PREFACE This handbook is a general reference to supplement the Lamar University graduate students in the Department of Educational Leadership and Technology (hereinafter referred to as the “Department”) regarding departmental and College of Education and Human Development requirements as well as policies and procedures. The handbook is a guide to provide information to the candidate regarding orientation to the program, enrollment, implementation progress and successful completion of a master’s degree or certification. The word candidate in the handbook is defined to be all persons enrolled in a master’s degree or certification program. Each candidate is responsible for the contents of the handbook and must acknowledge understanding and acceptance of all policies and procedures through digital signature in the first course (submitted to Tk20). When enrolling in the program, students agree to accept responsibility for informing themselves, for following policies and procedures, and for meeting the requirements to qualify for a master’s degree or certification. Failure to read the handbook does not excuse candidates from the requirements and regulations described herein. While the information presented here is as accurate as possible as of the date of publication, the Department reserves the right to make necessary changes as future circumstance may require without further notice.

Introduction The Lamar University educational leadership faculty has a strong commitment to provide an exemplary preparation program for aspiring school administrators in a high-stakes accountability environment. There is a strong nexus between intended student outcomes of the preparation program and the expectations for administrators to lead highly effective schools. The program is committed to preparing school leaders who have a passion about the importance of quality leadership and a clear understanding of how to positively impact student learning and achievement. To prepare school leaders with the leadership and management skills needed to improve student learning in a variety of school environments, the program includes the following principles:

•   Provide relevant and rigorous coursework that closely aligns with expectations for school building and district leaders.

•   Provide relevant and rigorous field-based practicum/internship activities organized around the Texas Educator Preparation Standards and ELCC (Educational Leadership Constituent Council) Standards.

•   Collaborate closely with campus mentors to plan and supervise practicum/internship activities.

•   Deliver instruction and supervision by faculty members who have experience, skills, and knowledge in school leadership at the building and district levels.

Practicum/Internship Purpose

The principal preparation practicum/internship experience provides candidates with an opportunity to integrate theory and practice through meaningful and relevant field-based experiences associated with the principalship under the supervision of a campus mentor and Lamar University faculty. Specific activities will be selected collaboratively by the candidate and the campus mentor from the Lamar University Practicum Plan. This intensive field experience will provide the candidate with an opportunity to reflect upon and gain confidence in their abilities to fulfill a principal role. The practicum/internship experience meets the Texas Educator Preparation Standards as well as the ELCC (Educational Leadership Constituent Council) Standards. Objectives of the Practicum/Internship

•   To provide the candidate with an opportunity to analyze aspects related to the role of the

principal. •   To guide the candidate in understanding and evaluating leadership theory in terms of

practice. •   To provide the candidate with the experience of carrying out administrative

responsibilities. •   To enable the candidate to learn from the experiences of a campus mentor and university

field supervisors and practicum coaches. •   To help the candidate develop professional dispositions.

The Practicum/Internship* The practicum/internship is possibly the most important aspect of the preparation of school principals. An increasing body of research shows that it is during field experience that the aspiring principal develops the model of the type of administrator he or she will become. Through the practicum/internship, the aspiring principal works with one or more mentors to practice skills, knowledge and attitudes developed through the classroom portion of the program. In addition, the candidate is exposed to practical aspects of administration. The practicum/internship represents a cooperative effort between school districts and the university. All states require a practicum/internship* for candidates that wish to receive principal licensure. Although some students in this program may not want to become building principals, most school districts require a principal license for any building or district-level leadership position. Thus, the principal license allows future school leaders to be eligible for a range of administrative positions. Basically, the practicum/internship for the master’s and certification programs are designed to provide the necessary knowledge, skills, and dispositions to lead. Although most practicums/internships are typically a one-semester experience, national accreditation organizations are now requiring a minimum of a 6-month practicum/internship while they highly recommend one full year. The Lamar practicum/internship begins after the successful completion of EDLD 5311 and spans across the remainder of the candidate’s program. The Department of Educational Leadership requires master’s candidates to complete a minimum of 300 practicum/internship hours and 38 activities and principal certification only candidates to complete a minimum of 235 practicum/internship hours and 38 activities. Additional practicum/internship requirements are included in this handbook. Grades are not determined by the number of hours over the minimum but by the quality of the candidate’s work. These hours are obtained from completing activities outlined in the practicum/internship plan. These practicum/internship hours are the hours completed on the candidate’s campus included in their practicum plan and have been approved by the campus mentor in the first course, EDLD 5311. This includes hours spent on the action research project completed for master’s degree candidates and the family-school-community relations project completed by principal certification only candidates. The practicum plan also serves as the log for documenting hours completed. Candidates are required to fill out each section of the log with date, hours spent, and a reflection. Reflections should be a minimum of 200 words and follow the Gibbs Reflective Cycle. It is strongly advised that candidates complete logs each week. Candidates will begin logging practicum/internship hours following approval of their practicum plans and completion of the first course, EDLD 5311. * According to Texas Administrative Code Title 19 Part 7 Chapter 228 Rule §228.35 Preparation Program Coursework and/or Training states candidates seeking professional certification as a superintendent, principal, school counselor, school librarian, or an educational diagnostician, each educator preparation program shall provide a practicum, as defined in §228.2 of this title, for a minimum of 160 clock-hours. For the purpose of this program, the practicum as outlined in TAC §228.35 is referred to by Lamar University’s Department of Educational Leadership’s master’s programs as a practicum that meets and exceeds the requirements set aside by TAC §228.35. The Program Director retains the right to modify or change the practicum experience to be more fully responsive to the goals of the program.

