Since 2006, the scope of the deliberations was expanded to include issues like cooperation framework among South Asian countries, mobile governance, Open Solutions for Public Administration and new media technologies under the guidance of Mr. R. Chandrashekhar, currently Secretary IT, Government of India; who was the Chairman of the program advisory  board during e-Gov World 2006 , e-Gov World 2007 and e-Gov World 2008 . During this period, the platform emerged as one of the strongest think tank and the advocacy platform for government transformation initiatives in the South Asian region. Government and multilatera l organizati ons like DIT, Governmen t of India, The World Bank, UNDP, NIC, One World South Asia, UNESCO, UN Solution Exchange, CDAC, USAID, Danish Technological Institute and the Industry players such as Microsoft, IBM, Red Hat, Airtel, Oracle, Cisco and many others have been the regular partners and sponsors of the e-GovWorld conferences. PricewaterhouseCoopers and Accenture have been the knowledge partners for e- Gov World & Government Transformation Forum initiatives respectively over past six years.

Background

One of the flagship initiatives of The Society for Promotion of e-Governance, e-Gov

World is one of the most reputed platforms for the government practitioners,

industry, academia and civil society organizations to share their learning practices

and develop the foresight for transforming government services. The participants

The deliberations under the e-Gov World and Government Transformation Forums

are designed in consultation with the government agencies, industry representatives

and other stakeholders and are clearly focussed on the outcomes to take the e-

Government services to the next level. The Program Advisory boards for each of the

conference consists of the top experts in the domain. The deliberations of each of the

conference are documented in the form of a conference report and are circulated

among the key policy makers as the stakeholder inputs. Some of the key

achievements that can be attributed to the deliberations held on e-Gov World and

GTF platforms are:

  Interactions among the Indian and European e-Governance practitioners on

impact assessment leading to the conceptualization efforts of e-Government

Assessment Framework (EAF) of government of India

  Initiatives by government of India to create knowledge repository on e-

Governance that was first proposed during the e-Gov India 2004 and

subsequently deliberated in detail during e-Gov World 2006.

  Efforts to create a structured e-Governance cooperation framework among the

South Asian countries have been keenly pursued by government of India

after detailed panel discussion held during e-Gov World 2007 session with

Mr. R. Chandrashekhar as the chair of the panel and the representatives from

most the South Asian countries as panel members. The organizers plan to

hold further discussions on the issue during e-GovWorld 2010.

  Initiation of efforts on Mobile Governance (m-Gov) by DIT, Government of

India that were initiated during the first ever global dialogue on mobile

governance conducted by SPeG during e-Gov World 2007 in partnership with

e-Development Thematic Group of The World Bank. Since then SPeG has

created a global observatory and repository on mobile governance which is

the most referred portal on mobile governance globally. SpeG since then have

conducted more than 10 workshops and national consultation meetings on

mobile governance.

  Formulation of Open Standards policy on e-Governance by DIT and NIC

which was proposed during e-Gov World 2006 in the presence of

representatives from DIT, NIC , IBM, Microsoft, Redhat and other

stakeholders. Asia OSPA (Open Solutions for Public Administration) Forum

was launched during the same conference in partnership with CDAC.

  Inclusion of stakeholder consultations as mandatory exercise in e-Governance

projects after multiple discussions carried during various e-GovWorld

conferences and launch of NeGF (National e-Governance Stakeholders

Forum) during the annual meeting of UN Solutions Exchange ICTD

community in 2008.

  The mobile banking regulations that were proposed as an idea for financial

inclusion during Government Transformation Forum 2009

  The initiatives to develop interoperable data centres by department of IncomeTax, Customs and Excise that was proposed as one of the recommendations

during Government Transformation Forum 2009.

There are many other initiatives that the deliberations have been successful in

starting among the government and industry as the PPP projects.

Theme & Rationale for e-Gov World 2011

e-Gov World 2011 is scheduled to be hosted on January 20 – 21, 2011 at The Grand

New Delhi and is 5th in the series of International conferences and workshops

organized by SPeG. The key thematic areas to be addressed during e-Gov World

2010 are:

  Mobile Governance roadmap and global best practices in mobile applications

for inclusive development and sustainable growth

Participants’ Profile

e-Gov World conferences are attended by the key policy makers, industry leaders,

representatives from multilateral development agencies and heads of prominent

civil society organizations. E-Gov World 2011 is an invitation only event and only

the identified domain experts and decision makers are personally invited to

participate. It is expected that around 150 participants from various stakeholder

groups will participate during the two day deliberations.

Organizers

The Society for Promotion of e-Governance (SPEG) is a think tank and mission mode

organization, established in February 2004 and promoted by senior IT and e-

Government practitioners, bureaucrats and legal experts as its founder members.The society is a duly registered with Registrar of Societies, New Delhi vide

registration number S-48415 of 2004. SPeG is also registered as non profit

organization under Section 12AA (1)(b) of Income Tax Act ,1961 and have been

granted approval under section 80-G of Income Tax Act,1961.
