Bluffton, South Carolina is very rich in history and dates back to the early18th century when the Yemassee Indians moved to Florida and Sir John Colleton, along with other colonists, moved to the Bluffton area. The Colletons thrived in the area growing cotton, corn and indigo.

For many years Bluffton was the Town in which the wealthy owned summer homes and enjoyed visiting a few months out of the year to get away from the hot, bustling cities of Savannah and Charleston. By 1825 the Town of Bluffton was established and incorporated in 1852.

By the mid-90's, when Hilton Head Island was expanding, Bluffton was designated a National Historic District with 46 buildings and 2 contributing sites. Just two years later after this designation, in 1999 the historic Heyward House became part of the Save America's Treasures program and became Bluffton's welcome center in 2000. Just five short years later, Bluffton was recognized as a Preserve America Community, a federal program encouraging communities to preserve historical assets.

In 1999, the Town adopted a Council-Manager form of government. Town Council is comprised of a mayor and four council members who serve overlapping four-year terms. Town council members serve at-large seats which enables all voters the opportunity to vote on a candidate for each seat. Town elections occur every two years.

In July 2017, Town Council adopted a $36.8 million consolidated budget while reducing property taxes by two mills for the second year in a

row. This budget meets emerging programmatic, public amenity and infrastructure needs by allocating $15.7 million to the Town's Capital Improvement Projects Program. This program includes replacing aging septic systems with public sewer, streetscape improvements, public facility and open space enhancements, public infrastructure at Buckwalter Place Commerce Park and developing the Historic District properties recently acquired by the Town for public use.

DEMOGRAPHICS:The US Census lists the estimated Town population at just under 21,000. However, the daily population is roughly 50,000 based on those who live, work, and visit Bluffton. The Town grew more than 11.5% in 2015 and 2016, and almost 50% since 2010. The median age of Bluffton residents is 34.6.

BUSINESSES:Each year, more and more businesses are moving to Bluffton. In 2017, 2,881 business licenses were issued with 1,268 businesses located in the Town. A breakdown of businesses in Bluffton are as follows:

* 15% Personal services (i.e. beauty and nail salons, massage & spa services, pet services, event plan-ners, photographers.)

* 13% Professional services

* 12% Medical field

* 6% Restaurants

* 3% Real Estate

BLUFFTON GROWTH:The Town of Bluffton has continued to see an increase in the number of new homes built, as well as, new commercial uses and businesses to supplement the residential growth. In 2017, 870 new homes were constructed with a value of more than $300 million dollars. During this time, 34 new commercial buildings began construction with a construction value of $425 million dollars. This includes development of new residential subdivisions,

apartments, assisted living, restaurants, medical and other professional offices. New construction is occurring throughout the Town as well as associated public projects and development of parks and public infrastructure.

POLICE DEPARTMENT:The Bluffton Police Department was first commissioned in 1903. It currently employs 53 sworn officers and 12 non-sworn. The department consists of four divisions: Patrol, Investigations, Support, and Emergency Management. There are four Patrol Teams with each team consisting of one Sergeant, four officers and one K9 Unit. They work 12-hour shifts.

In addition to the four divisions, the department has several specialized units to include: the Strategic Response Team (SRT), the Collision Reconstruction Unit (CRU), the Traffic Team and DUI officer, which are both in existence due to a grant from the SC Dept. of Public Safety, the Special Investigations Unit (SIU) which primarily investigates drug and gang activity, and the K9 Team.

Community Events for the Town falls underneath the Bluffton Police Department. In 2017, the department managed 467 community events. This involves permitting, operation plans, and coordination between public and private entities. The largest of these events include the Bluffton Christmas Parade which draws close to 10,000 people, National Night Out, Bluffton Safety Day and the annual Department's Awards Ceremony. The Bluffton Police department was CALEA certified in 2009 and retained accreditation in 2012, 2015 and 2018.

2017 BY THE NUMBERS:

POSITION PROFILE:The Police Chief is appointed by the Town Manager with the approval of Mayor and Council. He/She is an integral part of the municipal organization and recognized community leader, providing leadership and vision for the Police Department, advice and recommendations to the Mayor and Council, and leadership and education to the community.

GENERAL DEFINITION OF DUTIES:Performs complex advanced protective services and administrative work planning, organizing and administering daily police operations including scheduling and assigning personnel and equipment, preparing and presenting directives and reports, developing training programs, overseeing internal affairs investigations, maintaining records and files, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Town Manager. Departmental supervision is exercised over personnel within the department.

EDUCATION AND EXPERIENCE:Bachelor's degree and extensive experience working in police management, or equivalent combination of education and experience. Master?s degree preferred. Completion of major course of study in police management (FBI National Academy, Southern Police Institute, or equivalent).

SPECIAL REQUIREMENTS:

* South Carolina Criminal Justice Training Academy certification.

* Accreditation Manager certification from the Commission on Accreditation for Law Enforcement Agencies.

* Possession of an appropriate driver's license valid in the State of South Carolina.

IDEAL CANDIDATE:The next Town of Bluffton Chief of Police will project the proper balance of confidence and humility and will lead by example with the utmost of integrity. He/She will motivate the police department Command Staff to demand that all department officers live up to the moniker of being "Bluffton's Finest" who are committed to excellence and to providing outstanding service to the public whom they serve. In doing so, he/she will demand accountability of his/her officers for their conduct and performance. The Chief will also ensure the police department remains fully integrated with Town operations as a member of the Town's Senior Staff Team.

The next Bluffton Chief of Police will also be an excellent communicator and representative of the Town of Bluffton, who is comfortable speaking and making presentations before Mayor, Town Council and the public. The Police Chief is expected to foster relationships and work hard to make them stronger. He/She will spend time with department employees and in the community making new contacts and will strive for continued improvement to the efficiency of operations and delivery of service.

COMPENSATION:

The minimum salary is $91,972. The actual salary is negotiable depending on qualifications and experience.
