetheirMainIssuesReport(MIR)andsubsequentLocalDevelopmentPlan(LDP).Tothis endthemethodologyandthedatasetsusedwererefinedandadaptedtoreflectEastDunbartonshire’s particularcircumstances.

Four sets of outputs were produced to cover a range of potential scenarios.These were:

1 EastDunbartonshirewideanalysisusingallknowndevelopmentopportunitiesidentified inLocalPlan2;

2 OutputsforeachofthefourMIRsettlementclustersusingallknowndevelopment opportunitiesidentifiedinLocalPlan2;

3 EastDunbartonshirewideanalysisusingdevelopmentsitesidentifiedthroughtheMIR consultationprocess;and

4 OutputsforeachofthefourMIRsettlementclustersusingdevelopmentsitesidentified throughtheMIRconsultationprocess.

Note: A more detailed rationale for developing four separate outputs is given at the end of the Summary.

Each iteration of the analysis identified geographical locations which represent an opportunity to deliver multiple Green Network benefits through the targeting of the planning process or resources. These were:

Note:ThepurposeoftheMainIssuesReportistogenerateoptionsandnottoactasadraftplan.Asa result,newdevelopmentssitesarenotcertaintobecarriedforwardtotheproposedplanatthisstage. PartoftheGreenNetworkanalysisreliesonassessingdevelopmentorregenerationopportunitiesasa criterionfordeliveringanyidentifiesopportunities.

Forthatreason,theanalysiswasruntwice.Firstly,allknowndevelopmentopportunities(i.e.those currentlyidentifiedinLP2)wereusedtoassessexistinggreennetworkopportunities.Theanalysiswas thenrunagain,thistimeusingallproposeddevelopmentsitessubmittedduringthecallforsites.ThisallowedtheCounciltoidentifygreennetworkopportunitiestoincludeintheMainIssuesReportfora varietyofoptionsdependingonifanynewdevelopmentoptionswereincludedasanoption.

ThestructureoftheMainIssuesReportlooksattheareawideissuesforEastDunbartonshireandthen breakstheseissuesdowntoassessthespatialimplicationsforindividualcommunities.GreenNetwork opportunitieswerethereforeidentifiedataCouncil-widescaleandthenatalocallevelinorderto identifyingprioritysitesforeachlevel.Theresultsdocontainsomedifferences,largelyduetothehabitat andaccesslayers.IntheCouncil-wideanalysisthetopcirca30%ofprioritieswereusedforboththehabitat andaccessdatasetsi.e.the30%highestprioritiesacrossthewholeofthecouncilarea.Whenthedatasets weredividedintothefoursettlementclustersthetopcirca30%ofprioritieswererecalculatedforeachof theareasand,althoughthereissomecorrelationwiththeCouncil-widepriorities,thesecondanalysis identifiedlocalpriorities.

2 Introduction

2.1 WhatistheGreenNetwork?

TheGreenNetworkisalargescaleandambitiousinitiativethatwill,throughplannedandco-ordinated localactionwhichdeliversastrategicvision,transformCentralScotlandbyimprovinglocalcommunities, promotinghealthierlifestyles,connectingandenhancingnaturalhabitats,transformingperceptionsand byattractingandretaininginvestmentinthearea. TheGreenNetworkwilldeliverarangeofoutcomesincluding:

EnterpriseDevelopment

TheeconomywillbenefitfromtheGreenNetworkbecauseitprovides:

TheGreenNetworkisanetworkofhighqualityconnectedgreenandopenspacewhichdeliversarange ofmultiplebenefitsasdescribedaboveandisdesignedandmaintainedtodeliverthesebenefitsnowand intothefuture.

Theform,sizeandfunctionofitsindividualelementswillvarysignificantly,however,thecombination oftheseindividualelementsiswhatwillcreatetheNetwork.

