and not of prior academic content knowledge.

Security Concerns and Procedures

• District and State procedures must be followed at all times.

• Each building administrator completes a NESA Security Agreement which includes ELDA.– Ensure the security of test booklets as well as all

other materials– During assessment administration, a test

administrator must be present at all times– Testing Ratio 1:20

Who can administer ELDA?

• Listening/Reading/Writing– Certified Teacher/Counselor/School Administrator– Trained Paraprofessional

• Speaking– Native/Fluent English Speaker– Certified personnel preferred

Assessment Schedule

• Districts may set their own testing schedule within the window timeframe established.

• ELDA is not a timed test.• Plan time to test students who have been absent.• Local flexibility in sequencing is allowed.• Language domain subtests can be broken into separate

testing periods.• Breaks are allowable at the discretion of the test

administrator– No break is recommended for speaking.

Who takes the ELDA?

• All students identified as Limited English Proficient (LEP).– Any student identified as LEP on the Nebraska

Student and Staff Record System (NSSRS).– ELDA-S is for all LEP students in Grades 3-12.– Have not met the district’s exit criteria.

Procedures for Students Needing Accommodations

• Accommodations should always be related to the student’s specific disability.– Accommodations that change the content of the

assessment are NOT allowable.– Accommodations in the administration procedures

for ELDA are allowable provided they are specified in the student’s IEP or 504 plan.

– Any accommodations for an individual must be specified before the student takes the assessment and must be documented in the IEP.

Defective Assessment Materials

• If a student receives materials that are incomplete or defective in some way:– Provide the student with a replacement folder from

the overage supply.– Print the student’s name on the new answer folder.– Staple the student’s replacement folder to the

original.– After the assessment, return all of the student’s

used testing materials to MI.

Best Practices for Assessment

• Be certain to provide sufficient time and space for administering the assessments.

• All students who are identified as LEP (ELL) must be included in the assessment process.

• Students should be encouraged to do their best.

Assessment Preparation

• Assessment materials should be stored securely.• Before assessment begins:– Apply all preprinted labels to the student answer

folder.– Bubble in information for those students without

pre-ID labels.• Return unused materials to secure location

before assessment begins.• Keep the shipping boxes!

Assessment Materials

• Testing materials include:– Test Administration Manual– Listening Prompt Cassette or CD– Speaking Prompt Cassette or CD– Speaking Scoring Guide

• Each student should have the following:– One test booklet for Reading/Writing– One test booklet for Listening/Speaking– Student Answer Folder

Assessment Room Preparation

• Check the assessment rooms for possible assessment question “clues” prior to each assessment session.

• Give each student a work space that is large enough to accommodate an open test booklet.

Interruptions in the Assessment

• These guidelines may be superseded by guidelines provided by the school testing coordinator.– If the interruption is serious and affects all students,

stop the assessment at the time of the interruption.– After the interruption, restart the administration from

the point where you stopped.– If the interruption requires you to leave the room, be

sure that no testing materials are taken from the room and the room is locked.

Scripted Directions

• Oral scripts for each of the four language domain assessments are in the Test Administration Manual.– The oral scripts should be reviewed by all test

administrators prior to the assessment session.– The scripted directions that are in bold print must

be read verbatim to students.• Directions can be further explained or clarified.

• Practice for the Administration– Read through the scripted administration directions

that you will read to the students.• Assessment Setting– Appropriate seating for each student.

• Free from outside noise• Appropriate spacing

• Assessment Materials– Each student will need a student test booklet, answer

folder, and pencils.

Reading Assessment Format

• Part 1: Short Passages– This section includes the student’s ability to

understand information on short reading passages.• Part 2: Instructions– This section tests the student’s ability to

understand directions.• Part 3: Longer Passages– This section test the student’s ability to understand

information in longer reading passages.

Writing Assessment Format

• Part 1: Open Ended– Students write responses to prompts.

• Part 2: Revise and Edit– Students choose the best answer to correct

grammar and usage errors in passages.• Part 3: Graphic Organizers– Students answer questions about graphic

organizers.

Preparation for Listening• Practice for the Administration

– Read through the scripted administration directions that you will read to the students.

– Listen to the first couple of minutes of the prompting recording to ensure that it operates correctly.

• Assessment Setting– This section can be group administered so be sure that all students can

hear the prompt cassette or CD.– Free from outside noise and appropriate space

• Assessment Materials– Each student needs a student test booklet, answer folder, and pencils.– The test administrator needs a cassette recorder or CD player, depending

on the format the district requested.

Directions for Administering Listening

• Each student should receive a test booklet.• Students may NOT open the test booklet until the

prompting recording is played.• When students reach the end of the assessment,

instruct them to put down their pencils.• Students should NOT leave the room until the test

administrator tells them to leave.• Collect each student’s test booklet and answer

folder PRIOR to the students leaving.

• These are to be used instead of, not in addition to score points.

• Codes are generally not needed for the scoring section as the test is administered individually.

Speaking Format

• Score the items in order, 1-12• There are two speakers.• There are 3 sets of four related questions. Each

set is comprised of one Connect, one Tell, one Expand, and one Reason item, in that order.

• Each set of four questions will reference two numbered pictures in the student’s speaking test booklet.

After Testing • Account for all materials using the school packing list• Place header sheet on top of Student Answer Folders• Put all student materials (used and unused) and teacher

testing materials back into the original box that came from the district – (Can consolidate boxes)

• All materials must be returned -- double check that you have accounted for and packed everything

• Return the box to the district office• Call Fed Ex to arrange for pick up when all materials are ready

to be shipped.
