Assessments & Findings
4
Assessments & Findings * Buildings lack mechanical ventilation and filtration. Opening
windows is not best practice for providing clean, fresh air to
classrooms.
▪ 2018 - 2019 Safety & Security Bond Planning
▪ 2020 State Education Department (SED) Building Conditions Survey, Unsatisfactory, Non-functioning and Critical Failing Items that need to be corrected 2021
▪ District-Wide Facilities Survey & Assessment –extensive analysis of buildings conditions beyond SED requirements, corrective measures, best practice, and bringing buildings up to an acceptable standard.
Process & Assessments01
* Scope of the 2020 BCS and 2021 Facilities Survey & Assessment excludes instructional and/or program related improvements.
Most systems met code at the time of installation, but do not meet current code - Buildings lack accessibility, like non-accessible toilet facilities
Aging infrastructure: Original Mechanical, Electrical, and Plumbing systems, deteriorating floors and ceilings. Existing HVAC systems were somewhat adequate pre-pandemic but don’t address current concerns related to health & wellness and safety & security.
General needs include site and athletic field stormwater improvements, site security, parking and paving.
Findings02Buildings lack basic school safety components and layering of safety measures
All buildings deemed Unsatisfactory by SED Standards.
5
Goals
Health & Wellness and Safety & Security of
students, faculty and staff through corrected and
improved infrastructure
6
Building Age
Square footage of buildings older than 1970 or 50+ years is 346,877 sq ft.
01
* 66% of district school buildings are 50+ years or older.
Goal: Existing Building Infrastructure
District Capital Investments
Over the last 25 years, most funds were spent on building additions to address enrollment.
02
Since 1996, $63.6M of $73.3M, or 87% of capital fundswas spent on building additions/new construction.
Of the remaining 13%, none was spent on modernizing building infrastructure and systems other than critical-failing items, like boiler and roof replacements.
7
Scope & Value of WorkExisting building infrastructure is failing and will
continue to fail unless an investment is made on
District’s assets. A maintenance plan does not work
unless building infrastructure is fixed.
8
Scope of WorkSafety & Security
Layering Approach - Secure entrance vestibules,
exterior door replacement, interior door
replacements with intruder locksets, exterior
lighting and security devices.
01
Health & Wellness
Ventilation, clean filtered air, better lighting
quality, cleaner drinking water, healthy building
materials, and equity.
02
Accessibility
Toilet rooms, interior and exterior stairs and
ramps, ADA parking spaces
03
Infrastructure & Building Maintenance
Steam conversion to hot water, mechanical
equipment, domestic water piping, electrical
panels, electric service upgrades, backflow
preventors, expanded fire alarm systems,
asbestos abatement, ceilings and lighting,
classroom casework and flooring
04
Site Improvements & Storm Drainage
Stormwater improvements, select re-paving, HS
baseball & softball field improvements, HS bus
loop improvements
05
Systems are mostly original to the buildings
Includes basic components related to clean air and thermal comfort,
and a key strategy for maintaining healthy environments to learn, while minimizing the spread of
airborne particles