InthinkingaboutthedevelopmentoftheGreenNetwork,itishelpfultodistinguishbetween:

GreenNetworkCores/Hubs

–largeareasofexistingornewgreenspacewhichalreadydeliverawiderangeofGreenNetwork benefits.Theaimshouldbetoprotectandexpandtheseareas,tocreatenewcores/hubs, createvisualconnectionsand,critically,todevelopcorridorstolinkthem;

GreenNetworkCorridorsandLinks

–continuouscorridorsofgreenspacealongrivers,disusedrailways,pathsandcyclewaysand existingrailwaysandroadswhichservetoconnectGreenNetworkCores/Hubs.Manyofthesecorridorsareincomplete,orprovidealimitednumberoffunctions,soakeyaimistoincreasethenumber,continuity,visualinteractionandfunctionalityofthesecorridors;

GreenNetworkSteppingStones

–itmaynotalwaysbenecessaryorappropriatetocreateacontinuouscorridorofgreenspace. Manyplantandanimalspecies,forexample,areabletomoveshortdistancesbetweenareas ofhabitat.Historicallysuburbshadregularpublicandprivatesquaressetamongstdensely developedterraces.ThedevelopmentofGreenNetworkSteppingStonescanprovideincomplete corridorslinkinglargerareasofgreenspace.Thiscouldincludetheplantingofstreettrees, improvedroadsidevergesorgardenimprovement. IsolatedGreenspaces

-itislikelythattherewillalwaysbesomeisolatedgreenspaceswhicharedifficulttoconnectto thewiderGreenNetwork.Whilethefunctionsofsuchspacesarelikelytobemorelimited,theystill havepotentialtoprovideconsiderablebenefitstolocalcommunities.

GreenNetworkCores/Hubs,CorridorsandLinks,andSteppingStonesmaybecomprisedofanynumber oftypesofgreenspaceasdefinedinPAN65‘PlanningandOpenSpace’.



2.3 PolicyContextandRationale

Thisdocumentassistswiththeinterpretationofnationalpolicyandguidanceintolocalpolicyand guidance,andmoreimportantlyintodeliveryonthegroundintheformofqualityplacesinwhichpeople willwanttolive,workandenjoyintheirfreetime.ItthereforesetsoutlocallyderivedandsensitiveGreen NetworkprioritieswhichhelptodelivertheGCVGreenNetwork-aregionalcomponentoftheCentral ScotlandGreenNetwork(aNationalDevelopment)assetoutinNationalPlanningFramework2.

Thehierarchyofpolicycontextwithinwhichthiswillbeachievedisoutlinedbelow.

2.3.1 ScottishPolicyFramework

ScottishPlanningPolicy(SPP)

ScottishPlanningPolicy(SPP)isthestatementoftheScottishGovernment’spolicyonnationally importantlanduseplanningmattersandsupersedesthepreviousindividualdocuments.

OfparticularrelevancetothedeliveryoftheGreenNetworkarethesectionsrelatingtothe preparationofDevelopmentPlans,DevelopmentManagementandanumberoftheindividual subjectpoliciesincluding:

ItidentifiestheCentralScotlandGreenNetworkasoneoffourteen“NationalDevelopments”in recognitionthatitsdelivery“offerstheopportunitytoeffectastepchangeinenvironmental quality,woodlandcoverandrecreationalopportunities.ItwillmakeCentralScotlandamore

attractiveplacetoliveanddobusiness,helptoabsorbCO2andpromotehealthier,moreactive lifestyles”.

NPF2recognisesthattheGlasgowandClydeValleyGreenNetworkPartnershipisdeliveringthis NationalDevelopmentinthewestCentralBeltby“takingforwardaprogrammeofgreenspace enhancementdesignedtopromotehealthierlifestyles,betterenvironments,greaterbiodiversity, strongercommunitiesandeconomicopportunity.”

