The monthly meeting of TANSEA PWD, Tiruchi Branch was conducted in the meeting

hall of "HOTEL AJANTA", Tiruchi on 29.05.2016 sunday @ 10 AM with "Tamil

Thaai Vazhthu". Fourty members along with family attended the meeting.

The meeting was presided over by Er.M.P.Durairaj, President of this branch.

Er.S.Rajasekaran, Joint Secretary introduced the Chief Guest

Dr.N.SenthilKumar,M.D.,(Med),DNB(Med),DNB(Cardio),FACC USA),FISE.,(Eroupe).

Cousultant International cardiologist, Apollo Speciality Hospitals, Tiruchi and

informed that the doctor is going to give a speech on "How to protect your

heart" .

Dr.N.Senthil Kumar, in his speech explained about the how to protect our heart

with power point for one and half hour ,he

explained that heart attack age is 65 for

ladies and 55 for gents, (Risk Factors) and

also explained how heart attack comes and

what is the remedy , he also advised to have

a regular checkup for BP and Sugar and also

ask to change the lifestyle with morning

heavy breakfast, medium lunch in afternoon

and light dinner in night. Diet should be

followed strictly and no sugar content should

be taken and only three fruits are allowed for

the diabetes patient (Apple, Papaya, Guava).

Wallnut, Green Tea , Walking in the morning

for half and hour and Yoga will keep the body in good health. Oil content should be

avoided in old ages.

2) When we listen to heart,we can master our life.

3) Integrating the heart and mind is done through meditation on the heart.

4) Heartfulness Meditation brings long- lasting good change in behaviour and

attitudes.

5) It is simple, easy and effective, can be done everyday comfortably even at your

home.

Fifteen minutes meditation where carried out by closing the eyes and sitting in the

chair. Senior Engineers raised a lot of questions and cheif guest explained everything

with ease. He also informed that this training will be conducted totally at free of cost

at Sri Ramachandra Mission - Vadugapatti Ashramam Tiruchi.

Safety in Construction

In the lecture it was enphasized that safety in project is everyone's responsibility,

starting from client, design Engineers and Architect to construction workers. Also the

reasons for more frequent accidents were high lighted based on the typical problems

faced in construction sites compared to other industries. Every year many

construction site workers are killed or injured as a result of their works. The hazards

are not however restricted to those working on sites. Children and other members or

public are also killed or injured because construction activities have not been

adequately controlled. The most frequent causes of accidental death and fatal injury

are fall of persons, failure of lifting equipment, fall of material, Electrical, Transport,

Machinery, Excavation Fire and Explosion, Poisoning and gassing, The important

areas covered in the lecture are hazards during working at height, OSHA requirement

for working at height, preventing workmen from falling, safetynet, scaffolding, false

work, excavation, ladder safety, Crans Safety and demolition work.

For case studies using videos were shown mentioning how the accidents have

occurred and how they can be averted.

Finally it was concluded that section of contractors, Client support, worker

participation and good safety management system can facilitates accident free

project site.

The Periodical meeting of TANSEA / Erode Branch was held on 3.7.2016 at Erode

Poriyalar Illam Hall.

Er. M. Ayyamuthu, Secretary Co-ordination welcomed the gathering and

Er. M. Ramasamy, Presided over the meeting and conducted proceedings.

Er. M. Ramasamy in his presidential address, requesting the retired Engineers to be

1. The General Body meeting of TANSEA, TNPWD was held on 16-7-2016 at

10.30am in the Institution of Engineers (India), Tamilnadu State Centre,

Chennai-5. Er.K.Ramalingam, President TANSEA preisded over the meeting.

Er.D.Arumugam Joint Secretary TANSEA welcomed the gathering. In this welcome

address he mentoined about the sincere efforts taken by Er. A. Veerappan in

safeguarding the interest of senior engineers and also to protect the public

welfare. He requested the members to kindly contribute liberally for the better

financial functioning of the TANSEA. Further he requested the Govt of TN

to implement the 7th Central pay commission recommendations to the State

Govt. officials. and pensioners . He also greeted Er.A. Veerappan Secy / TANSEA

on his 72nd birthday besides engineers who have completed 75 years and above

as on date.

Er. K. Ramalingam mentioned that the Govt has no definite water policy and

addressed his concern regarding the reduction in canal Irrigation to Tank

Irrigation and increase in well Irrigation and this is not a good practice to follow.

5. Er. A. Veerappan in his annual report briefly explained the activities and

result oriented functions carried out in 2015-2016 by TANSEA.

Er. A. Veerappan highlighted the activities of the branches and he declared that

the Tiruchi branch is the best branch. To honour them a memento and shawl

was presented to Er.T.Murugesan who represented Tiruchi branch.

Er. A. Veerappan has also mentioned that CE & Director, IMTI, Tiruchi entrusted

the compilation of Improved Irrigation Schemes for enhancing Irrigation in

Tamilnadu by TANSEA and the above works are looked after by Er.N.Kailasapathy

Er.M.Moorthy and Er.A.Veerappan & Associates. In this connection he appreciated

Er.K. Manuraj Director IMIT for his involvement in TANSEA activities even though

he is a serving engineer.

