    The Civil Society Action Team (CSAT) was founded in 2007 by the International Council of

    AIDS Service Organizations (ICASO) to accelerate and support meaningful engagement of civilsociety organizations and representatives (including vulnerable groups) in the process of

    preparation and implementation of Global Fund grants, and the work of the Global Fund. CSAT

    global work is supported by GIZ BACKUP Initiative and UNAIDS.

    In 2008, Eurasian Harm Reduction Network (EHRN) became the regional representative ofthe Civil Society Action Team in Eastern Europe and Central Asia (EECA).

    Introduction

    At the 25th

    Board meeting of the Global Fund to Fight AIDS, Tuberculosis and Malaria (theGlobal Fund), held from November 21 to 22, 2011 in Accra (Ghana), it was decided to cancel the

    round of grants due to the lack of funds. At the same meeting, a decision was made to create

    the Transitional Funding Mechanism (TFM)1, designed to allocate limited available resources for

    the continuation of programs that provide essential services in the area of prevention, treatment

    and care and are currently supported by the Global Fund.

    The following conditions apply to TMF program funding:

    1) the program is currently supported by the Global Fund,2) the program is under a threat of closure by 2014,3) the work of the program is indispensable for uninterrupted provision of essential

    prevention, treatment and care services in the country, and

    4) there are no alternative sources of funding for continuing these activities.2The rules of general and targeted funding will apply to the TFM; each stream will receive

    respectively 90 and 10% of resources, but currently it is impossible to define the volume of

    resources available for allocation.

    When can applications be submitted?

    The deadline for applying for TFM resources isMarch 31, 2012.The application has to span at most two years of activities.

    Demonstrate a serious program disruption between January 1, 2012 to March 31, 2014

    (e.g. expiring grant). If the program is under threat of closure after March 31, 2014, theapplication for funding will have to happen in the framework of the new model;

    A proven absence of alternative sources of funding (including re-programming of otherGlobal Fund grants) available to fund the proposed activities;

    TFM will not support programs that target health systems strengthening (HSS)Example: According the to NGO rule3, Lithuania, Latvia and Bulgaria can apply for HIV

    funding in the Targeted funding pool, but are ineligible to apply through the TFM because there

    is no current or closing Global Fund grants that would subject HIV programming to closure fromJanuary 1, 2012 to March 31, 2014.

    Please note! According to the Global Fund response to EHRN, the programs, whose activities

    are covered under Global Fund grants expiring on December 31, 2011, are eligible to apply for

    TFM. If all other criteria are met, TFM application, in accordance with the NGO rule can be

    submitted by Russia, where HIV program support is conducted through the extended Round 3

    and expires on December 31, 2011.

    However, each eligibility case should be clarified with the country portfolio manager.

    Please note! In accordance with the Global Fund information note on Eligibility, Counterpart

    Financing and Prioritization, countries, recently funded for a disease (grants that were

    launched starting April 2, 2011 or later) cannot apply for a TFM for this disease.4

    In terms of

    HIV funding in EECA, this concerns Georgia, Kyrgyzstan, Uzbekistan and Ukraine.

    Please note! Appendix 1 provides a listing of EECA countries that are eligible for TFM.

    However, in accordance with the Global Fund document Transitional Funding Mechanism,

    2012 to March 31, 2014), but support for ART expires in 2012. Thus, Moldova can apply for

    TFM funds.

    National Strategy Applicants Second-Wave Participants (NSA)

    According to the Global Fund TFM note, Countries participating in the Second Wave of NSAs

    are affected by the recent Board decisions. The NSA funding request must comply with the sameguidance regarding focus on the continuation of essential prevention, treatment and/or care

    services and other criteria applicable to TFM.6

    As it applies to EECA countries, only Moldova is concerned, as this country was preparing asecond wave NSA application.

    How are essential prevention, treatment and/or care services for the three diseases

    defined?

    There is not a strictly defined list of activities that may be included into the application, because

    each country/application has a unique financial and epidemiological situation. The Global FundInformation note on TFM7 cites the criteria and examples for the essential prevention, treatment

    and/or care services. (see Annex 1 of the Information note) The TFM applications should not

    include program expansion or implementation of new programming.

    Justification for countries to apply for TMF Funding

    This analysis of EECA countries that can apply for funding through TMF has previously been confirmed with the Global Fund

    Secretariat. We strongly recommend that each of the following countries contacts their portfolio manager and other Secretariatstaffers to confirm eligibility.

    Azerbaijancan apply for Tuberculosis program funding through TFM (UMIC, but not a G-20 country, disease burden for TB

    severe, grant AZE-708-G03-T expires on September 30, 2013).

    Bulgariacan apply for Tuberculosis program funding through TFM (UMIC, but not a G-20 country, disease burden for TB high,

    grant BUL-607-G02-T expires on December 31, 2012).

    Georgiacan apply for Malaria program funding through TFM (Upper-LMI, grant GEO-611-G09-M expires on June 30, 2012)

    Kazakhstancan apply for Tuberculosis program funding through TFM (UMIC, but not a G-20 country, disease burden for TB

    severe, grant KAZ-607-G02-T expires August 30, 2012).

    Moldova can apply for HIV program funding through TFM (as a country that was preparing to submit a second-wave NSA

    participant, and also because ART (essential service) funding will run out at the end of 2012).

    Russiacan apply for HIV program funding through TFM (UMIC, high burden of HIV; a G20 country, but can apply according to

    the NGO rule, grant RUS-304-G01-H expires on December 31, 2011).

    Romaniacan apply for Tuberculosis program funding through TFM (UMIC, but not a G20 country, TB disease burden high, grantROM-607-G04-T expires on September 30, 2012).
