THE Ebongweni C-Max Pris-on warder, who saved theprison from embarrass-
ment after notorious jail breakerAnnanias Mathe attempted to es-cape, has been honoured.
Andrew Laurence was recog-nisedbytheDepartmentofCorrec-tional Services at the KokstadManagement Area ExcellenceAwards at Rocky Ridge Lodge onWednesday evening.
Although Laurence was not atthe awards his work was com-mendedasbeingamongthebestinthe country.
“Wewent through a tough timebecause even parliamentariansquestioned us about Mathe’smove, asking us whether it wastrue that Mathe tried to escape.EveryonewastalkingaboutMathe
andLawrencewashailedasaheroin this issue,” said Ebongweni C-Max Prison Area CommissionerJames Patrick Baxter at the event.
He said Laurence noted whatwas going on in Mathe’s cell andalerted them.
He said it was not true thatMatheduga30cm-widehole—hesaid it was 30cm long and aboutthree millimetres wide.
Baxter said that if Mathe wassuccessful in “escaping” he wouldhave discovered that he was stillinside the prison and not outsideand that his escape attempt hadfailed.
“Mathewas trying toescape in-
side the prison, but because of thevigilanceofMrLaurence,hesavedus from embarrassment,” saidBaxter.
Hesaidtheyhavedifferentcate-gories in the awards and awardedmembers who performed excep-tionally in order to motivate themasEbongweniC-MaxPrison isoneof the highest security prisons inSouth Africa.
“Wewant to specifically look atpublic safety and people who gobeyond their [call of] duty tomakeSouth Africa safe. We have mem-bers who work hard and are verydedicated to their work,” saidBaxter.
He said they want to recognisemembers who make them proudand then celebrate their excellentwork.Baxterboastedthatthepris-on has a record of not having anyjail breaks and is one of the top se-curity prisons that has the mostdisciplined members.
Mathe, a Mozambican rapist,murderer and robber linked to 70cases, is serving 455 years in jail.
Hewasnicknamed the “Houdi-niofC-Max”afterhepreviouslyes-caped fromPretoria C-MaxPrisonprison in 2006 when he coveredhimself with vaseline andsqueezed out of a small window.Hewas then fransferred toEbong-weni C-Max Prison.
He faces fresh charges of mali-cious injury to property and ap-peared in the mkokstad Magis-trate’s Court. His case however,was postponed to January 24,2014.

THE Matatiele Local Municipality mayor,Momelezi Mbedla outlined a number ofprogrammes that the municipality is busywith. He also updated themedia on progress onprogrammes withinthe municipality.
This took placeduring a media engagement which
the municipality arranged at the Matatielecouncil chambers on Tuesday.
The mayor revealed stakeholder management as one of the programmes themunicipality is undertaking. He said themunicipality is in the process of reviewingand maintaining good relations withMatatiele stakeholders.
“This particular programme is to develop a coherent approach to facilitate a collective effort towards advancing the interest of local government. We want to deliver innovative, quality and sustainableservices to the people of Matatiele,” hesaid.
He said the programme seeks to maximise value to all stakeholder and also tostructure relations in a manner from whichstakeholders can derive value.
Mbedla also revealed that the municipality, through its community services department and public safety in partnershipwith SAPS and Arrive Alive, will conduct acampaign for the festive season under thetheme “Accident free and safe festive season”.
“We are confident in saying that Matatiele is ready for the influx of the festiveseason and with traffic lights installed infour intersections in town, traffic will movesmoothly,” he said.
Among other programmes that themunicipality is preparing for are the SalgaGames in Matatiele. Mbedla said they areexpecting about 1 000 people to attend.He said the fields and infrastructure is already in place to host the games.
“We are also happy to announce thatmunicipal management has agreed tobuild two netball fields in Northend Stadium and one volleyball field.

THE Harry Gwala ANC is confident aboutwinning next year’s national elections.
The party secretary, Amon Zondi said
thisonSundaywhenaddressingreportersattheANC offices in Ixopo andmanaging to convincemore than 50% of unregistered people to regis-ter.
Zondi said out of 68 000 unregistered voters
in the region, they have managed to registermore than 30 000.
“This is despite the fact that there are newlyformed political parties seeking victory in theelections” said Zondi.