** Note: A practicum/internship checklist can be found in the Educational Leadership Practicum Orientation Course. Please use this checklist to stay on track with the practicum/internship requirements. Failure to meet any of the requirements outlined in each course will result in failure of that course and the requirement to retake the course. In addition, failure to meet these requirements may result in a department hold on continuation in the program until requirements are met.

Admission to the EDLD Master’s and Principal Certification Program Practicum/Internship Master of Education in Educational Administration, Master of Education in Educational Technology Leadership, and Principal Certification Only candidates must successfully complete the following program requirements in the first course to be approved to begin the practicum/internship:

1.   Completion of EDLD 5311 Fundamentals of Leadership 2.   Completion of the Practicum Plan 3.   Submission of the following required artifacts to Tk20 course binder:

a.   Self-disposition b.   Cultural Diversity Survey c.   Signed Practicum Plan d.   Letter of Acceptance to the program e.   Practicum Application with assurances

4.   Submission of the following to Tk20 portfolio: a.   Campus mentor contact information b.   Field Observation Video #1(Observing) c.   Copy of teacher certification d.   Copy of official service record

** Note: Out of state/out of country students are not eligible for Texas Principal Certification

unless the student has completed the required practicum/internship hours on a TEA approved campus. Out of state students should check with their state department of education to determine if there are specific state requirements needed.

Practicum/Internship Requirements Practicum/Internship Site

According to Texas Administrative Code, a practicum/internship experience must take place in an actual school setting rather than a distance learning lab or virtual school setting. This means that the candidate cannot conduct the practicum/internship activities in a virtual school environment.

Campus Mentor

Candidates are required in EDLD 5311 to secure a campus mentor. This mentor is required to hold a valid principal certification and be a school administrator on a TEA approved public or private PK-12 campus. In most cases, candidates choose their building principal to be the campus mentor.

This is a good practice, as the candidate will need approval from the building principal to conduct candidate activities in the school. It is also beneficial to the candidate, as the building principal recommendation for obtaining an administrative position is typically required. In some unique cases, candidates choose an assistant principal or a principal at another school for a variety of reasons, including the principal not having the time to supervise or other reason. ** Note: Central Office cannot be considered a practicum/internship site and Central Office

Administrators cannot serve as campus mentors. Remember that the campus mentor and the people with whom the candidate works will observe and evaluate the candidate’s experience. In other words, the candidate’s reputation as a future principal/leader is formed by his/her efforts and accomplishments during the practicum/internship. Effective candidates recognize needs and demonstrate initiative without being told by fulfilling the tasks they have agreed to complete. The candidate’s support of the school and district leaders, as well as the campus mentor, is essential. It is highly recommended that the candidate meet regularly and build an open, honest, and trusting relationship with his/her campus mentor. It is the responsibility of candidates to maintain accurate information regarding their campus mentor in their Tk20 practicum portfolio. In the event that the candidate changes schools, or the candidate’s campus mentor changes schools, retires, etc., the candidate must choose another campus mentor and indicate that change in the candidate’s Tk20 portfolio campus mentor tab. Failure to maintain accurate records may result in dismissal from the program. Practicum/Internship Activities and Hours

•   Masters of Education in Educational Administration or Educational Technology Leadership

Candidates and their campus mentors will collaboratively select practicum/internship activities from the Lamar University Department of Educational Leadership and Technology Practicum Plan. A total of 38 practicum/internship activities and a minimum of 300 hours are required.

