1. All persons shall have the right to equal educational opportunities and facilities and with a view to achieving the full realization of that right-

used to finance the policy but what they fail to
understand is that all these sources of revenue have
been earmarked for other projects which are of
equal importance.
INFRASTRUCTURAL DEFICIT
The secondary educational system is facing problems like infrastructural deficit, and inadequate teaching staff. Currently many junior high school graduates do not get admission into senior high school because there are not enough classrooms or schools to accommodate them.