Headded that the formationof theEconomicFreedom Fighters (EFF), whose red colourshave been seen in Kokstad, was not a threat tothe ANC, instead this has encouraged them topull up their socks.
“We cannot hide the fact that some of thememberswho joined thepartywereANCmem-bers,sowehavebeenengagingintryingtobringthem back,” Zondi said.
RegionalexecutivecommitteememberMan-dlaNgcobosaidthattheregistrationprocessransmoothly.
He added out of 71 voting stations at Ingwe,only one seemed to have problems, but whichwere attended to and solved.
Harry Gwala ANC treasurer Zamo Nxumalosaid some of the reasons making them want todo better next year is the political stabilityamong the REC members.
“History will re-peatitselfasweweretheonlyregionintheprovince that re-ceived 84% in the2011 elections,” Nx-umalo said.
He added this isalso through theservices rendered tothe community, es-pecially theyouth, inresponsetotheStateof the Nation ad-dress which saidthat education is thepriority.
Nxumalo saidtheir municipalitieshave also receivedunqualified auditopinions, but saidthat last year onlytwo didn’t dowell.
He assured thecommunity they areexpecting to receiveacleanaudit insomeof their municipali-ties this year.

THE Griquas voiced their issues to an ANCmember in a meeting at the Harry GwalaANC regional office in Ixopo. According toRalph Ruiters, spokesperson for the EastGriqualand Traditional Council, themeeting between NEC Mandla Dlaminiand the leadership of the council, also attended by local and regional leadershipof the ANC, was to discuss issues pertaining to development in Kokstad. It was also an effort to elevate the grievances ofthe Griquas to the government.
“Some of the issues central to development in Kokstad are the shortage ofhousing, decent housing, for instance weare saying that instead of oneroomhouses being built, we asking for fourroomed houses so that people live in dignity. Land is also an important issue aswe have many land claims still pending,”Ruiters said.
He said job creation was also key toreducing unemployment in Kokstad.
“We also cited the issue of Extension7 where people are not exposed to government service in terms of roads, propersanitation and electricity as there are nostreet lights,” he explained.
ANC deployee in the Harry Gwala District and deputy coordinator of the ANCnational elections team said the purposeof his visit was to check if the structuresare working properly in preparation forthe national elections. “I am also here tomeet with stakeholders to discuss andlisten to their concerns and see whereand how we can help,” he said.
Dlamini said he appreciates the Griquas’claimthattheyareagroupthathasbeen overlooked by the government fora long time and promised to raise the issues to NEC of the ANC so that they areclosely looked at.
Dlamini assured everyone that theyare not meeting with stakeholders andmaking promises as a means of campaigning for votes for the ANC.

According to the official from NRF, thefoundation is planning to have a long-termworking relationship with Focused Highwhich will benefit the school and its neigh-bouring schools in Maluti District.
It was an historic event for Maluti Districtand Focused High which saw some in the
audience shedding tears of joy as speakerafter speaker gave moving and touchingspeeches of advice and praise to MalutiDistrict’s success.
In his word of gratitude, Focused HighSchool principal Mr. L.L. van Rooyen, en-couraged education stakeholders to work inunison in the name of improving the qualityof education in South Africa.
The guest speaker, Professor M. Maaza,said the project could be a breakthrough inSouth Africa’s energy crisis and requestedstakeholders to support the two pupils.

