1. Introduction Teachers4Teachers believes in Education: Education is Future. Since the establishment of our organization in 2006 we focus on activities to develop education in Kenya as well as in The Netherlands. We encourage head teachers, teachers and children in both countries to invest in education.

Kwale County with three districts: Matuga, Msambweni and Kinango In The Netherlands we work together with about 25 organizations in education:

• School boards in primary and secondary education; • Consultancy organizations; and • Training colleges.

In Kenya we work together with

• Government of Kwale County responsible for over 300 schools; • The officers who are responsible for quality development in the schools; • The head teachers and teachers of the schools in Kwale County.

In the past five years T4T has achieved a solid and sustained cooperation with the government of Kwale County. Step by step we have realized cooperation on four levels: school, zone, district and County. We are very proud of the agreement we have signed with the government of Kwale County in 2012 in which we made our cooperation official. Together with the government we now work on developing an educational centre, will be built in Matuga, and will offer educational programmes to be developed together with the Teachers Training Centre DICECE. In this Strategic Plan we look back at the results of our strategy of the past four years and we present our goals for the next four years. After working together with our Kenyan colleagues of the schools in Kwale County for over five years we are very proud to see that a number of Kenyan teachers and head teachers are taking over the organization of the workshops: they are already guiding their colleagues in training and education! 2. Vision – Mission – Strategy T4T Vision Education is Future Mission T4T T4T is an organization that stimulates the quality of education both in The Netherlands and in Kenya by:

• Meeting to exchange; • Connecting professionals; and • Learning together

T4T intends to improve quality at all levels by involving government, county, districts, zones and schools. The government is responsible for development of quality and is in the position to sustain this process and to ensure its continuation. Our mission statements for 2013 – 2016 are:

• Our policy will be successful if after a period of four years we can establish an 8% increase of the mean score of the KCPE results of all school in Kwale County.

• 25 Kenyan head teachers have taken over the organization of workshops and are ready to guide and coach their colleagues in training and education.

• The Zone Education Officers are successfully supporting the head teachers and their staff to achieve a considerable improvement in the quality of education.

Strategic goals T4T 2016

1. To achieve cooperation between DICECE and schools by building an education centre and working together in establishing network meetings for teachers, head teachers and zones.

2. To achieve learning communities at school level by training school leaders. 3. To achieve active participation of the government by organizing network meetings with

districts officers, zone officers. 4. To determine the roles of all participants in the future organization

Teachers4Teachers will continue to organize meetings and learning activities at all levels. Meet … connect … learn … T4T focuses on partnership. The schools in Kenya are often remote and difficult to reach because of the poor road conditions. Transportation is difficult and expensive. Teachers4Teachers brings teachers, head teachers and officers from Kenya and The Netherlands together to meet, to exchange knowledge and to learn. We organize meetings for 300 schools, 300 head teachers, 3000 teachers and 14 officers in the zones. We estimate the total population of children on these schools is in between 150,000 to 180,000. Ownership The success of our policy to increase the KCPE results in the next four years depends for a greater part on the determination, the competencies, the enthusiasm and the efforts of the Kenyan people themselves. The T4T focus is to contribute to the upgrading of teachers, head teachers and officers to enable to give guidance to their colleagues and help them improve their educational practice.

Capacity building T4T invests in people. Teachers, head teachers, parents and officers from The Netherlands and Kenya are invited to participate in all kind of activities, such as workshops, training sessions and courses, i.e.:

• Adult classes: parents are invited to reading and writing classes. We believe that participation of parents contributes to a better performance of children.

• Workshops for teachers: teachers are invited to participate in workshop in which they mutually exchange experiences with their Dutch colleagues.

• Workshops for head teachers: head teachers are invited to participate in workshop in which they mutually exchange experiences with their Dutch colleagues.

• Workshops for officers: zone officers and districts officers are invited to participate in workshops to mutually exchange experiences of their practices with their Dutch colleagues.

• School Leaders Course: school leaders are invited to participate in a 2-year course in which they learn how to be an excellent educational leader.

