111. PURPOSE OF THIS ORDER

This order lists the location identifiers authorized by the Federal Aviation Administration and Transport Canada. It lists United States airspace fixes and procedure codes. The order also includes guidelines for requesting identifiers and procedures for making assignments.

112. AUDIENCE

This order applies to all ATO personnel and anyone using ATO directives.

121. USE OF LOCATION IDENTIFIERS

The FAA location identifier is an assigned code usedto simplify the identification of a landing facility,navigational aid, weather station or manned air trafficcontrol facility.

122. ASSIGNMENT AUTHORITIES

a.The Federal Aviation Administration assignsthreeletter identifiers (except those beginning withthe letters N, W, Y, and Z), three and four characteridentifiers, and fiveletter name codes for the UnitedStates and its jurisdictions.

b.The Department of Navy assigns threeletteridentifiers beginning with the letter N for the use ofthat Department.

c.Transport Canada assigns two, three, and fourcharacter identifiers, including three letter identifiersbeginning with letters Y and Z, for its areas ofjurisdiction.

d.The Federal Communications Commissionassigns identifiers beginning with K and W forbroadcast radio and television stations.

e.The block beginning with the letter Q is underinternational telecommunications jurisdiction and isused by FAA Technical Operations to captureNational Airspace equipment not published in thisorder.

f.FAA assigns identifiers beginning with theletter Z to air route traffic control centers.

g.The National Weather Service assignsfourletter, onenumber identifiers for certainweather requirements.

h.The U.S. Air Force Weather Agency (AFWA),acting on behalf of all the military services, assignsthree letter FAA identifiers beginning with the letterQ for special use by deployed units supporting realworld contingencies; deployed/in-garrison unitsproviding support during exercises; supportingweather system testing programs requiringtemporary station identifiers; and units that have

requested, but not yet received a permanent locationidentifier.

i.The Air Traffic Safety Oversight (AOV) assignsidentifiers within the range of AV00 through AV99.

123. COORDINATION

a.In the FAA.

1.The Mission Support Services, AeronauticalInformation Management, National Flight DataCenter (NFDC) Group is responsible for thecoordination of requests for location identifierswithin each service area.

2.Any reapplication or change in usage of alocation identifier assignment must receive priorclearance from NFDC.

3.Occasions will arise where a sponsor orinterested group will seek the advice of regional/ser-vice area office or field personnel concerning theassignment of a particular identifier or a change to amore preferred identifier. Inquiries of this naturemust be referred to NFDC.

b.The Department of Navy, NavalTelecommunications System, ICO-5, is responsiblefor final coordination and assignment of three letteridentifiers beginning with the letter N.

c.Transport Canada, Aeronautical InformationService, is responsible for final coordination andassignment of Canadian location identifiers.

124. PERMANENCE

a.Location identifiers are considered permanentand will not be changed without strong anddocumented justification, primarily concerning airsafety or a significant change of landing facilitystatus.

b.Location identifiers are not interchangeable andcannot be transferred from one location to another orfrom one airport to another even within the samecommunity.

c.The original identifier will remain in effect, inmost instances, even if it is necessary to change thefacilitys name.

125. DUPLICATION

a.When assigning location identifiers within theboundaries of an established landing area, a locationidentifier may be assigned more than once; however,the following restrictions apply. The same identifiermay be assigned to:

1.The landing area.

2.One landing facility.

3.Each unique navigational aid (NAVAID)type.

4.One manned air traffic control facility.

5.Each unique weather station.

6.With certain restrictions, variations of theairport identifier may also be assigned to landingsystems.

b.Some duplication of threeletter assignmentshas been made between air navigation facilities in thecontiguous United States, which are not associatedprimarily with a landing area, and U.S. Departmentof Defense overseas air bases. For example, thesecond ILS at an airport in the U.S. and an air base inItaly, or an air base in Germany and an en routeVORTAC in the U.S.

c.The first and second letters or second and thirdletters or third and first letters of a threeletteridentifier may not be duplicated with less than 200nautical miles separation.