•   Candidates in the master’s degree programs (Educational Administration or Educational Technology Leadership) will be enrolled in two courses focused on practicum/internship requirements and leadership knowledge and skills. The first course, EDLD 5397, is taken as the 7th course in the program. In this course, candidates will submit documentation of meeting practicum/internship requirements, share and compare learning with other candidates, and resolve any issues or concerns. Candidates are expected to have completed at least 150 hours and 15 of the required 38 activities of their practicum/internship by this half-way point. Prior to the candidate’s last course, EDLD 5398, the candidate is expected to have completed all 300 practicum/internship hours and all 38 required activities, as well as other practicum/internship requirements outlined in this handbook. This final course will provide the time and guidance to complete the Final Candidate Report and evaluations.

•   Principal Certification Only Program

Candidates and their campus mentors will collaboratively select practicum/internship activities from the Lamar University Department of Educational Leadership and Technology Practicum Plan. A total of 38 practicum/internship activities are required and a minimum of 235 hours are required. Candidates, who already hold a master’s degree, and are enrolled in the principal certification only program, will be enrolled in one course focused on practicum/internship requirements and leadership knowledge and skills, EDLD 5398. Prior to enrollment in EDLD 5398, candidates are expected to have completed all 235 practicum/internship hours and all 38 required activities as well as other practicum/internship requirements outlined in this handbook. This final course will provide the time and guidance to complete the Final Candidate Report and evaluations.

** Note: If candidates are not currently enrolled in courses for the duration of one semester or longer, they cannot complete their practicum/internship hours.

Field-based Requirements

•   Field Observation Videos

Universities in Texas that award master’s degrees and submit recommendations for administrative certification are required to have university personnel conduct observations and provide feedback to candidates and their campus mentors. In most universities, these are faculty that can make site visits to small numbers of students that live and work near the university. Since Lamar University enrolls students throughout the US, candidates’ observations are video-based. Candidates are required to submit three 45-minute videos: an observing, a participating, and a leading video. The videos will be evaluated and feedback will be provided by Lamar University field supervisors. Failure to submit the video assignment in the courses outlined below will result in the candidate being placed on academic hold, and the candidate will not be permitted to enroll in 5397 and/or 5398. This will impact the candidate’s graduation or completion date, enrollment cycle, completion of practicum/internship activities, and financial aid. Additional information regarding these video requirements can be found in the Practicum Orientation Course in which students will self-enroll during EDLD 5311.

o   Educational Administration Master’s candidates are required to submit the field

observation videos to the Tk20 portfolio and Blackboard (Bb) in EDLD 5311, EDLD 5352, and EDLD 5335. In EDLD 5311, candidates will submit their observing video. In EDLD 5352, candidates will submit their participating video, and in EDLD 5335 candidates will submit their leading video.

o   Educational Technology Leadership Master’s candidates are required to submit the field observation videos to the Tk20 portfolio and Blackboard (Bb) in EDLD 5311, EDLD 5352, and EDLD 5363. In EDLD 5311, candidates will submit their observing video. In EDLD 5352, candidates will submit their participating video, and in EDLD 5363 candidates will submit their leading video.

o   Principal certification candidates are required to submit the field observation videos

to the Tk20 portfolio and Blackboard (Bb) in EDLD 5311, EDLD 5352 and EDLD 5345. In EDLD 5311, candidates will submit their observing video. For the participating and leading videos, candidates will submit the participating video in the first of the two courses (EDLD 5352, EDLD 5345), and then the leading video will be submitted in the second of these two courses. For example, if a student takes EDLD 5311 and follows with EDLD 5345 he/she will submit the participating video in EDLD 5345 and then the leading in EDLD 5352. If a student takes EDLD 5311 and then EDLD 5352 the participating video will be submitted in that course and the leading video will be submitted in EDLD 5345.

