Dear Colleagues:

On behalf of the Ohio Association of County Boards - Serving People with Developmental Disabilities, it is my pleasure to formally announce the Executive Development Program Class of 2014. This program has been specifically developed for individuals seeking positions in middle or upper management within the developmental disability service delivery system, as well as those seeking to enhance the delivery of services to people with developmental disabilities.

The Executive Development Program provides for group-based study specifically designed to enhance the professional learning experience. As you will see in the brochure, the program has been divided into eight (8) two-day units. As such, participants will not be away from their jobs or families for extended periods of time.

Classes will begin in January 2014 with one (1) two-day unit taking place each month. No classes will be held during the months of May, June and July to allow for professional spring conferences and summer vacations. The program will resume in August with units continuing through November.

The program has been approved by the Ohio Department of Developmental Disabilities for continuing education credits (CEC). Participants completing the entire program will earn 112 credit hours from the Department. Additionally, the program (when completed in its entirety) meets the requirements of the advanced curriculum for administrators in Ohio’s developmental disabilities service delivery system as outlined in the Superintendent Certification Standards rule (OAC 5123:2-5-03 (B)(2)). Participants may also take individual 2-day units through the EDP Program Year.

We are also very excited about our continuing affiliation with Notre Dame College in Cleveland, Ohio. For an extra fee, participants will have the opportunity to earn some college graduate-level credit for attending the program.

We have assembled a group of professionals who are not only well-heeled in adult education but also well-experienced and knowledgeable in the DD world. Some of our presenters have worked with Fortune 100 companies across the country while others have served provider agencies and county boards of developmental disabilities right here in our own backyard.

Registration for this year’s program will be made available on the OACB Web site. Because there is limited space available for this exciting professional development opportunity, we encourage those who may be interested to act quickly and register on-line.

Program Information Continuing Professional Education CreditsThis program is department-approved instruction of 112 hours in advanced curriculum for administrators in Ohio’s Developmental Disabilities service delivery system. Participants must attend the entire program to fulfill the requirements of the advanced curriculum as outlined in OAC 5123:2-5-03 (B)(2).

This program has also been approved for 112 units of Continuing Professional Development for the program, or 14 units of Continuing Professional Development per two day unit, for the following: Board Member, Superintendent (2 possible streams), SSA (Case Management), Adult Services, Early Intervention, and Investigative Agent.

In order to receive Continuing Professional Development Units you must complete a session attendance record for each unit. You must attend the entire two-day unit to receive the 14 units of Continuing Professional Development.

Graduate College Credit from Notre Dame CollegeThe Executive Development Program is pleased to collaborate with Notre Dame College of Cleveland, Ohio to offer graduate-level college credit for participants in the training. This unique, exclusive arrangement is available under an agreement between the Ohio Association of County Boards and Notre Dame College.

Participants in the Executive Development Program who wish to obtain graduate level college credit for program coursework must complete a registration form from Notre Dame College and pay an additional per credit hour fee. This fee is in addition to the program registration costs paid by each student in the program. The Center for Professional Development at Notre Dame College will be providing more information and a registration process at the first Unit in January 2014.

Leadership: Compass Expedition, Part IJanuary 13

Overview:When a person is placed in a position of leadership there are hundreds of skills he or she needs to have. More importantly, these skills must rest on a strong foundation. Many people think they can become a great leader by reading a book. If you want to go somewhere, a map is good - better yet is a guide that has already been there. You can learn a lot about leadership from a book, but in order to be a leader that people want to follow, you’ve got to do the work yourself. It starts with a “Long Hard Look in the Mirror.” Leaders must know what they believe as well as their: presuppositions, personalities, passion, purpose, and habits

History of Service Delivery System for People with Developmental Disabilities

Overview:The service delivery system in Ohio for people with developmental disaiblities has evolved and changed over the past several decades from a system of institutional care to one of community living and participation. Panelists will provide an overview of former and current developmental disability service delivery models in the nation and the state of Ohio. Panelists will provide information on the evolution of early childhood, school-age, residential, vocational day supports, employment, and case management services. The move towards self-directed services and supports and self-advocacy will also be discussed.

Overview:There are many components of Ohio’s DD service delivery system that, while sometimes overlooked, are nonetheless vital to the efficient and effective delivery of services to those in need. Public Relations and CommunicationsMarch 3

9:00 a.m. - 4:30 p.m.Overview:This session begins with a comprehensive presentation by Franklin DD Superintendent Jed Morison on many of the effective tools, strategies, and methods for conducting a successful levy campaign - including appropriate roles for county board staff members during election season. After his presentation, Dr. Kathy McMahon-Klosterman, associate professor at Miami University of Ohio and president of the Butler County Board of DD, will engage participants in a thoughtful examination of words and images county boards use to portray people with disabilities in publications, advertisements, and other communications vehicles. After lunch, Bruce Hennes of Hennes-Paynter Communications will provide participants with a thorough understanding of the many “dos” and “don’ts” of communicating with various audiences during crisis situations, including, but not limited to: news organizations, government regulators and appointing authorities, families, staff, and the general public.