KWAZULUNATAL is ready for the festiveseason with an aggressive security planthat’s been hammered out to secure theprovince well beyond the season and up tothe 2014 elections.
The plan, produced jointly by KwaZuluNatal Community Safety and Liaison Department, KZN SAPS management, KwaZuluNatal Road Traffic Inspectorate andthe eThekwini Metro Police, will see more
than 30 000 security personnel, drawnfrom the SAPS, specialised units, theeThekwini Metro Police and volunteers,will be deployed in the province during thisperiod.
This plan was tabled at the Justice,Crime Prevention and Security clustermade up of key stakeholders, includingKZN cabinet members,.
The cluster, charged with task of providing an integrated safe and security environment for the people of KwaZuluNatal,met at the Premier’s Offices in Pietermar
itzburg on Tuesday. The plan, which provideshighpolicevisibilityduringthefestiveseason and in the buildup to the 2014elections, was put together at the requestof the provincial cabinet.
Specialised units such as the police airwing, tactical response team and otherswill also be on standby. Those driving thisproject had to mobilise extra funding to finance this deployment during this criticalperiod. Briefing the cluster, the KZN PoliceCommissioner, Mmamonnye Ngobeni saidthe plan would also focus on 45 problem
police stations, attend to the issues of political intolerance, social ills, crime againstwomen and stocktheft.
The plan will seek to fight crime duringthe festive season, secure the opening ofschools for 2014 and ensure stability in thebuildup to 2014 elections.
Willies Mchunu, MEC for CommunitySafety and Liason, who chairs the cluster,welcomed the plan, saying that the clusterbelieved that KwaZuluNatal was readyfor festive season and up to March 2014
“We wish to make a clarion call to the
people in KwaZuluNatal and South Africato start playing their roles to prevent andcombat crime during the festive season,”said Mchunu.
Mchunu said the plan would now bepresented to the cabinet. “This approachsets the tone for safe, peaceful, free andfair elections during the 2014. We are doingit now, but it cannot stop before the 2014elections,” said Mchunu.

KwaZulu-Natal, Mike Mabuyakhulu during abusiness breakfast on Monday at Amble-Inn,on the outskirts of Ixopo.
The breakfast, arranged by theUbuhlebez-weLocalMunicipality,washeldwithlocalbusi-nesses, government departments, non-gov-ernmental organisations and stakeholders inorder to share ideas on future developmentsplanned for the town.
The programme also aimed at closing thegapbetweensmallbusinessesintermsofcreat-ing a local and provincial business network.
Wage increase demands that resulted in anumberofpeople losing their jobsespecially in
thefarmingsectorandhardshipforsmallbusi-nesses to access bank loans were some of thechallenges discussed.
A local farmer,MacNicol praised theUbuh-lebezwemayor, Zamokwakhe David Nxumalofor organising such an event which opened upbusiness channels for them.
Businessman Siyabonga Cyril Malandaechoed Nicol’s sentiments saying that thiswould boost the local economy.
Nxumalo said they want the expansion ofIxopo to benefit local businesses.
He said thiswasnot only about Ixopo, thereare plans to expand and develop Highflats.
Mabuyakhulu said this was an importantevent to outline programmes of support tosmall businesses. He said that part of govern-ment programmes apportioned R10 billion tosupport small businesses.

NCAMILE Methusi (67) be-lieves she is a victim of lifeand has given up of ever
living a normal life.Now she says, she prefers to die
because of the hardship of not hav-ing a job, no ID book and goinghungry every day.
Ncamile from Mzingisi Townshipat Cedarville near Matatiele isstruggling to survive with her fourorphaned grandchildren and hasgiven up hope and she says she’stired of begging for food from herneighbours every day.

Ncamile, meaning desperate, asshe is leaving it all up to the Lordto make a plan for her or to endher life.
Exhausted and weak she sitsagainst a wall in her RDP houseroom crying while talking to theFever on Sunday evening.
“We have not eaten anything to-day. There is no food and as a re-sult I have pain in my stomach be-cause it is empty, but I am thinkingabout my grandchildren’s stomach-es instead of mine.
“I wish God would take me toheaven so that I don’t see mygrandchildren suffering, but theonly thing is that if I die who willhelp them.
“The situation is very bad be-cause it’s hard to find anything togive them.”
She has been living for manyyears without regular food and re-lies on food parcels which she onlyreceives once a year.
She says she goes for days with-out eating.
Ncamile has no income as shedoes not get a pension because shedoes not have an identity documentand doesn’t receive a child grantfor her grandchildren because theydon’t have birth certificates.
“I have tried several times, since1994, to get an identity documentat the Department of Home Affairsin Kokstad and Matatiele, but in
vain.“I never vote for my favourite
political party and next year I amnot going to vote,” she said, wipingtears from her face.
She told the Fever she doesn’tfeel as if she is South African andregrets that God brought her toEarth.
“It is a matter of life and death. Ineed food and I am so hungry.
Every day I think about mygrandchildren who do not haveparents and wonder what they aregoning to eat. I go to sleep withouthope and wake up without hope,”said Ncamile.
“This is the only porridge wehave,” she said showing the Fever
two spoons of porridge inside apot.
“I wonder what kind of a curseI have done to God.”
She said she has reported hersituation to her ward councillorSonwabile Mavuka many times, buthe fails to help her as he knows shedoes not have an ID book.
One of the grandchildrenNomhle Methusi said they cry forfood every day and they can’t payattention and sometimes fall asleepat school. She also said they don’teven have soap to wash theirclothes.