•   Interactive Web Conferences with Practicum Coaches

A value-added component of the Lamar University Department of Educational Leadership is the opportunity to interact with colleagues and experts in the field of school administration and leadership. Candidates find this component valuable and informative. Therefore, in addition to the field observation video submissions, all candidates are required to attend interactive web conferences with Lamar University practicum coaches. Failure to attend any of the three required interactive web conferences will result in the candidate being placed on academic hold, and the candidate will not be permitted to enroll in 5397 and/or 5398. This may impact the candidate’s graduation or completion date, enrollment cycle, completion of practicum/internship activities, and financial aid. The interactive web conferences may consist of Adobe web conferences, Skype meetings, chat rooms, or other interactive sessions. Candidates will need a camera and microphone in order to actively participate in these web conferences. Web conferences may also include campus mentors when needed. The interactive web conference will last 45-60 minutes. It is the candidate’s responsibility to ensure that Lamar has a record of attendance in the three interactive web conferences and to submit a reflection of each of the web conferences attended to candidate’s Tk20 portfolio. Lamar University practicum coaches will contact each candidate through their Lamar email account to schedule the three required interactive web conferences that will occur in each of the three courses identified. During the interactive web conference, candidates should have their practicum plan available for review. Candidates are fortunate to have experienced leaders to assist them and provide feedback on their practicum/internship progress. Please utilize this valuable resource for learning more about school leadership. Please direct specific course and program questions to the course professors or the department director.

**Note: The interactive web conferences led by practicum coaches are not the same as the weekly web conferences led by course professors.

o   Master’s Candidates are required to attend the interactive web conferences in EDLD

5301, EDLD 5397, and EDLD 5398 led by Lamar University practicum coaches. The documentation of attendance will be submitted in 5301, 5397, and 5398.

o   Principal Certification Candidates are required to attend interactive web conferences in EDLD 5344, EDLD 5345, and EDLD 5398 led by Lamar University practicum coaches. The documentation of attendance will be submitted in 5344, 5345, and 5398.

Program Course Rotation Master of Education in Educational Administration

The Master of Education in Educational Administration degree is designed to prepare candidates for professional careers in school leadership. This degree and certification prepares candidates for:

•   The TExES 068 Principal Certification Exam •   Organizational leadership and decision-making •   The design and implementation of instruction for student achievement •   Management of the organization and its operations •   Human resource development •   Building parent involvement and community support.

This is an 18-month program. Candidates are required to complete 12 courses – 36 hours.

Master of Education in Education Technology Leadership The Master of Education in Education Technology Leadership degree includes opportunities for candidates to design, implement, and assess technology-based projects connected to technology and curriculum standards. The program also provides the opportunity to acquire critical leadership skills necessary to complete the principal certification examination. This is an 18-month program. Candidates are required to complete 12 courses – 36 hours. Principal Certification Only Program The Professional Preparation Program for Principal Certification allows educators with a regionally-accredited master’s in any field to continue their professional development in school leadership and administration. Candidates must have a teaching certificate and two years of practical teaching experience. This is a 9-month program. Candidates are required to complete 6 courses – 18 hours. A certificate of completion is issued after the candidate completes the required 18 hours.

Phases of the Practicum/Internship Masters of Education in Educational Administration or Education Technology Leadership The Education Administration or Educational Technology practicum/internship is divided into three phases. Each phase proceeds in alignment with the order of the course or courses taken. You are expected to complete 300 campus-based hours, keep practicum log current, and submit various forms or course assignments in each stage. Lamar Competency Exam (LCE) The Lamar Competency Exam (LCE) is an exam that all program candidates must complete and score a minimum of 80%. The LCE is required for program completion, graduation, and approval to take the TExES 068. Master’s candidates will be eligible to take the LCE in EDLD 5397 and Principal Certification Only in EDLD 5352. Candidates will receive an email sent to their Lamar email from Dr. Cortez-Rucker giving instructions on how to enroll in the course where the LCE is administered. The course contains preparation materials that will assist in candidates in passing the LCE and the

TExES 068 Principal Exam The State Board for Educator Certification (SBEC) has approved Texas educator standards that delineate what the beginning educator should know and be able to do. These standards, form the basis for the Texas Examinations of Educator Standards (TExES) program. The Texas Examinations of Educator Standards (TExES) Principal test measures the content and professional knowledge required of an entry-level principal or assistant principal in Texas public schools. To be eligible for approval to take the TExES 068, candidates must complete the following procedures. Please do not begin the application process until all requirements are met.

•   Students are required to score an 80% or better to on Lamar Competency Exam (LCE) to be approved to take the TExES 068.

•   Candidates must apply to take the TExES 068 in Tk20. Go to Application Section > Create > Select TExES Application Principal.

