The year is 1969 in Oakland, California, Ray Dones, owner of Dones Electric and Joe Debro, director of the Oakland Small Business Development Center, began discussing the experiences minority contractors faced in their attempts to be recognized as viable businessmen in their industry. They started speaking around the

community, quietly organizing other contractors who experienced the same problems. Using the resources available to them, they put together the first conference of the National Association of Minority Contractors (NAMC).

In July 1969, more than 300 minority contractors, including Atlanta’s R.A. Banks, met in San Francisco to gather forces and discuss ways to help themselves enter the mainstream of the construction industry. At the conclusion of the meeting, the National Association of Minority Contractors was formed. Ray Dones was elected president and Joe Debro became executive director.

In the early 1970s, leading Atlanta contractors, R.A. Banks, E.R. Mitchell, Sr., Herman J. Russell, Floyd O. Thacker and others joined to form the Atlanta Chapter to further the goals formulated by the national coalition.

Today, there are 19 chapters across the United States and membership is at an all time high and includes general and specialty contractors, professional service consultants, CPAs, attorneys, architects, engineers, developers, independent business groups, public agencies, suppliers, technical assistance organizations. Membership also includes several multinational firms as corporate partners.

The goals of NAMC today remain the same and have emerged as the preeminent advocate for minority contract-ing issues. With several “legislative heroes”, it has learned to take a legal stance against those cases that stand to erode its gains. Despite its definite strides forward, many of the problems of 25 years ago, remain. Minority contractors participate in less than 1% of the construction business in this country. There is still a lack of access to capital and bonding, as well as other obstacles that prevent economic development.

Our 2020 strategic plan focuses on three words: educate, equip and empower through which new programs and offerings to our membership will help strengthen their presence to build market share. More than any other group, minority contractors exemplify the creativeness and agility of the entrepreneurial spirit. Working with minorities is like driving a new car everyday; you must learn and become familiar with the various components and upgrades to keep ahead of the trends which they create. Through the accomplishments of the National Association of Minority Contractors, we have come together as a single undeniable force of spirit to build a greater future for all.

Congratulations to all our honorees. This evening is about the celebration of accomplishment, dedication, determination and success. Our award recipients come from the private and public sectors. They all

have achieved great success, sometimes through major challenges. And still they rise.

Many have blazed a trail that has allowed NAMC to shine light on the path for others to follow. NAMC for nearly 50 years has helped to build and maintain bridges between all sectors of the construction / business community. May we continue to move this organization forward in a robust manner and spirit, as we develop the future of the construction industry through our scholarship awards.

celebrate successes and achievements.

NAMC is the oldest nonprofit trade association which was established in 1969. Under current

National leadership of NAMC, we have made great progress in establishing our future leaders by

opening NAMC chapters at several Universities & started a monthly training webinar for its current

membership to prepare for the challenges facing them in our industry. Training Webinars include

everything from safety, OSHA training, legal issues, contract management to cash flow management,

financial analysis etc.

This banquet honors an illustrious group of individuals from Public and Private sector who have

worked tirelessly to break the cultural barriers and instill a mindset of inclusion amongst contractors

from all ethnic backgrounds. Our hats off to today’s honorees!

The Board of Directors of the National Association of Minority Contractors (NAMC) would like to extend our congratulations to Chapter President Vic Verma and the Atlanta Chapter of NAMC on your 2017 Annual Hard Hat Awards Banquet.

The Atlanta Chapter continues nationally to demonstrate the kind of ongoing leadership and policy that addresses the needs and concerns of minority contractors by helping to frame a path of economic inclusion for growth and advancement.

Founded in 1969 in Oakland, California, NAMC remains a strong voice for advocacy, contractor development, and access to opportunity for the minority construction contractor community. For over 47 years, NAMC has worked to fulfill its mission through chapter commitment and determination.

