At the recent cross-country series of Housing Outlook Conferences presented by Canada Mortgage and Housing Corp. (CMHC), with a stop in Edmonton in late November, a central theme was discussed: How does

Edmonton measure up? As one of Canada’s healthiest housing markets, Edmonton is an interesting

study. CMHC analysts used local data to provide an honest assessment. Edmonton housing starts are forecast to increase 29 per cent to 12,000 units

in 2012 before moderating to 10,800 units in 2013. “Supported by low mortgage rates, robust job growth, and continued gains in net migration, new home starts in Edmonton will increase in 2012,” says David Lan, CMHC’s senior market analyst for Edmonton.

If you’ve been reading New Home Guide in recent weeks, or otherwise following news and developments in real estate, such numbers likely won’t surprise you. Some short-term challenges aside, the fundamentals that support the Edmonton housing market – strong economy, employment and immigration growth among them – are solid. Combine that with continuing low interest rates and regional markets that are proven performers, and...

Building a new home is a very exciting time. Thinking about landscaping may be the last thing on your mind, given all the other decisions you are making. However, by keeping in mind a few key elements, achieving the “yard of your dreams” will be easier and stress-free once your home is built.

Know the faCts Understanding the restrictions and capabilities of your lot is important. Builders differ as to what is included in the price of your home and lot. There will be legal responsibilities for landscaping your new home. Rough grade, final grade, landscaping deposit and seasonal holdbacks are all terms you will need to familiarize yourself with. Rough grade approval will likely be applied for and absorbed in the cost of your home.

Any extra excavation required for retaining walls will be at an additional cost to you. Know what you are required to do and what your builder has included. Your developer will have some landscaping guidelines and requirements for your neighborhood. These must be followed as requested by the developer. The developer requirements in most cases include front yard landscaping and the design or style of your fencing. Keep in mind, what type of soil you have, how much sun you get in the front and back yards of your home. How much room do you have? Does your neighborhood allow underground irrigation? Will you require additional underground pipes to be installed? All of this is much easier and affordable if thought out and planned beforehand. Ask questions!

The Estatesat Waters EdgeRECREATIONAL LAKEFRONT PROPERTY HAS LONG BEEN THOUGHTof as a summer treat. You choose a weekend in May or June to open up your cottage and try to squeeze in as much time there before the leaves and the snow fall.

There is, however, a new development in Alberta that offers year-round lakeside living. Whether you’re looking for a weekend retreat or permanent residence, The Estates at Waters Edge, located 45 minutes west of Edmonton at Lac St. Anne, is a Lake Front community of single-family homes. This secure, gated development is situated on a half-mile of south-facing lakeshore.

Summer includes boating, water sports, � shing, walking and biking along the numerous pathways, enjoying barbecues on the deck and watching a beachfront sunset, or visiting one of the various golf courses in proximity.

Prospective buyers can choose their select lot; as well select their choice and size of Craftsman style residence. Floorplans range from two to four bedrooms and 1,150 to 2,000 sq. ft. All are � nished in the Craftsman style in your choice of colours, which feature fully landscaped yards, paved driveway, parking pad, exposed aggregate sidewalks. Optional garages and additional storage in the secure storage yard on-site for your recreational toys are also available on-site. Additionally, resi-dences come complete with a 10-year Progressive Home Warranty to ensure home construction quality.

Homes are designed so that the living areas take full advantage of the great lake views. Plans can be customized to make the layout and room sizes suit each individuals needs. All designs are done in-house by the Waters Edge Architecture lead design team, so the turnaround time for consultation and � nal design plans is very fast. Most home builders charge a fee with any changes to their plans, while this is part of a service that is provided to an owner who chooses to build with Waters Edge. Owners can also choose to buy the lot and bring their own builder. The proposed design just has to � t within The Estates at Waters Edge architectural and landscaping guidelines.

Upgrades are also available to the homes, including granite countertops, gas � replace, central vac system and a detached or attached garage.

Taking possession of your new home One Of the first questiOns tO yOur builder is usually, “When do I get to move in?” You usually get to move in to your home on your Possession Date (also re-ferred to as the Closing Date or Completion Date).