Important information from the Texas Education Agency Beginning September 1, 2015 candidates will be limited to four attempts to retake any educator certification examination. The Texas Education Agency (TEA) is implementing this change to Texas Education Code §21.048 in response to HB 2205, 84th Texas Legislature, 2015. The State Board of Educator Certification (SBEC) may prescribe rules in the Texas Administrative Code to administer these changes. An individual will have five attempts to take a certification examination. The five attempts include the first attempt to pass the examination and four retakes. The five attempts include any of the test approval methods (PACT, EPP, out of state, charter, and CBE). If the individual is unable to successfully pass the examination after five attempts, the individual will not be allowed to take the examination again unless the SBEC waives the limitation for good cause. If an individual is not able to pass an examination that is a requirement for a given certification, the individual will not be able to be issued a probationary or standard certificate in that certification field. Tk20 Tk20 is the official electronic portfolio software of Lamar University College of Education and Human Development. Program required signature assessments, practicum logs, mentor evaluations and other documents are archived through the Tk20 secure portal. All signature assessments will be graded via Tk20, available at http://lamar.tk20.com. It is the responsibility of each student pursuing any degree or certification as an educator to purchase an account to access and use Tk20. The account activation fee is considered a professional expense incurred as a part of an educator preparation program. The user account may be utilized for seven years from the activation date. For assistance with purchasing or using Tk20, contact the Lamar Tk20 helpdesk at [email protected] or call 409-880-7608. As part of program requirements, documentation of the candidate’s course and practicum/internship requirements must be submitted in a timely fashion to Tk20. Failure to submit the required items will delay the candidate’s graduation and/or program completion. The practicum checklist outlining requirements can be found in the Bb Practicum Orientation Course. Reflection Reflection, or the process of critically thinking about one’s behaviors, attitudes, beliefs and values, has been identified as an important part of any learning process. As an experiential learning model, reflective practice is considered an integral part of the learning cycle. Experience leads to observation, reflection about that experience, and ultimately the development of new insights or conclusions which shape different action in the future. The practicum/internship requires the candidate to reflect on experiences for two main reasons: It promotes learning, and it is a habit that successful leaders employ. It is highly recommended that candidates reflect on completed activities while the experience is fresh in their minds. Delaying reflective practice lessens the learning and is a major cause of students getting behind and/or having too much to do at the end of the program. Candidates who “keep up” with documenting completed practicum/internship activities will be finished with this requirement prior to enrolling in the last practicum/internship course, EDLD 5398. Gibbs Reflective Cycle The Department of Educational Leadership has chosen the Gibbs Reflective Cycle to guide candidates through the reflective process throughout the program. The cycle encourages systematic thinking about the phases of an experience or activity, and candidates should use all the headings to structure their reflections.

Role of the Candidate Candidates are expected to assume a leadership role throughout the span of the practicum/internship. This includes the work done in the first course (EDLD 5311) in selecting activities in the practicum plan under the direction of the campus mentor. Candidates are expected to begin practicum/internship activities immediately following completion of EDLD 5311 and remain active as a candidate throughout their degree program. Candidates are required to progress through each course and practicum/internship requirement. We realize that unexpected events occur and if candidates must take a leave of absence from the program and practicum/internship, they must notify the director of the program. ** Note: Candidates must be currently enrolled in a course to conduct practicum/internship

activities. Candidate Responsibilities The candidate assumes a major share of the responsibility for the success of his or her practicum/internship. The purpose of the practicum/internship is to provide candidates with meaningful and relevant experiences associated with the principalship. The candidate is subject to the authority, rules and regulations of the school district where the practicum/internship is conducted. Candidates are responsible for formal interviews of professional practitioners, shadowing and observing their skills and applied methodology, exploring the profession, understanding related ethical standards, and acclimating to the work setting. “Readiness” to accept responsibility will be the driving force regarding increased independent responsibility. Drawing upon the academic program of study, candidates will be expected to synthesize course material, employing theories and content knowledge to develop an individual professional style.

Specific Responsibilities of the Candidate include:

•   Maintain the responsibilities of all coursework. •   Secure a campus mentor that has principal certification and is a school administrator

located at the practicum/internship site which must be a PK-12 campus. **Note: Central Office cannot be considered a practicum/internship site and Central Office

Administrators cannot serve as campus mentors. •   Meet with the campus mentor to select activities in the Practicum Plan. •   Meet regularly with the campus mentor throughout the practicum/internship. •   Complete all forms, experiences, and other obligations as required. •   Comply with state and federal laws, district rules, policies, and regulations. •   Read and follow the Texas Educator Code of Ethics. •   Submit three 45-minute field observation videos. •   Participate in three interactive practicum coaching web conferences. •   Complete the Interim and Final Practicum Log. •   Complete the Interim and Final Action Research Report (Not required for Principal

Certification Only). •   Complete the Family-School-Community Partnership Project. •   Upload coursework and assessments to Tk20.

