This Enlargement and Integration Action Workshop makes part of the JRC activities on collecting and sharing diverse practices for public participation and developing a knowledge centre for transparency governance (E-TRACK project)

Its objectives are:

• Disseminate the principles of public participation, as well as the political and regulatory frameworks at national and international level.

• Discuss levels, tools and methods of participation. • Offer an overview of the activities carried out in E-TRACK and other European projects. • Share practical experiences from public participation processes in the implementation of energy

policies throughout Europe. • Promote debates on the benefits and challenges of stakeholders' involvement in the decision

making.

The workshop includes presentations by selected experts together with interactive discussions. The participants are expected to actively contribute with their views and knowledge, mainly referred to specific scenarios in their countries.

Mr. Richard ADAMS

Founder of the UK fair trade organisations Tearcraft and Traidcraft and of a number of social enterprises which promote environmentally responsible and ethical business.

Adams attended King Edward VI Five Ways school in Birmingham. He has degrees in sociology (St John's College, Durham University), theology (University of London) and business administration (Newcastle University) which also conferred an honorary Doctorate of Civil Law on him in 2005 as did Durham in 2007.

After visiting small farmers in Gujarat, India, in 1973 he established Agrofax Labour Intensive Products, an agricultural imports company in London with distribution to the main wholesale markets. In 1974 this business began importing crafts from farming communities in Bangladesh, following which he founded Tearcraft which became the marketing arm of the UK relief and development charity, Tearfund. In 1979 Richard established the independent company Traidcraft, which became a plc in 1984, offering the first 'alternative' and socially orientated public share issue in the UK. In 1989 Adams convened the steering committee of what became the UK's Fairtrade Foundation, based on the Dutch Max Havelaar Foundation. He was a member of its board from 1992 - 1999. In 1994 Adams founded the Creative Consumer Co-operative, through which Out of this World, Britain's first chain of organic grocery stores with an explicit ethical, fair trade, social and environmental agenda, were launched. In 2000 he co-founded the Warm Zone programme to combat fuel poverty and in 2006 was appointed as a non-executive director of Newcastle upon Tyne NHS Primary Care Trust and in 2010 was appointed Chair of Newcastle and North Tyneside Community Health.

Adams was a director of the UK Social Investment Forum 1992-1996; Chair of the Student Christian Movement 1994-1997 and, with Mark Hayes, a co-initiator and founding director of the social investment society, Shared Interest. He is an honorary Fellow of Glasgow University's Centre for Social and Environmental Accounting Research (CSEAR), a Fellow of St John's College, Durham and received an OBE in 2000 for services to ethical business. He won the New Statesman Social Entrepreneur of the Year award in 2005 and in 2006 was listed by The Independent newspaper as one of the top 50 people in the UK who had had most impact in "making the world a better place" for his development of the concept of ethical shopping. He was appointed by the UK Government in 2001 as one of 24 UK members of the Brussels–based Economic and Social Committee of the European Union, serving for 14 years and is now a Delegate to the EESC's Committee on Industrial Change. In this role he works mainly on energy and climate related issues. He was co-chair of the European Nuclear Energy Forum (ENEF) from 2011-2014 and is a member of the Corporate Responsibility Stakeholder Council of RWE AG.

Dr Paul Dorfman is Honorary Senior Research Fellow at the Energy Institute, University College London (UCL); Joseph Rowntree Charitable Trust (JRCT) Nuclear Policy Research Fellow; Founder of the Nuclear Consulting Group (NCG); Executive Board member of the International Nuclear Risk Assessment Group (INRAG); Member of the European Network of Scientists for Social and Environmental Responsibility (ENSSER); Advisory Group Member of the UK Ministry of Defence (MoD) nuclear Submarine Dismantling Project (SDP); Member of the European Nuclear Energy Forum (ENEF) Transparency and Risk Working Groups; Member of the Nuclear Transparency Watch (NTW): Advisory Committee Member of the Irish Environment Protection Agency Office of Radiation Protection. Ms. Vira KHOROSHAVINA

United Nations Economic Commission for Europe (UNECE) Ms Khoroshavina provides support to the Aarhus secretariat's work in several areas, including on public participation, promotion of the Convention's principles in international forums and the compliance mechanism. Ms Khoroshavina has a legal and economic background and holds LL.M International Law from Lancaster University, UK and Master in Finance from the Kiev National Economic University, Ukraine. She worked in the past on the approximation of national legislation to international standards, mainly sanitary and phytosanitary standards, on the development of trade related environmental measures and on facilitation of the elimination of technical barriers to trade. Ms Khoroshavina worked for the Ministry of Economic Development and Trade of Ukraine as the WTO Enquiry Point and also had working experience in the Regional Trade Agreements Section of the WTO.