126. EFFECTIVE DATES

Location identifiers are published in the next editionof the order, following assignment. All segments ofthe aviation industry and many related activities usethese codes in their daily business. The effective dateof the assignment, therefore, is set by each user groupaccording to their respective requirements.

127. ASSIGNMENT SYSTEM

a.Three-letter identifiers are assigned as radio callsigns to:

1.Aeronautical navigation aids (NAVAIDS).

2.Airports:

(a)with a manned air traffic control facility.

(b)with a navigational aid (NAVAID) withinairport boundaries.

(c)that receive scheduled route air carriers.

(d)that receive military airlift services.

(e)designated by the U.S. Customs Serviceas Airports of Entry.

3.Some staffed aviation weather reportingstations.

4.Public use airports commissioning Auto-mated Weather Observations Systems, level III(AWOS-III) or higher that have paved runways 5,000feet or longer.

5.Weather reporting systems approved fornational dissemination of weather data.

(a)When located on a public use airport, theAWOS identifier will match the airport identifier.This may be a three-letter identifier or athree-character identifier.

(b)When located on a private use airport- theAWOS will be assigned a unique, three-letter orthree-character identifier- unrelated to the airportidentifier.

(c)When located off airport, the AWOS willbe assigned a unique, three-letter or three-characteridentifier.

b.Navigation aid identifiers are assigned by thefollowing standards:

1.Instrument Landing System (ILS), Localizertype Directional Aid (LDA), Simplified DirectionalFacility (SDF), and associated Distance MeasuringEquipment (DME):

(a)The initial localizer commissioned at alanding facilitywhether it is associated with an ILS,LDA, or SDF, is usually assigned the same identifieras the landing facility that it serves. This may bealtered to a unique, three letter identifier if the airporthas not yet been assigned a three letter identifier or ifthe assigned airport identifier begins with K, N orW.

(b)If additional localizers are established atthe same landing facility, whether it is associated withan ILS, LDA, or SDF, each localizer will be assigneda unique three letter identifier.

(c)If a DME is installed as an integralcomponent of the ILS, the DME is assigned the sameidentifier as the associated ILS.

(d)The keyed ILS, LDA, or DME identifieris preceded by the letter I and a dash.

EXAMPLE-

The initial LOC at ORD is keyed IORD.

(e)The keyed SDF identifier is not precededby a letter.

2.Interim Standard Microwave LandingSystem (ISMLS):

(a)The initial ISMLS commissioned at alanding facility is usually assigned the same identifieras the landing facility that it serves. This may bealtered to a unique three letter identifier if the airporthas not yet been assigned a three letter identifier or ifthe assigned airport identifier begins with K, N orW.

(b)If an LOC and ISMLS are installed on thesame runway end, the ISMLS will be assigned thesame identifier as the LOC.

(c)The LOC identifier will be preceded bythe letter I and a dash. The ISMLS identifier willbe preceded by the letter M and a dash.

(d)If additional ISMLS are established at thesame landing facility, each ILMSL will be assigneda unique three letter identifier.

3.Compass Locators. The general term com-pass locator also covers NDB/OM, LMM, and LOMregardless of output power or type. The term isapplied only to a nondirection radio facility whichis located at the VHF middle or outer marker site(front course) of an ILS. It is assigned a namecodeand a twoletter identifier. The twoletter identifieris derived in the following manner:

(a)The threeletter localizer identifier isconsidered as a base.

(b)The first and second letters of thethreeletter localizer identifier are assigned to theouter marker compass locator (LOM) and the secondand third letters are assigned to the middle markercompass locator (LMM).

4.Nondirectional Radio beacon.Nondirectional radio beacons are assigned

threeletter identifiers except when they are also theouter compass locator (LOM) or middle compasslocator (LMM) of an ILS, or placed at a marker siteof an ILS. See Compass Locators above. The samebasic threeletter identifier cannot be shared by aterminal NDB and an ILS at the same location.