WHAT IS THE POSSESSION DATE?Simply put, the Possession Date is the day your home is ready for occupancy, your builder is paid the full purchase price and the keys are turned over to you.

Depending on your purchase contract with your builder, the Possession Date will be a fixed date that you know when you sign your purchase contract or your purchase contract will estimate a Possession Date and then your builder will provide you about 30 to 45 days written notice of the Possession Date.

CAN MY BUILDER CHANGE THE POSSESSION DATE?Your Possession Date could change even if your purchase contract refers to a fixed or estimated Possession Date and even after you have received written notification of the Possession Date. There are usually clauses in purchase contracts that will allow your builder to change the Pos-session Date in the event of circumstances that are beyond the builder’s control, such as weather and the availability

of building materials. I have seen Possession Dates remain as scheduled, delayed for several months and issued sooner than expected. It is important to have open communica-tion with your builder on the progress of construction so you can prepare for any delays and plan the closing and the move-in.

WHAT IF I AM NOT READY TO CLOSE ON THE POSSESSION DATE?It is important that as soon as you receive written notifi-cation of your Possession Date, you notify your lawyer and mortgage lender so they can prepare the necessary paperwork to complete the purchase. If the mortgage lender and lawyers don’t receive sufficient notice of the Possession Date, your mortgage funds may not be advanced in time to pay the builder the full purchase price due on the Possession Date – that is, “close” the transaction.

Some builders won’t give you the keys to your new home until they have been paid in full. Others, in some circumstances, may allow you to move in on the Posses-sion Date even if they haven’t been paid in full. If you don’t pay the builder in full on the Possession Date set by them, you may also be required to pay the builder interest on the balance owing until it is paid in full. This interest cost can add up quickly.

WHAT HAPPENS ON MY POSSESSION DATE?Your lawyer will, among other things, pay the balance of the purchase price owing to the builder’s lawyer, who in turn will authorize keys to your new home to be released to you. You will usually receive the keys from your builder or realtor. When you receive the keys, you will do a final walk-through of the home, inspecting both the exterior and interior, to note any deficiencies. Your builder will usually rectify these deficiencies soon after the Possession Date.

If you’re buying a new home, the Possession Date can often change from what is originally estimated, due to factors that are outside your builder’s control. Plan for any changes, including your living arrangements and financ-ing requirements. Don’t be afraid to communicate with your builder throughout construction -your builder is there to answer your questions and make your experience as stress free as possible.

Okay, you’ve done your research and finally found that perfect home or condo. You’re feeling nervous. Is this the right home for me? Can I afford this? What if (fill in the blank with your basic insecurity here)? Dozens of questions fly through your mind incessantly making it all seem a bit overwhelming. Time to step back and chill. Yes, you are making a big decision and yes the fun is over for a while - it’s new time to negotiate the best deal you can for the property so get ready to rumble. The art of negotiation is extremely important in real estate.

Every transaction is unique and every deal has very different dynamics whether it’s a new home or a resale home. You have different buyer and seller motivations, business structures, sales processes and management styles – and you are largely on your own. So, remember one very important rule – the upside of your future return on the property you are about to buy will be largely determined by how you negotiate the deal NOW. Of course the vendor wants a full price cash deal. You on the other hand have lots of complications that form part of this transaction. There could be conditions on the deal you need, availability of financing and the amount, terms of financing, possession dates, inspections. Lots to consider. This is where your homework will pay off.

A real estate deal is predicated on one of two things – motivation of the seller or motivation of the buyer. As a buyer understand there is always another piece of real estate and another seller. You must set your conditions in stone and stick to your guns, regardless of how hard that may be when you think you’ve found the perfect home and investment. Try to understand the vendor’s motivations. Is it a builder with too much inventory? How’s the market doing? Understand your leverage in the transaction and build leverage through “slow” pragmatic examination of the product. Remember, when you’re the buyer – there is no deal without your money, so the ball is always in your court.

Here are some rules I’ve found work well in most real estate negotiations:

Set your parameters in stone with a thorough understanding of pro’s and con’s of the transaction. Everything that can be quantified in dollars do it so you are clear of the true transaction costs as that impacts what you should pay for the property.

