EAST GATE EDITION
SEOUL, KOREA VOL. 1 NO. 2 APRIL 1983
FED newspaper name selected The contest to name this newspaper closed
April15. A total of 23 suggestions was received. The District Commander convened a board comprised of individuals from each division on Apri121 to select the newspaper name. The name selected was "East Gate Edition" .
. It was suggested by Mrs. Edith Newsome, Secretary in the Executive Office. Other suggested names that reached the finalist stage were Far East Engineer, Morning Calm Monthly, and Cornerstone. All personnel who suggested names are thanked for their contribution and their interest shown in improving the FED organization.
Contest winner presented commemorative issue of first edition of District newspaper.
District entrance to get facelift Whether you call it the
"front" gate or "back" gate, the "market" gate near the KOAX Headquarters will soon sport a new appearance. Red brick facing will be added to the wall on either side of the large gates and the overhead sign will be replaced with brass letters mounted on the wall. The letteri"ng will appear similar to the lettering at the main entrances to the north and south posts at Yongsan. The large gates will not be replaced but a new pedestrian door will be added. A Korean tile roof will cover the pedestrian entrance.
The work will be supervised by Bob Scott's Repair and Utilities Branch, which is procuring the materials. The actual work will be carried out by the Korean Service Corps. This work begins a large-scale program for
the rehabilitation of the compound. Later this
year and next year, almost all the buildings

on the compound will be completely renovated.

PROSE AND CON'S This page is intended for discussion of issues relevant to District employees. If you feel strongly about an issue and have an opinion you think will be of in-
Safety Officer Lee Gibbs hauled this old snapshot out of his personal files. It was taken by Lee sometime in the early 60's. Recognize anyone? If you have a firm idea on any of the identities, send it to the Public Affairs Office. If we can identify enough of the people in the photo, we will republish the photo with names in a future edition.
This is how last month's picture should appear. It is a mold. For March's photo, we reversed the image photographically.
terest to others in the district, put it in a letter and send it to the Public Affairs Office.
Organization Day '83 Do the picture at left
and right remind you of the fun and antics of last year's organization day? Remember to reserve June 3rd on your calendar for this year's affair. Information on ticket prices will be available very soon. Several committies covering such areas as entertainment, food and beverage, and ticket sales are working under the chairmanship of Cpt Laughlin. Current plans call for many of the same events and activities that took place last year.
Let's All Go!

District may resume Han River study The Republic of
Korea's Ministry of Construction has recently
shown interest in having the Corps complete the Han River Navigation
District book interest? Would you be in
terested in a nicelyprepared book that depicts in photos and words the people and events of the Far East District? It could be nice momenta of a Korean tour or simply a pleasant addition to your library. Such a book is not currently in existence, but if enough employees show interest, PAO will inquire among local commercial printers to see if
one would be willing to prepare the book and sell it to district employees. Costs will vary according to the quality of the publication but it would probably cost between $5 and $12. We don't need a commitment by you now, but we do need proof of employee interest, so please cut out this form and send it to PAO. Your name is not necessary.

Feasibility Study, it started in 1980 and 81. The estimated $817 million plan would provide for commercial navigation on the Han River from Seoul upstream to Tanyang, some 127 miles. At least 4 dams and 5 locks would have to be constructed.
FED completed a preliminary feasibility study on the plan bet-ween April and··
.December of 1980. Officials in the Ministry of Construction were sufficiently interested in the results of the study to fund addditional studies in 1981. These included geotechnical investigations at proposed lock and dam sites, hydropower potential investigations, and sizing studies at each site. These studies were com-
pleted in December of 1981.
Current plans for resumption of the study call for a two-year, $3 million study effort that would be performed in 1984 and 1985. The $3 million is contingent upon approval of the Korean National Assembly. This effort would conceivably complete the feasibility study, with the exception of an estimated $4 million model test.
The Ministry currently plans to complete the necessary engineering studies and construction of the first phase (Seoul to Pal dang) of the project between 1986 and 1990. The second phase for the rest of the plan, upstream from Paldang, would be completed between 1991 and 2000.
Major Griffith promoted
Deputy Commander Major John B. Griffith became Lieutenant Colonel John B. Griffith at ceremonies in the district conference room on Thursday, March 31st. Major Hayes read the orders and LTC Griffith's wife, Sue, and Colonel Perrenot pinned on the symbol of rank.
LTC Griffith has been Deputy Commander since March 1982 and is scheduled to become the Ft Sam Houston Field Engineer in the San Antonio Rear Property Maintenance Agency (SARPMA) in San Antonio, Texas later this summer.

FED presents brand Yongsan received a
new dental clinic on the 16th of March as Colonel Perrenot turned over the building to MG Hudachek, 8th Army Chief of Staff, during a ceremony at the clinic. Major General Chandler, Deputy for Dental Services for the Office of the Surgeon General, was also in attendance.
The 18-chair dental clinic was constructed by Shin Il Enterprises under a $1,374,000 contract. Work began in September, 1981. The
South Post Clinic is a modern 12,580 square foot building with central air conditioning and heating. It contains 18 dental treatment observatories, 4 X-ray rooms, and 2 dental labs.
The facility contains the latest in dental equipment and is conveniently located near the 121st Evacuation Hospital. Treatment of adult dependants and specialty care in periodontics (gum disease), endodontics
Col. Perrenot makes remarks prior to turning over the clinic.
(root canals), and prosthodontics (dentures, crown and bridges) will be provided at the clinic. Final staffing plans call for four dental specialists and four general dentists to provide routine dental care and minor oral surgery. Now that this clinic is completed, all the dental specialities will be located on Yongsan's South Post.
The dental clinic construction is part of an active construction pro-
gram currently being performed by FED at Yongsan.
The Seoul American High School was completed last summer, one semester ahead of schedule, and construction now underway on the new elementary school should be completed by the end of the year. Also, an ob/gyn clinic is being added to the 121st Evacuation Hospital and many office buildings and billets are being repaired and upgraded.
Cornerstone will remind clinic users that this fine facility was designed andconstructed by FED.