GCVJointStructurePlan(2006)

The2006GCVStructurePlanidentifiedthecreationofahighqualityGreenNetworkasakey successfactorindeliveringasuccessfulCityRegion. ThisconceptofaGreenNetworkprovidesaregionalframeworkforthedevelopmentofsites ofmanydifferenttypes,deliveredandmanagedonthegroundbymanydifferentorganisations. Theaimistoachieveaquantumshiftinthescope,scaleandqualityofgreenspaceworktaking placeacrossthearea,givingpriorityto: • greenspaceassociatedwiththelivingandworkingenvironmentoflocalcommunities; • greenspacesupportingkeystrategicobjectives,suchaseconomicdevelopment, regeneration,biodiversity,sustainabledevelopmentandenvironmentaleducation;and • greenspacelinkedtoflagshipdevelopmentinitiatives.

2012StrategicDevelopmentPlanandMainIssuesReport

SupportingtheStrategicCommunityPlan,theGCVStrategicDevelopmentPlan(SDP)provides anoverarchingplanningframeworkforthedevelopmentofinfrastructureacrosstheregion.The SDPsupersedestheJointStructurePlanandisamuchmorefocusseddocumentrepresenting prioritiesandopportunitiesspatially.AswiththeearlierJointStructurePlandeliveryoftheGCV GreenNetworkremainsacornerstoneoftheSDP.

TheinitialstageofdeliveringtheSDPfortheGCVareaistheproductionofaMainIssuesReport (MIR)whichhasastrategicfocusandexploresthekeyissuesandspatialoptionsatastrategiclevel.



TheMIR,andthesubsequentadopted2012SDP,identifiy14geographicalareasacrosstheGCV wherestrategicopportunitiesexisttodelivertheGreenNetwork.These14“hotspots”willindue courserequiretobereflectedintheeightrespectiveGCVLocalDevelopmentPlans.

ThedevelopmentofthisreportwithEastDunbartonshireCouncilwillapplytheSDPmethodology tothelocalauthorityscaleinordertoidentifylocalGreenNetworkOpportunities.

2.3.3 LocalPolicyFramework

Inlinewithnewplanningpolicy,EastDunbartonshireCouncil(EDC)hastoprepareaLocal DevelopmentPlan(LDP)whichreflectstheprioritiesidentifiedintheSDP.Thestartingpointfor thisprocessisthegatheringofevidence,preparationoftheMonitoringStatementandthe identificationofthekeyissues,prioritiesandopportunitiesinaMainIssuesReport.

ThenewstyleLDPwillthereforerequiretoincorporatepolicieswhichseektoensurearobustand defensibleGreenNetwork.Thisdocumentwillinformthedevelopmentofthosepolicies.



2.4 TheRoleofPlanninginDelivery

TheplanningsystemisoneofthemostimportantmeansofrealisingtheGreenNetworkvision.Itcan ensurethatdevelopmentrespectsandenhancestheGreenNetwork.Itcanprovidethebroaderspatial perspectivetoco-ordinateindividualactionsinordertocreatequalityplacesinwhichtoliveandwork.

ItcanhelpensurethattherightGreenNetworkcomponents,oftherightquality,arecreatedinthe rightplace,andthatthewidestpossiblerangeofbenefitsresult.

2.5 KeyPrinciplesforPlanningtheGreenNetwork

ThefollowingprinciplesshouldbeconsideredbyplannerstohelpensurethatdevelopmentoftheGreen NetworkisembeddedwithinGlasgowandtheClydeValley’splanningsystem.

1 TheGreenNetworkshouldbeintegratedintothedesignprocessforall developments

AlldevelopmentpresentsanopportunitytodelivertheGreenNetwork.ThegreatestGreen NetworkbenefitsarelikelytobeachievedifGreenNetworkdesignelements(i.e.surfacewater management,habitatnetworks,accessnetworks,greenandopenspaceandstewardship)are consideredasanintegralpartofthedevelopmentdesignprocess,ratherthandealtwithasan afterthoughtonceotherelementsoftheschemehavebecome‘fixed’.Formajordevelopments theopportunitiestodelivertheGreenNetworkshouldfeatureinadesignbrief.