ASK for everything you want. If forced to concede on something than get something else in return, no matter how small.

Use appraisals and information to build a reasoned “value” for the property – the price is just what the vendor WANTS, it does not mean it’s what the property is worth.

Know how much time you need to negotiate and use it. The deal does not go anywhere without you. Time is a great ally in a real estate deal. Let it work for you. Walking away and coming back is just fine. There is always another property.

Have clear in your mind absolute DEAL BREAKERS and stick to them.

Find out everything you can about the seller and their current position.

Negotiate fairly with reasoned terms to maintain creditable with parties.

Evaluate counter offers and listen for details to determine next steps.

Unlike the NHL negotiations, the optimal outcome for everyone is a WIN – WIN situation so try to be respectful of this timeless axiom.

A lot of the above requires you get and evaluate many facts and details, organize a purchase plan that’s financially based (not emotional) and then stick to it. That can be hard and the worst feeling in the world will be walking away from a failed negotiation when you think you have found the perfect property, but trust me there’s no better feeling than getting a deal on your terms and profiting from it handsomely in the future. Wait for that deal. There is always another property and another seller to deal with.

WE’VE OFTEN DISCUSSED IN FUNDAMENTALLY Speaking and elsewhere in New Home Guide about the importance of doing your research and due diligence when buying a home. One of the best resources

– if you’re a � rst-time or move-up buyer or even an investor – is Canada Mortgage and Housing Corp. (CMHC).

And of all the valuable information and data CMHC produces, none is more educational than its annual housing outlook conferences, currently rolling out across the country, with a stop in Edmonton in late November.

It’s impossible for all homebuyers and homeowners to attend these events, for obvious reasons, and since they are open mostly to those in the industry. But if ever there was an excellent refresher on the fundamentals that determine and support real estate market conditions, and puts it all in perspective, this is it.

HERE IS A SUMMARY OF SOME KEY POINTS:» The economy: CMHC deputy chief economist Mathieu Laberge says the prospects for Canada’s economy are largely positive, despite some global uncertainty. Our economic fundamentals have weakened some, but are expected to remain supportive of housing demand. » Mortgage rates: Mortgage interest rates should remain near historically low levels. For example, a � ve-year mortgage rate in 2012 was 5.25 per cent, and may climb to about 5.5 per cent in 2013 – still near a 60-year low. » Household debt: Household debt, cited as a concern by the Bank of Canada, federal � nance ministry and others over the last two years, remains a concern. Elevated levels of household debt and house prices in some urban markets have made Canada’s economy more vulnerable to some economic shocks. “Not that we see a shock coming – we don’t,” says Laberge.» Housing starts: Housing starts, an important indicator of growth and health of the housing sector, may dip 9.4 per cent in 2013 (mostly in multi-family homes) to about 194,000. Importantly, however, this follows a 10.2-per-cent surge to 213,700 in 2012 – when CMHC actually projected starts would range from only 161,650 to 206,350 units.» Employment and immigration: As the leading indicator of housing demand, employment levels will continue to support the housing market,

with growth of 1.9 per cent forecast for 2013, following 1.1 per cent in 2012. Similarly, immigration – as better prospects for employment here attract “new Canadians”

– which � rst supports the rental market and eventually homeownership, is expected to maintain in 2013.» Edmonton market: So, what does all this mean for Edmonton? Despite some short-term challenges, employment and population growth will continue to support the Edmonton housing market, CMHC says.

Edmonton housing starts are forecast to increase 29 per cent to 12,000 units for 2012 before moderating slightly to 10,800 units in 2013. “Supported by low mortgage rates, robust job growth, and continued gains in net migration, new home starts in Edmonton will increase in 2012,” says David Lan, CMHC’s senior market analyst for Edmonton.» Edmonton opportunities: Heightened net migration and strong job creation, coupled with low mortgage rates, will see MLS sales in Edmonton increase by six per cent for 2012 to 18,000 units. Sales in 2013 are expected to trend upward, but at a slower pace to 18,500 units

So, given the overall challenges in Canada and elsewhere, the outlook at a glance may not appear spectacular. But looking at the big picture and long term, the important determining factors are – fundamentally solid.

