INTRODUCTIONThis manual describes how to use the

EDACS /ProVoice LPE-200 Portable Radio. TheLPE-200 is a synthesized, microprocessor-based,high performance portable FM radio providingreliable two-way communications in the EnhancedDigital Access Communications System (EDACS) orProVoice trunking environment and conventionalcommunication systems.

In the trunked system mode, the user selects acommunications system and group. In this mode, channel selection is transparent to the user and iscontrolled via digital communication with the systemcontroller. This provides advanced programmablefeatures and fast access to communicationchannels.

In the conventional mode, the user selects achannel and directly communicates on that channel. In this mode, a system refers to a set of channels. Achannel is a transmit/receive radio frequency pair.

Advanced hardware and software technologyenables this radio to support all advanced EDACSand ProVoice radio features and multiplecommunications modes including digital. Dependingon the customer's needs, the LPE-200 is available inboth System and Scan Modes.

Some key features include:

• Data capable

• Automatic power control for extended battery life

SCANNING TRUNKED SYSTEMSThe radio can be programmed with the following

System Scan features. These features areautomatically enabled upon radio power up. A key ormenu option is also defined to allow the System Scanfeatures to be toggled during radio operation. This iscovered in the MENU SELECTION and PRE-PROGRAMMED KEYPAD KEY sections. The SystemScan state will be maintained through system changesbut will default to ON at power up.

Wide Area System ScanningThe LPE-200 radio may be programmed for wide

area system scan operation for roaming across mobilesystems. Upon the loss of the currently selectedsystem's control channel, radios may be programmedto automatically scan the control channels of othersystems. If a new control channel is found, the radio willswitch to the new system and sound an alert tone.

Priority System ScanThe radio may also be programmed for Priority

System Scan. (In order for this feature to workproperly, the control channel of the Priority Systemmust be located on channel one, unless you areusing the ProSound/ProScan algorithm). The prioritysystem is the desired or preferred system. Whilereceiving the control channel of the selected system, periodically the radio will leave the selected systemand search for the control channel of the prioritysystem at a programmable rate defined by the valuein the Priority Scan Time control, (unless the

Page 47: Edacs Lpe-200_user Guide

47

ProSound/ProScan algorithm is enabled asexplained on the following page). This priority scantimer is reset each time the PTT button is pressed orwhen the call is received. If the priority systemcontrol channel is found, (or meets the predefinedcriteria (ProSound/ProScan)), the radio willautomatically switch to the priority system.

When Wide Area System Scan Is Enabled:If the radio cannot find the control channel of the

selected system and begins to wide area system scan, the radio will only scan for the priority system controlchannel if the priority system is in the wide area scanlist.

When ProSound/ProScan Is Enabled:The radio monitors the priority system and will

switch to the priority system if the criteria defined bythe controls in the ProSound/ProScan Options dialogbox are met. If ProSound/ProScan is enabled, therate at which the radio will scan for the prioritysystem is defined by the System Sample Timecontrol, located in the ProSound/ProScan OptionsDialog box.

Page 48: Edacs Lpe-200_user Guide

48

ProSoundThe radio may be programmed for ProSound

system scan operation for multi-site applications.ProSound is an enhanced multi-site system scanningalgorithm compared to Wide Area System Scan.ProSound provides the radio with the ability to selecta new system for the radio to communicate on, whenthe selected system drops below a predefined level. This is accomplished by enabling each radio toanalyze the signal quality of its current controlchannel and compares it with the signal quality of thecontrol channel for each site in its' adjacency scanlist. (The signal quality metric used for the ProSoundalgorithm is based on Digital Received SignalStrength Indicator (DRSSI) measurements). Whenthe selected system degrades to a pre-programmedlevel, the radio will begin to look for a better controlchannel. Once a control channel that exceeds thepre-programmed parameters is found, t6he radio willchange to the new system and emit a tone. If thecontrol channel is completely lost, the radio will enterWide Area System scanning and search theprogrammed adjacent systems until a suitablecontrol channel is found.

