Welcome to the 2013 Annual Report of both EDC and EDC Finance Corporation – the rst off icial publication encompassing the new brand, look and perspective of the Economic Development

Company of Lancaster County.

We are excited to nally share and launch the results of more than a year’s eff ort by our Communications Committee and its Chair John M. Levitski. As you will read later in this report, EDC is launching its new brand and logo, embracing a new tagline – Where Tradition Becomes Innovation – going live with a new state-of-the-art website, and taking an intentional approach to targeted business-attraction marketing. This initiative is our largest ever focused on marketing Lancaster County as an exceptional business location.

We are also pleased to have the opportunity to share the accomplishments of both EDC and EDC Finance Corporation during the past year – a year in which Charles & Alice, Pet Food Experts, Quality Bicycle Products and Urban Out tters announced signi cant projects in Lancaster County. French food processing company Charles & Alice will open its rst U.S. production facility in East Hemp eld Township, while Pet Food Experts announced a $12 million expansion project in Denver. Quality Bicycle Products will also call East Hemp eld Township home, with the construction of a 120,000-square-foot distribution center, and Urban Out tters is in the midst of constructing a $105 million e-commerce ful llment center in Salisbury Township – a project named one of the country’s top economic development deals of 2013 by Business Facilities magazine. All of these companies worked with EDC and/or EDC Finance Corporation and, most importantly, they illustrate the fact that Lancaster County remains an attractive location for new business investment.

As you will read, EDC Finance Corporation assisted companies investing almost $49 million in Lancaster and regional projects – and local farmers investing more than $15.5 million in farm purchases and improvements. Alliances with Adams County Economic Development Corporation, Cumberland Area Economic Development Corporation and York County Economic Alliance are helping to spur business investment and economic growth throughout the region.

In closing, we experienced a change in leadership in early 2014 with the resignation of David K. Nikoloff , EDC’s long-time President. Engaging a new leader and embarking on new marketing initiatives promise to make 2014 an exciting year, full of new opportunities. We thank all of our Members and contributors for your ongoing support. It is you that make all of this possible, and you should feel pride in the strong accomplishments of both EDC and EDC Finance Corporation and in the continued growth of Lancaster County. Thank you.

The innovative site will help position Lancaster as a premier location for new businesses and expanding companies to call home. The site includes area pro les, as well as information on local industries and costs of doing business. Key new resources include a business search feature and a live real estate site and building search function designed for business location consultants. One of EDC’s major achievements this year was the completion of a rebranding and marketing strategy. Working with

Atlas Advertising, a nationally recognized leader in economic development marketing, the Communication’s Committee, Chaired by John M. Levitski, developed a new brand, a business attraction strategy and a detailed implementation plan – all undertaken with the goal of promoting Lancaster County as an attractive location for new business investment.

The eff ort began with Atlas taking an in-depth look at EDC, Lancaster County and competing areas before de ning target audiences both within the County and outside the area. “From the rst time we visited Lancaster County we knew it was a special place,” said Ben Wright, CEO of Atlas Advertising. “There is a blend of tradition and craft smanship, and a location that is really relevant to the businesses of today. It is the combination of a talented labor force, great location advantages and the tradition of craft smanship, as well as low cost, that really makes Lancaster County a unique place for today’s businesses.”

With the understanding that Lancaster’s traditional work ethic and values must be balanced with a progressive, forward-thinking approach toward business and industry, the Communications

Committee constructed outreach campaigns to drive results. The campaigns include reaching constituents/partners within the County and targeting three speci c target business attraction prospect groups – the live event cluster, food processors, and pharmaceutical packaging and distribution companies – to which we off er unique location advantages.

The marketing strategy and plan include a new look, logo, tag line and website. The tag line “Where tradition becomes innovation” nods toward Lancaster’s rich history and emphasizes its ability to change and embrace new ideas. The new branding and strategy arms EDC with a strong direction to promote Lancaster County as a destination where businesses can grow and thrive – and will hopefully lead to bottom line results.

QUALITY BICYCLE PRODUCTS Quality Bicycle Products, Inc. (QBP), a premiere wholesaler of bicycle parts and products headquartered in Bloomington, Minnesota, is expanding its distribution capacity by purchasing a 19-acre parcel of land in East Hemp eld Township and constructing a new $10 million regional business hub and distribution center.

EDC staff worked with QBP’s management team to locate a site that off ered everything QBP needed to grow its business. Since 2011, QBP has been utilizing a leased space in Middletown and, given its success, a permanent location in Lancaster County was chosen to meet its’ long-term distribution needs.

In addition to the site selection assistance, EDC Finance Corporation worked with QBP to secure a $2 million Pennsylvania Industrial Development Authority (PIDA) loan. The PIDA funds give QBP access to low-rate, long-term nancing to assist with construction of the new 120,000-square-foot facility. QBP is committed to building LEED standard facilities and strives to design and create spaces where its’ employees are inspired and enjoy working. The new project will initially employ 55 people and could grow to 80 full-time positions.

Established in 1981, QBP serves more than 5,000 independent bike dealers across the United States. It has a long-standing reputation of community advocacy and engagement, including their “Every Butt on a Bike” initiative. The company focuses on the diff erence bicycles can make – from helping to encourage environmental sustainability to the health bene ts resulting from riding bicycles.

