INTRODUCTION

This booklet lists all the candidates for the election of the Deputy Speakers on Tuesday 8 June 2010. The election is governed by Standing Order No. 2A.

The candidates are listed in alphabetical order. Each entry gives the candidate’s name, sponsors and the side of the House they come from.

All candidates are required to sign a statement indicating willingness to stand for election. Each candidate’s entry in the booklet includes any further personal statement that has been submitted by that candidate.

Constraints will be applied to the count so that of those elected:

two candidates shall come from the opposite side of the House to that from which the Speaker was drawn. So the first candidate from the present Opposition side will be Chairman of Ways and Means and the second, Second Deputy Chairman of Ways and Means;

one candidate shall come from the same side of the House as that from which the Speaker was drawn and shall be First Deputy Chairman of Ways and Means; and

at least one man and at least one woman shall be elected across the four posts of Speaker and Deputy Speakers.

Having been asked by a number of colleagues whether I would consider standing for the role of Deputy Speaker, I feel I could usefully contribute to this important role.

The duties and actions of the Speaker and his deputies are critical to the perception of the electorate as to whether Parliament is effective and relevant to them, particularly during a Parliament with so many new Members and with such focus on restoring trust in our politics.

In the 18 years I have been a Member of Parliament I have always been an active participant in the Main Chamber and have served in a wide variety of roles.

My previous posts in Parliament include serving as a Member of the Environment Select Committee; Chairman of the All Party Group on Population, Development and Reproductive Health; as a Member of the Public Accounts Committee; as PPS to the Minister for Agriculture, Fisheries and Food, Assistant Opposition Chief Whip; and as the Shadow International Trade and Development Minister. Until the General Election I was a member of the Finance and Services Committee of the House.

During my time in the Opposition Whips Office I spent an enormous amount of time in the Chamber and became very familiar with the proceedings of the House. Whilst I have the highest regard for the traditions and heritage of Parliament, I am a supporter of sensible and appropriate innovations as we look to the future.

For colleagues, whether on my own side or from across the floor of the House, I would continue to be approachable and fair in my dealings, irrespective of a Member’s political allegiance or length of service.

These are the personal qualities and experience that would inform and guide my actions as Deputy Speaker and offer you the confidence in my judgement, backed by my assurance to you of the impartiality of the Chair.

I would like to take this opportunity to expand upon the reasons why I, and those who have nominated me from Parties on both sides of the House, believe that I am both qualified and suitable to take on this important role.

I believe that my service on the Panel of Chairs has provided me with the opportunity to develop the skills needed to be a successful Deputy Speaker. I have chaired debates in Westminster Hall and on Statutory Instruments. I wish to serve the House and support the Speaker during what I believe will be a crucial period in our Parliamentary history. We are in uncharted economic, political and social waters and the role of Parliament has never been more important in order to ensure that the appropriate legislation is scrutinised. The relationship between the Executive and the Legislature will be vital and backbenchers must be afforded the opportunity to do their job effectively.

There are 232 new MPs in the House and I will make myself available on a daily basis to answer any questions.

I believe that Parliamentarians should never find that their ability to serve their constituents is curtailed or hampered by outside bodies or the workings of IPSA. I would work with the Speaker to ensure that Parliament’s voice is heard.

I have a proven record of working effectively across Party boundaries having chaired the APPGs on Identity Fraud and Egypt in the last Parliament, having been elected by the whole House to act as the UK’s regional representative for the Commonwealth Parliamentary Association for three years and having served on the UK delegation to the Council of Europe. I would bring the same impartiality and work ethic to the role of Deputy Speaker.

I am an Honorary President of the British Youth Council and would seek to use that experience by making myself available to meet educational visits, school groups and youth organisations.

We, as a Parliament, have a unique opportunity to shape the future of politics in the UK so that the interests of every one of our constituents are heard loud and clear at every level of Government. What we do in this House affects our constituents and the UK as a whole on a daily basis. I wish to serve them and their interests as Deputy Speaker.

If I am successful in the ballot, I will ensure that my focus will always be on maintaining and facilitating a fair, representative and thorough debate upon any issue that comes before the House.

I offer my service to the Speaker, the House and to the British people.

I stand as a candidate for the Deputy Speakership of the House of Commons.

Experience Matters: I am the candidate with the longest and most comprehensive experience of chairing committees of the whole House in the main chamber, chairing debates in Westminster Hall and as chairman of very many important Bills at committee stage. The skill of chairing debates, ensuring impartiality and furthering the opportunities for backbenchers to hold Government to account are crucial in this role of presiding over the proceedings of the House.

Supporting the role of MPs: It is important that all Deputy Speakers support the Speaker in his role of protecting and championing the cause of Parliament. Parliament will need a strong voice over the next few years whether that be in terms of the new administrative organisations governing much of what we do or the dynamics of coalition government. Experience and judgement will be crucial in these matters, and I am known for my strong defence of Members of Parliament and their rights to act to serve their constituents effectively.

The Primacy of Parliament: I have always put the primacy of Parliament before the power of Governments. To enhance the strength of Parliament and provide all Members with a vital platform from which to voice the real concerns of real people. I will always seek to ensure that that voice is heard clearly.