ProScanThe radio may be programmed for ProScan

system scan operation for multi-site applicationsdepending on the version of radio flash code. (TheProScan algorithm is available on the LPE-200Platform with Release R8A or higher radio flashcode). ProScan is an improved multi-site system

Page 49: Edacs Lpe-200_user Guide

49

scanning algorithm designed to replace ProSoundscanning. ProScan provides the radio with the abilityto select a new system for the radio to communicateon, when the selected system drops below apredefined level. This is accomplished by enablingeach radio to analyze the signal quality of its currentcontrol channel and compares it with the signalquality of the control channel for each site in its'adjacency scan list. (The signal quality metric usedfor the ProScan algorithm is based on a combinationof both Received Signal Strength Indicator (RSSI)and Control Channel Verification (CCV)measurements). When the selected systemdegrades to a pre-programmed level, the radio willbegin to look for a better control channel. Once acontrol channel that exceeds the pre-programmedparameters is found, the radio will change to the newsystem and emit a tone. If the control channel iscompletely lost, the radio will enter Wide AreaSystem scanning and search the programmedadjacent systems until a suitable control channel isfound.

different voice modes: clear (analog), digital andprivate (encrypted). The voice modes areprogrammed on a per-group basis within each trunkedsystem and on a per-channel basis within eachconventional system.

Clear ModeThe clear mode is a voice mode in which the radio

transmits and receives only clear (analog) voicesignals. These analog signals are non-digitized and

Page 71: Edacs Lpe-200_user Guide

71

non-encrypted. Clear mode transmissions can beeasily monitored by unauthorized persons. Groups orchannels programmed for clear operation cannottransmit or receive digital or private messages.

Digital ModeThe digital mode allows the radio to transmit and

receive digitized voice signals. Digital signals provideimproved weak signal performance and cannot beeasily monitored with a standard receiver. Groupsand channels programmed for digital operationtransmit only digital signals. Message trunked groupcalls and individual calls are answered back in themode which they are were received assuming thecall or hang time is still active. Individual phone, allcall, and emergency calls are transmitted clear if thedigital mode is disabled or inoperative.

1. If receiving an analog message trunked call, theradio responds in the analog mode during thehang time on the working channel.

2. If receiving an analog I-Call, the radio respondsin the analog mode during the hang time.

3. When using the *WHC* feature to respond to anI-Call (after the hang time has expired), the callis transmitted in the mode defined by the systemmode as programmed for the current system ifthe ID being called is not in the I-Call list. If theID is in the I-Call list, then the call is transmittedas defined by the I-Call mode programmed in thelist for that ID.

Page 72: Edacs Lpe-200_user Guide

72

DTMFThe overdial DTMF tones are not available while in

the Digital Mode.

Private ModeThe private modes allow the radio to transmit

encrypted messages and receive clear or privatetransmissions. The radio transmits private if thegroup/channel is programmed for private operationand forced operation is pre-programmed. If autoselectoperation is pre-programmed and the radio is in theprivate mode, the radio transmits in the mode of thereceived call if the hang time is active. If no hang timeis active, the radio transmits private.

Cryptographic keys are transferred to the radiousing a cryptographic Keyloader. Up to seven (7)different cryptographic keys, numbered 1-7, can betransferred from a Keyloader and stored in the radio. An individual key is automatically selected on a per-group/channel basis according to the radioprogramming. Groups and channels within the digitalsystem can be programmed for keys 1-7 (private).Up to 8 banks of 7 keys can be stored for privatesystems. The bank is specified per system.

When operating on a group or channelprogrammed for private mode, all transmissions areprivate transmissions and the radio receives clearand private signals. The status icon display turnson when the private mode is enabled. If the selectedgroup or channel is programmed for autoselectcapability, the mode may be toggled between private

Page 73: Edacs Lpe-200_user Guide

73

and clear with the M key, then following theselection mode rules. Radios programmed for forcedprivate operation do not allow a change of thetransmit mode.

