Identification of groups’ UCI

Background :– Common TF on UCI :

• Definition of the UCI, treatment of special cases– First treatment by BR staff

What remains to do: – Provide to the MS :

• Definitions and examples• A treatment template• The description of the procedure to follow in order to reach

an agreement on the UCI– Assign a country to every group for validation purposes

• European groups• Groups outside EU 31

Identification of groups’ UCI

Principles founding the future works : – To apply the rules defined by the TF on UCI– One UCI defined for all the statistical uses– The EGR to be the platform to store share the information on

UCI– FATS and FDI compilers will be involved in the allocation of the

UCI at several times:• The EGR will propose a UCI • FATS and FDI compilers will be involved in the

determination of the UCI undertaken by the BR people: they will get the possibility to comment the BR proposal (confirm or, propose a different UCI, help in the determination of the UCI), before it will become part of the final population

• FATS and FDI compilers will be able to send feedback when they detect an incorrect UCI in the EGR final population

Special Purpose Entities

Several EGR stakeholders deal with SPEs : FDI, FATS, BR In the EGR : need to take SPEs into account for defining the

right UCI BUT : no single definition up to now

Need to define SPEs for several uses Input paper on the place of SPEs in the EGR to be discussed

in Eurostat and with ECB in order to help for harmonisation and coordination

No try to harmonize the different definitions EGR to be the place to store and share the information on SPE

Modelling of enterprise units outside EU

To fulfil Outward FATS needs To assess the possibility of using the commercial data

providers information To provide information at an aggregated level for each

group (enterprise x country) Possible feedback from OFATS surveys in order to

improve the information provided The information produced is not aimed to replace survey

data, but could be regarded as ancillary information to "frame" the results of OFATS surveys and to extrapolate survey results.

Modelling of enterprise units outside EU

A modelling according to the 3 groups’ sub-populations– Large groups: information provided by profiling– Medium groups: automatic figures clerically checked– Small groups: automatic treatment only
