the negotiations of the Convention for the Protection of the Underwater Cultural Heritage and the Convention for the Safeguarding of the Intangible Cultural Heritage.
- Between 1998 and 2005 member of the Spanish Delegation to UNESCO for the negotiations of the Convention on the Protection of the Underwater Cultural Heritage and the Convention for the Safeguarding of the Intangible Cultural Heritage.
- Co-responsible for the organization of the 33rd session of the World Heritage Committee, held in Seville in June 2009, which was attended by more than 1200 delegates from more than 180 countries.

Between 1996 and 2009: He held the position of Deputy Director General for the Protection of Historical Heritage of the Directorate General of Fine Arts and Cultural Property of the Ministry of Culture, developing the inherent tasks of a Deputy Director (budget management, contracting, human resources, grants, parliamentary questions, administrative procedures ...) and also tasks / functions corresponding to the Unit, among which noteworthy:
- Representative of the Ministry of Culture to UNESCO for the follow-up and implementation of international agreements signed by Spain on cultural heritage (World Heritage, Underwater Cultural Heritage, Intangible Heritage, Protection of cultural property in case of armed conflict, and Protection of
cultural property against illicit trafficking Conventions) and coordination with the Autonomous Communities for the implementation of these Conventions.
- He was part of the Spanish Delegation that participated in the elaboration of the UNESCO Conventions for the Safeguarding of Intangible Heritage and for the Protection of the Underwater Cultural Heritage.
- Responsible for the organization of the 33rd session of the World Heritage Committee, held in Seville in June 2009, which was attended by more than 1200 delegates from more than 180 countries.
- He participated in the elaboration of the National Plan of Cathedrals, the National Plan of Abbeys, Convents and Monasteries, and the National Plan for the Protection of the Underwater Archaeological Heritage, as well as in the development and monitoring of the latest plan.
- He has been, for 13 years, Secretary of the Council of Historical Heritage, coordinating body between the State and the Autonomous Communities in matters of cultural heritage. This forum discussed and adopted all national conservation plans, dealt with issues arising from international agreements signed by Spain in this area and coordinated protection and conservation policies, as well as the nominations to be submitted by Spain to World Heritage List.
- He has actively participated in the collaboration process with Autonomous Communities and management centers, in the processing and management of a large number of the declarations of Spanish nominations.
- From 2010 to 2013, he held the position of Deputy Director General for
Dissemination and Management of the Directorate General of Historical Heritage of the Community of Madrid.
- From 2013 to 2016, he held the position of Deputy Director General of the
Protection and Preservation of the Directorate General of Historical Heritage of the Community of Madrid.
- It is worth mentioning its role as promoter of a new Spanish rapprochement
policy with ICOMOS, including ICOMOS-Spain and ICOMOS–Latin America and ICOMOS-International.
- Since December 2016, he holds the position of Director General of Fines Arts
and Cultural Heritage of the Ministry of Education, Culture and Sport, assuming a leadership role for the application and follow-up of the international agreements signed by Spain in the field of cultural heritage and the coordination of the Autonomous Communities in this area.

Funcionario de carrera del Cuerpo Superior de Administradores Civiles del Estado
(1990).
Entre los años 1996 y 2009: Ocupó el cargo de Subdirector General de
Protección del Patrimonio Histórico, de la Dirección General de Bellas Artes y
Bienes Culturales del Ministerio de Cultura, desarrollando las tareas propias de un
Subdirector (gestión presupuestaria, contratación, tareas de recursos humanos,
subvenciones, preguntas parlamentarias, procedimientos administrativos…) y además
tareas/funciones propias de la unidad, entre las cuales cabe destacar:
- Representante del Ministerio de Cultura ante la UNESCO para el seguimiento y
aplicación de los convenios internacionales suscritos por España en materia de
patrimonio cultural (convenciones de Patrimonio Mundial, Patrimonio Cultural
Subacuático, Patrimonio Inmaterial, Protección de bienes culturales en caso de
conflicto armado, Protección de los bienes culturales contra el tráfico ilícito) y
coordinación con las Comunidades Autónomas para la aplicación de estos
convenios.
- Formó parte de la delegación española que participó en la elaboración de los
convenios UNESCO de Patrimonio Inmaterial y de Protección del Patrimonio
Cultural Subacuático.
- Responsable de la organización de la 33ª reunión del Comité de Patrimonio
Mundial, celebrada en Sevilla en junio de 2009, a la que asistieron más de 1200
delegados de más de 180 países.
- Participó en la elaboración del Plan Nacional de Catedrales, del Plan Nacional
de Abadías, Conventos y Monasterios y del Plan Nacional para la Protección
del Patrimonio Arqueológico Subacuático, así como en su desarrollo y
seguimiento de este último plan.
- Ha sido, durante 13 años, Secretario del Consejo del Patrimonio Histórico,
órgano de coordinación entre el Estado y las Comunidades Autónomas en
materia de patrimonio cultural. En este foro se debatía y se adoptaban todos los
planes nacionales de conservación, se trataban los asuntos derivados de los
convenios internacionales suscritos por España en este ámbito y se
coordinaban políticas de protección y conservación, así como las candidaturas
a presentar por España a Patrimonio Mundial.