Displaying the Currently Used Cryptographic KeyNumber

To display the cryptographic key currently in usefor either the system encryption key (for special callsuch as individual, phone, all, agency or fleet) or thegroup/channel key (for group or conventional calls),perform the following procedure:

1. Press the M button .

2. Use the < or > button to select "DISPKEY."

3. Then use the < or > button to togglebetween displaying the system key or thegroup/channel key.

Group/Channel Encryption Key

Key ZeroAll cryptographic keys can be zeroed (erased

from radio memory) by pressing theMONITOR/CLEAR button and while still pressing thisbutton, press and hold the OPTION button. Pressboth buttons for 2 seconds. A series of beeps willbegins at the start of the 2 second period and thenswitch to a solid tone after the keys have beenzeroed. The display will indicate "KEY ZERO."

If the cryptographic key(s) are zeroed, one ormore keys must be transferred from the Keyloaderinto the radio before private communications maycontinue.

Private Operation

Receiving an Encrypted CallWhen receiving, the radio automatically switches

between clear or private operation. If thetransmission being received is an encryptedtransmission, it will be decrypted, the icon will turnon, the receiver will unsquelch and the message willbe heard in the speaker. For this to occur, theselected group or channel must be programmed for

Page 75: Edacs Lpe-200_user Guide

75

private operation and the correct cryptographic keymust be loaded into the radio.

Transmitting an Encrypted Call1. Select the desired group or channel.2. Place the radio in private mode by pressing the

M key, then follow the selection mode rules. On a System radio, the 4 key can be used totoggle the private mode on/off. When privatemode is enabled, the icon will be on.

If the last state of the radio was private mode, the private mode will be enabled on power up.Also the private mode will be enabled if forcedoperation has been programmed in the radio.

If a group or channel is not programmed forprivate mode operation, "PVT DIS" will bedisplayed if attempt is made to enable privatetransmit mode. It is not possible to operate onthis group/channel in private mode.

If the radio does not have the correct encryptionkey loaded, "NO KEY#" will be displayed and thecall will not be transmitted.

3. Continue with standard transmission procedures.A private mode access tone will be heard whenthe PTT button is pressed.

76

Scanned Group CallsReceiving a scanned group call is the same as

receiving a selected group call. During the scan hangtime, if the radio was programmed for autoselect, itwill transmit back in the same mode it received thecall. For example, if a clear group is entered in thescan list, it will only receive clear calls. If the samegroup was available in private and entered in thescan list, it can receive clear and private calls, provided autoselect was programmed in the radio. The user can select transmitting on the scanned orselected group. If a group is entered in the scan listmore than once and in different modes (clear, digital, private), only the first occurrence of the group will beused.

PORTABLE DATAThe LPE-200 radios, when operating in the

EDACS configuration, permit either voice or datacalls to be transmitted or received. The radio canhandle only one type of call at a time; however, selection of either data or voice is selectedtransparently by the operator through normal usageof the radio. Data communications is not supportedin the conventional mode.

The radios can be connected to Mobile DataTerminals (MDT) or to a host computer. Any RS-232compatible device that supports the Radio DataInterface (RDI) protocol (Version 1.91 or greater)may be connected to the radio. Support for MDT's orhost computers is a programmable option per radio.Additionally, radios may also be programmed fordata only operation (no voice calls transmitted orreceived).

DISPLAYSThe following will be displayed in the display

during the various states of data mode of operation.

TX DATA Displayed on top line of display whenthe radio is transmitting a data call.

RX DATA Displayed on top line of display whenthe radio is receiving a data call.

EXITING DATA CALLSUnder normal conditions, the radio enters the

scan lockout mode and returns to the controlchannel after completion of a data call (transmit orreceive). If, during a data call, one of the followingconditions occurs, the data call is immediatelyterminated and the radio per-forms the desiredfunction:

• PTT activated.• Emergency declared by pressing the pre-

programmed emergency button.• A group or system change.

SCAN LOCKOUT MODEFollowing the transmission or reception of a data

call, if scan is enabled, scanning will stop temporarily[two independent pre-programmed times (afterreceive data call and after transmit data call)]. Duringthis time the scan indicator will flash to indicate thatscan is enabled but temporarily suspended. Thismode is normally exited when the pre-programmedtime expires; however, the following actions willterminate the scan lockout mode before the timeoutis completed.