NAMC is the oldest minority trade association in the United States. Our members represent over one billion dollars of project capacity annually and is essential that we continue to build on the association’s rich legacy to attain the level of success and economic gain that our forefathers envisioned. Our legacy has never been more important since the rebuilding of America’s infrastructure is of highest priority to our nation producing 4 million jobs by 2024. It is of utmost important that NAMC be a leader in job readiness so that we can assist our local minority communities to be employed in this local rebuilding process which will enable people to move from poverty to prosperity. We need only to look at the need to rebuild the water system in Flint, Michigan, our highways, bridges, and waterways. NAMC stands willing and able to help move these initiatives forward. In addition, our commitment to the NAMC Student Chapter is never more valuable to bring our young people into the industry. The Student Chapter’s commitment to the STEM project to help K-12 students is of the utmost importance.

We celebrate the Atlanta Chapter’s initiatives and the contributions of the businesses and government officials that will be honored on this occasion. We salute each of the respective honorees because they have been strategic alliances with the Atlanta Chapter in the journey to empower small, minority, and women contractors.

Cynné Simpson anchors FOX 5 News at 5 p.m., 6 p.m. and 10 p.m. on weeknights. An Emmy award-winning journalist, Simpson has covered big stories across the country and internationally.

She joined FOX 5 in 2013 from WJLA-TV in Washington D.C. There, she covered a broad spectrum of stories ranging from the 2008 and 2012 U.S. Presidential races to the 2011 British Royal Wedding. Simpson is best known in the nation’s capital for scoring the first interview with Oprah Winfrey after she announced the end of her nationally-syndicated talk show and for insightful exclusive sit-downs with Michelle Obama at the White House, Diane Sawyer, Katie Couric, Maya Angelou and countless others. Simpson co-anchored BET News’ 2013 Presidential Inauguration Coverage with Ed Gordon and joined Anderson Cooper as guest co-host of Anderson Live in 2012. She’s also made appearances on Extra! and Live with Regis and Kelly.

Joining the FOX 5 News team is a return to Atlanta for Simpson. She anchored and reported the evening news at WGCL-TV for three years. Prior to that, she reported in Kansas City, MO and South Bend, IN. Simpson started her career as a fellow at ABC News Nightline, where she impressed Ted Koppel with her ability to report in English and Spanish.

Simpson graduated magna cum laude from Howard University after completing studies in Spain and Costa Rica.

When Simpson is not working, she’s usually spending time with family, volunteering in the community or traveling to remote parts of the world. She loves adventures involving rock climbing, paragliding, snorkeling or rappelling.

MAYNARD H. JACKSON HARD HAT AWARDRecognizes exceptional achievement and this work specifically benefits minority construction business, in particular.

WENDELL R. STEMLEY, CMAA Mr. Wendell Stemley is currently National President of the National Association of Minority Contractors (NAMC). In 1998, he founded Black IPO, Inc., a construction management and engineering firm. As President and CEO, he has been instrumental in fostering business relationships between minority businesses and major corporations on mega projects throughout the country, generating over one billion dollars in completed projects. He has been an NAMC member for more than 20 years, being honored with induction into the association’s Hall of Fame in 2014.

In 1990, he became Executive Vice President and Chief Operating Officer of Myriad Industries, Inc., working with investment banker, Conversion Industries, on the company’s private placement and recapitalization when Myriad became a publicly traded company 1992. At the time, Myriad was only the fifth African American firm listed on NASD.

Prior to founding Black IPO, Mr. Stemley was employed by TRW Space Systems Group, which provided consulting services to the U.S. Air Force Ballistic Missile Office at Norton AFB; and General Dynamics, Convair Division and Boeing Military Aircraft Company as one of the principal designers for the build out of the European Repair Facility Test Station, NATO Support Group, in Brussels, Belgium.

He obtained a Bachelor of Science degree in Engineering from Southern University, and is an Alumni of the Minority Business Management Executive Program at Tuck School of Business, Dartmouth University.

He received the NAACP California A. Phillip Randolph Activist Award in 2013. His company, Black IPO, Inc., in partnership with Hensel Phelps Construction, was awarded the Government/Public Buildings: Engineering Award of Merit by Engineering News-Record (McGraw-Hill) for the new United States Court House as an LEED-Gold 2013 Mega Project. In 2012, Black IPO was also listed by Inc. Magazine 500|5000 as one of the nation’s fastest-growing private companies.