2 PlanningfortheGreenNetworkmustbebasedonspatialanalysis

Itisvitalthattheplanningprocesslooksbeyondtheboundariesofindividualdevelopmentsites, howeverlarge,toconsiderthebroaderspatialcontext;helpingtocreateamorecoordinatedand joinedupnetwork.ItneedstoconsidertwodimensionsoftheGreenNetwork.Firstly,howdoes agivensiterelatetothewiderGreenNetwork?Secondly,whatkindsofGreenNetworkbenefits aremostappropriateinthatlocation?AimsandobjectivesdefinedinlocalauthorityOpenSpace Strategiesshouldbeakeyconsideration.

3 Thequalityandfunctionofgreenspaceandhowitwillbesustainedshouldbe consideredfromtheoutset

TheGreenNetworkcandeliverarangeofbenefits.Inordertodelivertherequiredmixof benefitsandtosustaindeliverythereisaneedtofocusonensuringthathighqualityopenspace oftherightkindisdeliveredintherightplace.Manyoftheproblemsassociatedwithexisting openspacesreflectashortageoffundingforeffectivemanagementofgreeninfrastructure. Theplanningprocessshouldencouragesolutionswhichtakefuturemanagementand maintenanceissuesintoaccount,anduseplanningconditionsandagreementstofacilitate ongoingsitemanagement.

3 Methodology

ThemethodologywhichhasbeenappliedtotheidentificationofGreenNetworkOpportunitiesMapping inEastDunbartonshirewasoriginallydevelopedinresponsetoguidancefromplannersfortheneedto representstrategicGreenNetworkopportunitiesspatiallyandgraphicallywithintheGCVStrategic DevelopmentPlan(SDP)MainIssuesReport(MIR).

AlthoughoriginallyconceivedtoidentifystrategicopportunitiesacrosstheGlasgowmetropolitanregion itwasrecognisedfromtheoutsetthattheresultantdatacouldalsobeinterrogatedatafinerresolutionfor morelocalisedopportunities.

Additionally,byreplacingregionallybaseddatasetswithEastDunbartonshirespecificdatasets,outputs whichweremorerelevantandusefultothelocalauthoritycontextcouldbeproduced.Theresultant outputswillbeusedbyEastDunbartonshireCouncilintwoways:

a Toidentifylocalprioritiesforactionandwhatthatactionmightbetodelivermaximum andmultiplebenefit.

b ToinformthedevelopmentofLDPGreenNetworkpoliciesandsupportingtechnical documentationand,ifrequired,supplementaryplanningguidance.

InordertorankandprioritisetheGNopportunitiesidentifiedbyeachofthedatasets,andtoaid theGISanalysis,asystemofweightingwasapplied.Theweightings,andtherationaleforthem, asappliedtotheEastDunbartonshiredatasetsaredetailedbelow: ExistingGreenspaceandCorePaths

TheGreenNetworkisinessencearangeoftypesofgreenandopenspaceandthepathsandlinks whichconnectthem.In2003EastDunbartonshireCouncilundertookacomprehensiveOpen SpaceAuditwhichdetailedthequantityandqualityofitsgreenspaceresourceaccordingtotheir PAN65typology.Whencombinedwiththelocalauthority’sCorePathPlans,thesetwodatasets canbetakenasagoodrepresentationofthecurrentGreenNetwork.

However,notallgreenspacepresentsthesameopportunityforenhancementorincreased functionalityandthereforedeliveryoftheGreenNetwork.Weightingwasthereforeappliedto theOpenSpaceAuditqualitativescorestoreflectthedifferingpotentialsasfollows:

Sitesscoringaqualitativescoreoflessthan65%weretakenasahighopportunityfor enhancementandweightedas3intheanalysis.

CorepathsweretakenashavinglimitedabilitytodelivermoretotheGNandtherefore weightedas1(althoughitisrecognisedthatsomepathsmayfallshortofadesirablequality).

