Chapter 1: Introduction

New Ground Environmental Pty Ltd (New Ground) was engaged by Origin Energy Resources Limited (Origin

Energy/the Client) to undertake an ecological assessment to explore the ecological values within Lot 1 RP196753

DA1733) and the Fletts Road East road reserve for the full extent of the Lot 1 RP196753 road frontage (the site)

(APPENDIX A). The site is located at 701 Avenue Road, Hopeland, Queensland. This report covers the results of

an initial desktop assessment which was followed by a field survey to verify the ecological values of the site.

Ecological values of focus to this report include vegetation communities, threat-listed flora and fauna species,

habitat values and areas of disturbance.

The field survey team consisted of Dr Dan Rollinson (Senior Project Manager/Senior Ecologist) and Jonathon

Winnel (Ecologist). The project was also managed and co-ordinated by Dr Dan Rollinson at New Ground.

Dr Dan Rollinson and Jonathon Winnel are approved to undertake ecological surveys and prepare associated

documentation for the Australia Pacific LNG Project by the Commonwealth Department of the Environment (DoE).

Dr Dan Rollinson was approved in December 2012 and Jonathon Winnel was approved in January 2013.

1.1 Scope of Works

New Ground was engaged to undertake an ecological assessment survey on Lot 1 RP196753, and the Fletts Road

East road reserve for the full extent of the Lot 1 RP196753 road frontage (the site). The survey area for this report

incorporated the entirety of the site (APPENDIX A). It is noted that the spatial location of the site boundary as

defined by the Digital Cadastral Database (DCDB) was found to be inaccurate when observed in the field. As such,

where inaccuracies were evident the location of the site boundary was defined through observations of boundary

demarcations such as fences lines.

Chapter 2: Site Context

TABLE 2.1: SITE CONTEXT

FEATURES SITE DESCRIPTION

Bioregion The site is located in the Brigalow Belt South bioregion, which covers an area of approximately 215,901.9 km

2 and

incorporates much of the land between the Queensland-New South Wales border and Rockhampton (EHP, 2014a). Although not predominant throughout the entire area, the bioregion is characterised by Acacia harpophylla (brigalow) forests and woodlands on clay soils. These vegetation communities are estimated to have covered between 4.7 and 6 million hectares prior to European settlement. Other ecosystems that are widespread throughout the bioregion include eucalypt forests and woodlands, grasslands, dry rainforests, cypress pine woodlands and riparian communities (Sattler

and Williams, 1999).

Within the Brigalow Belt South bioregion the site is located within the Eastern Darling Downs subregion. This subregion is characterised by low hills in the south and the Condamine River plain in the western and central sections (Sattler and Williams, 1999). Foothills and spurs of the Main Range border the eastern margins of the bioregion (Sattler and Williams, 1999). Substrates include: alluvial soils along the Condamine River plain, Triassic-Jurassic sediments in the north-east, Jurassic sediments in the south-east, and Tertiary basalt in the east (Sattler and Williams, 1999). Dominant vegetation types include Eucalyptus crebra, Eucalyptus melliodora, Eucalyptus tereticornis, Eucalyptus albens or Eucalyptus orgadophila (Sattler and Williams, 1999). Sandstone hills contain Eucalyptus crebra and valleys and lower

slopes contain Eucalyptus moluccana/Eucalyptus microcarpa and Eucalyptus populnea woodland (Sattler and Williams, 1999). The north east contains Acacia harpophylla and some areas, especially in the south-east, hold patches of semi-evergreen vine thicket/araucarian microphyll rainforest (Sattler and Williams, 1999). Prior to clearing, the Condamine River plain contained Dichanthium sericeum grassland, Eucalyptus populnea grassy woodland and/or Eucalyptus

tereticornis-camaldulensis and Angophora floribunda bordering drainage lines (Sattler and Williams, 1999).

Current land use The majority of the site has been historically cleared to facilitate agricultural land uses. Currently, the site is used for cropping and grazing. The site is bound by freehold allotments with comparable land uses.

Soils and geology The topography of the site is slightly undulating with a predominantly southern aspect. Elevations across the site range between approximately 315 m Australian Height Datum (AHD) in the north-eastern portion of the site, and 310 m AHD at the southern extent of the site. The site generally drains to the south, towards Wambo Creek.