I have been nominated by ten men and women representing the Labour, Conservative, Liberal Democrat and Minority parties. They are all people recognised for their independence of mind and spirit and I am proud to have received this cross-party endorsement which reflects the approach that I will wish to bring to the job.

I am standing for election as Deputy Speaker because I believe that I have the experience, after almost 24 years in Parliament, and the personal qualities to provide support to the Speaker and to ensure that the rights of Members of Parliament are maintained.I hope the information below will demonstrate my suitability:

Prior to being elected to parliament in a by-election in 1986, I worked variously as an engineer, further education teacher and Chief Executive of an economic development agency.

I served as a local councillor for 14 years, during which time I chaired the Housing and Finance Committees and was Deputy Leader of the Council.

As a Member of Parliament I have served as a Front Bench Spokesperson on Housing, the Environment and Home Affairs and as a Minister in the Home Office and Northern Ireland Office.

As a member of the Speaker’s Chairmen’s Panel, I have chaired debates in Westminster Hall and Delegated Legislation Committees.

As a Back Bench MP, I have served on several Select Committees, including Modernisation and Public Accounts and chaired the most recent Armed Forces Bill.

During the last Parliament, I was a member of the Intelligence & Security Committee, which operates on a strictly non party political basis.

Progressive reform is to be at the heart of our new Parliament; reform that is widely recognised as both welcome and necessary. I am confident that each of us privileged to have gained the confidence and trust of our constituents believe in the fundamental values of our democracy; that of a robust, scrutinised system where parliament and people crucially, and rightfully, work as a team.

It is to honour and uphold these fundamental values that I am seeking election as Deputy Speaker.

Since my election in 1997 I have consistently fought to be a strong voice from the backbenches. I have served on the BIS Select Committee since 1998 and chair a number of All Party Groups. I have never held a paid position within government and therefore my time spent in Parliament has been one of an independent minded and outspoken backbencher. I firmly believe that the fundamental job of parliament is to allow effective scrutiny and genuine debate. I highlight this to convey my recognition of the vital role hardworking backbench MPs play in making the British parliamentary system effective.

I am standing as representative of our common purpose as Members of Parliament; driven by intent to ensure every Member of this House can have confidence that their contributions are both heard and valued. Only by ensuring the widest possible debate can any changes to our system be effectively administered.

I was born in Edinburgh, educated at Harrogate Ladies College, attended the Universities of Edinburgh and Aarhus in Denmark and was admitted to the Faculty of Advocates in June 1982.

I was elected to the House of Commons in May 1997, having also served ten years in the European Parliament, between 1989 and 1999. I have held Shadow Ministerial posts for Transport; DCMS; Foreign Affairs; Work and Pensions; Education, with responsibility for Children, Young People and Families; and the Environment, Water and Waste.

I have also been Vice Chairman of the Commonwealth Parliamentary Association; Vice Chairman of the All Party Parliamentary Danish Group; Vice Chairman of the All-Party Parliamentary Group on Aviation and Vice Chairman of the All-Party Group on Diabetes; Chairman of the All-Party South Africa Group and Chairman of the All-Party Trans European Network and Infrastructure Group; I have been a Member of the European Scrutiny Committee; served on the Transport Select Committee, under the Chairmanship of Gwyneth Dunwoody; and served on the Environment, Food and Rural Affairs Select Committee.

I am a regular attendee of the Chamber and have great respect for the House of Commons.

I believe I would bring both Westminster Parliamentary experience and my European Parliamentary experience to assist in Westminster relations with other Parliaments.

A statement for the election of the Deputy Speaker is required by the Procedure Committee to be limited to a personal statement, not a personal manifesto.

This short resume of my time in the House of Commons gives an indication of my experience and suitability for this role.

I was elected as a Labour Member of Parliament in 1987, a single parent of a nine year old son. I joined, at the age of 33, a House of Commons which had only 41 women members. I remember the challenges those whose families lived in their constituencies faced and many parents still face today. Striking a balance between family and the work of the MP in Parliament and in the constituency can be difficult.

In 1990 I remarried. I have two step-daughters.

During my time in the House I have gained experience of being a backbench MP and a minister. As a backbencher I was also fortunate to have been a backbench member of the committee which, following The Warnock Report, passed the very first legislation on Embryology.

As a Health Minister many years later I returned to the subject of embryology, having responsibility for taking the Human Embryology Act 2009 through the House, with many free votes on issues of conscience. I learnt a great deal about how the House of Commons can work to deal with issues which transcend party lines. While guiding this Bill through it was imperative to appreciate deeply held views from all parts of the House. Having completed sixteen Finance Bills as a shadow and government minister, I have had plenty of opportunity to observe and participate in the procedures of the House at close quarters.

I have spent many hours in committees and in the House of Commons listening and debating. My experience has taught me that every MP wants to ensure that their constituents’ views are given prominence and that at times some of the more complicated procedures of the House militate against this. As a consequence, MPs often push at the boundaries of the procedures in order to achieve this.

I supported the modernisation of the procedures of the House and voted to give backbench MPs more control over how business is managed.

I believe my perspective and experience will allow me to be an effective Deputy Speaker.
