Electrical Inspectorate was established in 1973 subsequent

to the Himachal Pradesh emerged as a State in 1971. Prior

to the establishment of Electrical Inspectorate the Central

Electricity Board was the authority for the enforcement of

the provisions of Electricity Act and Rules in the State. The

Chief Electrical Inspector equivalent to the post of Chief

Engineer acts as Head of the Department under the

administrative control of the Additional Chief Secretary /

Principal Secretary MPP & Power Government of Himachal

Pradesh.

Chief Electrical Inspector cum Chairman H.P. State Licensing Board is the Head of the department, who is empowered with the task of superintendence and administration of following Acts and Rules and Regulations :-

1. The Electricity Act, 2003.2. Central Electricity Authority (Measures relating to

Safety and Electric Supply) Regulation 2010.3. The Electricity Duty Act, 2009.4. Constitution of Licensing Board and Procedure

Electrical Inspector cum Secretary H.P. State Licensing Board is posted at headquarter level. The department has been divided into five regions comprising of Shimla-I, Shimla-II, Hamirpur, Banikhet and Sundernagar which are headed by the Assistant Electrical Inspectors.FUNCTIONS:The main functions of the department are:

1. To ensure the safe operation and maintenance of the electrical installations, this department conducts the inspection of electrical installations throughout the state under the provision of regulation 30, 36 and 43 of the provisions of Central Electricity Authority (Measures Relating to Safety and Electric Supply) Regulation, 2010 above the notified voltage of 440 volts.

2. This department conducts the investigation of the electrical accidents occurred in the fields of operation, transmission, generation and use of energy under the provision of section 161 of the Electricity Act, 2003 and suggests the safety measures to the concerned to avoid the recurrences.

3. This department conducts the inspection of diesel generating sets under the provision of regulation 32 of the provisions of Central Electricity Authority (Measures Relating to Safety and Electric Supply) Regulation, 2010 and amendment regulation, 2015 to ensure the safe operation and maintenance of the installations.

4. This department grants the electrical contractor’s licenses of ‘A’, ‘B’ and ‘C’ class categories to eligible persons or firms.

5. This department conducts the examination for the grant of Electrical Supervisor’s Competency Certificate and wireman permit to the persons not having the desired technical qualification, on the basis of their experience in the field of electrical engineering.

6. This department conducts the examination for grant Cinema Operator Competency Certificate as per the provision contained in the Cinematography Act, 1952 and Himachal Pradesh Cinemas (Regulation) Rules, 1979.

7. This department also engaged in the implementation of the provisions of Electricity Duty Act, 2009 and prepare the records of the

receipt of Electricity Duty.

(ii)

Powers and duties of its officers and employees.

Chief Electrical Inspector:(a) Chief Electrical Inspector is the head of the

department(b) who is empowered with the task of

superintendence and administration of various Electricity Act and Rules and Regulations;

(c) Cases relating to service matters/ financial matters falling within the competence of HOD under the provisions of fundamental and supplementary Rules, Civil Services Regulations and Financial Rules;

(d) Recruitment , Promotion , confirmation, transfer and postings Class-III and Class-IV employees;

(e) Cases involving interpretation of Rules, Regulations issued by the Government of Himachal Pradesh.

(f) Drafting of Acts, Regulations, Statutory Rules, orders and Notifications;

(g) Conducts the inspection of electrical installations:(i) The sub stations of HPSEBL and other Government departments above capacity of 630 KVA and above 250 KVA of other agencies having connected load above 250 KW and Diesel Generating Sets having capacity above 250 KVA.(ii) Grant of Approvals for Transmission Lines above the capacity of 22 KV.

(h) Heads the meetings of the H.P. state licensing board for grant of licenses and other matters relating to the Constitution of Licensing Board and Procedure.

Electrical Inspector:(a) Assists the Chief Electrical Inspector in all

administration and other matters. (b) In addition to the inspection of electrical

installations under the superintendence of Chief Electrical Inspector, he also performs the function of the Secretary H.P. state licensing board.

(c) Drawing & Disbursing Officer and Controlling Officer for the purpose of T.A & Contingency in

respect of head quarter’s establishment.(d) Conducts the investigation of fatal human being

accidents.(e) Signatory authority for grant/renewal of A, B & C

class licenses, Electrical Supervisor’s Competency Certificates and Wireman Permits.

(f) He is also in- charge of the following branches:- 1. Establishment Branch. 2. Budget & Accounts Branch 3. Bills, Cash, Store & Stationery Branch. 4. Audit Branch. 5. Licensing BranchAssistant Electrical Inspector:

(a) Conducts the inspection of electrical installations as per the capacity/level described below:(i) The sub stations of HPSEBL and other

Government departments up to capacity of 630 KVA and upto 250 KVA of other agencies having connected load up to 250 KW and Diesel Generating Sets up to capacity of 250 KVA.

(ii) Grant of Approvals for Transmission Lines up to capacity of 22 KV.

(b) Conducts the investigation of non-fatal human and fatal animal accidents .

(c) Controlling Officer for the purpose of T.A. & Contingency in respect of the respective regional office establishment.

Technical Assistants: Assist the Assistant Electrical Inspectors in the inspection of electrical installations, investigation of accidents and drafting of the inspection / investigation reports thereof.Superintendent Grade-II:

They supervise the work of dealing Assistant under their control and also to ensure timely submission of all papers according to the priority the authority.Sr. Assistants / Jr. Assistants:

To deal with the matter as per Rules and Acts. After dealing with such matters the same are submitted to the Superintendents / higher authorities for further necessary action and appropriate orders.Junior Auditors:In addition to the work assigned from time to time deal with the matter of electricity duty as per Electricity Duty

Act and Rules and maintain the records of electricity duty. Clerks: Diary and dispatch of the dak or any other work assigned by the higher authorities.Peons:Distribution of Dak / files of their respective sections.Chowkidars:To watch the office at night time.