Michael L. Thurmond won a 2016 landslide victory to become chief executive officer of DeKalb County, one of the most diverse counties in the Southeast. Since his Jan. 1, 2017 swearing-in, Thurmond’s primary mission is restoring trust in county government. His other priorities for 2017 include adopting a balanced budget, ensuring accurate water bills, removing blight, offering summer youth employment, improving employee compensation, and fulfilling the federal/state sewer consent agreement.

Thurmond, a former member of the Georgia General Assembly and the first African-American elected to a statewide office without prior appointment, is widely regarded as a “turnaround expert” after fundamentally transforming the culture and enhancing operations of complex organizations such as the Georgia Division of Family and Children Services, the Georgia Department of Labor and the DeKalb County School District.

As superintendent of DeKalb schools, Thurmond is credited with stabilizing the system during a governance crisis, upgrading its threatened accreditation, eliminating a multimillion-dollar deficit and improving student academic performance and graduation rates.

Thurmond was raised as a sharecropper’s son in Clarke County, Georgia. He graduated with honors with a Bachelor of Arts in philosophy and religion from Paine College and later earned a Juris Doctor degree from the University of South Carolina’s School of Law. He also completed the Political Executives program at the John F. Kennedy School of Government at Harvard University.

In 1986, he became the first African-American elected to the Georgia General Assembly from Clarke County since Reconstruction. During his legislative tenure, Thurmond authored major legislation that provided more than $250 million in tax relief to Georgia’s senior citizens and working families.

Thurmond received a gubernatorial appointment to lead the state Division of Family and Children Services and direct Georgia’s historic transition from welfare to work. He created the innovative Work First program, which helped more than 90,000 welfare-dependent Georgia families move from dependence into the workforce.

In 1997, Thurmond became a distinguished lecturer at the University of Georgia’s Carl Vinson Institute of Government. The following year, he was elected Georgia labor commissioner.

During his three terms as labor commissioner, Thurmond’s most significant achievement was the construction of a $20 million school for children with disabilities at the Roosevelt Warm Springs Institute. Thurmond’s latest book, Freedom: Georgia’s Antislavery Heritage, 1733-1865, was awarded the Georgia Historical Society’s Lilla Hawes Ward. In 2004, The Georgia Center for the Book listed Freedom as one of The 25 Books All Georgian’s Should Read. He serves on the University of Georgia Libraries Board of Visitors. He is married to Zola Fletcher Thurmond, and they have one daughter, Mikaya.

DORETHA R. SMITH Doretha R. Smith has more than 28 years of experience that includes a range from non-profit to private industry. As Diversity Program Coordinator with Holder, Hunt, Russell, Moody (HHRM) Joint Venture, she plans, develops, and manages a large-scale diversity program that involves highly developed project execution, creation of milestones and benchmarks, with driven outcomes. Collects, assesses, and reports relevant project metrics, program, category, and business levels for use in holistic evaluation of business results and optimization. Her role is instrumental in leading the team in exceeding Equal Business Opportunity (EBO) commitments on the Mercedes-Benz Stadium (MBS).

She also assumed a similar role on the Maynard H. Jackson International Terminal, Concourses C and D at Hartsfield- Jackson Atlanta International Airport and the Human and Civil Rights Museum. The successful model utilized, focuses on building relationships, effective collaborations, analysis, proven ability to provide strategic support to management, while working strategically with the Preconstruction Department and Owners. Along with those responsibilities, she reviews current diversity initiatives, identifies, and develops comprehensive strategies for implementation of effective diversity processes, develop and establish continuous outreach efforts for the Joint Venture (JV), identifies, monitors, communicate and assist Senior Management in the integration of diversity and inclusion into the JV’s business model, establish systems and documentation while increasing and maximizing minority and female participation.

Other duties include, creating appropriate briefing and newsletters, planning and coordination of Information Sessions/ Meet and Greet, participation in exhibitor events, conducts presentations, develops effective means of communication for diversity initiatives through formal and informal channels both internal and external. Serves as liaison between the Office of Contract Compliance, H-JDP and HHRM. Also, serves as Community Liaison with the surrounding neighborhoods. LaNORRIS NIXONLaNorris Nixon, President of Nixon Management Group and Managing Member of Renaissance Ops, LLC has been actively involved in the construction and real estate development industry for over 30 years. His passion and drive to impact the lives of communities has created development opportunities throughout the United States. As a key partner in the redevelopment of neighborhoods, his efforts to create sustainable, thriving communities has included his involvement in the Century Freeway Redevelopment in Los Angeles as well as Centennial Place and Carver Homes redevelopments in Atlanta.

