Creating a safer school Decorative safety flooring from commercial vinyl flooringmanufacturer, Polyflor, was recently installed at the newhome of Ysgol Dafydd Llwyd, a Welsh language primaryschool in Newtown, Wales. Sika arrests leaks at Paisley Police HQSika Liquid Plastics’ Decothane cold applied liquidmembrane has been used to overlay a 1,000m2 policecustody suite at Paisley Police’s divisional headquarters. The building was partially overlaid using Sika’s Decothaneliquid system when polyurethane membranes were in theirinfancy 30 years ago and the previous Decothane surfacewas still intact. However, two thirds of the roof still had anasphalt surface and, as this was failing, the decision wastaken to overlay the entire 1,000m2 roof with Decothane 20-year single point guarantee system in slate grey. Decothanewas specified as a cold-applied liquid system that requires nohot works, providing a suitable solution for a building in whichfull occupation and security are business critical.

Brexit has propelled theGovernment into unchartedterritory, causing a great deal of political and economicinstability, making the job of predicting its impact on the affordable housing sectorvirtually impossible. Until Article 50 is triggered,housing associations will remain in a state of limbo. The UK and theEU will begin the process ofnegotiating the terms of a newrelationship – but not until thenew trading model is chosen canthe affordable housing sectorbegin to form any businessmodels for the future.Radian, one of the south’s

leading housing associationsremains positive. Lindsay Todd,chief executive of Radian Group,

said: “The Government is stillattempting to pick up the piecespost Brexit and it is the currentuncertainty that is causing manyto panic, especially in theaffordable housing sector. “Even so, I don’t believe leaving the EU will reduce the demand forhigh quality new homes for PRS(private rented sector), sharedownership or affordable rent,particularly given the high demandin the south of the country wherewe operate.“Housing associations have acommitment to the people theysupport which cannot just bestopped. Here at Radian, we havea vision to deliver more homes forsocial housing and PRS under ourSMART brand and we’re stilldetermined to deliver that. As long

as we can source and fund viableschemes and are satisfied there is a demand for the homes weproduce, based on what wecurrently know, there is no need to slow down.”Funding and its impact on constructionThe vote to leave the EU presentschallenges in terms of securingpublic funding, as many housingassociations in England currentlyrely on a number of sourcesproviding funding from the EU. EU Structural and Investment (ESI) funds include the EuropeanRegional Development Fund(which housing associationsbenefit from – particularly inrelation to regeneration indeprived areas) and the EuropeanSocial Fund which fuels the

There are concerns across thesector that, subject to the newtrading model between the UKand Europe, future funding fromthese parties once the UKformally leaves the EU could be lost.

It seems concerns aroundfunding is already affectingconstruction of new homesfollowing figures recently releasedby the Royal Institute of CharteredSurveyors and the Office forNational Statistics.

The figures show Brexit isstarting to have an impact on thebuilding industry as constructionoutput from new housing fell by1.1% from the first quarter of 2016 to the second.

Via a statement on the National

Housing Federation website, David Orr, the chief executive of the NHF stated in a blog that: “We (the NHF) know that anuncertain economic environmentwill cause builders to put thebrakes on. Our country’sprosperity and thousands of citizens’ livelihoods depend on a strong building sector – we cannot let a slowdown takehold.

“Housing associations have atrack record of building throughtough times, having upped theiroutput through the last recessionwhen private developers could not.With the right flexibility fromGovernment and at no extra cost to the taxpayer, housingassociations can keep the nation building.”

Radian’s activities certainly back up Mr Orr’s statement: The housing association plans todeliver 600 new homes per yearin the South East and South Westregions across a mixture oftenures, having recently further

committed to its PRS portfolio,creating over 100 homes inBournemouth, following a £27mdevelopment investment.

Lindsay Todd added that he’sconfident Radian has establisheda strong position in the marketplace, ensuring the company is in the best possible shape to dealwith adverse conditions, whateverthey may be, if they ever arise.“There may, in fact, be some goodopportunities available because of Brexit so we are keeping aclose eye on political progress and are operating a fluid strategyto ensure we are able to adaptwhen we consider it’s sensible to do so.” What can the Government do?Once Article 50 is triggered andthe Government takes a firm holdof the Brexit reins, the UK’shousing associations can begin to form their business models forthe future of Britain’s affordablehousing sector.

Support from the Government isneeded to ensure the affordablehousing sector will continue toprovide high-quality homes. The NHF recently pointed out thathousing associations increasedtheir output by 22% during thelast recession, as privatedevelopment dropped 37%. The increase was only possiblebecause central Governmentprovided grant support for socialand affordable housing: this needsto happen again to ensure homescontinue to be available for thosein need.