According to the Geological Survey of Queensland 1:2,500,000 (DME, 2008), the geology of the site consists of:

JKk – JURASSIC-CRETACEOUS; sandstone, siltstone, mudstone, conglomerate; and

Qa – QUATERNARY; clay, silt, sand, gravel; flood plain alluvium.

Based on the Department of Natural Resources and Mines (DNRM) Vegetation management regional ecosystem and remnant map – version 8.0 GIS layer, the site contains land zone 3 (DNRM, 2014).

Land zone 3 is described as “Recent Quaternary alluvial systems, including closed depressions, paleo-estuarine

deposits currently under freshwater influence, inland lakes and associated wave built lunettes. Excludes colluvial deposits such as talus slopes and pediments. Includes a diverse range of soils, predominantly Vertosols and Sodosols; also with Dermosols, Kurosols, Chromosols, Kandosols, Tenosols, Rudosols and Hydrosols; and Organosols in high rainfall areas” (EHP, 2012).

Climate The climate of the site and broader locality is characteristic of sub-tropical Queensland (BoM, 2014). Climate data from the Miles Constance Street weather observation site (Bureau of Meteorology [BoM] site No: 042112; 26.66°S,

150.18°E) presents mean annual maximum and minimum temperatures of 22.7°C and 12.9°C respectively, and a mean annual rainfall of 574.3 mm (BoM, 2015). On average, the warmest month is January and the coldest month is July. January has mean annual maximum and minimum temperatures 33.7°C and 20.3°C, and July has mean annual maximum and minimum temperatures 20.0°C and 4.2°C.

Rainfall is generally typical of the sub-tropical climate, with approximately 43% of rainfall occurring during the summer months of December, January and February, and 15.7% of rainfall occurring during the winter months of June, July and August. On average, the wettest month is December (mean rainfall of 102.9 mm) and the driest month is July (mean rainfall of 15.5 mm).

Chapter 3: Methodology

This chapter outlines the methodology used to identify and assess the ecological values associated with the site and

consists of:

A desktop review of ecological databases and a targeted literature review to guide survey design and

interpretation of findings; and

A field survey of the site.

The following sections provide a detailed description of the guidelines, procedures and tools utilised in the desktop

and field-based components of the survey.

Data searches were conducted using a 10km radial buffer around the central co-ordinates of the property, or on a

lot/plan basis (TABLE 3.1).

3.2 Field Survey

Field surveys were undertaken by New Ground Ecologist on 21 January 2015, using a methodology generally in

accordance with:

Methodology for Survey and Mapping of Regional Ecosystems and Vegetation Communities in Queensland

Version 3.2 (Neldner et al., 2012); and

Pacific LNG, 2011).

3.2.1 Vegetation Community Survey

The vegetation community survey was conducted in accordance with industry best practice standards and

employed a methodology generally consistent with the established format detailed within Methodology for Survey

and Mapping of Regional Ecosystems and Vegetation Communities in Queensland, Version 3.2 (Neldner et al.,

2012). The survey design emphasised the collection of vegetation community data using tertiary sites, with

quaternary sites to provide additional survey resolution and refinements in vegetation community delineation.

Site selection was determined in the field based on perceived aerial photography patterns in vegetation composition

and in response to variation in vegetation communities encountered during site traverses. Data was collected from

two (2) tertiary sites during the survey. The locations of the tertiary survey sites are displayed in APPENDIX A. At

the tertiary site, data was collected from a 50 m x 10 m plot which was representative of the surrounding vegetation

community. In general accordance with Neldner et al. (2012), at a minimum the following data was collected from

each tertiary site:

Date and time;

Location;

In-field determination of the remnant status of the vegetation;

Structural formation class using the modified Specht (1970) classification system (Neldner et al., 2012);

Height range and median height for all vegetation strata;

Projected foliage cover class (Specht, 1970) for all vegetation strata;

Floristic composition and relative abundance data for all tree and shrub strata;

Dominant species and life form for the ground stratum;

Estimated percentage of native biomass in the ground stratum;

Connectivity to similar or different vegetation communities; and

Digital photograph and associated direction of capture.

Supplementary vegetation community data was also collected from three (3) quaternary sites during the survey. The

locations of the quaternary survey sites are displayed in APPENDIX A. At each quaternary site, data was collected

from a plot approximately 25 -50 m radius of the site location. In general accordance with Neldner et al. (2012), at a

minimum the following data was collected from each quaternary site:

Date and time;

Location;

In-field determination of the remnant status of the vegetation;

Structural formation class using the modified Specht (1970) classification system (Neldner et al., 2012); and

Floristic composition and relative abundance data for the predominant species in the T1 and T2 layers.