Mr. Bernard Faucher

Senior Expert - International Division Agence nationale pour la gestion des déchets radioactifs (ANDRA)

Bernard Faucher 65 years, is a Mining Engineer (1972 - Ecole des Mines de Nancy). During some 16 years within the Schlumberger Group (Oilfield Services), Bernard held various field and then management positions around the world with notably the successful siting experience in France of an operating centre involving radioactive sources and explosives (public inquiry, debates & meetings, vote of local council, etc). In 1994, he joined Andra as Research Director for the Geological Disposal Project with the siting of an Underground Research Laboratory to be located in Eastern France. At licencing (1999), he became the first URL Director. He held over 1 000 meetings with stakeholders during these years (information & dialogue with stakeholders and opinion leaders, debates & meetings, votes of several local councils, regional development, etc). In 2002, he was appointed Advisor to Andra CEO for international cooperation and since 2007, notably through the French Agency “AFNI”, he is in charge of assisting authorities of foreign countries embarking in electronuclear or with incomplete waste management solutions for defing and then setting up an institutional framework and then the implementation of repositories, notably with a focus on all sociopolotical issues at siting. Mr. Koen STRAVER

Energieonderzoek Centrum Nederland (ECN) Koen Straver (1980) works as a social scientist at ECN Policy Studies. He holds a MSC in social psychology (University of Amsterdam). Before starting at ECN, he previously did several organizational psychology projects and worked as a communication advisor for the Dutch refugee council. Presently, his research focuses on smart cities, stakeholder engagement and participation, end-user decision making, energy related behaviour in households and industry, and public perception of energy technologies. Topics on which his research has been applied include smart grids, electric mobility, energy efficiency in the industry, energy poverty and PV.

Prof. Valeh BAKHSHALIEV

Prof. Dr. Engineering Mechanics Azerbaijan Technical University

Prof. Dr. V.I. Bakhshaliev was born in 04.02.1959 in Azerbaijan and received his Diploma of Engineer (M. Sc. Equivalent) in Mechanical Engineering (1980) from Azerbaijan Technical University (AzTU), Baku, and Diploma of PhD (Candidat naouk, 1988) and Diploma of Doctor of Technical Sciences (Doktor naouk, 2007) in “Dynamics and Durability of Machines, Equipment and Apparatus”. Since 1986, he is a faculty member of the Department of Technical Mechanics at AzTU, where he has been teaching courses in Theoretical Mechanics (Engineering Mechanics) and Strength of Materials, and conducting research in the areas of solid mechanics and dynamics of machines. More than 150 scientific works, hand-outs, patents and monographs in the field of Engineering Mechanics, Machine Dynamics and Education System are published. He was the coordinator and head of international scientific consortium (Germany, Turkey, Georgia, Azerbaijan) in the BS-ERA.NET Project funded by the European Commission within the 7th Framework Programme (FP7, 2012-2015) for Research and Technology Development (http://bs-era.net). He is the coordinator of the network of National Contact Point (NCP) under the Horizon 2020 EU framework programme in field of “Smart, green and integrated transport”. He is the member of editorial board of Int. Scientific Journal “Problems of Mechanics” (Inter. Federation of Mechanism and Machine Science, Tbilisi). Scientific interests of Dr V.I. Bakhshaliev include: Theoretical and Applied Mechanics, Strengths of Materials, Machine Mechanics, Machine Elements and Tribology, Long-life Education problems. He has received the important scientific results for improvement of reliability and durability of machines and mechanisms used in oil industry. Mr. Ilija BATAS-BJELIC