Money for housing from theGovernment is currently focusedalmost exclusively on homes forsale, with billions allocated toprivate developers to offerdiscounted starter homes for first-time buyers but if we’re to see anend to our housing crisis, the Government needs to make apositive investment in affordablehousing, regardless of theuncertainty Brexit holds over ournation.

Combatting pollutionCombining the durability andlightweight design of the popularDecra Classic tile with the de-polluting technology of the Noxitemembrane, Icopal now offers thebest of both worlds with its newDecra Noxite tile. Health centre’s flooring issue curedA range of subfloor preparation and adhesive productsfrom Bostik have been chosen by OSS CommercialFlooring for the development of a new health centre, which serves the communities of Hope and Caergwrle in Flintshire, North-West Wales. Castlemead Group wastaken on as the main contractor for the centre’s two-storey development, which then sub-contracted the1,300m2 of flooring required. Following a technical survey by Bostik, OSS Commercial Flooringselected the company’s Screedmaster One Coat Membrane to protect the new floorcoveringsfrom subfloor moisture. Bostik’s Screedmaster Universal Primer was then applied to the surfacemembrane, before the Screedmaster Flow and Ultimate smoothing compounds were floated outto a 3mm thickness in various areas of the development. Bostik’s Laybond Pressure Sensitiveadhesive was then used to adhere the vinyl floorcoverings.

New education CPD A RIBA-approved CPD which detailshow gypsum fibreboard out-performs other partitioning boardshas been launched by fermacell.The 45-minute presentation isdesigned to help architects design more cost-effective, low-maintenance and high-performingpartitions, understand materials forsustainable education construction,recognise and understand the truemaintenance costs of an educationbuilding and how better buildingmaterials can reduce them in thelong-term, and how to maximise a project's performance withoutcompromising quality. The new CPDexplains how gypsum fibreboard'sdensity makes them harder todamage, although easier to repairthan plasterboard.

Lighting up learningSpectral Lighting has provided an energy-efficient and aesthetic lighting scheme for the new, four-storey Science building at theUniversity of Hertfordshire, working alongsideengineering consultancy Couch Perry &Wilkes. The appearance of the light fittingwas of paramount importance to theuniversity, as it wanted a suspendedluminaire that had an interesting body formand lens combination. The Spectral JEPluminaire fitted the bill and the university particularly liked the curved shape of the fitting and its trademark holographic effect created by the LEDs on the curved microprismatic lens. The engineering integrity of the luminaire was also key and compliance of glare control was anadditional issue that had to be addressed. Spectral’s JEP fitting offers a high quality of light with a very even distribution.

School refurbishmentaddresses toiletsBedelsford School in Kingston-upon-Thames,already rated as outstanding in its ability to help its pupils grow independently, is delivering even better pastoral care with new, state-of-the-art toilet facilities. The facilities now incorporate two roomseach with a WC, height-adjustable adult-sizedchanging bench and ceiling track X/Y hoist

plus an additional, similarly-equipped facility where the conventional WC has been replaced with a height-adjustable wash and dry toilet – a Clos-o-Mat Lima Lifter with touch sensitive handswitch. All the specialist equipment was supplied and installed by Clos-o-Mat. “Our pupils’ needsare varied and wide-ranging, so we do our absolute best to ensure that we can facilitate anyspecial requirements they may have,” explained Bedelsford School site manager, Stuart Clowes.

Maintaining good indoor air qualitySilver Springs Primary Academy in Stalybridge, Cheshirewas recently re-opened after the complete replacementof the existing school with a total rebuild on the samesite. Silver Springs required a solution which couldprovide both heating and ventilation to maintain goodindoor air quality (IAQ), preventing the hot and stuffyfeeling generated by the build-up of CO2. Jaga’s Oxygen

system offered the solution. At Silver Springs, the Oxygen system works by monitoring andmeasuring both temperature and CO2 levels in the six downstairs classrooms, automaticallydrawing fresh, clean air in when required to maintain the optimum IAQ. This supply of a healthyenvironment conducive to learning was very much in keeping with Silver Springs’ pride in itsGold Healthy Schools Status.

Portakabin volunteers help flood-hit pre-schoolSeveral months on from York’s devastating floods, the playground at Huntington Pre-school was still out of use, having been damaged and contaminated by heavily polluted flood waters. A team of volunteersfrom the Portakabin Group then stepped in to rebuildand transform the children’s facilities. Fifteen staff fromacross the business offered to help and weresupported with the donation of plants, trees, equipment and building materials from a numberof local companies. Portakabin also supplied a range of recycled materials to create a seriesof raised timber planters and a stage, a water play area made from off-cuts of plasticguttering and mud kitchens from recycled sinks.