3.2.2 Habitat Survey

Fauna habitat assessments were undertaken in conjunction with each tertiary site, using the 50 m x 10 m plot that

was sampled for the vegetation community survey. Two (2) formal habitat assessments were undertaken within the

site. The locations of the habitat survey sites are presented in APPENDIX A. At a minimum, the following data was

collected from each fauna habitat assessment site:

bare ground (estimated % cover);

boulders (estimated % cover);

fallen bark (estimated % cover);

groundcover (estimated % cover);

leaf litter (estimated % cover);

embedded rocks (estimated % cover);

loose rocks (estimated % cover);

shrub layer (estimated % cover);

crevices and ledges (abundance);

overhangs and caves (abundance);

large logs (abundance);

logs with hollows (presence & size);

termite mounds (abundance);

mistletoe (abundance);

soil cracks (presence);

water features (type & presence); and

other (stags, senescing trees, tree hollows, soil features, etc.) (type & number).

3.2.3 Threat-listed Flora and Fauna Survey

Threat-listed flora and fauna species are those that are listed under the EPBC Act and the NC Reg. Targeted flora

and fauna searches were undertaken for threat-listed species identified by the desktop review. Searches were

undertaken within tertiary vegetation and fauna habitat assessment plots and immediately surrounding areas. Within

these areas, search effort primarily focussed on habitat features that New Ground ecologists considered to be of

potential value for threat-listed species. Searches for threat-listed species were also conducted in additional

locations based on incidental field observations of potential habitat. The survey methodology also provided for the

recording of any threat-listed species that were opportunistically detected during the survey.

For targeted fauna searches, approximately one (1) person hour was spent at each formal fauna habitat

assessment plot. Survey effort was apportioned between the following survey techniques at the discretion of the

Field Team Leader:

Diurnal active search, comprising investigation of potential habitat features (e.g. leaf litter, logs, rocks,

peeling bark) and scanning vegetation canopies for fauna and inferential evidence of fauna presence (e.g.

scratches, scats, tracks, diggings, shed skins, nests, stick or mud nests and dreys); and

Diurnal bird survey, with species being identified through either visual observation and/or call recognition.

In the event that any potential threat-listed flora species were encountered during the survey, voucher specimens

would be collected and submitted to the Queensland Herbarium for verification.

3.2.4 Exotic Flora and Fauna Survey

Exotic species were recorded where encountered during the survey (i.e. in survey plots, during targeted searches

and opportunistically during site traverses) to produce a cumulative weed list for the site. This included Declared

Plants and Animals, as defined by the LP Act and scheduled under the LP Reg, as well as Weeds of National

Significance (WoNS; NWSEC, 2011).

3.2.5 Disturbance Survey

Evidence of disturbance, severity and an approximate time of occurrence were recorded at two (2) sites, consistent

with the location of each vegetation community/habitat feature survey site. The survey methodology also provided

for the opportunistic collection of disturbance data when deemed appropriate by the Field Team Leader.

3.2.6 Waterways, Watercourses and Wetland Survey

All mapped stream orders located within the site (as identified within the Queensland Government Vegetation

management watercourse map (1:100 000) – version 1.3 dataset) (DNRM, 2013) were assessed to determine

whether the mapping designation meets either the watercourse definition or the drainage feature definition of the

Water Act 2000. The extent and spatial location of each mapped stream order was recorded as part of the survey.

The site’s waterway designation under the Fisheries Act 1994 (as identified within the Queensland waterways for

waterway barrier works dataset – version 1.0) (DAFF, 2013) was also ground-truthed. Specifically, the spatial

locations of any mapped waterways were field verified.

The site was also shown to host an area defined as RE 1-50% wetland (mosaic units) (EHP, 2014d; APPENDIX F).

The field survey aimed to verify this mapping designation.

3.2.7 Positional Data

Positional, technical and photographic data was collected using a Trimble Juno 5D Handheld GPS, which has a

positional error of 2-4 m. The devices are pre-loaded with proprietary proforma that are customised for ecology

survey data collection. All locations presented in this report are collected on the Map Grid of Australia 1994 (Zone

56) co-ordinate system.

