The State of New York Transportation Department (NYSDOT) is developing a comprehensive set of measures that link transportation investments to the general economic
performance of the state.
Their measurement evaluates the whole (overall network) system as opposed to individual components . It evaluates the
states entire infrastructure system in relation to the overall investment and how that ratio contributed to the states
economic growth.

A survey was conducted with other State DOT’s during this study.
- 47% do not measure the contribution of their transportation system to economic development
- Most of the states struggle with the mobility measures that would gauge the impact of transportation improvements on the economy
- All responding states indicated that the transportation infrastructure does have an economic impact, but measured in different ways (i.e. job creation, counter flows, tonnage, etc…)
- Clearly, no consensus measures or methods have as of yet emerged from the State DOTs.
