Aadhaar as a financial address

• Aadhaar enables opening of Bank Acct– Dr Nachiket Mor Committee recommended that by

January 1, 2016 every Indian resident, above the age of 18 years, would have an Bank Account.

• APB is a payment system implemented by NPCI – NPCI uses Aadhaar as a central key for transfer of

funds to the Aadhaar enabled Bank Account.

• AEPS is a bank led model which allows online interoperability – Financial inclusion transaction at PoS (MicroATM) through the BC of any bank using

the Aadhaar authentication.

• Faster reconciliation of funds disbursed is possible• APB simplifies disbursal of funds

– Only one account for all disbursals.

Aadhaar Payment Bridge (APB)– 256 banks active on APB– About 6 crore Aadhaars mapped to Bank Accts– Rs 2967 cr paid in almost 5 cr transactions under 63 schemes

Uniqueness of Aadhaar - helps in detection of duplicates & fakes

Aadhaar ensures efficient detection of fakes/ duplicates in the existing databases

Additional places where Aadhaar helped:•Nearly 45,000 LPG consumers have been detected having 2 or more than 2 gas connections through Aadhaar in 19 districts so far. This will help in saving Rs 23 crore annual subsidy.•1866 non-existent & 11 duplicate beneficiaries (out of 21,117) were detected in the social welfare schemes at Chandigarh.•389 bogus family ration cards were detected in Mahe (Puducherry).•10-15 % non-existent connections in LPG.

• Detection of duplicates & fakes to the tune of 40% in PDS in some areas in East Godavari District (AP).

• 18% savings achieved through elimination of ghosts in social welfare schemes in AP.

Authentication enables online verification of identity- anytime, anywhere

Aadhaar- Online Identity

• It may be performed at an agent location using biometric authentication, as well as remotely using an OTP on a website or mobile connection.

• Already 7 organizations have become KUAs . It includes ICICI, AXIS, OBC, Bajaj Finance, etc.

• In January alone, over 4500 new accounts were opened based on e-KYC.

• The e-KYC service provides an instant, electronic, non-repudiable proof of identity and proof of address along with date of birth and gender.

Enabling Aadhaar for the marginalised

• Enrolments of children, differently abled persons, the Poor and Marginalised are done.

• UIDAI has a system of ‘Introducer’ to enable Aadhaar enrolment of residents, who don’t have valid document to prove their identity or who are not part of any Govt. database.

• Inability to prove identity many times prevent the poor from accessing benefits & subsidies

• Special Camps have been organised to enrol Leprosy affected residents, Old Aged, Special children, Visually impaired, Hearing impaired, Orphans, Jail inmates, etc.

Case Study – Andhra Pradesh (PDS)

•In some areas the weeding out of duplicates and fakes in excess of 40%.

•About 1 lakh unique beneficiaries authenticate month on month in AP.

•Beneficiary patterns and PDS shop stocks are managed reducing surprise for stakeholders.

•1866 non-existent beneficiaries & 11 duplicates were detected in the Social welfare Schemes.

•Almost Rs 9 Cr paid to the pensioners through AEPS.

•Aadhaar is being linked with 45959 Ration cards identified under National Food Security Act 2013.

•12 crore active connections and over 2.17 crore consumers have availed subsidy through the new system.

•About 1.5 crore unique beneficiaries were paid subsidy last month.

•OMCs are able to de-duplicate the number of connections and are able to monitoring on number of cylinders delivered in a time period.

•eKYC may be used to get instant identity of the patient at the time of initial visit to the Health Institution.

•Health institutions may use Aadhaar number of patients to maintain information on the benefits availed (Free medicines/ free treatment/ Health Insurance).

•Patient information stored in various systems and different locations may be combined using Aadhaar, to enable portability of patient records. It will enable patients to avail the service from any hospital.
