There is an overlapping structure of the duration of schooling. For example, the 4th year of scholarshipsfor a staff member every year will have the maximum costs.

    Table 1 Overlapping Cost Schedule

    Candidate 1st Year 2nd Year 3rd Year 4th Year 5th Year

    1 GED 145800 Univ. 146400 Univ. 146400 Univ. 146400

    2 GED 145800 Univ. 146400 Univ. 146400 Univ. 146400

    3 GED 145800 Univ. 146400 Univ. 146400

    4 GED 145800 Univ. 146400

    5 GED 145800

    Costs by year

All costs above assume the highest amounts. They do not account for change in cost of tuition or inflationcosts. These figures would be adjusted accordingly.

NOTE: Ramkhamhaeng University allows for the completion of a degree in an 8-year time. Due to thehigh cost of allowances for living, this fund policy insists upon the staff member expediting the attainmentof their degree.

    Feature Behavior:

By enhancing the life of just one person through the fund made available we are helping to give manymore opportunities in working life, especially for higher paid jobs, [as well as giving] the chance to workwith and be taught by some of the finest and most knowledgeable people [and we are aiding toenhance] self-study and learning which may or may not [have been] achieved at high school level.(ImportanceofCollegeEducation.com)

In the United States of America in 2008 a high school graduate can expect to earn $1.2 million over thecourse of his or her lifetime versus someone who holds a Bachelors degree holders who would make$2.1 million. (ImportanceofCollegeEducation.com)

These statistics are not transferrable to Thailand. However, a demonstrated increase in wealth througheducation possibly is.

    Data Needs:

This project requires three sets of data needs: (1) teacher willingness, (2) staff acceptability, understanding of the process, and enduringness, and (3) criterion for attainment of the funds.

Teacher willingness There are approximately 50 teachers on staff. When the fund is running in itsfourth year at maximum capacity, a minimal contribution requirement would be 975 baht per month, whichis less than 1% of average teacher salaries. This figure accounts for every teacher contributing to thefund, a figure which could be disproportionate if fewer teachers become involved. To offset the amounts,

the fund is open to administrator and parent contribution. A survey needs to be completed to account forparticipation in donation to the fund to calculate exact numbers.

Staff Acceptability, understanding and enduringness As mentioned in the Timing/Implementationbelow, a liaison will be set up to convey the intent of the project scope. Depending upon staff responsethrough notable competition or lack thereof the merit of the fund can be judged. For example, a study canask how many staff members would be interested in furthering their education if the proceeds were madeavailable.

Criterion for attainment of the funds (1) Minimum 2 years working with Concordian International School,(2) non-tarnished working record and a good attendance record. (3) Vote for more than one candidate by

staff and teachers, with each vote having the same weight. The voting constituency must be collectedfrom more than 90% of staff and teachers. Votes are based on merit, which is up to individualinterpretation of that meaning. Votes need to be collected and calculated by at least one staff memberand at least one teacher simultaneously. The voting process is secret ballot, to be registered or droppedat front office, where a security camera is in place to record all transactions.

NOTE: Staff members are not asked to fill out a letter of intent or create a written or verbal rationale thatexplains why they would like to attain the fund. This is because it may inhibit some staff members whopossibly do not yet have the skill to do so.

    Timing/Implementation:

The project can be deployed immediately for implementation at the beginning of the 2009-10 school year.Future employees and staff will be surveyed to account for willingness and recognition of the need for the

fund. The duration of each project would take place over the course of a year, and would be ongoing withoverlapping of projects as seen in Table 1. Below, Figure 1 demonstrates the course of action forimplementation, regulation and the continuous cycle of the project.

    Figure 1

After teachers sign-up for the donations and the amount required is determined depending upon thenumber of donators, school administration can set up an automatic transfer of funds from the wagesduring each pay-period. Along with this course of action, contributions can be attained through donation

boxes or letters sent to the community which ask for cash or direct deposit into an account set up for thefunds.

Interested Parties:Benefactors: Staff members Directly benefitting from the fund are staff members who will also beaffecting there families or friends for whom they can help financially or empower through a legacy thatmay be created by their own education.