• The CLEAR button is pressed.• The PTT is pressed.• A group or system change.• Entering phone call mode.

received.• An emergency declared or cleared.• Receiving an individual or phone call.• Receiving Agency, Fleet or System All Call.• Pressing S or 3 to turn scan on or off.

DATA LOCKOUT MODEDuring the voice call scan hang time (pre-

programmed) the radio will not receive data calls.

CONVENTIONAL OPERATIONThe radio functions in the conventional mode

when using conventional communications channels(non-trunked). Each channel consists of a presetfrequency pair for transmit and receive duringrepeater operation, or a single frequency for bothtransmit and receive during talk-around (no repeater)operation. To use this mode, the operator selects aconventional system which includes one or moreconventional channels. Each conventional channelmay have one or more features, such as ChannelGuard, programmed when the channel is selected.

The CLEAR/MONITOR button unmutes thereceiver so activity on the selected channel can bemonitored. When pressed and held forapproximately 3 seconds this button togglesconventional channel decoding (Channel Guard,

88

OPERATING TIPSThe following conditions tend to reduce the

effective range of two-way radios and should beavoided whenever possible.

• Operating the radio in low areas of terrain orwhile under power lines or bridges.

• Operating the radio inside of a vehicle or in ametal or steel framed building unless using anoutside antenna.

• Obstructions such as mountains or buildingsbetween the sending and receiving parties.

In areas where transmission or reception is poor, some improvements may be obtained by insuringthat the antenna is vertical. Moving a few yards inanother direction or moving to a higher elevationmay also improve communication.

BATTERY PACKS

CHARGING THE BATTERY PACKAfter receiving a new rechargeable battery pack,

it should be fully charged before placing it intoservice. This also applies to rechargeable batteriesthat have been stored for long periods. When thebattery pack requires charging, the radio will signalthe operator with an alert tone and the radio willdisplay in its LCD.

Page 89: Edacs Lpe-200_user Guide

89

Chargers are available with nominal charge timesof one hour. Combinations include single andmultiposition, rapid charge units. When charging abattery pack that is attached to a radio, always turnthe radio off to ensure a full charge. For specificinstructions refer to the applicable charger OperatingManual. Charging in non-M/A-COM equipment maylead to battery damage and void the batterywarranty.

Batteries which have been stored (charged ordischarged) will generally not be capable of fullcapacity until the batteries have been fully cycled twoor three times. Charging a battery in a M/A-COMrapid charger and discharging the battery pack withthe radio until low battery is indicated is consideredone cycle.

Improvements in the manufacturing of presentgeneration NiCD rechargeable batteries minimize theprobability of M/A-COM batteries developingmemory. It is recommended that on a regular basisthe battery be charged on a M/A-COM rapid chargerand discharged on the radio until the low battery isindicated.

GLOSSARYagency - an agency is composed of multiple fleets.

Units can be programmed to initiate agencycalls to access multiple fleets. (Trunked ModeOnly)

Base/UnitOperation

- a programmed option used in some fleets sounits can only hear and talk to a base dispatchunit, not to other mobiles or personals in thegroup. In this mode of operation, when a unit ina particular group is talking to the basedispatch unit, all other mobile and personalradios in that group will receive a "SystemBusy" tone if they try to access the system.(Trunked Mode Only)

controlchannel

- a radio channel in a trunked system that isused to digitally communicate with the radiosoperating on the system when they are notengaged in active voice communications.

conventionalchannel

- a radio channel (transmit/receive) that isallocated for conventional (non-trunked) useand may be manually selected by the operator.

conventionalmode

- communicating on radio channels allocated forconventional use.

CCT - Carrier Controlled Timer - a programmabletimer that will disable a transmission if the timerlength is exceeded.

CG - Channel Guard - a method of controllingreceiver mute with a tone or digital code.

DynamicRegrouping

- Dynamic Regrouping is a feature which allowsthe System Manager to dynamically programnew groups into selected radios. The SystemManager develops the regrouping plan anddirects the site controller to send each radio theregroup information.

fleet - a fleet of users consists of multiple groups(subfleets). Radios can be programmed tomake fleet calls to simultaneously accessmultiple user groups. (Trunked Mode Only)

Page 96: Edacs Lpe-200_user Guide
