SANTOS – MOCKUS GOVERMENT PLAN

• Health• Proposal of health of Antanas Mockus• " We will make the reforms structural of the health system, on the

base of a dialogue with patients, doctors, nurses, hospitals, insuring, companies and territorial organizations of attention in health, investigators and organizations, to obtain an integral system, with real to coordinate the different sectors that contribute in the benefit of the services, accessible all the population, of quality, equitable and opportune, administered in efficient form, or directed and or managed capacity.

• Proposal of health of Juan Manuel Santos • " We need a commitment by the health to obtain our goals: universal

cover in securing; , Up-to-date and sustainable unified, including, ample POS for all; plotting indicators will be generated that will demonstrate the advances: maternal mortality, infantile morbidity; related to chronic diseases like the hypertension, diabetes, cancer; of quality of the service in terms of access facility.

• We will simplify the institutional design of the health system to improve its administration, to facilitate its supervision and to fight the corruption.

• The definition of a unique plan of benefits in health, anticipated in Law 100 but failed to fulfill until today, and its periodic update, is a first step to solve the financial problems of the system.

• In all regarding the POS, he is essential that is respected the scientific and professional autonomy of the doctors.

• The mechanisms of financing of the health will be reviewed to guarantee the sustainability in the future.

• The use of the resources for the health will be controlled of the strictest way. . We will look for the development of more effective systems of prevention. . We will revitalize the national programs of public health so that they obtain a greater impact.

• We will put emphasis in the fulfillment of the obligations of the territorial beings and the EPS.


• We will realise campaigns and processes of awareness that arrive at all the homes in subjects like sexual education, healthful habits of feeding and promotion of the sport and the healthy life. We will make of the prevention a culture.

• . We will fortify budgetarily and reform, if it is the case, to the organizations that will do possible to orient the system towards the promotion, the prevention and the public health: the Ministry of the Health and the Healthy Life, the National Institute of Health and the INVIMA.
