highlighted, the Subdistrict Head of WestDenpasar, I Made Mudra, continued to buzz theillicit laystalls in his territory. This breakthroughwas made as the last action in his services as sub-district head because he would immediately fillthe new position as Head of Denpasar CulturalServices. Concrete measure had been done to cleanthe locations used as illicit laystall along JalanMahendradata by involving community leaderssuch I.B. With thefunds, reclamation had been undertaken on thebeach in front of the Candidasa Police Stationalong approximately 100 meters. The sameproject had also been carried out on the JasriBeach and Ujung Beach respectively along 100meters. The projects were deliberately givenpriority to beaches undergoing severe abrasionand functioned as public beach to support theCandidasa tourist attraction. Meanwhile,Ujung and Jasri Beach were functioned as pub-lic places. On both beaches, community of theirrespective customary village (desa pakraman)took advantage of the beach for Melasti pro-cession (deva yaj?a) or nganyut (pitri yaj?a).

KUALA LUMPUR - An Indonesian housemaid is cur-rently being treated in a hospital in Malaysia after beingraped and tortured by her employer.

The police in Pulau Penang, Malaysia, have arrested heremployer, ANTARA learned here on Saturday.

Georgetown police chief Gan Kong Meng said the maid,Wifa Indah (26) from East Java, told police she had been hitin the head, hands and legs by a buckle leaving her withserious injuries, according to Malaysian news agencyBernama.

He said she had also said she had been raped many timesby her male employer.

She is now still being treated at a hospital in Pulau Penang.Traces of wounds caused by hot water were seen on her back.

According to the results of a hospital examination, shehad wounds on her genitals, presumably inflicted by acts ofsexual violence.

The police arrested her male and female employers wholive at Jelutong Apartment on Friday.

After working for four months, her employer had onlypaid her RM30 (Rp75,000) and later dumped her on the roadside at Taman Cenderawasih, Nibong Tebal. She had lan-guished there for 12 hours before a passerby took her to theclosest police station.

Southeast Asia’s biggesteconomy expanded 4.5 percent in2009, the third fastest in the Groupof 20, and is poised for acceleratedgrowth in the years ahead, the IMFsaid in an annual report.

But it said foreign investors whoare needed to fund Indonesia’s ex-pansion into a regional powerhousewould be cautious until more is doneto fight rampant corruption and im-prove the rule of law.

“A decisive and successful re-sponse, as well as a decade of soundpolicies and structural reform,helped Indonesia recover quicklyfrom the 2008 global crisis,” the re-port said.

“However, lingering concernsover weak enforcement of the ruleof law, transparency, and governanceissues weigh on market perceptions.Addressing these weaknessesshould be a priority.”

The IMF praised Indonesia’s “re-markable achievements” over thepast decade, as it transformed fromthe Suharto dictatorship into a flour-ishing democracy and recoveredfrom near-bankruptcy in the 1998-1999 Asian financial crisis.

Foreigners have been pouring money into the region’sbiggest economy, which was largely unaffected by the glo-bal financial crisis due to strong domestic demand and lim-ited reliance on wobbly Western export markets.

Another state-owned enterprise, flag carrier Garuda, wantsto raise around 300 million dollars to strengthen its capitalstructure and help fund six new Airbus A330-200 aircraftvalued at 1.15 billion dollars.

“Handicraft products from ourlight industry are still strongly soughtafter in the export market,” PutuBagiada, head of the Bali industryand trade office said Friday. He wasreferring to the substantial growth inexports of Bali’s light industries tothe better economic climate in Eu-rope and the U.S.

Exports of various kinds ofhandicraft items in the January-Julyperiod, he added, were valued at 139million U.S. dollars, an increase of26 percent from the 110 million U.S.dollars during the same period of lastyear. The positive tendency in Bali’sexport performance during the firstsemester of 2010 also occurred in theexport of garments, canned fish andplastic items reaching 112.5 millionU.S. dollars, a 25 percent hike com-pared to the 89.8 million U.S. dol-lars during the January-July 2009 pe-riod.

A rather weak growth in exportsoccurred in fresh marine products,such as tuna, valued at 65.5 millionU.S. dollars during the period, a slightincrease of 4.8 percent from 62.5million U.S. dollars last year.