This is a question I hear quite often. The answer might surprise you. I hear people say it can cost 10–20% more to build a green home—that’s $30,000–$60,000 on an average Edmonton home. What if I said that was a gross exaggeration? I’ll share with you five things that will improve your home’s performance substantially, for a fraction of the cost you’d expect.

First is air sealing the home. Many new homes in Alberta aren’t built as tightly as they could be. The company I work for changed sealing techniques with our trade partners a number of years ago. By paying attention to this, we reduced outside air infiltration by over 40%.

As the building envelope was improved, we had to ensure fresh air was still coming into the home. This was done with a Heat Recovery Ventilator (HRV). An HRV removes stale air from your home and exchanges it for fresh air from outside. While doing this, the heat from the outgoing air is transferred to the incoming air.

Windows are the next improvement to make. A triple pane window with a low-e coating & argon fill is a great overall performing window. It provides superior R-value and still allows the free heat from the sun in winter. As a side benefit, you’ll hear less noise from outside with these windows as well.

A high efficiency (over 90%) hot water appliance will improve your energy consumption dramatically. Most hot water tanks are only 60% efficient—changing to a high efficiency unit will reduce your hot water costs by 33%. I’m quite fond of many of the tankless units currently on the market. They take some getting used to, but have many benefits.

Another technology that’s well worth installing is a Drain Water Heat Recovery (DWHR) unit. This unit removes the heat from your drained shower water and transfers it to the incoming fresh water before it reaches your water-heating device. This not only saves you money, it also improves your water heater’s performance.

The last thing to do is to get the home rated for energy performance. This is done by a Certified Energy Advisor (CEA). A CEA is certified by Natural Resources Canada to model and test a home for energy efficiency. This is third party verification of your home’s performance. After the CEA has completed their work, they supply you with an EnerGuide Label. This label is similar to the EnerGuide labels on your appliances and will give you an indication of your home’s overall performance. The rating goes from 0–100, with 100 being best. The average new home in Alberta is built to an Energuide 72–74.

So now the real question: how much does this cost? Depending on the builder and their economies of scale, expect to add $5,000–$5,500 to the sale price. Once you take your mortgage into account, the dollars really start to make financial sense. Borrowing $5,000 on a 25-year mortgage at today’s rate costs $290/ year—and you’ll save more than that on utilities each year. That means you’re not just getting greener, you’re getting a return on investment.

Now for the bonus: if you use mortgage insurance through CMHC or Genworth, there is a 10% rebate on those fees if your home meets their energy requirements. These requirements are changing so see their websites for further information.

When it comes to energy efficiency, some well-placed dollars can go a long way.

As if purchAsing A new home isn’t intense enough, home- buyers (with the exception of first-timers) also have to sell their current properties. The fact is, few homes are ready to go on the market as-is.

It’s not just a matter of tidiness – though that’s certainly crucial. It’s about helping potential buyers to connect emotionally with your space. That means making your home wel-coming to as many people as possible, often at the cost of your own person-al taste. For extra curb appeal, give your front door a fresh coat of paint and temporarily take your storm door off the hinges. Invest in two urns; plant them with pretty, seasonal flowers. In winter, cedar branches draped with ribbon are just as beautiful.

Nobody likes to pay too much tax, but a bit of planning can reduce your tax liability.

“It’s not too late to change what will go on your 2012 tax return when this season rolls around,” says Gary Dent of the accounting firm Grant Thornton.