Er.N.Chinnappan, Managing Director Senior Engineers Housing Project (p) Ltd.

presented the statement of receipts and payments for the period from 1-4-2015

to 31-3-2016 and also the present value of the asset to the tune of Rs 42.00 lakhs

and the general body adopted the same.

7. Er.N.Chinnappan Election convenor for the election of HQ office bearers & EC

Members for TANSEA for 2016-2018 informed that 15 senior engineers alone have

given nomination and hence there is no contest and that all the 15 senior

engineers are elected unanimously and read out the names of the post for which

they have been declared elected as there is no contest.

All the newly elected office bearers for the year 2016-18 assumed their office and

the general body greated them.

8. Er.S.M.Krishnan opined that our TANSEA is functioning very well by suitably

guiding the senior engineers and he conveyed his best wishes to TANSEA

Er.S. Rajamannar from Tirunelveli Branch requested the Senior Engineers to enjoy

the life and he assured that he will take every possible step for better funtioning

of the Tirunelveli Branch.

Er.S.Nagamony Nadar, KK Branch expressed his concern regarding the

participation of senior Engineers in his branch though much effort is taken to

invite the senior engineers and expressed his hope that this situation will slowly

change & and the branch will be functioning effectively in coming days.


Er. M. Ayyamuthu, Secretary / TANSEA and the Erode Branch has mentioned that

Erode Branch is conducting meeting once in two months presenting ponnadai to

the retiring engineers of PWD on the date of their retirement. In the recent family

get together meeting conducted in a farm house, 100 members including their

family members were present. He also mentioned that whenever the parent body

is need of financial assistance, the branch has readily contributed for the same.

Er.G.Nagaraj who is residing in Hyderabad attended this General Body meeting,

with the information that the Govt of India is giving Rs. 3000/- month as welfare

fund in running the Senior Citizens Association and our Association can also avail

this facility. He greeted the office bearers in running the TANSEA effectively.

9. Er.M.Ponnambalam, former EE PWD played a oranga nadagam Cheran

in appreciation of the Tiruchi Branch for carrying out the activities effectively &

efficiently.

Er. V. Balusamy EC Member expressed his anxiety that he could not have chance

to work under the dynamic engineer K. Ramalingam, a veteran in Irrigation

Engineering. He informed the various Irrigation structures constructed by

Er.K.Ramalingam are still in good condition due to his capacity and expertise. He

lamented the present status of Irrigation Structures in the Cauvery Delta without

proper upkeep & maintenance.

Train Reservation : Advance Booking Procedure

IRCTC does not allow to book tickets according to our preference and the problem

behind this is physics. Booking a seat in train is far more different from booking a

seat in a theatre.

Theatre is a hall and immovable object while the train is a moving object where

safety concern is very important in train. Railway ticket booking software is designed

in such a way that will book tickets in a manner than well distribute the load evenly

in the train.The example will make the things clear.

Imagine there are sleeper coaches in a train say S1,S2,S3,....S10 with 72 seats in

each coach.

When someone books a ticket first,software will assure a seat in the middle coach

like S5, middle seat numbered between 30-40 and preferably lower berth. Railways

first fill the lower berth than upper berth so as to achieve the lower can be of gravity.

Software book tickets in such a way that all coaches have uniform passenger

distribution and the seats are filled from the middle seat to the seats near the gate is

1-2 or 71.72 from lower berth to upper berth.

Railways wants to ensure a proper balance in each coach for equal load distribution.

That is why you book a ticket last, you are always allotted on upper berth and the

seat numbered 2-3 or 70 except cancellation ticket allotment.

What if the railways book tickets randomly?

A train is a moving object at a speed of around 100km/hr on rails.

Lot of forces are acting on the train involving mechanics just imagine if S1,S2,S3 are

full and S5,S6 are partially full.

When the train takes a turn, some coaches force maximum centrifugal force and

some minimum and creates high chance of derailment of train,this is a technical

aspect when the brakes are applied,there will be different braking force acting at

every coach, because of the huge different with weight of the coach, the stability of

train becomes an important issues.

7th Central Pay commission Government of India Notification For the information of our Senior Engineers.

Many of our senior Engineers are repeatedly enquiring about the additional benefits that will be

available to us when the orders of Government of India are accepted by the Government of Tamilnadu

in the coming months. In this connection we wish to inform you the following.

1. Government of Tamilnadu, recently announced that another official committee of GOTN will be formed

to analyse those orders and recommend the same, with modifications if required to the Government,

taking at least 4 to 6 months time.

2. On receipt of this official committee recommendations, GOTN will pass orders, taking another

2 to 3 months. It is therefore, we expect at least a minimum of 6 months for the implementation of

7th Pay Commission pay scales and pension in Tamilnadu.

3. In this connection, WP No. 30861 of 2014 filed by TANSEA in the High Court of Chennai which is

pending for the last 21 months, needs to be modified through an additional petition requesting the

equal pension for those who retired after 01.01.2006.

4. We need not get disturbed if further delay caused in getting the orders of High Court of Chennai in this

regard as per the position existing as on date. However we will try to expedite the WP pending in

consultation with our Senior Advocate.
