TRICKS OF THE TRADE Jim Washington had an Interesting list of caving equipment that yall shOu-ld carry----He -made a- t-ip--c I e-anersurvey -compass- out of a Bic lighter that had a shoestring threaded thru a hole In the bottom his tip cleaner was attached to one end of the shoestring and a Silva to the other easy to find in your pack in the dark ALSO keep an array of bottles in various sizes with goodies stashed inside ( ie a toothbrush in the dump bottle to get out stuck carbide) his special treats are kept in a Fred Flinstone shaped bottle again easy to find in a dark packed pack He also recommends pop-top foods and had many uses for good 01 duct tape

a petition which gives reason for the recall of any NSS Director or any Officer of the Society the B06 will be required to 3ail a ballot to every regular or

higher lelber of the NSS If bOt of the ballots are returned within sixty days of the ailing with a yes vote then the person(s) listed on the recall ballot shall be reloved fro the B06 and lay not serve again as a BOS letber for a period of four years frol the date of recall

OTR 87 Is Coming Even as we write another hard-working crew is up at the OTR site in Dailey for a lajor work weekend (July 18 and 19) Put August 22 on your calendar now and plan to go up and contribute to sale of the lastshyminute details TOl Nillials (703) 951-7883 is laster-linding that weekend

There will also be wor to be done as cavers report for the long weekend and work when itmiddots all over to lake sure things are cleaned up And we suggest that you will enhance your enjoYlent of OTR by a stint of service as a gate quard or a registrar its a fanshytastic way to see a lot of people you lay liss if you

stay in your own area with lostly your own grotto buddies

In case you lissed it a pre-registration fori for OTR is included in this issue ake photocopies if you need extra forls Th deadline for pre-registration is very close but if you receive this by the cancellashytion deadline of August 11 and pop it back into the ail with check it shuuld be received in tie Preshyregistration saves work for the registration staff on site and saves you having to wait in line to have your paYlents processed through the cash register

site for Labor Days extravaganza but it couldnt be

better in ters of reporting on progress with HR1975

the Federal Cave Resources Protection Act of 1987 As

I Nrite it was only yesterday (July 2l) that a good

turnout of cavers (lastly VAR lebers) heard

governlent representatives and environental (lastly

speleological) people lake presentations about HRI975

before the Subco mittee on National Parks and Public

lands of the Houses COI ittee un Interior and Insular

Affairs As i5 custolary only a feN subcollittee

ebers turned up and those were favorably inclined

for the ost part although a New exico legislator

at first objected because we had not included caves on

Indian lands in the protective leasures I think he

eventually realized that the cission Mas not eant to

slight Indians but Mas a recognition of their right to

deterline for thelselves what happens on Indian lands

Caves are considered by lany as a unique natural

non-renewable resource Mith ilportant scientific

educational and scenic resources including

specialized lineral forlations known as speleothels

and plants and anials which lay have undergone

adaptation to survive in a cave environlent At

present there are approxiately 40000 known caves in

the United STates A significant nUlber of these

caves are located on federal lands including over

4200 caves on BL and Forest Service lands alone

Concerns have been raised that vandalisl cOltercial

exploitation and recreational abuse are causing dalage

and the loss of natural and cultural cave resources

and that present federal law is inadequate to

cOlprehensively provide for the protection of cave resources Caves located on public lands are

currently lanaged under general land lanagelent laws

but these laMS neither expressly provide cOlprehensive

authority for the lanage ent of cave resources nor

forlally state a policy regarding the ilportance of

caves and cave resources on federal lands

HR 1975 provides the Secretaries of Interior and

Agriculture Mith specific authority to lanage Federal

cave resources and directs that caves be considered in

land lanageent planning The bill authorizes the

Secretaries under certain conditions to withhold

information on the nature and location of a cave Mhen

disclosure of such inforation Mould create a

substantial risk of harM to cave resources Further

the legislation establishes a perit systel for the

collection and reoval of any natural resource froe

caves and provides civil and criinal penalties for violations of this Act

TRICKS OF THE TRADE Jim Washington had an Interesting list of caving equipment that yall shOu-ld carry----He -made a- t-ip--c I e-anersurvey -compass- out of a Bic lighter that had a shoestring threaded thru a hole In the bottom his tip cleaner was attached to one end of the shoestring and a Silva to the other easy to find in your pack in the dark ALSO keep an array of bottles in various sizes with goodies stashed inside ( ie a toothbrush in the dump bottle to get out stuck carbide) his special treats are kept in a Fred Flinstone shaped bottle again easy to find in a dark packed pack He also recommends pop-top foods and had many uses for good 01 duct tape