Dent recommends talking to your accountant about these last-minute tax planning tips:» If you have a capital gain in 2012 (or in any of the last three years), talk to your accountant about selling investments with accrued losses before the end of the year. If your spouse has realized a capital gain and you have an unrealized loss (or vice-versa), there are ways to transfer the loss to the spouse with the gain.» Since most mutual funds distribute income and capital gains once a year around mid-December, deferring the purchase until January will mean that you won’t have to report any income for 2012. If you’re planning to sell, consider doing it before the distribution date so instead of reporting an income allocation, you’ll realize a capital gain or loss.» Make certain payments before the end of the year to realize tax savings: some medical expenses; fitness costs

and registration fees for artistic, cu ltu ra l , recreat iona l or development activities for your children under 16 (under 18 for disabled children); public transit costs; investment costs (safety deposit box rental, interest and brokers’ fees); moving costs; tuition fees and interest on student loans; and charitable and political donations.» With current interest rates at very low levels, you might want to consider loaning funds to a spouse or common-law partner who is in a lower marginal tax bracket than yourself. Your spouse can invest the loan proceeds and include any income/capital gains as their own, provided you are paid interest on the loan at the prescribed rate in effect at the time the loan is made. Work with a tax planning professional to understand the rules.

» Most people must make their 2012 RRSP contribution by March 1, 2013, but you can delay your RRSP contribution if you expect to be in a higher tax bracket in the near future, or you can make the contribution but delay claiming the amount.» You may also be able to make contributions to a Registered Education Savings Plan, Registered Disability Savings Plan and a Tax-Free Savings Account. There is no tax on the income earned in an RESP or RDSP until the amounts are withdrawn, and any income earned in a TFSA is never taxed.

You can start to collect CPP benefits beginning as early as age 60 and as late as age 70, but you no longer have to be retired to begin receiving payments. If you are between 60 and 65 years of age and have not yet retired, you need to decide if you want to start collecting benefits.» The government imposes a “clawback” on your Old Age Security payments if your net income for 2012 exceeds $69,562. If you have the ability to manage the amount of income you receive in a year, keep this threshold in mind.» In general, charitable donations over $200 result in tax savings at the highest marginal tax rate.

PICK UP ANY NEWSPAPER TODAY AND NO ONE could blame you if you got a little worried about the state of the economy or the fear of a pending market correction in Canadian real estate. What if Greece defaults? What about the “� scal cliff” in the US? Are Canadians taking on too much debt? Have mortgage rules gone too far? Is there a housing bubble about to burst? What if there is a market correction?

The real question is, do Canadian homeowners or prospective buyers need to be concerned? Every time there is talk about a market correction in Canadian real estate, the tone is quite negative. But let’s take a closer look at that situation: rather than argue about whether we may have a market correction, let’s analyze what it really means to Canadians if there is one.

FIRST-TIME HOMEBUYERS:If you’re a � rst-time homebuyer, you have likely felt the pinch of the rising cost of housing, and the new mortgage rules certainly haven’t helped any either. So a slight market correction would be welcome news for you; you can still get into homeownership with only � ve per cent down, but since your maximum amortization is now limited to only 25 years, a drop in pricing is exactly what you’ll need to be able to get into this market.

Conclusion: A market correction is a good thing for you.

CURRENT HOMEOWNER BUYINGOR SELLING – MOVING UP OR DOWNSIZING:It is very rare that someone buys something without selling something � rst, and vice versa. If you are a homeowner and you’re looking for the right time to sell your house so you can buy another, you may be concerned that the price of your current home is dropping. But let’s take a closer look at that: assume the value of the house you are selling drops by 10 per cent. Let’s also assume that you plan to buy another home (whether upsizing or downsizing). The key to remember in a downturn market is that the person selling their home to you is going through the exact same thing. In other words, if the value of your home dropped 10 per cent, so too did the value of the new home you are buying. Focus on what your bottom line “net” is, rather than what you thought or had hoped to sell your home for.

Conclusion: in most cases, the net effect of a market correction is zero.

When there are more sellers than buyers, you have more bargaining power. If you are able to negotiate a better deal and pay a little less for the property you are looking for, it simply makes the deal that much more affordable.

Conclusion: you should be hoping for a market correction.

cuRRent homeowneR with no plans to sell:The majority of Canadians fall into this category, and let’s be honest – the single biggest reason we worry about a housing correction is the fear that it will erode our home equity and net worth. Over the last decade, a significant amount of the net worth of Canadians has been tied up in their home equity, and this has provided the foundation for a lot of retirement plans – so there is obvious concern.