Since being licensed as a general contractor in North Carolina in 1992, Mr. Nixon has participated not only in residential construction, but also in many commercial projects, including airports, hotels, and governmental projects. Upon relocation to Atlanta, LaNorris worked with H.J. Russell & Company in several capacities within their real estate and development groups and was a leader in their redevelopment efforts in the Castleberry Hill neighborhood.

In his current position, LaNorris provides leadership and direction in the construction and program management arena for several clients including the Benoit Group, Integral Development, & the Russell Companies. Current involvement in signature projects such as the Wheat Street Towers renovation and Big Bethel Towers are worth noting. His firm’s efforts give developers an experienced group with an understanding from both the construction and development perspective, which is a key differentiator in today’s marketplace.

His personal foundation is built upon the belief that your God given gifts are not for you, but rather for the benefit of the greater community. In this regard, creating opportunities for others that might not otherwise have the exposure is paramount.

A graduate of the University of Georgia, Mr. Nixon also serves as a board member for the Carver YMCA and is a member of Omega Psi Phi Fraternity, Inc.

ERNEST L. ELLIS At his core, Ernest L. Ellis is an entrepreneur. Over his 30 year career, Ernest has successfully led seven different start-up ventures in multiple industries to significant success. Since 2008, Ernest has led FS 360, LLC as President and CEO to become one of Georgia’s fastest growing general contracting and construction management firms in the marketplace.

FS360 was founded in 2008 against the backdrop of the Great Recession. The construction industry was in a shambles, with many small and medium sized firms struggling to stay in business. In spite of those obstacles, FS360 has grown profitability each year in every important construction industry metric. FS360 has built an impressive client list and works with many of the Atlanta’s premier organizations: Coca-Cola, Delta Air Lines, Lockheed Martin, Porsche, HMS Host, City of Atlanta, Georgia Institute of Technology, Georgia State University, Clayton State University and many others. As FS360 has grown, Ernest has partnered with many minority and female business enterprises and created an “intentional” culture as it relates to diversity and inclusion.

Steve has been directly involved in construction for over 25 years as a developer/general contractor with extensive experience in program and construction management, pre-construction and design build activities. Steve is an active member of the community providing services as Board Member Georgia Chamber Of Commerce, Board Member National Minority Contractors Association, past President of Clark Atlanta University Business School Steering Committee, Founder and Chairman of Westlake High School Booster Club, City of Atlanta’s Arborist Board and other local charity events. Steve and his family worship and serve at Impact Church of East Point Georgia.

Steve has received his MBA Finance from Clark Atlanta University and B.S. Civil Engineering from Tennessee State University. Steve and his wife Cindy have two children, Bryson and Bria and one grandchild Ms. Riley Brown.

Economic development expert Eloisa Klementich has spent the last two decades solving complex problems at the city, state and national levels. Currently, Klementich is president and CEO of Invest Atlanta, the City of Atlanta’s economic development authority where she has been lauded by Atlanta Mayor Kasim Reed for her involvement in nearly all recent economic development wins for the City of Atlanta.

Previously, Eloisa served as managing director of business development at Invest Atlanta. In this position, she worked to attract new businesses and create initiatives that promoted job growth in Atlanta. Before coming to Invest Atlanta, Eloisa served as special assistant for economic development at the U.S. Economic Development Administration in the Office of the Secretary. She served as California’s assistant deputy secretary for economic development and commerce and has held various roles with city governments, including the consultant for Mexico’s President Vicente Fox, working on best practices for addressing constituent issues and requests.