3.2.8 Survey Limitations

Whilst a range of variation has been assessed throughout all vegetation communities encountered on-site, the

entirety of each community has not been investigated at a fine level of detail. For example, cryptic flora species that

occur within the region that may only be detectable during their flowering period may not have been observed during

the current survey period. Consequently, whilst a diversity of flora species has been recorded, the inventory of flora

species compiled from the survey should not be considered an exhaustive list of flora species within the site.

It should also be noted that the fauna component of the field survey was a rapid assessment that provides a ‘snap-

shot’ of the species present and detectable at the site at the time of survey. The survey was undertaken in summer

2015 and therefore does not account for the full range of seasonal habitat utilisation by, or detectability of, every

fauna species that may utilise the site, nor does it account for the influence of weather during preceding seasons or

years upon the presence or detectability of fauna during the survey.

Chapter 4: Results and Discussions

This chapter outlines the results of the desktop review and field survey works and provides a discussion of these

results within the context of state and commonwealth legislative requirements associated with the project. All

desktop figures referred to below can be found in APPENDIX B – APPENDIX F.

4.1 Desktop and Literature Review

Results of the desktop and literature review can be found in APPENDIX B – APPENDIX F, as listed in TABLE 3.1.

4.2 Field Survey

The following sections present the results of the field survey undertaken on 22 January 2015. APPENDIX G

presents a comprehensive list of flora and fauna species identified during the field survey, and field-verified mapping

of targeted ecological features is presented in APPENDIX H – APPENDIX K.

4.2.1 Commonwealth Environmental Matters

TABLE 4.1 outlines the field survey results for the Commonwealth environmental matters (Matters of National

Environmental Significance [MNES]) targeted by the subject survey. Two (2) MNES were identified during the field

survey and included:

One (1) migratory species identified as Merops ornatus (rainbow bee-eater); and

Four (4) marine species identified as Anthus novaeseelandiae (Australian pipit), Ardea intermedia

(intermediate egret), Coracina novaehollandiae and Todiramphus macleayii (forest kingfisher).

The spatial locations of the migratory and marine fauna records are presented within APPENDIX H.

4.2.2.2 Ground-truthed Regional Ecosystems

A review of DNRM’s RE mapping (DNRM, 2014) identified one (1) RE present within the south-eastern extent of the

site, as presented in APPENDIX D. The subsequent ground-truthing of these vegetation communities confirmed

inconsistencies with the existing DNRM mapping. The survey results are presented in TABLE 4.3.

All ground-truthed regional ecosystems are presented as a map in APPENDIX I.

11.3.1 Endangered Acacia harpophylla and/or Casuarina cristata open forest on alluvial plains

This RE is present as two (2) homogeneous polygons along the south-western boundary of the site.

The vegetation within the ground layer was found to be dominated by non-native grasses in particular Megathyrsus maximus. The ground layer also included leaf litter and fallen logs.

The condition of the vegetation community was found to be impacted by a major occurrence of a declared weed (Opuntia tomentosa).

Fauna habitat values were found to be sparse with no hollow-bearing trees or hollow logs present within this community. However, there were decorticating trees present within the community. Based on the

habitat assessment results, this community is considered to contain suitable resources for a range of herpetofauna and avifuana.

Both polygons of this RE would not meet the condition criteria for the Brigalow TEC. In particular, the central/eastern polygon was below the 0.5ha size criteria and the ground cover within both polygons was dominated by non-native perennials.

11.3.2 Of Concern Eucalyptus populnea woodland on alluvial

plains

This RE is present as one (1) homogeneous

polygon along the south-eastern extent of the site.

Fauna habitat values were found to be diverse across this vegetation community, which includes a number of potential foraging, shelter and breeding resources.

Hollow-bearing trees were recorded, with small (<35 mm diameter) and medium (35-100 mm diameter) tree hollows observed. Hollow logs were also present, with small (<35 mm diameter), medium (35-100 mm diameter) and large (>100 mm) log hollows recorded. Decorticating trees were also present within the community.

Ground cover within the community was found to consist of a combination of leaf litter, vegetation and logs. Based on the habitat assessment results, this community is considered to contain suitable resources for a range of arboreal and ground-dwelling mammals, avifauna and herpetofauna.

This vegetation community was found to be in relatively good condition, with only minor weed occurrence noted.