• Scholarships: ECD teachers (Early Childhood Development – teachers in Kindergarten) are invited to take a 2-year course to obtain a certificate as a professional ECD teacher. T4T pays 50% of the school fees.

3. Looking back on T4T results 2009-2012 In our Strategy Plan 2009-2012 we presented a number of goals that we wanted to achieve in 2012. We show an overview of the key factors and performance indicators of T4T in appendix 1. Looking back we can conclude that we have established the following results. Educational results T4T believes that meeting, connecting and learning as we do in Kenya will lead to better performance of the schools. The KCPE score is the most important quality indicator in Kenya. However, in the past four years the results did not show much improvement. The mean score of the schools in Kwale County decreased in the past five years form 235 to 224. We determined some factors that cause these disappointing results1:

• High pupil – teacher ratios In 2003 Kenya introduced Free Primary Education (FPE) nationwide. FPE caused an increase of enrolment of children in primary education of 22%. On national level there appears to be no decline of KCPE scores, but there is a substantial variation at district level. The enrolment in poorer districts has been larger than in richer. In poorer districts like Kwale County the staffing levels have not kept pace. Higher enrolment is associated with larger class sizes and lower KCPE scores.

• Accountability and interaction between schools, parents and communities Government funding is increased with the effect that local fundraising may be reduced. Parents no longer pay for the school and may loose a sense of ownership, which may have resulted in a decreased participation and less PTA teachers in schools. Systems of accountability and monitoring (both internal and external) are core drivers of educational achievement.

Financial results The policy of T4T to collect more income out of donations and gifts has been successful. One of the actions on this subject was the nomination of a special goal for donation: scholarships for ECD teachers. This goal has touched a lot of teachers in The Netherlands: a lot of them have adopted a teacher to support him or her during a 2-year training course. The donations of Dutch participants have increased and reached the level that we aimed for. Results in the perspective of clients and participants We have no insight in the results on our strategic goal to get more children enrolled. So far, The educational system does not provide for a reliable system of registration the participation of children. On the other indicators we have been more successful:

• All schools in Kwale County participate in the project. • According to the feedback we ask of all the participants (Dutch and Kenyan) we think we

are doing well in working and organizing as we do. The mean scores of satisfaction of all participants are above 9 in a scale of 0 - 10.

Results in the perspective of our organization Our strategic goal is to achieve a large number of schools that are working as a professional learning community. We do not have a standard yet with which we can compare the results. The other indicators show a reasonable increase in results:

• Head teachers are more and more playing a new role as educational leader and coach of the staff members. Together with the Kenyan officials we have developed a school leaders course and educated 32 school leaders in the last four years. The number of certificated school leaders is 30.

• Together with the zone officers we have developed a tool to monitor the quality of schools. The officers and schools are not yet using this tool.

• We estimate that over 100 schools are improving education on basis of action plans. Results in the perspective of innovation and sustainability Our strategic goal was to transfer meeting – connecting – learning to our Kenyan colleagues. In 2012 the Kenyan colleagues have organized their own workshops with colleagues on 10 locations. A big success!

• We have received approval of the Kwale Government on the school leader programme. • We have received approval of the officials (zone officers) on the school monitor. • We have reached an important goal in transferring our activities to the Kenyan teachers

and head teachers: in 2012 they organized 10 workshops for their colleagues on 10 different locations.

• During the school leaders course 2011/2013, 5 Kenyan head teachers, who have finished the course themselves in 2009/2011, supported and coached their colleagues.

