Join us, be with us and enjoy the stay! n _ ORIENTATION OF MPPG PROGRAM 2009 The Master in Public Policy & Governance (MPPG) Program of North South University has stepped into the second year of its journey. The path had not been smooth, but yet; enjoyable and fruitful. The program started with a vision to cater the academic and professional needs of mid level working professionals of the public bureaucracy, development executives/ managers ofNGOs and different national and international agencies. Attracting the students from both home and abroad, the program now has a total of 44 students in two batches compnsmg students from Bangladesh, Nepal and Sri Lanka. This newsletter documents the glorious events and activities of Fall 2009 semester and a part of the Spring 2010 semester. It also records the upcoming events as well as flashing news of the program which might interest you to participate yourself in or recommend someone to join the program. Deputy Head of Mission mentioned that. developing countries need to formulate policies which would be compatible to local. environments and hoped that NSU through this program would make significant contributions towards policies and good governance. Mr. M.A. Kashem, the Chairman, Board of Governors, NSU Foundation, remarked, "Policies and Practice need to go hand-in-hand and reiterated the crucial need to establish trust in the people through good governance ". The Vice Chancellor Dr. Siddiqi thanked the students for taking a wise decision by enrolling here and assured them of the High-quality education which had been designed to suit local-needs in light of regional context. Both the old and new students expressed their keen interest in the MPPG Program. The Department of General & Continuing Education at North' South University (NSU) held "Orientation Ceremony for 2nd Batch of Students in Master in Public Policy 'and Governance" (MPPG) on 10 August in NSU's own campus at Bashundhara. H.E. Ingebjorg Stofring, Ambassador, the Royal Norwegian Embassy was the Chief Guest, while Mr. H.M.T.D. Herath, Deputy Head of Mission, the High Commission of the Democratic Socialist Republic .of Srilanka and Mr. M.A. Kashem, Chairman, Board of Governors, NSU Foundation were the Special Guests. Dr. Hafiz G.A. Siddiqi, Vice Chancellor of NSU Chaired the session. Professor Khaliquzzaman M. Elias Chair, Department of GCE and Coordinator, NOMA-MPPG Program, Professor Salahuddin M. Aminuzzaman, Director of NOMA-MPPG Program were present among others. The Chief Guest H.E. Ingebjorg Stofring, Ammbassador, the Royal Norwegian Embassy, in her deliberations said that Norway was one of the poorest countries in Europe but strong investment in education had turned it into one of the rich countries in .the world. ORIENTATION OF MPPG PROGRAM 2009

The Master in Public Policy &Governance (MPPG) Program of NorthSouth University has stepped into thesecond year of its journey. The path had notbeen smooth, but yet; enjoyable andfruitful.

MPPG Program of the Department of General andContinuing Education (GCE) at North South University(NSU) signed a.project contract on "Training on ChangeManagement" with the United Nations DevelopmentProgram (UNDP) Bangladesh on 26 August 2009. Prof.Hafiz G.A. Siddiqi, the Vice Chancellor of NSU signedthe contract for NSU whereas Mr. Stefan Priesner,Country Director, UNDP Bangladesh, signed it forUNDP.

The MPPG program of GCE department got thisproject through an open international bidding. TheChange Management Training project is one of its kindwhere . the Government of Bangladesh, UNDP

.Bangladesh and a Private University is working inpartnership for capacity development of the governmentofficials of Bangladesh. This is an eight month duration

• training project funded by UNDP to train a total oftwenty (20) mid-level (mostly senior assistant secretary)

• government officials of People's Republic of Bangladeshon "Change Management" in two batches of three

• months each. The training program provides with all theclass room' facilities, logistic supports, food (snacks andlunch) during the training sessions, transportationfacilities and accommodation facilities for the onescoming from outside of Dhaka.

The training program started on 25 October 2009at NSU and the Inauguration Ceremony of the ChangeManagement Training Program was held on 16November 2009 at North South University premises.

Department of General and Continuing Educationorganized a seminar, "Branding and BangladeshDiplomacy" 0rt 22 November, 2009 at 3:00pm in NAC415.The seminar was presided over by Dr. Khaliquzzaman MElias, Chairman, GCE Department. Mr. MohammadMijarul Quayes, Secretary, Ministry of ForeignAffairs ,Government of the People's Republic ofBangladesh, presented the keynote paper followed by alively discussion and questions by students and faculty ofthe university.

Meanwhile, the training of the first batch (8 participants)was successfully completed on 21 January 2010. All theparticipants had class room training sessions including 10modules as well as local field visits of best practice sitesand a foreign visit in the Civil Service College,Singapore to get hand-on experience in addition to theclass room training sessions. The second batch of thetraining started on 1 February 2010. It has a total numberof 12 participants.

Dr. Rahman, in his presentation, focused on theimpacts of the recession on Bangladesh and the initiativestaken by tlfe Government of Bangladesh and the BangladeshBank in upholding the public demand followed by long termpolicy initiatives.

Dr. Judith Johnston and Dr. Ishtiaq Jamilvisited the MPPG Program in Fall 2009.Both of them gave a few lectures on 2MPPG courses and had lecture sessionsfor the Change Management Training aswell.

Dr. Ishtiaq Jamil started his careeras a civil servant in Bangladesh. Hecompleted his Ph.D. on AdministrativeCulture in Public Administration ofBangladesh. Currently he is teaching atthe Department of Administration andOrganization Theory at the University ofBergen and acting as the coordinator ofMPA program as well as the Norwegiancoordinator of MPPG program of NorthSouth University. Both these graduateprograms train the civil servants fromAfrica, Latin America, East Europe andSouth and South East Asia. Dr. Jamil hasvast experience of developing coursecurriculum and training module for civilservants. He lectured on QuantitativeResearch Methodology for the MPPGstudents and on Preparing the CM teamand leadership for the trainingparticipants.

17 October 2009 at NSUpremises. The program includedchorus songs, solo songs of bothstudents and their familymembers, recitation of poem,telling jokes, a small skit anddances. The audience includingthe Chair of GCE, Director,Deputy Director, Foreign andnational faculty members, staffand students of the MPPGprogram enjoyed the evening tothe fullest.

Dr. Judith is an AssociateProfessor of School of Management atUniversity of Technology in Sydney,Australia. She has been one of theinternational experts in formulating theinitial Change Management Program ofUNDP Bangladesh. She is an expert onChange Management, Governance ofPublic-Private Partnership, PerformanceMeasurement, Strategic Management,Strategic Public Governance, NewPublic Management etc. She lectured onOrganization Theory and Behavior forthe MPPG students and sessions on