Research Assistant University of Belgrade, School of Electrical Engineering

Ilija Batas Bjelic gained Dipl.-Ing diploma from the University of Belgrade in 2008. From 2009 to 2010 Mr Batas Bjelic worked at the Institute of Physics in Zemun, as a junior research engineer. Since 2011, Mr Batas Bjelic has been working as a research assistant at the Department of Power Systems, within the School of Electrical Engineering, which is part of the University of Belgrade in Serbia. In 2009 Mr Batas Bjelic performed research in Germany at the Dortmund Technical University and at the Fraunhofer Institute for Systems and Innovation Research, based in Karlsruhe, in 2012, and was awarded a research grant from DAAD. Since 2011. he helps coordinating a national research project "Smartgrids" as the leading and since 2016. Horizon 2020 project "CoolHeat" as the follower partner.

Mr. Batas Bjelic contribution to the workshop Leapfrogging potential for sustainable energy transition in Serbia is co-authored by Emma Hakala, M. Soc. Sci., Ph.D. Candidate in political history at the University of Helsinki, working on a dissertation on the securitization of the environment and the involvement of international organizations in the post-conflict Western Balkans.

Ms. Philippa GALLOP

Research Co-ordinator CEE Bankwatch Network (HR)

Pippa has worked with CEE Bankwatch for ten years, campaigning for meaningful public participation in developing infrastructure strategies and projects, particularly in the energy sector. This has involved assisting civil society groups to utilise their rights and pushing for improvements in the practices of international financial institutions in this field, mostly the European Bank for Reconstruction and Development.

Ms. Emel BAYLAN

Assist. Prof.Dr. University of Yuzuncu Yıl (Van, TR)

She was born in Ankara in 1976. She obtained her bachelor’s degree in Landscape Architecture from Ankara University in 1998. In 1999, she has worked as a research assistant at Yıldız Technical University, Department of City and Urban Planning. Between 2004 and 2006, she has been the project director of EU Regional Development Grant Program of State Planning Organization in Erzurum, Turkey. She received her master’s degree in 2005 and Ph.D. degree in 2012 from the Ankara University, Department of Landscape Architecture. She has been at University of Kassel (Germany) and at Swedish University of Agricultural Sciences (Sweden) as an ERASMUS student during her Ph. D research. She worked as a research assistant at Ankara University, Department of Landscape Architecture during 2007-2012. She has involved research and civil society projects on participatory natural resource management and she also worked as a landscape architect in private sector. Her research interests include landscape perception, nature conservation, wetland management, and participatory landscape planning. She teaches courses in participatory landscape planning, wetland management and landscape design with native plants.

Born in Berane, Montenegro Date of birth: 29 May 1983 Bachelor of International business and Master in international management Senior Advisor in Directorate of Energy in Ministry of Economy For the last 8 years, Danilo has been working in Ministry of Economy-Energy Department as economist responsible for macro economy, preparation of strategic documents, tendering procedures for energy renewable projects and EU negotiations in energy area. Also, he closely cooperates with most important international organization in the energy field such as Energy Community, Energy Charter, IRENA and Union for Mediterranean. The Energy and Climate Change program has been one of the strong points of the organisation for years, with activities of campaigning against hydro and coal projects, as well as promotion of renewables, energy efficiency and awareness rising on the topic of climate change. Due to Centre's membership in international networks such as Friends of the Earth International, SEENET and SEA Change Net, we have several activities on the international level as well. The OSCE Office in Yerevan supported establishing a network of Aarhus Centres in Armenia to promote the principles of the Aarhus Convention and push the implementation. Armenian ACs' main objective is to assist public in exercising their rights granted by the International and National legislation. We do strive to reach greater public awareness via various tools, which helps to raise public awareness, conduct meeting on the ground, personal meetings with local authorities and active groups, serve as a platform for dialogue and informed decision-making. I have geographic background and hold Master degree in geo-ecology from the Yerevan State University, Armenia. I worked as a TV journalist and producer of an ecological TV program, took part in several seminars, which helped me to acquire skills in ecological information. Since 2009 I have worked as a head of a local Aarhus centre, then and up to now as a press officer and chief editor of Armenian ACs web site: www.aarhus.am. I worked out several tools how to simplify eco information and how to disseminate it to public in comprehensible way. So I get involved in several programs as a public awareness and public participation expert.

