THE ENGINEERING EQUIPMENT AND MATERIALS USERS ASSOCIATION The Engineering Equipment and Materials Users Association—EEMUA—was formed in 1983 by the Amalgamation of the Oil Companies Materials Association (OCMA) and the Engineering Equipment Users Association (EEUA). It is an organisation of substantial purchasers and users of engineering products, whose members include leading national and multinational companies in the petroleum, gas, chemical and energy industries, and engineering contractors that provide services to those companies. A list of Full and Associate Members (the latter being limited to membership of three technical committees) is given below. EEMUA is concerned with the design, installation, operation and maintenance of the engineering plant used by members in pursuing their business activities. The Association aims to reduce members' costs by providing the opportunity for them to share resources and expertise in order to keep abreast of technological developments and improve the effectiveness and efficiency of their engineering activities. EEMUA supports the British Standards Institution, works with other institutions, associations, government departments, regulatory authorities and the Confederation of British Industry, and is also actively involved with other standards-making bodies, both national and international, such as the American Petroleum Institute. document and suggests procedures for evaluation of the bids received. Its use will minimise the possibility of relevant items being overlooked whether in the preparation of a tender document or in evaluation of the bids received.

The Publication discusses methods to be used for evaluating bids based on objectives, and criticality in key areas. Weightings to be used for critical and less critical aspects are suggested. Potential suppliers are directed to pay attention to specific details prior to submitting their bids as lack of detail may result in the bids being dismissed.

selection and installation of all plant equipment. It indicates the method of specifying maximum acceptable noise levels for plant and equipment, describes acceptable methods of test for determining noise emission from equipment and gives a guide to methods of calculation and presentation of data.

It does not set noise limits because the acceptable limit for any location will depend on factors relevant to that location.

141 Guide to the Use of Noise Procedure Specification (1980) (formerly OCMA Spec. No. NWG-3 Revision 2) 0 85931 083 3 This Guide is intended to facilitate the use of the OCMA Noise Procedure

Specification NWG-1. (Now EEMUA Publication No.140). All mandatory requirements are included in the specification document, although this Guide is purely illustrative. The Guide is based on the experience of several oil companies, and although requirements and procedures will vary from plant to plant, the material in this Guide should prove helpful in any case where noise limits have to be set and complied with within the petroleum, petrochemical and allied industries.

Prompted by the increasing use of block and bleed valve manifolds in piping systems, coupled with uncertainty regarding their application and the absence of a recognised standard, the EEMUA Valves Technical Committee issued the first edition of the subject Specification and associated Applications Guidelines in 1995. At the time, block and bleed valve manifolds were used principally as replacements for individual block and bleed valves at tapping points in piping systems for the purpose of measurement and control. However, larger arrangements are now being used for equipment and main process isolation. During the past decade, the emergence of new legislation and standards relating to the inspection and conformity assessment of both new and in-service equipment has resulted in an increasing interest in the competence of Inspection Bodies and the personnel employed by them. This interest has manifested itself by: a change from certification to accreditation, based on a European/International standard, emphasis placed by accreditors on the competence of individuals as well as bodies, the development of national qualification and certification schemes for inspection personnel. However, the document also should be of considerable value to: Inspection Bodies in general, as a structured approach to training, development and competency assessment, users of inspection contractors and contracted inspection personnel, as a guide to aid selection, inspection service providers, as a comprehensive statement of users' minimum requirements in particular areas, individuals seeking certification, accreditation bodies, and other assessors - both internal and external.

Since publication in 1999 of the first edition of EEMUA 194, the trend has continued towards the development of fields in deep water, beyond diver access, with the associated increased difficulties and costs of inspection and maintenance of subsea well completions, manifolds, flowlines and associated equipment. Significant developments in subsea materials technology and operational experience have also occurred during the period, further underlining the need for up-to-date guidance and awareness of materials selection and performance. Such guidance is given in the present, completely updated and expanded second edition. The document provides an overview of up-to-date principles and practices relating to materials selection and corrosion control for subsea oil and gas production equipment, and incorporates valuable lessons learned from designers, manufacturers, offshore contractors and operators. The main text covers cathodic protection, wellheads and Christmas trees, manifold piping, flowlines and risers, valves, fasteners and gaskets, flexible piping, hydraulic control and chemical injection systems, umbilicals, instruments, and protective coatings and insulation. Appendices cover sour service, duplex and weldable martensitic stainless steels, CRA-clad and -lined piping and (a new appendix) automatic ultrasonic inspection of pipeline girth welds. The comprehensive index of references standards and practices referenced in the original document has been brought up to date.