Role of the Campus Mentor The quality of the practicum/internship is related to the support provided by the campus mentor. The guidance and counsel is of the utmost importance in helping the candidate’s practicum/internship activities be fulfilling and appropriate. All candidates are required to have a campus/site-based mentor. The primary responsibility of the campus/site-based mentor is to the school and district and then to the candidate. These individuals have the expertise to provide formative and summative feedback on performance of the candidate. The campus/site-based mentor must hold an administrative/principal certification and serve in a leadership position at the site where the practicum/internship will be conducted. The practicum/internship is the candidate’s opportunity to receive feedback and consultation from a practicing leader and an opportunity to enhance leadership skills and develop new skills. In the practicum/internship, learning arises from the school setting and is focused on:

•   Understanding how a school vision is developed and managed, •   Supporting teachers and students using technology aligned with curriculum, •   Promoting the success of all students, •   Providing an effective technology and instructional program, •   Understanding and working with all members of the school community, •   Creating a positive culture and climate, •   Communicating effectively, •   Leading groups, •   Motivating and developing others,

Campus/Site-based Mentor Responsibilities •   Self-enroll and complete mentor training at

https://www.coursesites.com/s/_Lamar_Site_Mentor. •   Establish goals, objectives and activities for the practicum/internship with the candidate. •   Assume responsibility for direct supervision, oversight, and support of the candidate

during the practicum/internship. •   Review and provide constructive feedback on the candidate’s performance, utilizing

professional oral and written expression. •   Maintain close contact with the candidate on a regular basis. •   Confer regularly with the candidate concerning his or her performance and progress to

assist the candidate in becoming successful. •   Work with the candidate to determine an appropriate action research project that aligns

with the campus improvement plan. •   Expect the candidate to attend professional meetings, PTA meetings, and other school

meetings. •   Inform and discuss with the candidate the roles, duties, and responsibilities expected of an

administrator and information about district policies and procedures. •   Notify the department director immediately of concerns related to the performance of the

candidate along information regarding efforts to remediate problems on campus that have not been successful.

•   Approve and sign practicum logs created by the candidate. •   Complete interim and final candidate evaluation and disposition survey.

Program Completion Requirements for Principal Certification Only Candidates

Approval for principal certification: Please refer to the certification website for information: http://education.lamar.edu/educational-leadership/graduate-programs/certification-checklist.html State, National Standards, and International Standards Candidates need to be very familiar with standards, and especially state standards. States that require an exam in order to receive principal licensure build their state exams around their standards. More importantly, the state and national standards outline the overall expectations for leading in the schools. They go beyond increasing specific knowledge and skills and describe what leaders must work to accomplish. This is why candidates are required to identify the state standard or competency for each planned candidate activity. It is highly recommended that candidates review the standards often and address the standard that aligns with the candidates’ practicum/internship activity in their reflections. The purpose of the practicum/internship is that, upon completion, candidates will be highly knowledgeable of the standards and can readily describe their level of mastery for each standard. The practicum plan is designed to meet state, national, and international standards. Since Lamar University is located in Texas, and the vast majority of students reside in Texas, the program addresses the Texas state standards. Out of state students should go online and copy their state standards, review, and compare. Students from states other than Texas should find their state standards to be very similar. The practicum/internship is also designed to meet the national standards from the Educational Leadership Constituent Council (ELCC). These standards were adopted by 47 of the 50 states. Academic Policies The College of Graduate Studies

All graduate students are expected to be familiar with the policies and regulations of the College of Graduate Studies. These policies and regulations can be found at http://catalog.lamar.edu/graduate-academic-policies/index.html Time Limit for Degree Completion: All course work applied toward a given master's or doctoral degree at Lamar University must be completed within a period of six (6) years. The timeline commences with the first semester of graduate enrollment. These time limits apply to all work at the graduate level, including work transferred from other institutions. Time spent in active military service is not included in the six-

1.   Candidate Dispositions: Candidates’ dispositions, beliefs and attitudes, influence their behavior toward students and colleagues as well as families and community members. Aspiring leaders’ dispositions impact student learning and motivation as well as the candidates’ continued professional growth. When one considers the importance of aspiring leaders’ dispositions impact on students, faculty, and school community, the inclusion of purposeful, intentional enhancement of leadership dispositions are key priorities of the Lamar University principal preparation program.