Walid Nasr is Board Member and Head of the Strategic Planning Department at the Lebanese Petroleum Administration. Lebanon is in the process of developing its petroleum sector by initiating exploration activities within its offshore exclusive economic zone. The institutional, legal and fiscal frameworks, including undertaking the first offshore licensing round, are being prepared. We are adopting a participatory approach while designing the regulatory framework and the relevant policies and strategies for the sector. Good governance and transparency are also vital to put in place a solid base for the sector. For that, building partnerships with international and local stakeholders and particularly engaging with the private sector, civil society organizations and the public at large form a core activity for our work.

Petra Remeta holds a Bachelor of Science degree in Geohydrology and a Master of Science degree in Environmental Management. Ms Remeta is the Freshwater Programme Manager at WWF Adria, but she joined WWF in 2014 in the position of Freshwater and Energy Policy Officer on the project Dinaric Arc Sustainable Hydropower Initiative (DASHI). Within the scope of this project, WWF advocates for strategic long-term planning for hydropower development based on objective and transparent decision making, founded on sound scientific assessment of environmental impacts and real energy needs. The goal of DASHI is to conserve freshwater ecosystems in the Western Balkan countries. She also represented WWF in the multi-NGO initiative SOS Adriatic, focused on stopping the project of hydrocarbon exploration and exploitation in the Adriatic Sea. Before joining WWF, Ms Remeta worked as a renewable energy project manager in private sector.

Sonja Risteska is the research and management coordinator in Analytica think tank since 2010. She has relevant work experience in proposing policy solutions for laws, strategies, in lobbing on national and international level etc. Ms. Risteska is trained on relevant policy making, qualitative and quantitative research as well as energy modelling. In Analytica think tank, Ms Sonja Risteska had extensively worked on many projects at national and regional level funded by the Government of Macedonia, the European Commission and other domestic and foreign donors. Latest as part of a recent EC funded project, titled SEE SEP, she started working on energy modelling of low carbon energy scenarios for Macedonia up to 2050. The model used is an Excel based model called OPERA2 originally created in the UK. Furthermore, Ms. Risteska has written and co-written more than 20 policy reports and briefs such as: Winners and Losers - Who benefits from high-level corruption in the South East Europe energy sector?; Energy Poverty in Macedonia; Analysis of the Law on changing and amending the Law on energy adopted in May 2013 and many more. Sonja Risteska holds Bachelor of Arts in Political Science from the University "Cyril and Methodius" Faculty of Law, Justinianus Primus, Skopje, Macedonia and Master of Arts in European Studies from the Hochschule Bremen, Germany.

Public participation is not a yes-no vote but it involves argumentation

A meeting with a few hundreds of attendants, each of them with

various concerns is not fruitful

if public meetings are planned (eg by project owner), get these focussed

on a given territory (small municipality) or community (eg socio-

economic as CCI, hotels-restaurants, farmers 'unions, physicians, etc)

Article 10 Transparency 1. Member States shall ensure that necessary information on the management of spent fuel and radioactive waste be made available to workers and the general public. This obligation includes ensuring that the competent regulatory authority inform the public in the fields of its competence. Information shall be made available to the public in accordance with national legislation and international obligations, provided that this does not jeopardise other interests such as, inter alia, security, recognised in national legislation or international obligations. 2. Member States shall ensure that the public be given the necessary opportunities to participate effectively in the decision-making process regarding spent fuel and radioactive waste management in accordance with national legislation and international obligations.

Abstract

• PurposeThis paper looks at the dilemma of promoting sustainable energy transition in post-socialist countries while containing

social and economic implications, focusing on the case of Serbia. The aim is to analyse Serbian energy status,taking into account historical factors, analyze barriers that are hindering transition and to identify leapfroggingpotential for the sustainable energy development of the country.