Over the years EEMUA technical committees have developed and issued exclusively for members’ use a number of short ‘information sheets’ on a variety of engineering topics. The Piping Systems Technical Committee (PSC) considers that a wider audience would benefit from the advice contained therein, and has accordingly compiled and published a selection of eleven information sheets on topics related to pressure-containing equipment. The European Pressure Equipment Directive (PED) came into force on 29th November 1999, the start of the 2½ year transitional (optional) period. Its provisions become mandatory of 30th May 2002. There is considerable ignorance and misunderstanding surrounding the PED and within it Directive lacking in clarity. This Guide ‘cuts through the fog’ by identifying and explaining those areas of the PED that valve purchasers need to know and understand. However its application is not confined to fixed offshore structures, but covers non-primary steelwork for all types of offshore installations including FSPOs. Topics include quality assurance, safety and environmental considerations; structural materials, welding consumables, and the handling thereof; qualification of welding procedures and personnel, and schemes for mutual recognition of welders; construction—preparation and assembly (design of welded connections, alignment and fit-up, etc.), control of production welding, post-weld heat treatment; fabrication tolerances; inspection and NDT and acceptance criteria; and a comprehensive index of reference codes and standards.

Certain types of leak from pressurised piping ( including valves) may be effectively contained by on-line sealing methods involving the use of elastomeric compounds. These essentially temporary repair methods were originally developed for application to leaking steam and condensate systems. However with additional safety precautions they may be applied to process piping systems containing flammable, corrosive and/or toxic fluids. The publication gives guidance on the limits of application of the technique, the factors to be considered when evaluating the feasibility of its use, and the preparation and execution of the procedure. It also identifies the type of information that an appropriate multi-discipline team needs to gather and evaluate in conducting a detailed risk assessment to determine the feasibility of applying the technique to a particular case.

A common problem with certain piping systems faced on construction sites and operating plants is lack of specialist knowledge of how to set and maintain piping spring supports effectively and safely. This is particularly the case where there is a significant temperature difference between the hot (operating) and cold (shutdown) conditions of the plant. This publication addresses the problem. It covers the specification of piping supports—in particular the information required by the manufacturer—the information to be recorded in the pipe support index, installation and commissioning procedures, in-service inspection and maintenance, and, as a separate section, dynamic restraints.

This Publication has been drafted as a result of issues which arose during the research which led to the EEMUA Alarm System Guidance (Publication No 191) being published. Members who contributed to writing the above were included in the drafting team. As before, co-operation with the US, Abnormal System Management Consortium (ASM) has identified areas and resolved issues to mutual benefit. This Publication has importance for people operating industrial processes such as petroleum and chemical plant, power stations, transport systems etc. Design guidance is given for maximising the effectiveness of the Human Computer Interface, including: an introduction to what is a Human Computer interface and the role of the operator, the design of systems reliant on the Human Computer Interface, guidance on display format design, principles and methodology, overall control room design and the factors influencing this. The appendices give more intensive detail on specific aspects, including: individual screen configurations, examples of actual display hierarchies, refurbishing design strategies, suggestions for engineer and operator survey questionnaires, a useful glossary of terminology. The ultimate objective is to provide design guidance on computerised control systems such that maximum effectiveness of the Human Computer interface

203 Guide to the Application of ISO 3183 Parts 2 (1996) and 3 (1999) Petroleum and Natural Gas Industries – Steel Pipes for Pipelines – Technical Delivery Conditions 0 85931 148 1

A review of the ISO line pipe standard, ISO 3183 Parts 1 to 3 was undertaken by EEMUA’s Materials Technology Committee (MTC) to assess the suitability of the three Parts for use in the petroleum and natural gas industries in accordance with member companies’ established practices. It was concluded that Part 1 was unsuitable without extensive amendment, whilst Part 2 and Part 3 were respectively suitable for non-hazardous and hazardous service, provided certain requirements in those Parts were made more stringent and additional requirements incorporated. The present Guide sets out, separately, the amendments to Parts 2 and 3 that the Committee considers necessary. Accordingly, it needs to be read in conjunction with those Parts of the ISO standard.