The Department of Educational Leadership values the positive dispositions of master’s and certification candidates. We rely on feedback received from campus mentors, faculty, staff, instructional associates, and academic advisors regarding interactions with candidates. As aspiring leaders, candidates are expected to communicate professionally and appropriately at all times and display fairness and equitable treatment of others. This communication may include but not limited to email, telephone, text message, video, web conferencing, social media, or face to face meetings. Unprofessional behavior will be documented and may result in disciplinary action including dismissal from the program.

2.   Academic Dishonesty, Misconduct, and Discipline Code: Student conduct

regulations, as found in the Lamar University Student Handbook, apply to all graduate students. These regulations include policies relating to academic dishonesty, plagiarism, university disciplinary code, and student rights and responsibilities. It is the responsibility of all graduate students to read the Student Handbook and to abide by all university regulations. Incidences of academic dishonesty, misconduct or violation of the discipline code may result in either a failing grade for the assignment, a failing grade for the course, or dismissal from the program.

Lamar University strongly believes in ethical behavior. In addition to the knowledge and skills necessary to teach children, dispositions (such as honesty and trust) are important qualities for a successful educator. Principal certification candidates are expected to conduct themselves in a professional manner. Academic honesty is expected on all assignments. All work submitted must be the student’s own work and done under parameters assigned by the professor(s) of record. Any form of cheating and/or plagiarism will not be tolerated. It is expected that students understand what constitutes plagiarism (if unsure, www.plagiarism.org is an excellent resource) and will be held responsible for any instances of it, “accidental” or not. Any student found plagiarizing or cheating will receive a zero for the assignment and may receive an “F” for the course and could be dismissed from the program.

Disciplinary proceedings will be initiated if academic dishonesty is suspected. Instances of academic dishonesty include, but are not limited to, misrepresentation of

actual work completed, using paper or other work written by others to satisfy the requirements for this course, cheating, plagiarizing, or knowingly furnishing false information. Plagiarism includes any instance of copying another’s work without proper citation. Guidelines for direct quotes are found in the most current APA Style Manual. Such actions are unprofessional and will result in a reasonable penalty and/or automatic failing course grade. The professor will assign a reasonable penalty for academic dishonesty. If the student does not assent to the findings and/or the penalty, the student must file an appeal with the department chairperson within five days, as provided by the Student Handbook.

3.   Code of Ethics and Standard Practices for Texas Educators: It is the responsibility

of the student to read and understand the Code of Ethics and Standard Practices for Texas Educators located in the Resource Section of EDLD 5311. In a Masters level program, the Code of Ethics and Standards Practices for Texas Educators is an expectation.

4.   Continuous Enrollment in the Program: The program is designed for continuous

enrollment during the 18-month master’s or 9-month certification only program. However, life events may necessitate a break in continuous enrollment for some students. Please be aware that this may impact the candidate’s graduation or completion date, enrollment cycle, completion of practicum/internship activities, and financial aid. Students who are not enrolled in at least one course within a semester (Spring, Summer, Fall) must reapply to re-enter the program. Students who have not been enrolled in the master’s or certification program for 2 or more years must meet with the director of the program or department chair to assess their plan. This new plan may require the retaking of courses, making changes in the practicum/internship requirements, and/or retaking the Lamar Competency Exam (LCE).

5.   Grading Policy: All weekly assignments are due by 11:59 pm CST on the 7th day of

each course week. Discussion boards submission dates vary per course syllabi. However, discussion board posts will not be accepted late.

a.   Late Work: Graduate students (especially aspiring leaders) are expected to meet

deadlines. Students unable to complete an assignment by the due date must contact the professor assigned to their section prior to foreseen events. It is the discretion of the course professor to allow an extension or submission of late assignments. A 10% deduction from the assignment grade will occur for each day the assignment has not been submitted (i.e. an assignment that is four days late will receive a 40% deduction from the assignment grade). Discussion board assignments are not accepted late.

b.   Incomplete Grades: An incomplete grade cannot be assigned unless a majority of the course work has been completed. At the discretion of the course professor, a grade of “I” (Incomplete) may be assigned if the student is unable to complete course requirements due to medical issues, family emergencies, or life events beyond the student’s control. Procrastination or failure to plan a balance between work and program do not apply. Students must inform the professor of

circumstances meeting the requirements for an Incomplete prior to the end of the course. The student will have until the end of the following semester to complete and submit all required assignments. If not completed and submitted by this deadline, the grade will automatically change to an F.