Contributors: Teachers, Administrators, Parents Because of their contributions, the funds will be madepossible. The donations may be tax deductable. There is also self-gratification involved knowing thatactions are helping others.

Administrators and Liaisons Officers of Fund In order for the fund to be developed and kept going, theseparties need to be involved to help with finances, communication and the overseeing of the project. They

will communicate with staff, teachers, the GED attainment school and the University.

The non-formal education center This is a center that allows a person who has not completed highschool the opportunity to do so. It works in conjunction with Ramkhamhaeng University which acceptsgraduates from the program directly into the school.

Ramkhamhaeng University This University is Based on the principle of equality of opportunity to allregarding higher education (www.ru.ac.th) It is reasonably priced and recognized as a good educationestablishment.

Concordian International School The school would benefit indirectly from the public awareness given it,

due to the charitable nature of the project. Its students would benefit from knowing that everyone isrecognized as a worthwhile person deserving of similar opportunities. This project would be another waythe school applies its Mission Statement.

    Success Matrix/Review:

Factors that will determine this projects success include acceptance from administration, teachers, staffand the general community. Below is a timeframe review of these metrics.

Initially, the school sponsor and administration need to support the project.

After these parties have accepted the funding proposal, the teachers need to be formallysurveyed to examine their willingness to participate. This would be checked annually to ensurecapabilities of the project itself.

Every year there may not be a candidate to receive the fund. If this occurs, the monies can becarried over to the following year, with less money asked from the teachers and donating pool.Donations still occur every year since the fund per person lasts 4 years.

Informal or formal surveys should be taken yearly from the parents and other communities todetermine the recognition value (not monetary value) of the fund, and also to determine if itemsneed to be organized differently to suit needs.

The selection process needs to be examined to determine the fairness. After the first vote hastaken place, the responders need to be examined through a questionnaire to determine if it is

working well or if items need to be changed. Candidates should not be allowed to influenceothers through vote buying1 and would be disqualified if they or anyone on their behalf wasfound to be doing so.

    Alternative Action Plan/Contingencies:

Other actions to address include: Non-funding, Non-need, Extra money, Staff re-hiring, Staff applicationreasons, and Conflict.

Non-funding Other sources of income can be pursued through active campaigning, should the lack offunding occur from teacher gifts. New pools of money could be generated outside the community ofConcordian International School. As well, specific gambling funds could have some of the proceedsdonated to the fund, fairs profits could be used to go towards the funds, or extra-earnings from the sale ofitems could be accrued to help with the sponsorship.

Non-need If there is a year where the pool for candidates of the funds is negligible, the funds moneyallocations are simply transferred to another year and recalculations are made for the monies needed inorder to sustain the project. The project purpose itself needs to be examined to determine if theprocedure should be taking place at all should a trend occurs where no staff are applying for the fund fortwo or more years. Given this occurrence, the project may be disbanded, carrying out only to fulfill theobligations to the members who have presently enrolled in school.

Extra money This can be carried over to the following year to alleviate the costs asked of the teachers ifthere is a surplus of funds. Monies may be split and given to other worthwhile causes, which would bedetermined when this happens with extraneously large donations.

Staff re-hiring The staff being educated would need to be replaced since they will be leaving the school

for other endeavors. This rehiring process would take place through the business office as per usualmeans.

Staff application reasons People of the community may try to get hired solely for the purpose ofattaining the fund if the endowment became widely known. While this could be regarded as undesirable, the drive and desire of such a person should be commended and they should be allowed to attain thefund. A person working for two years at Concordian International School with the hopes of attaining thisopportunity should be granted the funds, even if the only purpose of his or her working at CIS were thesemotives. Check-points, like voting from the staff and teachers, keep the fund regulated in order thatoccurrences like this do not take place frequently or that more deserving members of staff are notoverlooked.

Conflict Measures taken against conflicting parties would be dealt with on a case-by-case situationshould a quarrel of any kind occur. While the funds purpose is to aid and support dignity, integrity andcompassion, monetary funds involved sometimes bring out the worst in people. Should infractions occur, due course would apply as it would for any scenario in the school.

1Vote buying could entail actual money for the vote, or special favors being done in order to coercevotes from certain parties.