site for Labor Days extravaganza but it couldnt be

better in ters of reporting on progress with HR1975

the Federal Cave Resources Protection Act of 1987 As

I Nrite it was only yesterday (July 2l) that a good

turnout of cavers (lastly VAR lebers) heard

governlent representatives and environental (lastly

speleological) people lake presentations about HRI975

before the Subco mittee on National Parks and Public

lands of the Houses COI ittee un Interior and Insular

at first objected because we had not included caves on

Indian lands in the protective leasures I think he

Caves are considered by lany as a unique natural

non-renewable resource Mith ilportant scientific

educational and scenic resources including

specialized lineral forlations known as speleothels

and plants and anials which lay have undergone

adaptation to survive in a cave environlent At

present there are approxiately 40000 known caves in

the United STates A significant nUlber of these

caves are located on federal lands including over

4200 caves on BL and Forest Service lands alone

Concerns have been raised that vandalisl cOltercial

exploitation and recreational abuse are causing dalage

and the loss of natural and cultural cave resources

and that present federal law is inadequate to

cOlprehensively provide for the protection of cave resources Caves located on public lands are

currently lanaged under general land lanagelent laws

but these laMS neither expressly provide cOlprehensive

authority for the lanage ent of cave resources nor

forlally state a policy regarding the ilportance of

caves and cave resources on federal lands

HR 1975 provides the Secretaries of Interior and

Agriculture Mith specific authority to lanage Federal

cave resources and directs that caves be considered in

land lanageent planning The bill authorizes the

Secretaries under certain conditions to withhold

information on the nature and location of a cave Mhen

disclosure of such inforation Mould create a

substantial risk of harM to cave resources Further

the legislation establishes a perit systel for the

collection and reoval of any natural resource froe

caves and provides civil and criinal penalties for violations of this Act

better in ters of reporting on progress with HR1975

the Federal Cave Resources Protection Act of 1987 As

I Nrite it was only yesterday (July 2l) that a good

turnout of cavers (lastly VAR lebers) heard

governlent representatives and environental (lastly

Caves are considered by lany as a unique natural

non-renewable resource Mith ilportant scientific

educational and scenic resources including

specialized lineral forlations known as speleothels

and plants and anials which lay have undergone

adaptation to survive in a cave environlent At

present there are approxiately 40000 known caves in

the United STates A significant nUlber of these

caves are located on federal lands including over

4200 caves on BL and Forest Service lands alone

Concerns have been raised that vandalisl cOltercial

exploitation and recreational abuse are causing dalage

and the loss of natural and cultural cave resources

and that present federal law is inadequate to

cOlprehensively provide for the protection of cave resources Caves located on public lands are

currently lanaged under general land lanagelent laws

but these laMS neither expressly provide cOlprehensive

authority for the lanage ent of cave resources nor

forlally state a policy regarding the ilportance of

caves and cave resources on federal lands

HR 1975 provides the Secretaries of Interior and

Agriculture Mith specific authority to lanage Federal

cave resources and directs that caves be considered in

land lanageent planning The bill authorizes the

Secretaries under certain conditions to withhold

information on the nature and location of a cave Mhen

disclosure of such inforation Mould create a

substantial risk of harM to cave resources Further

the legislation establishes a perit systel for the

collection and reoval of any natural resource froe

caves and provides civil and criinal penalties for violations of this Act

and that present federal law is inadequate to

cOlprehensively provide for the protection of cave resources Caves located on public lands are