** Note: Any course grade that changes to an F will not be subject to a grade change.

All Incompletes must be resolved prior to enrolling in EDLD 5397 or EDLD 5398.

c.   GPA: Although C grades earned at Lamar University may be counted toward the

requirements for a graduate degree, C grades are not considered acceptable graduate-level performance. Policy for the Department of Educational requires any candidate receiving two Cs in the program to retake at least one of the courses.

d.   Failing Grades: Courses in which a student earns an F will not be counted toward a

graduate degree, although such grades are calculated in determining the grade-point average. Any candidate receiving an F in a course must retake the course. Grades of C or F must be compensated by the necessary grade points to maintain a 3.0 grade-point average, as is required for awarding the degree and the principal certification program completion. In computing grade-point averages, an "A" is valued at four grade points, a "B" three, a "C" two, and an "F" zero (Ds are not assigned in graduate courses). An overall grade point average (GPA) of 3.0 on all graduate work attempted is required for graduation and the principal certification program. Candidates who receive two Fs in the program will be removed from the program.

6.   Attendance: Students are expected to log into the current course on or prior to the first day of the first week of the session (normally a Monday). If for some reason, the student cannot log in, the student must contact [email protected] to notify them. Students are expected to actively participate each week of the course. This is an accelerated program; therefore, vacations, school holidays, etc. are not acceptable excuses for non-participation in a course. The student should drop the course if unable to actively participate, including logging on by the end of the first day. It is the students’ responsibility to maintain appropriate equipment and internet connection to fully participate in the course. Students will be dropped, without refund, after the first week for non-participation.

7.   Drop/Add Policy: It is the student’s responsibility to make sure he/she is officially

enrolled in each course. If a student decides to drop a course, it is the student’s responsibility to officially drop the course. Any student who stops attending class and does not officially drop, will earn an F for the course. Appendix A: Glossary of Terms Candidate – A participant in an educator preparation program seeking certification. Candidates will work in collaboration with school district and university supervisors participating in the program. (synonymous with “student”) Campus Mentor – Campus principal or designee who will observe and evaluate the candidate’s experiences. The campus mentor holds an administrative/principal certification and is serving in a leadership position at the site where the practicum/internship will be conducted. The mentor will collaborate with the candidate to develop a practicum plan and action research project for the candidate and will facilitate the completion of the activities outlined in the practicum plan. In addition, the campus mentor will work with Lamar University faculty to ensure that the candidate completes program requirements. Campus-supervised hours – The hours completed on candidate’s campus that are detailed in their Practicum Plan; completed and approved by the campus mentor and university professors in the first course, EDLD 5311. Course binder – Course binder templates are created by instructors and are then sent to and completed by students in Tk20. Students submit course artifacts in the course binders that are used for documentation of completion of requirements for degrees and/or certification. Field Observation Videos – Supervision of each candidate shall be conducted with the structured guidance and regular ongoing support of an experienced educator who has been trained as a field supervisor. Candidates are required to submit three 45-minute field observation videos, which will be evaluated by Lamar University field supervisors. Field Supervisor – A certified educator, hired by the educator preparation program, who has advanced credentials, to observe candidates, monitor their performance, and provide constructive feedback to improve their professional performance. Interactive Web Conference – Each candidate is required to attend 3 interactive web conferences and each conference will be approximately 45 minutes in duration and will be conducted by the practicum coach. The interactive web conferences are conducted virtually through the use of Adobe Connect©. Candidates are required to have a working camera and microphone to receive credit for attending the scheduled interactive conferences. The purpose of the interactive web conference is to provide an opportunity for candidates to share successes and struggles regarding practicum/internship activities and to be mentored by experts in the field and interact with colleagues. Practicum – For candidates seeking professional certification as a superintendent, principal, school counselor, school librarian, or an educational diagnostician, each educator preparation program shall provide a practicum, as defined in TAC §228.2. Candidates are admitted to the practicum when all admission requirements have been met. Candidates are required to log a total of 300 practicum/internship hours for master’s degrees and 235 practicum/internship hours for principal certification only programs conducted in authentic school settings in a public school accredited by the Texas Education Agency (TEA) or other school approved by the TEA for
