I. LETTER TO THE TOWN
March 1, 2020
Dear Town of Jupiter Council Members,
As part of its lease with the Town, El Sol is pleased to submit its fourth quarterly report for 2019.
The last quarter of the year is filled with many special events. We celebrated our fall graduation ceremony
which is always a special night of celebration for our clients and families. Ten students graduated from our
higher ESL level classes (III/IV) while another 6 were promoted from Levels 1 and II. We are especially proud
of the 6 students who passed the first of four sections of the GED in Spanish. This is first time we are offering
this opportunity and our students are working hard at learning the necessary material to pass this important test
and earn a high school diploma. Additionally, 77 diplomas were handed out to participants in our different
vocational training opportunities including DIY classes at Home Depot, auto maintenance and the core
construction classes through NCCER at Palm Beach State College. We welcomed the very impressive Dental
Bus from Nicklaus Children’s Hospital who has been giving much needed free dental care to the children of the
area. Fully equipped with two dental operatories, 25 children are seen at each visit. El Sol Fest, our annual
cultural festival, was celebrated this year at the Jupiter Light Masonic Lodge. Despite a very rainy and stormy
start to the day we had a wonderful event with over 1000 people participating in a day of fun, music and great
food. Through our partnership with Merciful Heavens, 120 families received turkeys and all the trappings for a
Thanksgiving Meal. The Jupiter Police Department hosted another very successful Santa in the Park event to
celebrate the Holidays with our families and our Workers Council ended the year with their annual year end
party. With all of this going on, our Day Labor Hall continued operating with over 3,000 job requests being
filled during these last three months.
We are always very appreciative for the Town’s support of El Sol and allowing us to continue providing
services to our community. For 2019, an average of 63 workers arrived every morning looking for work.
Averages show that about 36 people got hired each day for 5.7 hours at $13.79 an hour. Most workers will
work only between 2 and 3 days a week to support themselves and their families.
The impact of our programs and services is detailed here, and when appropriate, there is a comparison to
previous years’ statistics. According to the Independent Sector website, the estimated national value of
volunteer time for 2019 is $25.43 per hour. This is the amount we assign to calculate the value of volunteer
hours in our programs.
I hope you enjoy reading about the work we are doing. Please let me know if you need any further information.
Respectfully submitted,
Suzanne Cordero
Executive Director

STRATEGIC PLAN GOAL: Increase placement Rate to 70% in 2019
Quarter IV Progress: Daily Placement Rate was at 56%
2019 TOTAL: We had a Total Placement Rate of 56% for 2019
In the fourth quarter of 2019, a total of 3,136 jobs were filled. El Sol registered 63 new workers and 214 new
Employers. For the quarter, an average of 89 community members registered at El Sol each morning. Of these,
58 members registered specifically for work for that day (Job Worker). Of the 58 ready for work, on average 34
workers were hired each day.
For the year, El Sol averaged 92 workers registering per day, with 63 of them here for work. Of those 63
workers, 35 went out to work with a placement rate of 56%. A total of 12,866 jobs were filled by workers in
2019.
*The Daily Placement Rate of workers in the past has been calculated using the average workers hired per day
divided by the full general attendance per day. El Sol has found that up to 30 workers a day register in the
morning but leave for other work or commitments for the day. The true placement rate of the available workers
has been recalculated using the Job Worker Attendance numbers.

Second Self-Sufficiency Score increased at least 3 points in 2019
The Case Manager interviews the workers on nine different categories from food assistance to education and
employment. From their answers, the Case Manager calculates a baseline for the status of the workers’ self-
sufficiency. The lowest score is zero and the highest score is 45. Our goal is for workers to learn more about
the resources available in the community, improve their work potential, improve their education, and improve
their knowledge of the medical and legal resources available.
A follow up by the Case Manager after six months will provide insight into how the worker is integrating and
improving his or her self-sufficiency within our community. We began documenting the Self Sufficiency score
in March of 2017. In the chart below we have shown the number of workers registering, the initial average Self
Sufficiency score, and then the average scores on the 6 months follow-ups.
Registration now requires mandatory OSHA classes and Community Service events for the workers.
In the follow up interviews from April through June of 2019, the follow ups resulted in 59% having an increase
of 3 points or more in their Self-Sufficiency scores.

7. CHILD DEVELOPMENT
STRATEGIC PLAN GOAL: Assess the need for child development services
Quarter IV and Total 2019 Progress:
An assessment was completed in December 2017. A need is there but strict childcare facility laws prevent El

who work with children.
El Sol began hosting Early Learning Coalition case managers two days a week to assist families with processing
eligability for VPK programs, School Readiness, and Childrens’ Services Council (CSC) Scholarships.
STRATEGIC PLAN GOAL: Have 20 children participate in the Summer Camp at El Sol in 2019