Eloisa holds a bachelor’s degree from Pitzer College and a master’s degree in business administration from el Instituto Tecnologico de Monterrey. She holds two master’s degrees in urban planning and Latin American affairs from the University of California, Los Angeles. She received her doctorate degree in public administration from the University of LaVerne. Eloisa is also active in various business and civic organizations. She serves as a board member for the Latin American Civic Association, Access to Capital for Entrepreneurs, Atlanta Technical College, Atlanta Workforce Development Agency, LaunchPad 2x, Startup Atlanta, and Atlanta Emerging Markets, Inc. A graduate of the Leadership Atlanta Class of 2017, she is also involved with the Women’s Entrepreneurship Initiative, Georgia Economic Development Association, and International Economic Development Council.

DR. ELOISA KLEMENTICH, CEcDSCOTT SHELAR Scott has held many different jobs, including paper boy on the icy roads of Washington D.C.; lifeguard on the sunny beaches of St. Augustine, Florida; sports writer under the bright lights of high school football in South Georgia; and communications manager for the Atlanta Paralympic Games.

In 1996, Scott found his calling. That year, Scott was hired as Director of Education and Safety for the Georgia Branch, Associated General Contractors (AGC). There, he learned about the construction industry’s need for motivated, trained, quality workers. And there, he started building relationships with construction employers throughout Georgia.

Scott joined CEFGA in 1998. Under his leadership, CEFGA has received national recognition for its annual CareerExpo and SkillsUSA State Championships, which draws more than 7,000 attendees, mostly high school students, annually and its Construction Ready Program, which has trained and placed more than 550 metro Atlanta residents in the construction industry in the last three years.

A Florida native, Scott moved to Statesboro, GA in 1989 to attend Georgia Southern University, where he earned a Bachelor’s Degree in Political Science. He also met his wife there. While working out at Gold’s Gym, Scott spotted Kara Martin on a StairMaster. Scott and Kara celebrated their 20th Anniversary in 2015. Today, they live in Decatur, GA and have two children, Martin (age 10) and Sophie (age 7).

Scott’s favorite quote is one by Walt Disney, who said “It’s kind of fun to do the impossible.”

RISING STAR AWARDRecognizes individuals who have shown exceptional leadership and contributions to the construction industry, as well as grown to become a serious competitor in the marketplace.

BILLY FREEMAN, JR. Mr. Billy Freeman, Jr. has distinguished himself as one of the Southeast’s premier concrete contractors. His late father, Mr. Billy Freeman, Sr., who worked in the construction industry for over 60 years, introduced Billy Freeman, Jr. to the concrete construction industry. Billy Freeman, Sr. inspired and influenced his son to start Technique Concrete Construction in 2010.

A native Atlantan, Billy began his career in construction as a summer intern at Holder Construction in 1982. At the age of 19, he worked for Precision Concrete for 17 years as a foreman, superintendent and project manager. During his tenure with Precision, Billy helped build some of the major projects of the Atlanta skyline.

Early in his career, Billy was one of the youngest supervisors to manage a crew of 20 cement finishers and general laborers. He managed the installation of concrete for industrial and high-rise structures for multi-million dollar projects throughout Georgia and the Southeastern United States. He worked directly with general contractors in the completion of projects including IBM Regional Headquarters in Atlanta, Georgia, Cumberland Center in Marietta Georgia, and the 1996 Olympic Stadium-Turner Field in Atlanta, Georgia. As the Field Operations Manager for Precision, Billy Freeman, Jr. led the team that completed 12,500 cubic yard pour for the Sam Nunn Atlanta Federal Center in Atlanta, Georgia. At the time, this was the second largest concrete placement ever completed in the southeastern United States.

As President of Technique Concrete Construction, Billy has spearheaded innovation within the organization to better serve clients and the company. He plays a key leadership role in setting the strategic direction of the organization and has guided the firm through a period marked by steady growth. Technique Concrete Construction has expanded to include not only concrete construction, but general contracting as well. Billy has developed the expertise to construct high visibility projects that require specialized skills, understanding of unique program requirements, and sensitivity to the surrounding politics. Mr. Freeman also lends his talents as a board member to the National Association of Minority Contractors and is a member of the Georgia Highway Contractors Association, and the American Concrete Institute.

This past July during the Annual NAMC National Conference, Billy was inducted in the National NAMC Hall of Fame for his excellence in the construction industry as well as his dedication to service in NAMC.