StrategicBiodiversityOpportunities

TheIntegratedHabitatNetwork(IHN)ModelusesGIStospatiallyrepresentgrassland,wetland andwoodlandhabitatsandtheabilityofspeciestomovebetweenhabitatsandthroughthe adjacentlandscape.

TheIHNModelrepresentsthecurrentstatusofhabitatsandhowtheyare‘functionallyconnected’. However,itdoesn’tshowwherebesteffortandresourcesshouldbetargetedtoincreasethesize andnumberofhabitatnetworks.

ToaddressthisnewsoftwarewasdevelopedwhichusestheIHNmodeldataasabaselinebut deliversoutputswhichidentifiedpriorityareasforhabitatcreation.

Theanalysisemploysaseriesofassessmentcriteriaappliedtoa100mgridofcellscoveringEast Dunbartonshire.TheoutputfromthisanalysiswasusedinthefinalGreenNetworkOpportunities Mappinganalysis.

Thetop30%ofcellsidentifiedashabitatcreationprioritiesweretakenasahighopportunity andweightedas3intheanalysis.

StrategicAccessOpportunities

NewworkwascommissionedbytheGCVGreenNetworkPartnershipwhichwoulduseasimilar approachtohabitatopportunitymodellingbutwouldinsteadanalysetheurbanenvironmentin termsofitspermeabilityforhumanaccessibilityfromhomestogreenspaceandpathnetworks.

Firstly,aNetworksforPeople(N4P)modelwasdevelopedwhichusesGIStoaccuratelymapthe distancespeoplehavetotravelfromtheirhousestoeithergreenspaceoracorepath.Any householdwhichismodelledasbeingfurtherthan250misconsideredtobedisconnectedfrom theGreenNetwork.



Secondly,asforstrategichabitatopportunitiesmodelling,softwareappliedaseriesof assessmentcriteriato100mcellgridofcellscoveringEastDunbartonshireandthosehexagons whichconsistentlyscoredlowlyintermsofadjacencyandconnectivitytogreenspaceandpath networkswereidentifiedashighopportunitytoimprovethenetwork.

Thelowestscoring10%,11-20%and21-30%ofassessmentcellswereweightedas3,2and1 respectivelyinthefinalanalysis.

StrategicDevelopmentOpportunities&AreasofNeed

InconsultationwithEastDunbartonshireCouncilOfficers,aseriesofdevelopmentand regenerationsiteswereidentifiedashavingthepotentialtodelivertheGreenNetwork.

Thesesiteswereweightedas3inthefinalanalysisi.e.theyofferedahighpotentialfordelivery.

Note:IndiscussionwithEastDunbartonshireCouncilOfficersitwasagreedthattheanalysis shouldfocuspurelyonthephysicalaspectsoftheGreenNetworkandnotincludeSIMDashad beendonefortheSDP.ItwasfeltthatanalysisofthecorrelationbetweentheGreenNetwork OpportunitiesoutputsandSIMD,aswellasotherhealth,socialandeconomicfactors,couldbe carriedoutindependentlyatalaterdateforspecificpurposes.

5 EDCWideAnalysisofIndividualDatasets

Thepreviousanalysisdescribestheoutputsasanaggregationofthe4baselinedatasets.Theconstituent datasetscanhoweverprovidevaluabledecisionsupportwhenviewedindividually.

InparticulartheNetworksforPeopleandIntegratedHabitatNetworkdatasetsshouldbeusedtoinform decisionsonhabitatcreationandaccessenhancementatthestrategiclocalauthority,settlementscale andsitescales. Note:TheIntegratedHabitatNetworkoutputsaretoocomplextodescribefullyinthisreport,however, thePartnershipcanprovideassistanceandfurtheranalysisonrequest.

5.1 EDCwideAccessPriorities

TheNetworksforPeopledatasetswhenviewedsinglycanbeusedtoinformaccessenhancement decisionsatlocalauthority,settlementandsitescales.