4. Recent developments Opportunities In 2013 there will be elections in Kenya. These elections will have far more impact than the previous elections in 2007. In 2013 the Kenyan government has agreed on a change of Constitution. One of the issues in the new Constitution is a reconstruction of regions. As from 2012 Kenya is divided in 47 Counties all with their own governors and parliaments. During the elections of 2013 the people will vote for the National Parliament as well as for the County Parliament and the County Governor. This will bring a number of changes in the national policy, like:

• Integration of educational training programmes (ECD, special needs, primary education); • Child centred education; • Schools are English speaking zones; and • Employment of 25.000 teachers in 2013. On County level the following changes are expected:

• A new integrated Teachers Training (Resource) Centre in Kwale County (DICECE) • Partnership TTC Kwale County and T4T in developing facilities and programmes; and • Sharing knowledge on education, training and coaching. 2013 will be a special year for Teachers4Teachers, because the organization exists for 10 years. In these 10 year Teachers4Teachers has become an official partner of the Government and has become an organization with name and fame. Teachers4Teachers has grown to a reliable organization with educational activities on different levels and with different partners: parents, teachers, head teachers, officers and lecturers of the teachers training centre.

• T4T is expanding its activities to secondary schools and school for special needs. • The 10 years jubilee could offer a large exposure and an expansion of financial resources. Threats We see some threats for the T4T organization:

• Decreasing number of supporting school organizations and participants in The Netherlands. • Financial crisis causes less financial budget for supporting school organizations. • Overload of workshops in Kenya, we have to compete with other organizations • T4T is growing, which means pressure on the span of control. Position T4T Teachers4Teachers will be active in Kwale Kenya for at least four more years, but our support is not of permanent nature. We work towards a moment of finishing our active support. Our exit strategy is to transfer our way of working to our Kenyan colleagues in the next 10 years. In the meantime we accomplish our task based on a number of qualities in our organization, like:

• We are patient listeners, we observe and keep asking questions, we do what we promise to do and ask our partners to take responsibility.

• We are working on sustainable relations in The Netherlands as well as in Kenya; we are loyal partners.

• We are eager in learning about the culture and lifestyle in Kenya, without prejudices. • We know how we can organize capacity and knowledge in The Netherlands on subjects

like child centred education and school management. • We know how we can organize capacity and knowledge on coaching and guiding.

• Our programmes are sustainable: we focus on capacity building and transfer our programs to independent and self-supporting organizations.

• We have a professional and reliable board that operates in an executive way, with short lines and quick decisions.

We have to put more effort in a few aspects of our organization, which are weak. We also have to invest time and energy in the funding and stabilizing the number of donors and sponsors. Current points of attention are:

• The group of stakeholders is steady but small; • As a board we are not able to reflect on our activities from time to time; • We are depending on the Dutch school organizations to deliver capable participants to

organize workshops in Kenya; and • Board of T4T lacks capacity of economic management.

5. Focus 2013-2016 In the past four years our focus was on partnership: how can we become a reliable partner of our brothers and sisters in education in Kenya? At the end of 2012 we are proud of what we have achieved: we have realized a warm cooperation with professionals at all levels in the chain of education: teachers, head teachers, officers in zones and districts, lecturers of TTC and government officials. Crown on our partnership is an official agreement with the TTC DICECE and government of Kwale County on working together in realizing an Educational Centre in Matuga. Reflection on our activities in the past four years has shown us that we have achieved some of our goals completely, some of them partly and some not at all. We couldn’t establish an improvement in the results on school level (mean KCPE score), but over all we think that we have made some important steps on aspects of quality of education both in Kenya and The Netherlands:

• meeting professionals: regular networking in zones and district • exchanging knowledge and experiences: workshops • peer-to-peer learning: equal learning on all levels • capacity building: spending money and time on well trained teachers and head teachers We have based our conclusions about partnership and results not only on the visible results of our work, but also on the feedback that we received from our partners in The Netherlands and Kenya. We also experienced more interest of the government in what we are doing and a growth in cooperation and participation. In the next four years Teachers4Teachers will focus on ownership and sustainability: what can we do to put our partners in position to continue the improvement of educational quality after we have finished our mutual project. We will concentrate our activities and role on coaching and guiding. We choose four spearheads:

• Determination of key factors that have impact on educational results; subsequently the utilisation of these factors for improvement; • Capacity building: networking, training and learning on all levels in the chain; • Expanding support to secondary education and special needs schools; • Development of, and working with monitoring systems. We have worked out these spearheads in the following projects. 5.1 Workshops primary schools We continue our workshops for teachers every year in March, in which Dutch teachers and their Kenyan colleagues work together in preparing and leading the workshops. By working together like this, we assume that the Kenyan workshop leaders will be ready to organize workshops after the Dutch teachers have left. Our goal is to involve at least one teacher of each school in Kwale County to participate in these workshops every year. While the number of participants will increase from 120 to over 300 per year (all schools will be involved every year) the costs of these workshops will decrease from € 20,300 in 2013 to € 19,000 in 2016. The decrease of costs is the result of the transfer of activities to our Kenyan partners (diminishing of transport costs). We continue our workshops for head teachers every year in October. Dutch head teachers and their Kenyan colleagues work together in preparing and leading the workshops. By working together like this, we assume that the Kenyan workshop leaders will be ready to organize workshops after the Dutch head teachers have left. Our goal is to involve all head teachers in

Kwale County to these workshops every year. While the number of participants will increase from 120 to over 300 per year (all head teachers will be involved every year) the costs of these workshops will decrease from € 17,000 in 2013 to € 15,000 in 2016. The decrease of costs is the result of the transfer of activities to our Kenyan partners (diminishing of transport costs). 5.2 Workshops Secondary schools We will organize new workshops for teachers in secondary schools every year in March. Dutch teachers and their Kenyan colleagues work together in preparing and leading the workshops. By working together like that, we hope that the Kenyan workshop leaders will be ready to organize workshops after the Dutch lecturers have left. Our goal is to involve more secondary schools in Kwale County to these workshops every year with participation of at least one teacher. The number of participating schools will increase from three in 2013 to six in 2016. The costs of these workshops will be € 12,000 every year. 5.3 Workshops Zone officers We continue our workshops for zone officers twice a year in March and October. Dutch trainers and the zone officers work together in preparing and leading the workshops. Important subject of our workshops will be development of monitoring systems, based on criteria for quality improvement, and how to put them into practice. Our goal is to involve all officers in Kwale County in these workshops. The costs will be € 3,500 per year. 5.4 Workshops TTC DICECE We will start new workshops for lecturers of the TTC DICECE twice a year in March and October. Dutch trainers and the lecturers work together in preparing and leading the workshops. Our goal is to involve all lecturers of TTC DICECE in Matuga in these workshops. The costs will be € 3,500 per year. 5.5 School Leaders Course We continue the school leaders course. In 2013 we will start with the third group of 16 head teachers. Our role will be different, because we move into a new phase in our cooperation with the Kenyan professionals, the phase of transfer. Our focus will be on coaching our Kenyan colleagues (well trained school leaders) in coaching and guiding their colleagues of the third school leaders group. The cost of the course will decrease from € 21,000 in 2013 to € 15,000 in 2016. The decrease of costs is the result of the transfer of activities to our Kenyan partners. Instead of bringing Dutch coaches to Kenya we will involve our Kenyan coaches to do the job. 5.6 Scholarships ECD Teachers Teachers4Teachers invests in education of teachers in Kindergarten (ECD teachers), because we believe that they play an important role in the development of children in primary schools. Well-trained ECD teachers can make the difference. In the next four years we will invite 25 ECD teachers to start their education with support of T4T (50% of the school fee). The costs of the scholarships in the next 4 years will decrease from € 18,000 in 2013 to € 14,000 in 2016. In 2014 the first group of 60 teachers will finish their education. That brings the number of participating teachers in 2014 (145) down to 100 per year. 5.7 Adult Classes Teachers4Teachers believe that involvement of parents in the school and their children’s’ education is an important key factor for success. Most of the parents in the area do not speak English and are illiterate. Therefore, in the next 4 years we will invest in Adult Classes: we will try to launch 25

classes every year, which we will support for 2 years. The costs of these Adult Classes are € 200 per year, 50 classes cost € 10,000 per year. 5.8 Organization Our organization is growing. In 2006 we started with 2 workshops, which were carried out at only one spot in the whole County. All participants had to travel to a central place, Ukunda, to join the workshops. In 2013 we will organize workshops for all 14 zones on more than 30 locations for teachers and head teachers of primary schools as well as secondary schools. We also support workshops for teachers who work with disabled children and workshops organized by the Kenyan teachers themselves. It is not possible to organize these workshops without support from Kenya. In 2012 we employed a local director T4T in Kenya and an assistant. They have an office and a car at their disposal. The total costs of the organization in Kenya are € 20,500 per year. The costs of organization in The Netherlands are € 10,000 per year. Below an overview of the total costs of these projects in the financial plan for the next 4 years.