currently lanaged under general land lanagelent laws

but these laMS neither expressly provide cOlprehensive

authority for the lanage ent of cave resources nor

forlally state a policy regarding the ilportance of

caves and cave resources on federal lands

HR 1975 provides the Secretaries of Interior and

Agriculture Mith specific authority to lanage Federal

cave resources and directs that caves be considered in

land lanageent planning The bill authorizes the

Secretaries under certain conditions to withhold

information on the nature and location of a cave Mhen

disclosure of such inforation Mould create a

substantial risk of harM to cave resources Further

the legislation establishes a perit systel for the

collection and reoval of any natural resource froe

caves and provides civil and criinal penalties for violations of this Act

a petition which gives reason for the recall of any NSS Director or any Officer of the Society the B06 will be required to 3ail a ballot to every regular or

higher lelber of the NSS If bOt of the ballots are returned within sixty days of the ailing with a yes vote then the person(s) listed on the recall ballot shall be reloved fro the B06 and lay not serve again as a BOS letber for a period of four years frol the date of recall

There will also be wor to be done as cavers report for the long weekend and work when itmiddots all over to lake sure things are cleaned up And we suggest that you will enhance your enjoYlent of OTR by a stint of service as a gate quard or a registrar its a fanshytastic way to see a lot of people you lay liss if you

stay in your own area with lostly your own grotto buddies

off as far as getting you out to help ready the OTR

site for Labor Days extravaganza but it couldnt be

better in ters of reporting on progress with HR1975

the Federal Cave Resources Protection Act of 1987 As

I Nrite it was only yesterday (July 2l) that a good

turnout of cavers (lastly VAR lebers) heard

governlent representatives and environental (lastly

speleological) people lake presentations about HRI975

before the Subco mittee on National Parks and Public

lands of the Houses COI ittee un Interior and Insular

Affairs As i5 custolary only a feN subcollittee

ebers turned up and those were favorably inclined

for the ost part although a New exico legislator

at first objected because we had not included caves on

Indian lands in the protective leasures I think he

eventually realized that the cission Mas not eant to

slight Indians but Mas a recognition of their right to

a petition which gives reason for the recall of any NSS Director or any Officer of the Society the B06 will be required to 3ail a ballot to every regular or

higher lelber of the NSS If bOt of the ballots are returned within sixty days of the ailing with a yes vote then the person(s) listed on the recall ballot shall be reloved fro the B06 and lay not serve again as a BOS letber for a period of four years frol the date of recall

Aong the work projects that have had attention this SUller (sole lay not be finished are spreading gravel (delivered in a huge pile) as needed on road loops Ditching to drain off the swalp area across the bridge Tagging baby trees to protect thel so that sOle day we will have good shaded sites Installation of a new water heater and new water tank area (the old one was converted to a shed) Painting and staining of sOle woodwork Spraying for poison ivy and other weeds

There will also be wor to be done as cavers report for the long weekend and work when itmiddots all over to lake sure things are cleaned up And we suggest that you will enhance your enjoYlent of OTR by a stint of service as a gate quard or a registrar its a fanshytastic way to see a lot of people you lay liss if you

stay in your own area with lostly your own grotto buddies

the Federal Cave Resources Protection Act of 1987 As

I Nrite it was only yesterday (July 2l) that a good

and the loss of natural and cultural cave resources

and that present federal law is inadequate to

cOlprehensively provide for the protection of cave resources Caves located on public lands are

currently lanaged under general land lanagelent laws

but these laMS neither expressly provide cOlprehensive

authority for the lanage ent of cave resources nor

forlally state a policy regarding the ilportance of

caves and cave resources on federal lands

HR 1975 provides the Secretaries of Interior and

Agriculture Mith specific authority to lanage Federal

cave resources and directs that caves be considered in

land lanageent planning The bill authorizes the

Secretaries under certain conditions to withhold

information on the nature and location of a cave Mhen

disclosure of such inforation Mould create a

substantial risk of harM to cave resources Further

the legislation establishes a perit systel for the

collection and reoval of any natural resource froe

caves and provides civil and criinal penalties for violations of this Act