5.VOR, VORTAC, and TACAN Facilities.These facilities are assigned threeletter identifiers.If two or more such facilities or an NDB areestablished at a location, they will be assigneddifferent identifiers. The same basic threeletteridentifier can be assigned to one of these terminalfacilities and to an ILS localizer at the same location.

6.Distance Measuring Equipment (DME). Thisequipment is used in conjunction with several typenavigation aids. It is assigned the same identifier asits associated aid, whether a VOR/DME, NDB/DME, or ILS/DME.

c.Most onenumber, twoletter identifiers havebeen assigned to aviation weather reporting andobservation stations and specialuse locations. Someof these identifiers may be assigned to publicuselanding facilities within the United States and itsjurisdictions, which do not meet the requirements foridentifiers in the threeletter series. In this identifierseries, the number is always in the first position of thethreecharacter combination.

d.Most oneletter, twonumber identifiers areassigned to publicuse landing facilities within theUnited States and its jurisdictions, which do not meetthe requirements for identifiers in the threeletterseries. Some of these identifiers are also assigned toaviation weather reporting stations.

1.Oneletter, twonumber identifiers are keyedby the alphabetical letter. The letter may appear in thefirst, middle or last position in the combination ofthree characters. When the letter signifies an AirTraffic Control Centers area, the assignment will notchange if the Centers boundaries are realigned.

2.Identifiers in this series, which could conflictwith the Victor, Jet or colored airway numbersare not assigned.

e.Twoletter, twonumber identifiers are as-signed to privateuse landing facilities in the UnitedStates and its jurisdictions which do not meet therequirements for threecharacter assignments. Theyare keyed by the twoletter Post Office orsupplemental abbreviation (listed below) of the state

with which they are associated. The twoletter codeappears in the first two, middle, or last two positionsof the fourcharacter code.

f.A single fiveletter pronounceable combinationserves as the fix name, assigned identifier andcomputer code. If a new fix is to be collocated withan existing navigation aid, ILS marker, way point, orother type fix, the original name or namecodeapplies to both.

g.Weather Offices and Stations, may be assignedin any of the series of Location Identifiers, dependingupon type or combination of Station. Generally, aWeather Service Office at an Airport is given athreeletter identifier. AMOS equipment may bepolled with any combination of threecharacteridentifiers. Some types of Aviation WeatherReporting Stations are listed with twonumber,oneletter identifiers.

128. CANCELED ASSIGNMENTS

a.All users are requested to periodically reviewassignments in their area of responsibility, and notifyNFDC as soon as an identifier or namecode may becanceled.

b.Canceled threeletter assignments are held inabeyance for one year, usually, before becomingavailable for reassignment.

c.Canceled numberalpha and fiveletterassignments are held in abeyance an appropriatelength of time depending upon circumstances ofcancellation, but not more than one year.

129. CORRECTIONS

a.Upon receipt of this order, users are requestedto verify the proper listing of identifiers in their areaof responsibility. Omitted, incorrect and obsoleteassignments and tiein facilities should be reportedimmediately to the NFDC. If available, include thecorrect information. See Paragraph 114., forappropriate action dates.

b.A page is included inside the front cover for thispurpose.

1210. TIEIN FACILITY

The FAA TIEIN FACILITY is thetelecommunications facility that handles flight planmessages for the listed landing facility ornavigational aid. This also applies to Canadianfacilities. Tiein facility hours are local times. Theabsence of a facility in this column indicates that thelocation identifier is being reserved for the futurecommissioning of the landing facility or navigationalaid.

1211. ARTCC CONTROL AREA

The computer code for the U.S. Air Route TrafficControl Center or identifier of the Canadian ARTCC

(see note below) of jurisdiction is shown beside thetiein facility identifier opposite each landing facilityand navigational aid listing. This information hasbeen included to assist in routing IFR Flight Planningmessages directly to ARTCC computers. NOTE-

These may change for any landing facility or navigationalaid depending on letters of agreement, ARTCC boundaryrealignment, hours of service, traffic flight levels oraltitudes. Additions, deletions or changes of suchinformation must be provided to NFDC by the appropriateAir Traffic facility.