4.2.2.3 Ground-truthed Waterways, Watercourses and Wetlands

The existing waterway and watercourse mapping designations (as per the Fisheries Act 1994 and Water Act 2000

respectively) indicate that one (1) first order stream is located within the site (APPENDIX F). The New Ground field

survey verified that this feature is present within the site, however, the spatial extent is not consistent with existing

mapping. Ground-truthing the spatial location has verified that the water feature is not continuous, as shown is

APPENDIX F, but is now defined as two disconnected features, as presented in APPENDIX J. These features were

also found to be aligned with the definition of a drainage feature (as per the Water Act 2000).

The stream order designation was verified in the field and found to be correct. The spatial extent and location of the

mapped waterway (as per the Fisheries Act 1994 definition) was also field verified, with the ground-truthed location

and extent of this feature presented in APPENDIX J.

The mapping designation identified as RE 1-50% wetland (mosaic units) (EHP, 2014d; APPENDIX F) which is

located within the south-western corner of the site, was found to be aligned with the presence of RE 11.3.2

(APPENDIX I). However, it was not evident that this area was subject to inundation or displayed any additional

wetland characteristics.

4.2.2.4 Other Significant Species

No other significant species were detected on site.

4.2.2.5 Weeds and Pests

The cumulative list of non-native flora and fauna species recorded during the survey is provided within APPENDIX

G. A total of 11 non-native flora species have been recorded within the site (TABLE 4.4). One (1) of these species

is scheduled as a Class 2 Declared Plant under the LP Reg, and is also listed as WoNS.

One (1) species of pest fauna was detected during the survey. This species is also listed as a Class 2 Declared

Animal under the LP Reg.

The distribution of Declared Plants and Animals, as scheduled under the LP Reg, and WoNS recorded on site is

presented in APPENDIX K.

Pest flora and fauna recorded on site are listed in TABLE 4.4 below.

4.2.3 Disturbance

The site assessment recorded one (1) type of disturbance – weed infestation (TABLE 4.5). Weed infestation levels

varied across the site, ranging from minor disturbance, as recorded in D1, to major disturbance, as recorded in D2.

Chapter 5: Conclusions

This report has been prepared to detail the ecological values associated with the site. The desktop review and

ecological field survey have identified that the site contains a variety of ecological values. In particular, the site

supports an Endangered RE and an Of Concern RE, as well as some foraging, sheltering and breeding habitat

resources for a range of fauna species. Two (2) drainage features are also present within the site. The survey

identified one (1) disturbance type, weed infestation, which may have varied impacts on the existing ecological

functions and values within the site.

The findings of this study are summarised as follows:

Two (2) RE types are present within the site, including one (1) Endangered RE and one (1) Of Concern RE;

One (1) fauna species listed as Migratory under the EPBC Act was detected during the survey;

Four (4) fauna species listed as Marine under the EPBC Act was detected during the survey;

No threat-listed flora, as scheduled under the EPBC Act or NC Reg, were detected during the survey;

No threat-listed fauna, as scheduled under the EPBC Act or NC Reg, were detected during the survey; and

Two drainage features (as defined under the Water Act 2000) were identified within the site. No mapped

stream orders were found to be aligned with the definition of a watercourse (as per Water Act 2000). The

spatial location and extent of waterway mapping designations (under the Fisheries Act 1994) were field

verified and the stream order found to be correct.

The mapping designation identified as RE 1-50% wetland (mosaic units) was aligned with the presence of

RE 11.3.2. No inundation and/or wetland characteristics were noted within this area;

Suitable habitat resources are present for a variety of fauna species, including:

» Tree hollows that are potential roosting and breeding habitat for microchiropterans, avifauna and

arboreal mammals;

» Hollow logs and fallen timber that are potential shelter and breeding resources for ground-dwelling

mammals and reptiles; and

» Foraging resources for a variety of mammals, avifauna and reptiles.

Recorded occurrence of one (1) species listed as a Declared Plant under the LP Reg, and also listed as a

WoNS:

» Opuntia tomentosa (velvety tree pear).

Recorded occurrence of one (1) species listed as a Declared Animal under the LP Reg:

» Sus scrofa (feral pig).

It is recommended that these values are considered during the planning and development phase of the project to

ensure that disturbance to ecological values associated with the site is avoided where practical and minimised when

necessary. Where disturbance is unavoidable, impact mitigation measures are to be implemented in accordance

with an approved site environmental management plan and relevant approval conditions.