But should there be? Again, let’s look at the facts. For the majority of Canadians, the plan is to stay in their current house for at least the next three to five years. So here’s a simple fact: equity is only gained or lost the day you sell. In other words, if the value of your house were to drop by 10 per cent tomorrow, you may feel anxiety over the drop in your net worth – but it would only be on paper unless you actually sold your house tomorrow. If you have no intention of selling soon and you can still afford your monthly payments, then all you need to do is sit and wait and go about your normal life until the market bounces back – which it has always done for the past 100 years.

Conclusion: a market correction may very well have zero impact on you.

In the end, the headlines will continue to talk of impending market corrections. The key for you is to decipher one of three things: 1. Is this a real concern for you?2. Is this an opportunity? Or,3. Am I just getting worked up about nothing?

Bottom line: a lot of people will fret about this topic over the water cooler tomorrow morning – but the majority of them really don’t need to.

Heading into 2013, more (37 per cent) Canadian consumers feel their personal financial situation will improve than they did at this same time last year (32 per cent) and they are taking steps to be in better financial shape, according to the quarterly RBC Canadian Consumer Outlook.

Looking ahead, one-in-three Canadians (31 per cent) are planning to focus on reducing their debt, 26 per cent on spending less, 25 per cent on saving or investing more, and another 20 per cent intend to take all of these actions in 2013. Canadians are also sending out a strong signal that less money will be going toward major purchases in 2013, with 44 per cent reporting they will spend less on big ticket

items such as cars, household appliances or vacations. This is consistent with findings released earlier this month that Canadians intend to be more frugal this holiday season and that managing their debt is a key priority.

“Canadians may believe brighter days are ahead because they are making resolutions to better manage their finances by reducing debt and curbing spending not because of their outlook on the Canadian economy,” says Richard Goyder, vice-president of personal lending, RBC. “While New Year’s resolutions may start with great intentions and fizzle out later in the year, setting out a plan to reduce your debt, keep it under control and save more for that rainy day will help keep you on track.”

The most recent Economic and Fiscal Update issued by the federal government in November estimated that Canada’s real GDP will grow by two per cent in 2013. RBC Economics is currently forecasting the Canadian economy will grow by 2.4 per cent in 2013.

According to BMo’s first Housing Confidence Report, nearly half of Canadian homeowners (46 per cent) intend to buy a property in the next five years, signalling a high level of confidence in Canada’s housing market. However, the report points out that a modest increase in prices would derail plans to buy.

Meanwhile, three-quarters (72 per cent) of households would feel a sig-nificant strain if they were to experi-ence a modest increase in monthly mortgage payments, such as one caused by an increase in interest rates.

The report, conducted by Pollara, reflects the sentiment of Canadian homeowners after the new mortgage

MORTGAGE INTEREST RATES

MORTGAGE TYPESALL MORTGAGES ARE OF TWO BASIC TYPES:

CONVENTIONALThe buyer can borrow up to 80% of the purchase price or the value of the property, whichever is less.The buyer has to pay 20% down. A conventional mortgage cannot exceed 80% of the value of the property.

INSURED OR HIGH-RATIO:A buyer can borrow up to 95% of the purchase price or the value of the property, whichever is less. The down payment can be as low as 5%.

MORTGAGE OPTIONSYou can choose any of these mortgage options which fit into the two basic mortgage types. Lenders may even customize these options to suit your needs.

OPEN MORTGAGE:Allows borrowers to repay all or part of the total amount of their mortgage at any time without penalty.

Because of flexibility, this is ideal for borrowers who plan to sell their homes in the near future or who want to switch from a short-term mortgage at high interest rates to a longer term when mortgage interest rates fall.

CLOSED MORTGAGE:Usually has the lowest interest rate available but lacks the flexible features of other mortgage options.A good choice for those who want the security of knowing their monthly payment is fixed for a longer term.

Prepayment options are available but they are subject to conditions.

PORTABLE MORTGAGE:Flexibility if borrowers move. Borrowers can take the mortgage to their new home or can transfer it (usually with the consent of the lender) to the purchaser of their old home. This is an attractive option if the rate on the existing mortgage is lower than current rates.