In 2013, EDC had a successful year in helping to attract new and expanded

facilities to Lancaster County – facilities that will represent more than $100 million of investment and the creation of more than 500 jobs.

CHARLES & ALICECharles & Alice, one of Europe’s leading processors of apple sauce products, announced plans to establish its rst U.S. processing facility in Lancaster County in a vacant 55,000-square-foot facility located along Yellow Goose Road. The $10.6 million investment will create 50 new jobs and continue to de ne Lancaster County as one of the leading locations for food processing rms in the Northeast. The County is also expanding its reach to international rms interested in a stable and well-located starting point

for entering the U.S. market.

In 2013, EDC Finance Corporation took steps to increase its presence in South-central Pennsylvania. The addition

of two new regional partnerships with Adams County Economic Development Corporation and Cumberland Area Economic Development Corporation expanded EDC Finance Corporation’s regional footprint for providing the SBA 504 loan program into new areas. York County Economic Alliance rst partnered with EDC Finance during 2012. EDC Finance has a strong track record for helping businesses access SBA 504 loans and, in 2013, approved nancing to businesses in six counties across the region. The Adams, Cumberland and York partnerships are helping to develop strong working relationships across the region that will strengthen all the partners and the regional economy.

Regional PARTNERSHIPS

An SBA 504 loan helped Red Lion Enterprises purchase the Dunkin Donuts franchise it has been leasing and operating in Red Lion, York County.

A multi-million dollar investment on the part of Urban Out tters is bringing about a signi cant expansion to an existing ful llment center in eastern Lancaster County. Salisbury Township will not only retain the existing Urban Out tters facility currently located there but will also welcome a new 1.2 million-square-foot distribution center for the rm, and its’ brands, Anthropologie, Free People, BHLDN and Terrain.

Increased online sales helped bring about the need for an expanded distribution facility, and with the help of the Commonwealth of Pennsylvania, tax abatements were awarded to Urban Out tters. Working with company representatives and consultants, EDC Finance Corporation served as the applicant for Urban Out tters’

Keystone Opportunity Expansion Zone application, which brought signi cant local and state tax bene ts to the online sale operations.

The Lancaster County location also allows the company to take advantage of the organization and workforce it has developed at its current facility and addresses the growing need to provide items purchased online to customers in shorter timeframes. This $105 million investment will lead to the creation of 500 jobs at start-up, a number that could grow signi cantly over time.

ESH FOODS, INC. Esh Foods, locally owned and operated by the Esh family for generations, is signi cantly expanding its wholesale and distribution capacity with an addition to its current facility located in Gordonville, Lancaster County.

Esh Foods serves as a wholesale distributor for meats, cheeses, baked goods, prepared foods and many other related food items, with a customer focus on farmer’s markets and food stores throughout the mid-Atlantic region.

EDC Finance and the SBA have approved a $775,000 SBA 504 loan for the project. As a result, Esh Foods has begun to construct the additional space needed to increase sales and develop new product lines. In addition, the existing off ices will be renovated in order to maximize eff iciency within the new facility.

Construction and renovation of the 23,000-square-foot facility will be completed in Summer, 2014. Metro Bank is providing primary nancing, with EDC Finance providing subordinate SBA 504 nancing.

DARRENKAMP’S MARKETS Darrenkamp’s Markets will open its rst store outside of Lancaster County in Spring, 2014. Newberry Commons, located in Etters, York County, will house the new store – a 40,000-square-foot location that will feature a full service grocery store off ering fresh meats, bakery items and hot prepared foods.

The Darrenkamp family remains committed to ful lling the needs of the communities they serve, and the lack of a traditional grocery store within an 8-mile radius of Etters helped to bring about the continued expansion of Darrenkamp’s Markets.

In collaboration with Fulton Bank, EDC Finance Corporation approved a $584,000 SBA 504 loan to cover leasehold improvements and the acquisition of equipment.

The store will employ approximately 100 people and will be managed by Ryan Darrenkamp.

PET FOOD EXPERTSWith help from EDC Finance Corporation, Rhode Island - based Pet Food Expertsis continuing to expand its presence in Lancaster County with the addition of a 197,000-square-foot distribution center in East Cocalico Township.

Thanks to continued success in its markets, Pet Food Experts has outgrown its current distribution center. In an eff ort to keep its facilities in Lancaster County, Pet Food Experts purchased a parcel of land in East Cocalico Township that will house the new $12 million facility. EDC Finance Corporation, in partnership with the York County Economic Alliance (YCEA) and Metro Bank, secured a maximum $5 million SBA 504 loan, as well as a $2 million PIDA loan (processed by YCEA due to SBA con ict regulations) to assist with the land acquisition and building construction.

SPRING LAWN FARMContinuing a family tradition of more than 150 years, Josiah and Valerie Garber have purchased Spring Lawn Farm and will be the 7th generation to operate the family dairy. Josiah grew up on the farm and learned from the experiences of those who farmed before him, including the most recent operators, his father and uncle.

Josiah and Valerie have implemented a new business model to modernize the dairy operation and both are excited to continue a long legacy of successful dairy farming at Spring Lawn. EDC Finance Corporation and Fulton Bank partnered on a $1,000,000 SBA 504 loan as part of the $3.2 million project to purchase and modernize the farm and its operations.