Exports of agricultural prod-ucts, especially vanilla and the re-nowned Balinese coffee, reached592,600 U.S. dollars, an increase of24.2 percent compared to 447,000U.S. dollars.

INGREDIENTS:200 gr unripe green papaya1 liter chicken stock½ cup spice paste for seafood1 stalk lemon grass bruised2 salam leaves1 tbsp oil48 canned snails, washed and drained1 tsp saltFreshly ground black pepperFried shallots to garnish

PREPARATION:Peel the papaya, cut in half lengthwise and remove

the seeds, then cut it lengthwise in 4 or 6 slices. Cutcrosswise into slices about 0.5 cm thick.

Combine stock, spice paste, lemon grass, salamleaves and oil in a large pot. Bring to boil, and thensimmer for 5 minutes. Add papayas and simmer untilalmost tender. Add the snails and continue cooking untilthe papaya softens.

Season with salt and pepper to taste and garnish withfried shallots.

“The real household con-sumption in sub-Saharan Africa isgrowing around 3.3 percent peryear,” Young said, saying this washigher than official statistics sug-gested.

According to Motsa: “Africangrowth is not as sustainable as some-times said.” Recent food, economicand financial crises have alreadycaused a return of inequalities andevaporation of the middle class.

Local governments lack strat-egies to achieve sustainable growth,with the absence of human capitalthe main handicap.

Problems such as poorinfrastucture are “a real bottleneckon development,” said Wantchekon.

In addition, poverty remainsmassive and the reduction has notyet been significant, said Diagne.

“In oil-producing countrieslike (Democratic Republic of)Congo and Gabon, growth hastended to profit just a tiny part ofthe population and thus increase in-equality,” he said.

Fed expected to wait and seeas economy convalesces

“We believe the bar for furtherstimulus includes some combinationof below-trend growth in real GDP(gross domestic product), a worsen-ing labor market, and heighteneddeflation probabilities,” said Gapen.

LOS ANGELES - Shane Mosley and fellow American Sergio Mora fought to a 12-round drawin a 154-pound non-title fight on Saturday. The 39-year-old Mosley had hoped to earn anotherbig-money fight after his lopsided loss to Floyd Mayweather four months ago, while Mora (22-1-2) was trying to re-establish himself as an elite fighter.

LONDON - Fernando Alonso started his Ferraricareer with a stunning maiden victory in his openingrace in Bahrain in March and he hopes to complete hisdebut season with another win - and the drivers’ worldtitle - when the F1 circus returns to the Gulf in No-vember.

That is for the final race of the year at Abu Dhabi -the fifth of five ‘flyaway’ races outside Europe in thenext two months during which one of the sport’s clos-est and most dramatic title tussles will be decided.

Spaniard Alonso, 29, wants to win his third worldtitle in his opening year with the Italian team and, af-ter a bold victory on home soil at Monza in lastweekend’s Italian Grand Prix, the final race of the yearin Europe, he is convinced he and Ferrari have the po-tential to do it.

He believes Ferrari’s recent point-scoring record inthe last four Grands Prix proves they are now genuinecontenders with a car that can compete on all kinds ofcircuit. “Despite failing to score in Belgium, wherethe accident on the first lap weighed heavily like a stone,Ferrari and I have scored more points than anyone else

Now our aim must be to try and dothe same in the final five races of the championship.”

Alonso added that he was personally very impressedby the superb performance of his pit crew during theItalian race - and the support he had from the entireteam.

So, he said, he went out of his way to thank them allafter the race and made a special visit to the factory atMaranello earlier this week. “I was able to personallythank everyone at the Gestione Sportiva, when they allgathered in the logistics building.

“It was nice to lift the winner’s trophy again in frontof the people who had made the victory possible, start-ing with the guys who did the pit-stop!”

That stop, in 3.4 seconds, was the key to Alonso’striumph ahead of defending champion Briton JensonButton of McLaren. The Englishman’s stop took 4.2seconds and that slight advantage gave Alonso the edgeand the momentum for victory.

“I think we have a strong team, a great car now anda great spirit,” he said. “We can do the job if we arecalm and consistent in the last five races.”