GREETINGS to the people ofKokstad2012/2013 Audit completed
The AuditorGeneral is about to complete the audit for the 2012/2013 financialyear. We know that the municipality received a qualified audit in 2011/2012 financial year which means that we did notdo well as a municipality. That was a bitterpill to swallow as well as a challenge tothe management and staff of the GKM.
From the beginning of 2013 the municipality had the gloves off to try to changethe situation. There were interventionssuch as forming the clean audit committee, the GKM Recovery Plan and other initiatives.
These initiatives looked at areas thatled us to this qualification. In all committee meetings we reported on progress inaddressing all matters of emphasis by theAG. I must thank all the staff for the hard
work during the audit period. The Financial Services Department staff deserve aspecial thank you for their dedication.They worked until the break of dawn leaving their offices at 4am.16 Days of Activism
Monday, 25 November is the beginning of the 16 Days of Activism for No Violence Against Women and Children . Thisis an annual campaign aimed at educating society about the negative impact ofgenderbased violence. Unfortunately,we still hear stories of men who beat andrape women, grannies and young children. the podium as well as the top-placedSouthAfricanriderintheRoofofAfri-ca, which concluded in themountainkingdom of Lesotho on Saturday.
Inwhatwasthemostgruellingedi-tion of the three-day race in recentyearsdue to torrential rainandhowl-ing winds, just 23 of the world’s 110eliteridersfinishedheraceintheGoldClass, the Harding star being one ofthem.
That only 62 of the 366 riders
across three classes managed to fin-ish is a testament to just how difficultthis year’s racewas. Of the 182SilverClass entries, just 23 finished, whileonly 16 of the 74 Bronze Class riderscompleted the race.
Roof of Africa regular Bouveriemade a remarkable comeback frominjury to finish in third place behindrunner-up, New Zealander ChrisBirch (KTM Red Bull Bell LS2 Mitas),and winner, Englishman GrahamJarvis (Husqvarna Racing).
“It feels awesome to be the firstSouth African in,” Bouverie told theFever. “I’m very satisfiedwithmy re-sult. It is really difficult to podium ex-treme races with some of the world’s
best riders, especially in the condi-tions we faced.
“This was my fourth Roof and byfar the toughest, which makes it feelevenbetter to podiumbecause all theriders faced a true test. This resultwouldnothavebeenpossiblewithoutmy sponsors, Brother KTM, Pirelli,Ford,Ariette, theLordJesus,myfam-ily, trainer, mechanic and friends.”
With just a month to prepare forthe race after recovering from a bro-kenwrist, the20-year-oldsaidhehadlittle expectations.”My aim was to goout and enjoy myself and just try mybest,”hesaid. “Itdefinitelywasoneofthe more difficult races I have done,but I prefer it when it’s harder. The
conditionssuitedmeandIthinkit’sanadvantage to practise on the terrainwhere I live,” added Bouverie, wholives and trains in both Harding andSt Michaels.
Like Bouverie, Kokstad teenagerDamien Scott (TeamCriterion Yama-ha Portable Shade) competed in theGold Class and underlined his im-mensepotentialwitha16th-placefin-ish, an improvement of 10 places onhis Roof of Africa debut last year.
“I am very proud to be placedamong the some of the top riders inthe world. I was hoping for a top 10but the extremeweather had its ownideas forme,” said 18-year-old Scott.“Having said that, I am happy with
