Land Reform & Natural Resource Management

This study will build on the ongoing research on the inclusion of natural resource management on the ongoing national land reforms recently presented in a land workshop.

The support is broad including Sida, the World Bank and the Ministry of Lands. There are also opportunities for regional collaborations with other EfD centers.

2. Household Demand & Welfare Implications of Water Policy in Kenya

• This study will examine the effect of Risk Perception on Choice of water source and how this choice informs Avertive Behaviour among households in four towns areas in Kenya.

• The study will use cross-sectional survey data from 1000 households in the four towns. The survey data covered water sourcing behavior, costs, households demographic, socio-economic and housing characteristics of households.

• The study analyses how these factors influence water quality perceptions & of averting behavior.

3. Potentials for Revenues via EFRs in Kenya? Environmental fiscal reform (EFR) means a range of taxation or pricing

instruments that can raise revenue, while simultaneously furthering environmental goals. This is through economic incentives to correct market failure.

This paper therefore examines the potential for environmental fiscal reforms in Kenya and provides strategies and policy recommendations to achieve maximum benefits on taxes leveled on environmentally related good and services.

It aims to;

• To mobilize revenue to support Environmental objectives.

• Promote sound Environmental management and sustainable use of natural resources e.g through removal of harmful subsidies.

• Fight poverty.

4. Recovering Resource rents from Wild Fishery• This study is focused on recovering resource rent from wild

fishery - to correct the problem of over fishing in Lake Victoria- so as to promote successful aquaculture in the watershed basin to greatly reduce fishing pressure.

• There is a move towards this as the Fisheries Department is planning to charge 5-10% as fishing levy. Therefore the study will inform the magnitude of fishing levy to be charged.

New Proposed Projects

Climate Change and Adaptation.• The study is premised on the Ricardian approach to adaptation

to climate change.

• It will interrogate the approach and thereby provide alternative options to farmers in East Africa as they adapt to the changing climate.

2. UN- REDD ( Reduced Emissions from Avoided deforestation and degradation )

• The proposed study elicits both global and national attention. It will complement CDM to sequester carbon dioxide from avoided deforestation and degradation and appropriate credits to the beneficiaries.

• Kenya Govt. has already expressed interest. There are anticipated costs to be incurred through the REDD especially opportunity costs from competing land uses.

• The theoretical and conceptual framework will be discussed during the meeting.

3. Forest Reform and Corruption• This study will look at the efficacy of different

management regimes in Kakamega Forest using choice experiments

• In particular it will look at how corruption plays out in the different management regimes and whether the instituted forest reforms have a role to play in perpetuating corruption.

• The study will therefore make contributions on how effective the reform are or is it just business as usual.

• A cross-country analysis/comparison probably with China and Tanzania is proposed

4. Productivity Risk; Technical Efficiency of Adoption of SLM Technologies

• The study will focus on factors influencing the variance of technology adoption; the magnitude of inefficiencies and the various determinants.

• The data is available from Kenya and Ethiopia on technology adoption. It was proposed that it should also be linked to the SRA- Strategy for Revitalizing Agriculture (2004).
