Dubai International (DXB) and Dubai World Central (DWC)
achieved Level 2 accreditation from the Airports Council
International‟s (ACI) Airport Carbon Accreditation Programme.
With Level 2 achieved, DXB and DWC are now in the list of 14
Level 2 accredited airports, representing more than 10% of the
air passenger traffic in the Asia Pacific Region. The completion of
the second stage of ACI‟s four-stage programme, is in line with
Dubai Airports‟ commitment to sustainable growth and support for
the aviation industry‟s global initiatives for a carbon-neutral future
for the world‟s airports.

Airport owner Dmitry DomodedovoMoscow’s
detainedKamenshchik
As a result of the Investigative Committee‟s findings into the fatal
suicide bombing in 2011 at Moscow‟s Domodedovo airport, the
principal registered owner, Dmitry Kamenshchik has been detained
by law enforcement officers and faces being charged with
operating premises with inappropriate security measures.
Domodedovo airport witnessed a terrorist attack on Jan. 24, 2011,
where 37 people were killed and a further 172 injured. Earlier this
month and prior to Kamenshchik‟s detainment, three other men
connected with the airports security operations had also been
arrested. Kamenshchik himself could face being arrested under
charges of introducing a new system for checking people entering
the airport, changes which investigators believe weakened security
at the airport.
At a briefing earlier this week and while showing documents and
video footage, Kamenshchik dismissed the committee‟s charges
against the three other men, telling reporters there was “no crime.”
Kamenshchik also confirmed at a press conference on the 17th
Feb. that his possible arrest will have no influence on
Domodedovo‟s investment program.
The suicide bombing was the second terrorist incident to have
taken place at the airport. In 2004 two planes, Volga-AviaExpress
Flight 1353 and Siberia Airlines Flight 1047, were each hijacked
shortly after take-off on the evening of Aug. 24, both subsequently
being blown up, killing all 43 and 46 passengers on board
respectively.

-Achieves WideAliuICAO Council President
Pacific-Ranging Progress during Mission to AsiaICAO Council President Dr. Olumuyiwa Benard Aliu conducted a
mission to Singapore from 14-15 February. He was accompanied
by ICAO‟s Asia-Pacific (APAC) Regional Director, Mr. Arun Mishra.
President Aliu met with Singapore‟s Deputy Prime Minister, Mr.
Tharman Shanmugaratnam, and Mr. Khaw Boon Wan,
Coordinating Minister for Infrastructure and Minister for Transport.
He delivered the keynote address at the Singapore Airshow
Aviation Leadership Summit and conducted a series of high-level
meetings and dialogues on ICAO‟s current work in support of an
international aviation market-based measure (MBM) and the UN
agency‟s ongoing capacity-building for States under its „No
Country left Behind‟ initiative.
During his keynote address, President Aliu focused on ICAO‟s
aviation development and No Country Left behind priorities,
including the need for major State commitments towards
modernized air transport infrastructure, while stressing the need
for near-term action on aviation emissions.
“The eyes of the world are now clearly focused on the air transport
sector post COP/21, and we must respond by delivering concrete
progress on reducing emissions,” he highlighted to his audience of
government and corporate leaders, stressing with respect to local
concerns that “with a number of Pacific Island States already
experiencing dramatic revenue loss due to climate change, the
especially urgent need for environmental action cannot be
ignored.”

(Continue)The ICAO President‟s stay in Singapore began with a series of
dialogues conducted separately with Ministers representing Pacific
Island States and Transport Ministers from the Association of Southeast
Asian Nations (ASEAN).
Topics discussed included „No Country left Behind‟ and ICAO‟s current
goals and actions to help States effectively implement ICAO Standards
and Policies – a fundamental requirement on the path to optimizing air
transport connectivity and aviation‟s socio-economic benefits.
Further talks focused on the progress of ICAO‟s work and outreach in
2016 to gain State consensus around the international aviation MBM
now being developed, a world first for any major industrial sector. In less
than two weeks from today, the ICAO Council‟s High-level MBM Group
will be reviewing a draft proposal for the MBM design scheme. This will
be followed by a series of regional outreach events – the ICAO Global
Aviation Dialogues – leading to a High-level meeting in May, and then
finally the 39th ICAO Assembly this September.
The President also met with Singaporean Minister of State, Ms.
Josephine Teo ; Mr. Pang Kin Keong, Permanent Secretary of
Singapore‟s Ministry of Transport; Mr Shum Jin-Chyi Kevin, Director
General of the Civil Aviation Authority of Singapore; and other
Singaporean senior officials.
President Aliu also conducted a series of bilateral discussions with Mr.
Henry Puna, Prime Minister and Minister for Transport of the Cook
Islands; Lord Tariq Ahmad, Parliamentary Under-Secretary of State of
the United Kingdom‟s Department of Transport; Mr. Aiyaz Sayed-
Khaiyum, Attorney General and Minister of Finance of Fiji; Ms. Violeta
Bulc, Commissioner for Transport, European Commission; Mr. Hadi
Sirika, Nigeria‟s Minister of State for Aviation; Mr. Hany Y. Eladawy and
Ms Iyabo O. Sosina, respectively the President and Secretary General
of the African Civil Aviation Commission (AFCAC); and Ms. Ingrid
Cherfils and Mr. Salvatore Sciacchitano, respectively President and
Executive Secretary of the European Civil Aviation Conference (ECAC).
He also attended the opening ceremony of the Singapore Air Show.

During the trip, the startup group will also wear Fitbits to trial the

Points for being active, which they can monitor through wearable
technology.

week, with flights operated by Boeing 747-400 aircraft with the
same interiors that feature on the airline‟s flagship A380s. The
service re-started in December 2015.

Quantum Control Laboratory
Associate Professor Michael J. Biercuk is an experimental physicist
and Director of the Quantum Control Laboratory within the ARC
Centre of Excellence for Engineered Quantum Systems at the
University of Sydney. He runs a research group focused on
developing techniques to control and exploit quantum mechanical
phenomena as resources powering a new generation of quantum-
enabled technologies. His research has been recognized with
feature coverage in media outlets such as The New York Times and
The Economist, as well as prizes including the 2015 Eureka Prize
for Outstanding Early Career Researcher.
Michael was educated in the United States, earning his
undergraduate degree from the University of Pennsylvania, and his
Master‟s and Doctorate degrees from Harvard University. He
performed postdoctoral research in the Ion Storage Group at NIST,
led by 2012 Nobel Laureate Dr. David Wineland. In addition to his
academic experience he served from 2005-2008 as a full-time

Jeremy Howard is a serial entrepreneur, business strategist, developer, and
educator. He is the CEO of Enlitic, a startup he founded to use recent
advances in machine learning to transform the practice of medicine, and
bring modern medical diagnostics to billions of people in the developing
world for the first time.
Jeremy is the youngest faculty member at Singularity University, where he
teaches data science, and is also a Young Global Leader with the World
Economic Forum. Previously he was the President and Chief Scientist of
Kaggle, a community and competition platform for over 150,000 data
scientists. Before working at Kaggle, Jeremy was the top ranked participant
in data science competitions globally, in 2010 and 2011. He founded two

develop usable Chinese language skills in just one year. Jeremy has