• Design/methodology/approachEnergy transition and leapfrogging potential have been qualified and quantified by indicators, our own calculations and

policy analysis to identify barriers to sustainable energy.• FindingsThe country has vast potential for leapfrogging in energy transition, yet continues the gradualist approach based on

several policy barriers to the process.The analysis shows six barriers related to low energy price, high energy intensity, prioritization of energy security,

inadequacy of utilization of renewable sources, lack of policy coherence and dependency on external funding. However, these barriers could be overcome with an energy policy emphasizing leapfrogging potential. As is pointed out in the conclusion, this should be based on the difference between EU-28 average indicators, discrepancy between use and availability of renewable energy, potential for regional cooperation in the energy sector, and underutilized skills and participation.

• Originality/valueThe article discusses energy transition in its historical context, arguing that it has to be considered as comprehensively

with societal implications and effects, thus creating useful knowledge for other post-socialist countries in current and future transitions.

Brief Overview of Armenia's energy sector

Since 2001 the law on energy is in effect in the Republic of Armenia, according to which the sector is regulated by the Public Services Regulatory Commission, which members may be citizens with higher education, capable to ensure performance of duties under this Law with their Professional Competence.

The law on Energy Saving and Renewable Energy is effective since 2004. Within the basic principles of state policy envisaged by these laws in the field of energy is also planned ensuring transparency of the licensed operations in the energy sector, providing energy security and environmental protection issues.

There are also a number of legal acts, through which renewable energy developments are encouraged, defined incentive tariffs for electricity sales.

In particular, the power stations are required to purchase primary, with high tariff electricity generated by small hydropower plants (SHPPs), through biogas and wind plants with 15- year guarantee purchase.

However, there are other obstacles which are not overcome by such encouragement, and the gradually increase of the number of SHPPs led to great damages in terms of ecosystems protection and worsening socio-economic conditions of the rural population.

With regard to encouraging energy saving mechanisms, then those are almost missing.

As under the Climate Change Convention the transport emissions are also considered energy emissions, it should be noted that about 70% of the car fleet of Armenia use natural gas as a engine fuel, which reduces greenhouse gas emissions. But on the other hand the transport blockade and having no access to the sea lead to the emissions increase in the field of passenger and freight transportation.

In terms of the climate change the energy sector is vulnerable.

The point is that the SHPPs supply 30% of the used electricity, whereas this sector is seasonal: the rivers are most abundant in the months when demand for electricity is low, and moreover a decrease in water resources is observed in Armenia's in recent years.

Another issue turns around the projects implemented in the field of energy sector, which efficiency is sometimes estimated without consideration of those emissions.

In particular, Armenia receives gas from Iran, in exchange of which gives environmentally clean electricity, as a result our country's emissions are increasing per capita, while consumption is not.

In this case, we could, for example, originally state in the agreement on sharing the emissions.

As the information about greenhouse gas emissions and measures should be open and accessible in accordance with the Paris agreement, Armenia is now taking action to ensure the availability of data, but access to information solely cannot provide a proper public participation at the energy policy.

The participation issue is regulated by the Aarhus Convention ratified by Armenia in 2001, but the tools of implementation are not embedded, in particular the public participation procedure is not developed.

There is a government decision on the organization of public debates, which neither ensures an adequate public participation in terms of having an impact on the final decision. Currently this issue does not affect only Armenia.

According to experts, there is no a lever of public motivated participation.

Taking into consideration that democracy is governed by the people, therefore the public should have a real management tool, which can be in a form of ownership.

And by the «Khazer» environmental-cultural NGO has been advanced ideology that the lever should be materialized, that citizens have the right of ownership over the country's natural resources and other resources.

Only in that case they can be interested claimants, and in their natural right will participate in decision-making.

Coordination of stakeholders’ inputs in preparation of National Climate Change Strategy- Creating RESponsible partnerships Serbia does not have an encouraging history of climate policy making. The country has no formal climate policy. It was the last country in Europe to ratify Kyoto Protocol and has thus far not demonstrated any efforts towards reducing the GHG emissions from its power sector. The lack of ambition is reflected in the process of negotiations of the global climate agreement. Although, Serbia has been associating itself with the EU during the climate negotiations, the country representatives have never pledged to reduce the absolute level of emissions. Serbia has maintained the position that the country is able only to curb the rise of its GHG emissions. Serbia’s INDC communicated to UNFCCC followed this trend. The project proposed herewith aims to improve the process of climate change policy making in Serbia by contributing to the improved quality of the policy documents, in particular the National Climate Change Strategy in the making. This would enable maximisation of social welfare created through implementation of climate change policy including contribution of such policy to sustainable development in Serbia and global and European mitigation ambitions. Increased resilience of the communities in Serbia and the country as a whole will foster protection of people’s lives, property and rights. Specific objectives of the project are:

• to facilitate preparation of policy inputs by the non-governmental actors, • to empower those actors to pursue their interest through broadly owned national climate

change policy, and to • increase awareness of stakeholders’ groups and general public of climate change and its

relevance for the community resilience in the context of the European integrations. The project proposed herewith offers to create partnerships for resilience steered by public goods professionals engaged with the RES Foundation. It builds on the activities undertaken by RES foundation in 2015. While climate change policy still does not attract enough attention, different stakeholder groups are beginning to understand causalities that exist between climate change on one hand and economic and social development of the society and life in particular communities, on the other hand. At the same time, awareness of the upcoming policy process has never been as high in Serbia as in the case of the National Climate Change Strategy. This is probably also because of the fact that this policy document will be prepared using EU assistance provided through IPA framework. Such awareness creates the opportunity to engage different stakeholders at the earliest stage of policy development, before the creation of policy alternatives, in line with Aarhus convention

principles.. This would be the first process of stakeholder consultation of this kind in Serbia in decades. IPA project aimed to support the preparation of the Strategy envisages public participation but its ‘technical assistance’ nature cannot provide a proper framework for coordination of the stakeholder participation and needs to be supported by additional activities.. Inclusive stakeholders' consultation process led by RES foundation will facilitate collection of stakeholders' attitudes, visions and knowledge. Different groups of stakeholders will be tackled: local governments, academia, interest groups, businesses and business associations, professional organisations, civil society activists, general public and the media. In the participatory process different groups will identify topics of their particular interest and additional research will be conducted for particular topics of interest for each stakeholder group.. In such a manner, stakeholders will be empowered to pursue their rights and interests in the climate change policy through increased knowledge and ownership of the process. Knowledge, vision and attitudes of stakeholders will be communicated to the decision makers, abiding to the principle of inclusive policy making. This principle is not a goal in itself but rather serves the purpose of improved climate change policy and enhanced national ownership of such policy. Inclusive, nationally owned policy is a policy that can be better implemented. The project will contribute to the establishment of cross-sector partnership based on the interests identified through the consultations and with the aim of securing a joint approach to the decision makers in the national government. Proposal for climate change policy elements based on (1) desk review, (2) consultation process, (3) public opinion poll, (4) additional studies as well as an (5)on-line data base containing on-going activities in this area, will facilitate an informed discussion and will empower stakeholders to pursue their interests related to climate change policy making. Such broadly owned national climate change policy then may actually contribute to the global mitigation efforts providing resilience to communities in Serbia and protecting people’s lives, property and rights. Furthermore, stakeholders will be empowered to communicate their articulated interests to decision makers through a set of communications training, and interactions with the media. RES Foundation will steer the process and assure its quality, providing managerial and technical support, coordination, sand communications expertise. The work in the groups, however, will be led by peers, enabling clear identification of interests, flawless coordination and adequate communication of attitudes, knowledge and visions. Climate change policy means different things to different groups and touches upon different interests and peer to peer communication in articulating these is essential. Overall coordination will ensure proper framing of elements their into inputs and their communication in the form that will enable decisions makers to improve end policy product, enhance its effectiveness and set the stage for quality implementation, monitoring and evaluation. Public opinion poll will be conducted on the national level to capture, for the first time, opinion of Serbian men and women on climate change, their sources of information on the topic, and level of trust in such sources. The results of the poll will feed into the policy process but would also help raise general awareness on the topic. Sectorial approach (parallel work with different stakeholder groups) will be used in the stage when attitudes are identified, visions formulated and knowledge collected and enhanced. Once the elements of the public policy in climate change are identified by the groups, communication of these results will be discussed and communicated in joint sessions of different groups based on their geographic locations. Final event will be held in Belgrade when results will be presented to broader public, decision makers and development partners from bilateral and multilateral organisations.