- Desde el año 2010 hasta 2013, ocupó el puesto de Subdirector General de
Difusión y Gestión de la Dirección General de Patrimonio Histórico de la
Comunidad de Madrid, siendo responsable de la gestión administrativa,
contratación, ejecución presupuestaria y de personal de toda la Dirección
General; tramitación de los expedientes para la declaración de bienes de interés
cultural y para incluir bienes en el Inventario; aplicación jurídica de la Ley de
Patrimonio Histórico de la Comunidad de Madrid; presidió las Comisiones
Locales de patrimonio histórico de Aranjuez, Chinchón, Manzanares del Real,
Nuevo Batzán, Patones, Talamanca del Jarama, Torrelaguna y Valdemoro y es
Vicepresidenta de la de Madrid; y coordinó las tareas de divulgación,
exposiciones, educación y publicaciones de la Dirección General.
- Desde el año 2013 hasta 2016 desempeñó el cargo de Subdirector General
de Protección y Conservación de la Dirección General de Patrimonio
Histórico de la Comunidad de Madrid, cuyas funciones fueron la catalogación de
los bienes muebles e inmuebles del patrimonio de la Comunidad de Madrid,
declaraciones de BIC, de BIP…; restauración de bienes muebles e inmuebles
del patrimonio histórico de Madrid a través de los planes regionales de puentes,
fuentes y jardines, órganos; restauración de bienes de titularidad eclesiástica;
informes sectoriales sobre patrimonio histórico en el ámbitos ambiental,
urbanístico y de ordenación del territorio ; catalogación urbanística de edificios;
presidencia de las mismas Comisiones Locales de Patrimonio Histórico
sustituyendo la de Nuevo Baztán por la de Colmenar de Oreja y presidiendo la
de Madrid; coordinación del programa yacimientos visitables y control y
seguimiento de todas las actuaciones arqueológicas en la Comunidad de
Madrid.
- Cabe destacar su papel como impulsor de una nueva política de España de
acercamiento a ICOMOS, tanto ICOMOS España como ICOMOS –
Iberoamérica e ICOMOS internacional.
- Desde diciembre de 2016, ocupa el cargo de Director General de Bellas Artes y
Patrimonio Cultural del Ministerio de Educación, Cultura y Deporte, entre cuyas
competencias vuelve a asumir un papel de dirección en materia aplicación y
seguimiento de los convenios internacionales suscritos por España en materia
de patrimonio cultural y de coordinación de las Comunidades Autónomas en
esta materia.

PUBLICACIONES Y CURSOS
- Ha escrito numerosos artículos sobre la protección jurídica del Patrimonio
Histórico en diversas publicaciones. Asimismo, ha impartido multitud de cursos
y conferencias sobre esta materia. En la actualidad coordina el “Laboratorio de
Patrimonio Cultural” del Master sobre Patrimonio Cultural y Natural que
organiza la Universidad Internacional de Andalucía (UNIA) con sede en Baeza.
- Ha participado en diversos Cursos de formación, congresos y Jornadas sobre
Patrimonio Mundial lo largo de toda su carrera profesional.
- En 2012 realizó el Curso del IESE sobre Gestión de Instituciones
Culturales (del 5 al 8 de marzo de 2012).
- Fue el creador, en su momento, del Premio “Grupo Ciudades Patrimonio
Mundial”.
PREMIOS
En su carrera profesional, ha recibido los siguientes premios:
- Medalla al Mérito Civil por el Ministerio de Asuntos Exteriores (2000)
- Medalla al Mérito de la Policía Nacional (2001)
- Medalla al Mérito de la Guardia Civil (2001)
- Cruz de San Gregorio Magno por parte de la Conferencia Episcopal Española
por su labor en la defensa y conservación del Patrimonio histórico eclesiástico
(2004)
- Medalla de Oro de la Asociación Española de Amigos de los Castillos (2010)
por su labor permanente en la conservación y catalogación de estos elementos
singulares de nuestro patrimonio.