5.9 Education Centre Teachers4Teachers has searched for a Kenyan partner that eventually can take over the educational support and make it sustainable. Since 2009 we cooperate with the Teacher Training College (TTC) Shanzu in Mombasa on the development of a school leaders course. The cooperation finished at the end of 2011 due to changes in the Educational structures in Kwale County. The new administration of Kwale County has started to set up a new Teacher Training Centre in Matuga, the TTC DICECE. We already work together with DICECE in training the ECD teachers. In a few meetings with the TTC DICECE and the administration of Kwale County we experienced that the Board and Directors have the ambition to work together with T4T to develop this Centre into a

central Resource Centre for all schools in Kwale County. Once completed, this centre will host the ECD-trainings. In June 2012 we signed an agreement with TTC DICECE and the administration of Kwale County to work together on the development of the Education Centre: construction as well development of courses and educational workshops. The total costs of the construction of the building will roughly be subdivided in 1/3 for the County Kwale and 2/3 for T4T. This means a contribution in the costs of approximately € 200,000. It is our mutual intention the complete the building process at the end of 2014, depending on fund raising.

6. Financial resources 2013 - 2016 In the next 4 years Teachers4Teachers will work on a steady cooperation with the government of Kwale County. Our aim is to support the Kenyan professionals in developing educational activities (workshops, courses, networking, meeting). The realization of an Education Centre together with the Teachers Training Centre DICECE in Matuga will be an immense challenge. In 2013 our organization will exist 10 years. We think this jubilee will give us a perfect opportunity to attract teachers, schools and sponsors in The Netherlands to support our cooperation in Kenya. In 2013 we need € 127,300 to carry out our projects. We also need € 100,000 for the construction of the Educational Centre. In 2014 we need € 222,500 for projects and construction together. In 2015 and 2016 we need around € 123,000 per year. 6.1 General income and income from PR actions In the past years we had a steady income from all kind of donors of around € 10,000 per year. We think we can expect the same amount in the next years. The income of special activities and PR actions was also steady at € 10.000 per year. We will use 2013 (jubilee year) to expand our PR activities with special events, like for example: the selling of jubilee-wine, African products, visiting schools that organize special fund raising events. 6.2 Teachers40Teachers One of our goals is to organize a club of 40 school boards in The Netherlands that will form the financial and educational backbone of Teachers4Teachers. We call this club Teachers40Teachers. The members of the T40T club are prepared to facilitate teachers and head teachers to go to Kenya during holidays (spring and autumn). They will be members for four years and pay € 2500 per year for the membership. We will undertake special action to get eight members in 2013 and add four more every year. Expected income in 2013 will be € 20,000. 6.3 Let them learn For this special financial resource we find a lot of donors among teachers and head teachers who have visited Kenya with T4T. For them it is an apparent way to support the training of ECD teachers and Adult Classes for parents. These projects are also interesting for organizations that like to support the empowerment of women, like the Sandra Reemer Foundation. We hope we can expand this resource in the next years to € 15,000 per year. 6.4 Funding In the past years we received a greater part of our income from large funding organizations in The Netherlands. Donations were given by Impulsis (Edukans) and Turing Foundation. However, the resources of the funding organizations are decreasing due to the financial crisis worldwide. In the next years we hope to increase our resources with the help of regular partners and participants, but additional funding is still needed. We are aiming at the following funding organizations:

Impulsis (Edukans), Liberty Fonds, Leye Fonds, Wilde Ganzen, Avans Hogeschool.