TheshadedhexagonsrepresentthecommunitiesinEastDunbartonshirewhicharethemostdisconnected fromtheGreenNetwork.Thenetworkanalysisappliedhasidentifiedtheshadedhexagonsasbeing250m ormorefromanopenspaceidentifiedinEastDunbartonshire’sGreenspaceStrategyorfromacorepath. Thisoutputshouldbeusedtoguidethetargetingofdevelopmentopportunity,planninggainorresources towardstheseareasto,whereverpossible,connectthemtotheGreenNetwork.

Itisrecognisedthatinsomeareastheopportunitywon’texisttocreatenewgreenspaceorpathnetworks toconnectcommunities.Insuchcircumstancesitisimportanttoensurethatthespaceswhichareclosest tothosecommunitiesareofasufficientqualitythatpeoplewouldbewillingtowalkorcyclefurtherto reachthem.Considerationcouldalsobegivento“greening”theon-roadjourneytothespacesbyadopting aDesigningStreets(ScottishGovernment2010)approachusingmeasuressuchasstreettrees,cyclelanes andsignageandprioritisingpedestrianmovement.Thesemeasureswouldmakethelocalenvironment morepermeablefornon-vehicularmovement.

5.2 MIRSettlementClustersAccessPriorities

TheNetworksforPeopleanalysiswasrerunforthefourMIRsettlementclusterstoidentifylocalaccess priorities.Theanalysisalsohighlightedwhereopenspaceswerefailingqualitativelyasassessedinthe EDCGreenspaceAudit(2003).

Spacesshadedgreenwereratedata65%andabovequalitativescoreandareconsideredofan acceptableorgoodstandard,althoughopportunitiestoimprovethesespacesshouldstillbeconsidered. Spacesshadedredwereratedbelow65%andareconsideredbelowanacceptablestandardandshould beactivelytargetedforenhancement.

6 Conclusions

6.1 EastDunbartonshireWideGreenNetworkOpportunities

TheGISbasedanalysisusedtoidentifyEDCGreenNetworkOpportunitieswasoriginallydeveloped for,andappliedto,theGlasgowandClydeValleyStrategicDevelopmentPlan.Subsequentmodification forapplicationtoLocalDevelopmentPlanshasresultedinarobustandpowerfuldecisionsupporttool.

TheEastDunbartonshireoutputsdemonstrateextensivescopefordeliveryofstrategicGreenNetwork prioritiesthroughtheplanningprocessandthetargetingofresources.Theanalysisidentified,acrossEast Dunbartonshire,tenlocationsusingtheLocalPlan2developmentdatasetandsevenlocationsusingthe MIRdevelopmentdataset,whereinterventionhasahighpotentialtodelivermultipleGreenNetwork benefits.

ThisreportwillinformtheEastDunbartonshireMainIssuesReport(MIR),thefirststageinthe replacementofthecurrentLocalPlan,whichwillbeaconsultativedocumentwhichsetsout aVisionforfuturedevelopmentacrossthelocalauthorityarea.

TheGreenNetworkOpportunitiesMappingoutputsshouldbeusedtoinformissuesrelatingto theGreenNetworkandsubsequentlythewritingofLocalDevelopmentPlanpolicieswhichdefine, protect,expandandenhanceEastDunbartonshire’sGreenNetwork,bothasavaluablelocal resourceandaspartoftheCentralScotlandGreenNetwork.

TheoutputsfromtheGreenNetworkOpportunitiesMapping,andtheindividualdatasetswhich underlietheanalysis,canbeusedtoinformDevelopmentManagementdecisionmaking andthetargetingofplanninggain.However,unlikeotherplanningconsiderations,theiruse canhighlightopportunitiesfordeliveryoftheGreenNetworkthroughdevelopmentandnot beviewedasaconstrainttodevelopment.

TofacilitateuseinDevelopmentManagementdecisions,theoutputlayersshould,aspartofthe ProposedPlanproposalsmap,beaccessibletoplannersthroughEastDunbartonshire’sGISsystem.