Organizational Development: Supporting the Good LifeMarch 4

8:30 a.m. - 4:00 p.m.Overview:As Ohio’s DD system moves beyond traditional service delivery models toward a “Good Life” model, there is a need for bold leadership. This session will explore the flaws in the traditional models and why traditional “in-service/training” tactics are not effective in transforming cultures. Success in the Good Life approach depends heavily upon the fundamentals of successful relationships: respect, compassion, and consistency. Presenters will introduce common sense-based tools which, if practiced daily, will have a long-lasting and successful result. It is also clear that the current organizational structures will not support this model. Potential opportunities for restructuring and realigning of services will be shared. Bridget Gargan and John Martin will discuss the systems transformation recommendations that are being recommended that will align the system with the Good Life philosophy.

Finance/Business ManagementApril 7

9:00 a.m. - 4:30 p.m.

Overview:This session will focus on essential financial and administrative concepts that are important for a public sector executive. The starting point is the budgeting process, which ensures that sufficient resources are in place for the execution of organizational plans. Next, the session will explore non-tax levy revenue sources (federal, state, and local) and related compliance requirements. The third segment of the discussion will be on non-payroll expenditures, including capital planning, procurement, and payment. Throughout the session, relevant internal control procedures, or “checks and balances,” will be highlighted. Presenters will also discuss local levy cycles and how that cycle works with projecting a county board’s future financial plan. The session will conclude with a summary of financial reporting and auditing processes that provide sustainability for the long term.

Strategic PlanningApril 8

Overview:Creating the future is a compelling business strategy. At times it’s exciting. Other times it’s overwhelming. A process for building a strategy is often the missing piece, holding back organizations and leaders from building the template by which their program and employees will thrive. Strategic planning is a long-term, results-oriented focus. The strategic plan serves as a platform for helping organizations to respond to a dynamic environment.

This session will focus on the fundamentals of strategic planning. Participants will work in teams to design an organization’s strategic plan, and an array of approaches will be used to engage participants in the process of strategic planning. This session will be an engaging and dynamic look at the tools to build and sustain the future blueprint of the organization.

Medicaid Services in Ohio August 4

9:00 a.m. - 4:30 p.m.Overview:Ohio is financially dependent on the federal Medicaid program to support health care needs of many Ohioans. This session will provide background information on the establishment of the Medicaid program at the federal level and original intent for the program. Additionally, information will be shared about Ohio’s Medicaid State Plan services, with details on the covered individuals in Ohio and cost of the Medicaid program.

Ohio’s DD system also relies upon the Medicaid program to support services and supports for people with developmental disabilities. Panelists will discuss the role of the state agency in administering Home and Community Based Waiver services, state-operated ICF-IIDs and private ICF-IIDs in Ohio. Additionally, the role of the county board of DD’s Medicaid local administrative authority will be discussed, as will the role of local boards in the adminstration of Home and Community Based waivers.

Public Law, Contract Fundamentals,Ethical Conduct, and HIPAA

September 15

9:00 a.m. - 4:30 p.m.Overview:Franklin Hickman and Andrea Aycinena will provide an overview of sources of law; how to find stat-utes, regulations, and cases; what the difference is among these; and why you should care. They will also discuss contract fundamentals. Basic steps to writing a valid, well drafted contract will be discussed and include an exercise for participants to draft a contract. Public officials must comply with many regula-tions and laws related to ethical conduct. Fundamentals of ethics applicable to DD board members and staff will be discussed. Particpants will learn HIPAA privacy and security basics; why Business Associate Agreements are needed; learn about sanctions and how to avoid them; ways to conduct a security risk analyses and how to develop compliant HIPAA policies.

Supporting Self Advocacy: A Legal Discussion on Guardianships and Assisted Decision Making

October 6

9:00 a.m. - 4:30 p.m.Overview: Panelists will review basic requirements of guardianships and considerations on managing issues arising from guardianships. Due process procedures and basic appeal requirements under Medicaid and County DD board rules will also be discussed. Self-advocates will discuss alternatives to guardianships and address assisted decision making rules that are in effect.

Utilizing Data and Technology

October 7

8:30 a.m. - 4:00 p.m.Overview: This session will focus on how technology and data can be used to improve the quality and efficiency of the services and administrative processes provided by county boards of DD and other providers of services. Panel presentations will include discussions on various issues including: moving from paper to paperless documentation; technology that supports remote worksites and the resulting impact on board finances and productivity; and using data to guide policy decisions; and enhance the quality of services provided. Clay Weidner will demonstrate the DODD Data Warehouse. He will describe the way that DODD is currently aggregating data from multiple sources to allow the department and county boards of DD to engage in data analysis that assists in the strategic decision making process. Director John Martin will discuss the ways in which DODD uses state and national data to make policy decisions. This discussion will also involve an explanation of the National Core Indicators (NCI) Project, DODD employment data, and the IMAGINE project.

The final presentation of the day will involve demonstrations of cutting ede assistive and adaptive technology innovations that support people with disabilities in their home and workplace.

Human Resources for Maximum Staff PerformanceNovember 12

9:00 a.m. - 4:30 p.m.

Overview:The complexity of managing human resources seemingly increases every year. Personnel who are responsible for human resource issues in county boards of developmental disabilities will provide an interactive workshop that will cover human resource issues important to emerging leaders in the developmental disability field. Topics of interest will be solicited from the current Human Resource experts and may include: labor contracts; management contracts; progressive discipline and just cause; changes in health insurance and how to plan for the future; employee investigations; wage and hours basics; harassment; EEOC/OCRC, ADA and FMLA; succession planning; safety; and workers compensation.

This year’s class will also have the opportunity to suggest topics for inclusion in this session.