1212. METROPOLITAN AREAIDENTIFIERS

A number of threeletter identifiers have beenassigned in the past to designate a metropolitan areawhere a principal city is served by more than one

airport, however, no further assignment ofmetropolitan codes is contemplated. Existingmetropolitan codes are not exchangeable with airportcodes at the same location.

1213. RECORDS AND REVIEWS

a.Location Identifiers System records areretained for five years. Research of assignmentsbeyond that time may be done only from historycopies of the order.

b.Continuing reviews are conducted to updateassignments in the Location Identifiers System.Assignments of more than five years are subject toover all reviews and meeting current standards.

1214. RESERVED IDENTIFIERS

A number of identifiers have been reserved for thefuture commissioning of navigational aids andairports. These locations and identifiers will be listedwithout an associated tiein facility or center code.

131. REQUESTS

a.Make requests for all identifier assignments inwriting at least 120 days in advance of the proposedcommissioning or effective date directly to NFDC.Include the following information:

1.For United States airport:

(a)Name of the airport (must include sitenumber, if civil airport).

(b)Name of city and state where located.

(c)Type of airport (whether public, private, ormilitary).

(d)Coordinates of airport location; i.e.,latitude and longitude in degrees and minutes only.

(e)Center identifier of the ARTCC, if known,which has jurisdiction over area within which theairport is located.

(f)Name or identifier of the FAA tieinfacility for the airport.

(g)Name of scheduled air carriers (or MAC)serving the airport, if any.

(h)Associated NAVAIDs and their assignedidentifiers, if any.

(i)Type of weather reports which willoriginate at the airport, if any.

2.For navigational aids:

(a)Name of aid as it is to appear on charts.(The general procedure for assigning location andfacility names is contained in Order 7400.2, Part 1,Chapter 3. Any further questions regarding suchnames are to be directed to NFDC.)

(b)Type of aid.

(c)Name of city and state where located.

(d)Coordinates of NAVAID location, i.e.,latitude and longitude in degrees and minutes only.

(e)Airport identifier (if associated with anairport).

(f)Whether located within airport boundariesor distance and direction from airport and whether itis intended to be on any airway.

(g)Whether the frequency of the NAVAID isallocated to a civil or military government agency, ornonfederal concern.

(h)Whether permanent or temporary. (Iftemporary, specify planned period of use.)

(i)Proposed frequency, if available.

(j)Proposed commissioning date.

(k)If an ILS, or to serve a runway, adviserunway number and outer marker namecode. (Ifsecond, additional, or partial ILS, provide outermarker namecode, even though an outer marker isnot now planned. If a fix already exists over theproposed marker site, that name code should beprovided.)

(l)Names and identifiers of the othernavigational aids at the same location.

3.For Weather Offices and Stations:

(a)City and State where located.

(b)Coordinates and elevation of WeatherStation.

(c)Type of Station, as described in thepublication, National Weather Service Offices andStations.

(d)Distance and direction from airport

(e)Type of reports to be originated, entrystation and circuit numbers.

(f)Operator (NWS, Coop Observer, Military,Airline).

4.For Airspace Fixes NameCodes:

(a)Name of airway fix as it is to appear onFAA Form 82602 or in an Airspace Docket.

(b)State in which located, or if over water,associated state.

(c)Type of airways fix (intersection, waypoint, coordination, etc.) and fix description(radials/distance), where applicable, otherwise co-

(d)Upon receipt of namecode from NFDC,file an FAA Form 82602:

(1)To establish an airspace fix.

(2)If converting an existing airspace fix, tocancel the old fix name.

(3)For Air Traffic Control Coordinationonly fixes, include latitude and longitude and specifyno charting. The ATC Coordination fix will thenappear only in the appropriate Controller ChartSupplement and in the Airspace Fixes Section of thisorder.

5.In all cases of identifier requests, include anyother information pertinent to the situation or whichmay influence the combination of characters chosenfor assignment.
